The coordinator of the Maoists’ talks team, Krishna Bahadur Mahara, has said that the Maoists would not just lay down arms but would go to the extent of destroying all their weapons if the political forces of Nepal would agree on setting up a republican state. Mahara said the political parties did not seem willing to go ahead as per the previous 12-point understanding but were indulging in snowballing the issue of weapons management as a great thing, which he said is not a difficult issue to settle. People’s Liberation Army is ready to stay temporarily in the camps under the supervision of United Nations, he said. He clarified that though his party would accept the arrival of the civilians from United Nations, it would never agree to the presence of UN peacekeeping force in Nepal.

On August 7, the CPN (Maoist) leader Baburam Bhattarai said that Prime Minister Girija P Koirala's comments a day earlier on giving space to the King would hamper the ongoing peace talks. Addressing a programme in the capital Kathmandu, Bhattarai said, "If they (government and the parties) breach the peace talks, if they stick to the old notion of preserving the ‘royal army’ and the king, we will detach ourselves from the peace talks and continue our struggle right here in the city but peacefully." Bhattarai added, "We will form another "front", "republican front" comprising the people of Nepal that would bring another enormous change which would not only sweep monarchy but also all forces who support monarchy."

Presenting his party's economic policy, Bhattarai said that his party was not against private industries and property ownership. "Nationalization of private property is not the agenda of the Maoist," he said. However, he added extension of school-level education and health services should be the state's responsibility and the Maoists were for the nationalization of schools and health services with appropriate compensation. Maoists would strongly pursue land reform, put ceiling on individual land holding and distribute unproductively held land among tenants and landless people. "But we will arrange higher landholding ceiling for those pursuing commercial farming," he clarified.

In a joint statement released on August 8, Nepali and Indian Maoists have come together to condemn what they call growing intervention of the United States in South Asian nations. The CPN (Maoist) and CPI-Maoist said the ‘US imperialists’ had been increasingly intervening in South Asia, particularly in Nepal and India. The joint statement signed by CPI-Maoist spokesperson ‘Azad’ and CPN (Maoist) central committee member ‘Satya’ said ” Even in South Asia the US imperialists are more and more openly intervening in the countries of the region. Particularly in Nepal and India they have been directly intervening in the suppression of the Maoist movements.” On the differences between them, the two outfits claimed that “the Communist Party of Nepal (Maoist) and the Communist Party of India (Maoist) jointly re-assert their firm commitment to proletarian internationalism, mutual fraternal relations, on the basis of MLM,” the statement said.

Prachanda said that the Government was “conspiring to make the King active again,” and “the 12-point and 8-point agreements reached between the government and the Maoists are yet to be implemented though a long time has already passed. It is a game and ploy to make the King active again.” He added that “our party is ready to treat the King as a ‘suspended King’ till the election to the constituent assembly. The interim constitution should be drafted accordingly. The King’s role will be decided after the result of the constituent assembly poll”.

Reacting to this demand, shopkeepers in Dhulabari closed their shops for seven hours on August 15 protesting against the Maoists' forced donation campaign. A meeting of the Council of Ministers held at Prime Minister Girija Prasad Koirala’s residence in Baluwatar on August 28 decided to form the taskforce comprising representatives of the seven parties, reports said. The taskforce will help organise another round of ‘summit meeting’ between the seven-party alliance Government and the CPN (Maoist) leadership. It will also assist the two sides to arrive at a consensus on key points in the draft of the interim constitution, which was submitted to the talks’ teams of both sides on August 25.
