Addressing a training programme for district level Maoist leaders at Jalbire in the Sindhupalchowk district, Maoist chairman Prachanda said the insurgents were preparing for a “new form of people's revolt strong enough to capture Kathmandu and the state power.” The people’s revolt will be led by local Newars, he said. He claimed that had the April 2006 uprising not withdrawn for next five days, Nepal would have already become a republican state by now. As the seven parties failed to go for a republic in April, Maoists are preparing for another revolt to achieve it, he added.

Meanwhile, Kantipur reports that the scheduled signing ceremony of Nepal-India Extradition Treaty has been put off following a telephone conversation between Prime Minister Girija Prasad Koirala and Prachanda on October 3. According to Maoist sources, the Prime Minister agreed to postpone the date for signing the treaty after Prachanda asked him not to do so before the Summit Talks slated for October 8. According to the treaty, both countries will have to extradite the other's citizens being held prisoner in their jails.

Himalayan Times reports that the second round of talks between the seven-party alliance (SPA) and the CPN-Maoist on October 8 failed to come up with any decision on crucial issues like the future of the monarchy, structure of the interim legislature and modalities of arms management. The first round of talks had taken place on June 16. The talks will continue on October 10, reports added. Leaders said they could not reach an agreement on crucial issues. The Government and Maoist talks’ teams, however, presented a draft of the interim constitution prepared by the Interim Constitution Drafting Committee. A joint press statement issued by the Government team leader Krishna Prasad Sitaula and Maoist team leader Krishna Bahadur Mahara stated that top leaders of both the sides discussed the draft of the interim statute, an election to a constituent assembly, implementation of the pacts the two sides had reached, issues of arms management, relief to the victims of the conflict, socio-economic transformation and restructuring of the state.

Nepal News has reported that despite pressure from various quarters to declare schools as zones of peace and not to conduct any activities hampering the studies, Maoists continued to capture schools to use it as shelters for Maoist armies and militias. The insurgents have started to use Sharada Secondary School at Khanar-4 in Sunsari for residential purposes and the school playground for parading and holding drills from October 9. Reports quoted Maoist leader Hemanta as saying that some 25 insurgents are staying at the school. Headmaster of the school, Suvarna Bahadur Thapa, alleged that the Maoists had occupied the school without seeking permission violating universally-accepted norms and not respecting the education sector as a zone of peace.

The second summit talks, that commenced on October 8, between the Government constituents – the seven-party alliance -- and the Maoists resumed on October 9 at Prime Minister Girija Prasad Koirala’s residence at Baluwatar in Kathmandu, according to Himalayan Times. The talks on October 8 had been postponed as no agreement was reached during the first sitting. A total of 32 top leaders, including four each from the eight parties, and four human rights activists as observers are taking part in the talks. Before the talks began, leaders of the seven-party alliance said the dialogue will try to reach a consensus on contentious issues like interim statute, future of monarchy, arms management, and date and modalities of elections to a constituent assembly.

Talking to Kantipur Television, Prachanda said the ongoing homework with the Government on all key issues has been quite positive. "There have been positive discussions on all issues including status of monarchy, arms management, constituent assembly and interim arrangement. The two days of interactions would lead us to concrete conclusions on Sunday (October 15)," Prachanda said. A letter issued by the party, which reportedly has its headquarters in Kailali’s Dhangadhi, to journalists stated that a ‘sabotage programme’ will be launched from mid-December to mid-February in support of the King. “An armed struggle has been declared from the far west to show disagreement with the current political activities, in the context that all others except the seven political parties and Maoists are being treated badly,” the letter said. It also said that the Nepal Janatantrik Party was formed on May 24, 2006. The letter read that Rana Bahadur Chand ‘Samrat’, Shailendra Dhami ‘Jeevan’, Tapendra Bhatta ‘Smriti’, Janak Bhandari ‘Basant’ are the central president, vice-president, general secretary and secretary of the party, respectively.

The meeting held on the eve of the crucial summit meeting slated to be held today, October 15, has proposed that the SPA and Maoists should right away declare a republic; or keep the monarchy in suspended position till its fate is determined through Constituent Assembly (CA) elections or referendum. Listing other alternatives, the meeting has proposed to build a broader consensus to go for democratic republic through CA elections; or nationalize the properties of the King. If none of these options are accepted by the SPA, then the meeting decided that the Maoists would stay away from the interim government but demand immediate announcement of the date of CA elections – through which people would give their decision on monarchy.

Though a major breakthrough was expected, leaders of the SPA and Maoists met only for about 15 minutes and adjourned the talks till "homework" on the details is completed, The Hindu reported. Prime Minister Girija Prasad Koirala announced the adjournment after he held a joint consultation with Maoist Chairman Prachanda, the former Prime Minister, Sher Bhadur Deuba, and CPN-UML general secretary Madhav Kumar Nepal. Sources indicated that the insurgents and the SPA could not agree on monarchy and the arms management issues. “The central issues of the talks are the question of the monarchy and democratisation and restructuring of the Nepali Army. It will not take much time to resolve other issues once a breakthrough is made on those two issues,” said Maoist leader Baburam Bhattarai. He alleged that the dialogue, which was moving towards a positive direction, was deadlocked because of the royalists’ influence in some parties of the SPA, according to Himalayan Times. He also alleged that the Nepali Congress is not interested in restructuring the Nepali Army and is insisting on the management of the Maoist army only.

Issuing a press statement on October 29, Maoist chairman Prachanda said the extension of cease-fire is aimed at creating a conducive environment for brining the ongoing talks to a positive conclusion and announce the date of constituent assembly elections. The renewed truce will take effect from October 29 itself, the statement said. Prachanda said the dialogue between the seven-party alliance Government and his party was “moving positively but no conclusion has been reached” and expressed hope that the talks would succeed and the country would soon head towards the constituent assembly elections -- as per the aspirations of the Nepali people for peace, democracy and progress and the mandate of the people’s movement. His announcement came hours after his meeting with Prime Minister Girija Prasad Koirala in Baluwatar. Though no decisions were taken at the meeting, the two reportedly discussed the main contentious issues – the fate of monarchy and management of Maoist arms.
