Communist Party of Nepal (Maoist) leader Baburam Bhattarai, in an interview to the BBC, said that the Maoists would have to respect the decisions of a constituent assembly if elections to it were "free and fair". He added that, "We think this is a step forward in our democratic movement, but it's still worryingly ambiguous… It's not clear whether the constitutional assembly would be conditional or unconditional - that means whether it will be sovereign, free to decide on anything including the abolition of the monarchy, or the continuation of monarchy… Our point of view is that it has to be a sovereign constituent assembly which can decide on the abolition of monarchy, and an institutionalised democratic republic." However, "If the elections are free and fair, one has to respect the result of the elections. Then of course we will abide by the verdict of the people. But we don't believe that the verdict will go in favour of the king."

Sharma Oli said, “We have taken a political decision according to the spirit of the jan andolan (mass uprising). "We are of the view that Nepalese should not kneel down on anybody's pressure and that nobody should intervene or meddle on issues related to Nepal's sovereignty. You write it in clear words, the kind of warning (US Assistant Secretary for South Asia) Richard Boucher is giving right now…tell me who is he and on what basis is he saying that this or that should happen in Nepal. Nepalese people should rise against all such tendencies," he said. During his brief visit to Kathmandu in April, Boucher had reportedly advised the Nepal Government not to include Maoists in the interim Government unless they give up arms.

On the question of managing arms possessed by the Maoists, Prachanda said the essence of the 12-point understanding (with the seven party alliance) was that activities of both the People's Liberation Army (PLA) and the Royal Nepalese Army should be put under the supervision of the United Nations or any other credible international organization. "There is no question of management. Whatever the constituent assembly election decides, the management (of arms) should be done according to that," he said, adding, "What (the 12-point MoU says) in fact is keeping both the army under the supervision of reliable international organization, hold elections to constituent assembly and based on the outcome – move on to form a restructured new national army."

Mahara, further said, “As agreed in the 12-point understanding, the process to return the lands and houses of various persons and activists of political parties, which were unjustly seized, has started.” The party has given directions to the party men to discuss with the concerned persons and the political parties and start returning the seized properties, he added.

Kantipur Online reports that the Maoists have made public their roadmap for holding dialogue with the Seven Party Alliance (SPA) Government. A statement issued by Chairman of the CPN-Maoist, Prachanda, on May 13, today, stated that the Maoist roadmap to hold talks with the government is: declaration of a ceasefire; finalisation of code of conduct; formation of talks team; release of political prisoners; starting talks; dissolution of the old parliament, constitution and government; formation of an interim guideline and government by holding a political conference with representation from the political parties, civil society and renowned personalities of different sectors; setting of electoral constituencies by ensuring the representation from people of all classes, castes, sectors and genders; holding constituent assembly elections under reliable international supervision; and restructuring of the whole state structures including the People's Liberation Army and the Royal Nepalese Army as per the popular mandate expressed through the (constituent assembly) elections. The statement also said that all the above decisions were taken by a special meeting of the central committee of the Maoist party. The statement said that a "Summit dialogue" needed to be held to take important decisions during talks with the SPA government and that Prachanda would lead the negotiation team during such a summit dialogue. The Maoists have also formed a 13-member "central" speakers' team to address the peaceful mass meets across the country.

According to the victims, they were forced to pay a total of Rs 33,000 to a group of Maoists led by ‘vice-chief of people's army’, Surbir Ari. In another incident, Maoists on May 14 demanded 20 days' salary as "donation" from teachers at Bikash Higher Secondary School in the Lamjung district headquarters. Royal Nepalese Army sources said that Maoists on May 10 had collected food items from locals at Mangtewa in the Sankhuwasabha district and assaulted Maheshwori Secondary School's teachers at Bala VDC.

They made public the 25-point Cease-fire Code of Conduct to pave the way for elections to the Constituent Assembly, modalities of which would be discussed during the next round of talks. The coordinator of the Government team, Home Minister Krishna Prasad Sitaula, and the coordinator from the Maoists’ side, Krishna Bahadur Mahara, signed the Cease-fire Code of Conduct. “We will soon hold election to Constituent Assembly and will create an environment in which people will be able to exercise their democratic rights without fear and threats,” said Sitaula after signing the code and added that the “next round of the talks will focus on the process and modalities of election to the Constituent Assembly and whatever differences we may have will be settled amicably.” Meanwhile, Mahara reportedly said, “election to Constituent Assembly is our one-point agenda.” Some of the points agreed upon at the meeting included: both sides to refrain from activities that may provoke the other side; Mobilisation of arms to stop; both sides shall not attack security bases of the other side or use landmine or ambush against each other; fresh recruitment to stop and bandh (shutdown) or strike will not be called during the truce.
