Top leaders of three major political parties -- the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M) -- are reportedly close to a deal with Madhesi People's Rights Forum-Democratic (MPRF-D) following a marathon talks between them held on Thursday (September 17), night, reports Myrepublica.com. A meeting held between them to bring MPRF-D onboard the Constitution writing process had ended at around 2 am, early Friday (September 18), morning. MPRD-D Chairman Bijaya Kumar Gachchhadar has been demanding a separate Tharu province. According to sources, the signing of the agreement could not be done as he sought more time for party-internal meeting although a four-point agreement paper was ready.

As many as 14 central leaders of Unified Communist Party of Nepal-Maoist (UCPN-M), from the Tarai-Madhes region, stated that they would not comply with the party’s decision to welcome the new Constitution and hold celebrations, reports The Himalayan Times on September 19. They instead criticised the party for agreeing with Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to promulgate the new Constitution, which they claimed was discriminatory. “The party’s decision to celebrate the victory without assessing critical situation in Madhes-Tharuhat, joining hands with Congress and UML, is intolerable and painful for us,” read a statement issued by them. The new constitution fails to include all and endorsing it is suicidal, the leaders commented, adding, “It does not serve interests of the nation, people and the party.” They have urged the party to withdraw from the constitution promulgation process and launch protests. Signatories include Maoist politburo members Ram Chandra Jha, Bishwanath Sah, Prabhu Sah and Mahendra Paswan; central committee members Ram Rijhan Yadav, Ram Kumar Sharma, Hakikulla Khan, Bharat Sah, Ghanashyam Yadav, Ram Chandra Mandal, Upendra Prasad Sah and Chinak Kurmi; and central advisors Kalamuddin Rain and Ramesh Ranjan Jha.

The talks between major three parties and Madhesi People's Rights Forum-Democratic (MPRF-D) led by Bijay Kumar Gachchhadar ended inconclusively on September 18, reports Myrepublica.com. According to MPRF-D General Secretary Ram Janam Chaudhary, both sides had agreed on adopting policies for proportional, inclusive representation; electoral constituencies' delimitation based on the size of the population; and settling the issue of provincial delineation through political consensus. The dialogue petered out after the two of the three major political parties refused to mention the words 'Tarai-Madhes' on the agreement paper as demanded by the MPRF-D. "UCPN (Maoist) [Unified Communist Party of Nepal-Maoist (UCPN-M)] was positive on our demand, but Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and some leaders of Nepali Congress (NC) were resolute against writing 'Tarai-Madhes' on the agreement paper. When they are not ready even to mention 'Tarai-Madhes' on the agreement paper, how can we continue the talks," said Chaudhary. Chaudhary alleged that CPN-UML Chairman KP Oli and NC leaders Sher Bahadur Deuba and Krishna Sitaula exuded arrogance during the talks and rejected our demand to use the words Tarai-Madhes in the agreement outright. However, Chaudhary said that his party was still open to talks for settling the issues related to constitution.

Six protesters were injured when Police clashed with them while agitators were burning copies of the statute in Garuda bazaar, Rautahat District. Rautahat District Administration Office (DAO), imposed a curfew in Garuda area from 5:00pm until further notice. The clash erupted when Police intervened as agitators were trying to burn the effigies of Prime Minister (PM) Sushil Koirala, CPN-UML Chairman KP Oli, Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda, among others, in addition to copies of statute. Rautahat CDO Madan Bhujel said the DAO imposed the curfew at Garuda municipality area for indefinite period. Three locals were injured when Police opened fire to disperse a mob in Biratnagar. With the promulgation of a new statute, United Democratic Madhesi Front (UDMF) intensified its agitation in the plains on September 21, reports The Himalayan Times. UDMF cadres vandalised and set ablaze the houses of Constituent Assembly (CA) members and Nepali Congress (NC) leaders Radhe Chandra Yadav and Lalbabu Singh in Kalaiya municipality in Bara District. Police personnel clashed with protesters when the latter tried to vandalise the house of NC CA member Farmullah Mansur and the party offices of NC and CPN-UML in Kalaiya. Police had to fire dozen rounds of tear gas shells and fire in the air to contain the situation. Some leaders and cadres including Tarai Madhes Democratic Party (TMDP) central member Jitendra Singh were injured. Bharat Chowk, Pannabag, Motiwaga, Machharahata Chowk witnessed clashes between Police personnel and agitators in Bara District. Protesters vandalized the offices of Land Revenue and Land Survey, among others.

With the promulgation of the new Constitution, the major parties have now started preparations for forming the new government as per the provisions of the new Constitution, reports The Himalayan Times. Prime Minister (PM) Sushil Koirala on September 21, told the meeting of the Nepal Congress Central Working Committee that he would tender resignation from the post of the Prime Minister as soon as he returned from New York. Koirala is leaving for the United States (US) on September 23, to attend the 70th United Nations General Assembly at New York and will return on October 3. As per Article 296 (5) of the new Constitution, President should call the new session of the Parliament within seven days of the new constitution coming into effect. While forming the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) government, the two major parties had a gentleman agreement to handover the leadership of the government to CPN-UML after the promulgation of the new Constitution. According to CPN-UML leader and party’s Central Secretariat Secretary Krishna Gopal Shrestha, a CPN-UML-led government, including NC and Unified Communist Party of Nepal-Maoist (UCPN-M), would be formed by the first week of October.

Unified Communist Party of Nepal-Maoist (UCPN-M) leader Baburam Bhattarai quit his party and also resigned as Member of Parliament on September 26, reports The Himalayan Times. At a press meet in Kathmandu, Bhattarai said the justification of UCPN-M had ended with the promulgation of the new Constitution. He underlined the need of a new political force as the country had entered a new era. Bhattarai said he would spend some time on reconstruction and economic development and hinted that he would form a new party with like-minded people. “I will be open for some time and decide whether to form a new party after consultations,” he said. He added that he had left the party alone without his supporters. “We formed the Maoist party and ended the old feudal system through capitalist revolution. Now, the old party cannot work. New way, new thought, new working modality, new organisation, new leadership and new approaches are essential. Yesterday’s old party is been fragmented and new forces are emerging. Political parties should now be transformed to address the emerging new generation,” Bhattarai said. Bhattarai further said, “I have resigned from all responsibilities of UCPN-M and even from the general membership of the party with effect from today with the intention of beginning a new discourse with all. I have informed this to UCPN-Maoist Chairman Pushpa Kamal Dahal. I am a totally independent citizen from today and I am not a member of any party.”
