The Unified Communist Party of Nepal-Maoist (UCPN-M) has warned the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) not to push it to the brink by going ahead unilaterally in the constitution drafting process, reports Ekantipur.com. If the ruling parties continue to sideline them and try to draft the new constitution on the basis of their numerical strength in the Constituent Assembly (CA), said party Chairman Pushpa Kamal Dahal aka Prachanda in a press conference at the party headquarters, Perisdanda, Kathmandu on February 1, such circumstances could force them to opt out of the CA process altogether. Leaders, however, say walking out of the CA process is not their “immediate” policy but the party is “mentally prepared” to do so in the case of the ruling parties continuing efforts to promulgate a constitution by sidelining them. The opposition leader said though the party has not yet decided to stay out of the CA process, the circumstances may “drive us to remain among the people and not return to Kathmandu.” Dahal reiterated that there can be no negotiations with the ruling parties until there is the guarantee of scrapping of the ongoing majority process in the CA and returning to consensus process in constitution drafting. The Maoist chief said the top leaders will reach the people to inform them about the “conspiracy being made by the ruling parties” to dampen the political gains. According to the official decision of the party, leaders Dahal, Baburam Bhattarai and Narayan Kaji Shrestha will stay outside the Capital to lead political movements. Dahal will take the command of the central region, Bhattarai western, and Shrestha will lead the movement in the eastern region. The Central Committee has decided to intensity the agitation across the country. “We decided to go to the grassroots because people’s agenda are in peril. We brought about a historic change in the country but are being systematically sidelined,” Dahal said, adding that people from all walks of life should feel ownership of the new constitution. Meanwhile, the Samyukta Loktantrik Madhesi Morcha (SLMM) has reiterated its position of not holding talks with the ruling NC and CPN-UML until an environment “conducive” to consensus is created, reports Ekantipur.com on February 2. The decision of the alliance of regional parties comes in line with the 30-party bloc led by the UCPN-M, of which the SLMM is a constituent. The Madhesi alliance has also directed its lawmakers to visit their respective constituencies to ensure effective implementation of the protest programme. “The meeting concluded that there is no point in sitting for talks with the ruling parties as they don’t seem interested in consensus. If they were sincere, they would have put the meeting of the Questionnaire Committee on hold for the sake of dialogue,” said Sadbhawana Party Chairman Rajendra Mahato. Mahato also informed that the SLMM remains firm on the position of the alliance on the contentious issues.

The CPN-Maoist-Baidya has decided to join forces with other agitating parties to launch a joint protest against the ongoing constitution writing process, reports Kantipur Online. It said that it could also forge an agenda-based alliance with the main opposition, UCPN-M. In a political document tabled at the party’s central committee meeting on February 1, CPN-Maoist-Baidya Chairman Mohan Baidya said that the party’s relations with other protesting forces will depend on their agendas. “There could be an alliance with all the forces inside and outside the CA supporting our agendas. Our party is even ready to launch protest under one banner with other Maoist parties, if they extend unequivocal support to our agendas,” said Pampha Bhusal, the spokesperson of CPN-Maoist-Baidya. The party that boycotted the second CA election has been demanding an all-party political conference to resolve the disputed issues of the statute and formation of a national unity government.

Sharma Oli on February 3 said that the constitution will be promulgated even if the Unified Communist Party of Nepal-Maoist (UCPN-M)-led opposition alliance does not come on board the constitution drafting process, reports Kantipur Online. Oli made it clear that his party is working on the foreground of constitution drafting rather than for government. “The constitution drafting process has moved ahead. Now the country will get a democratic constitution and CPN-UML will take the lead,” said Oli. Oli called on the professors to make the society aware that the country does not need identity-based state restructuring. Also, Prime Minister (PM) Sushil Koirala on February 3 said that the constitution drafting process will not stop at any cost, according to Kantipur Online. He said the constitution drafting process will not stop because of threats, brags, and blackmails from the UCPN-M. “The obstruction caused in the constitution drafting process has been criticised and rejected ubiquitously. They [oppositions] don’t want to forge consensus and try to blackmail us when we ask them for an agreement…As the prime minister, I have raised myself above party politics and even gatecrashed Prachanda’s [Pushpa Kamal Dahal] party meeting for talks. But he put a condition of dissolving the Questionnaire Committee. Who am I to dissolve a committee formed by the CA [Constituent Assembly]? I replied him [Dahal] I don’t have the authority to dissolve it,” Koirala said. Koirala made it clear that no meetings will be held with pre-conditions and the constitution will be promulgated even through process. “I will not backtrack from consensus politics. But, I will not hold meetings with conditions,” said the PM on the possibility of dialogues. He claimed the UCPN-M will not get public support if they quit CA and decide to go for protest. “People want development and political stability. They will not support Maoists agenda,” he said.

Top Unified Communist Party of Nepal-Maoist (UCPN-M) leaders - Pushpa Kamal Dahal aka Prachanda, Baburam Bhattarai and Narayan Kaji Shrestha - are set to leave Kathmandu to lead the protests in the central, western and eastern region respectively, reports Ekantipur.com. The three leaders will go in their constituencies as decided by party's Central Committee on February 3 (today), leaders said. Dahal, Bhattarai and Shrestha held the meeting of their respective commands on February 2. The party has decided to form committees at state and district levels to organise the protest programmes against the majority-based constitution drafting process. The party on February 1, decided to hold a nation-wide movement. Party leaders reiterated that they would not sit for dialogue with the ruling parties until the majority process in the constitution drafting process is scrapped. The party has decided to send second-rung leaders for dialogue even if their demands are addressed.

The Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman and Coordinator of the opposition alliance Pushpa Kamal Dahal alias Prachanda during a meeting held at Shital Niwas on February 6 (today), informed President Ram Baran Yadav that their protest was a compulsion as ruling parties Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) started working unilaterally, reports Ekantipur.com. The UCPN-M Chairman remarked that the ruling parties have not initiated any stern efforts for consensus, and said that they had no option than to hold programs of protest. “They didn’t listen to our say,” said a source quoting Dahal, adding, “Our demands were not addressed.” In the interim, President Yadav urged the opposition alliance to cease their protest programmes and sit for talks. “There is a danger that the nation will move towards conflict and consensus cannot be forged with increasing bitterness,” said Yadav, “The leaders of ruling parties have also said that they are ready for consensus, stress on consensus.”

Unified Communist Party of Nepal-Maoist (UCPN-M) senior leader Baburam Bhattarai, addressing a press conference organized by the Revolutionary Journalists Association in Mahendranagar in Kanchanpur District on February 11 (today), has said that the new constitution could be issued only on the consensus among the four major forces, reports Myrepublica.com. Bhattarai said consensus has become elusive because the leadership of the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) were averse to institutionalizing the change. He called on the ruling parties to put on hold the process if it was not possible for them to scrap the Proposal Drafting Committee of the Constituent Assembly altogether. Bhattarai said the opposition alliance could sit for dialogue or talks if the NC and CPN-UML or the Prime Minister (PM) issued another public statement addressing the alliance´s new demand, describing the PM´s last statement as lacking concreteness. Bhattarai stressed on consensus among the four major forces on the basic contents of the new constitution although they might have their own positions on other issues. He further alleged NC president and PM Sushil Koirala and the CPN-UML chairman KP Oli of ignorance on the spirit of the 12-point understanding, saying they were not directly involved when signing the understanding and the Comprehensive Peace Accord.

Addressing a program organized to announce a joint youth volunteer force on February 12, Dahal said he would ask the United Nations (UN) and the international community as to which government is a legitimate one after forming a parallel government at the center. “We will ask them which government is legitimate - the one that is in favor of the peace process or the one that derailed,” said Dahal. Accusing the ruling Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) of going against the spirit of past accords and the peace process, Dahal claimed that his party would set up a force of one million youth volunteers after February 28. Dahal, who leads the 30-party agitating alliance, also warned of taking over government offices across the country and imposing economic blockade during the second phase of their protest. “If the ruling parties do not abide by past accords, people have the right to form their own government. We will run parallel government both at the centre and the provinces,” said Dahal. Meanwhile, UCPN-M Vice-chairman Narayan Kaji Shrestha has said that his party is in favor of a multiple-identity-based federal system that empowers people at the local level, reports Myrepublica.com. Speaking at a function in Taplejung on February 12, Vice-chairman Shrestha said that the UCPN-M is against a single-identity federal structure. "We can carve out federal provinces on multiple-identity basis such as Mechi-Limbuwan-Purbi Pradesh. It is impossible to have a constitution that calls for the creation of single-identity federal structure in Nepal which is a multi-ethnic, multi-lingual and multi-cultural country," Shrestha said while elaborating the federal province model of his party. He claimed that the UCPN-M is ready to sit for talks if ruling parties come up with an agreeable solution to constitution drafting. "If the formation of questionnaire committee was delayed by two more days there were chances for forging consensus, but the ruling parties moved ahead in a haste for the voting process," he said.

Organizing a press meet on the occasion of the 20th “people´s war” day on February 13, Maoist central committee member Ram Kumari Chaudhari informed about the formation of the volunteers´ force and its week-long campaign. Elsewhere, the Communist Party of Nepal-Maoist (CPN-Maoist) has launched the Mechi-Mahakali Campaign aimed at strengthening the party organisation and building what it said a ground for fresh agitation, reports myrepublica.com. Party Chairman Mohan Baidya formally announced the launching of the campaign from Basantapur in Sunsari District on the occasion of ´20th People´s War Day´ on February 13. Dahal said the ruling parties would start the voting process in the Constituent Assembly (CA) if there was a small number of people and cadres at the planned mass meetings of the alliance of Maoist, Madhesi and Janajati parties. He was of the view that even the international community was closely watching their street agitation. He instructed leaders to make efforts to bring more and more supporters to their protests. Nembang met Unified Communist Party of Nepal-Maoist (UCPN-M) Chief Whip Giriraj Mani Pokhrel and Madhesi Janadhikar Forum-Loktantrik (MJF-L) Chief Whip Ram Janam Chaudhary, urging them to sit for talks without further delay. Pokhrel and Chaudhary will consult with their respective party bosses about the resumption of dialogue. “If there is no progress in talks, there is no meaning of postponement of the CA session,” Nembang said. He told the leaders that he will consult with the government and the top leaders of the ruling parties to resume dialogue. Meanwhile, the Adivasi Janajati Rastriya Andolan (Ajra), which is struggling for single identity-based federalism, has announced to resume its protest while extending its 'conditional support' to the UCPN-M-led 30-party alliance, reports Ekantipur.com. The Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist) has “started groundwork” to assemble members of the former People’s Liberation Army (PLA) and Young Communist League (YCL) to form “an active army of civilians”, reports ekantipur.com on February 23. The party, which earlier this month decided to transform itself into a full-fledged “militant party”, plans to recruit people with prior military experience to start with. The party has also issued a circular to its leaders and cadres to carry out activities in “semi-underground” style. There has been categorical direction not to open office and strictly maintain anonymity of party cadres, sources said. Leaders’ privy to the development said the party has deployed its central committee members across the nation to make preparations for such recruitment. The party is scheduled to hold meeting of distinguished former PLA personnel next month before beginning recruitment and training. The party’s central committee leaders said the party expects to develop an army of around 10,000-15,000 full-time cadres. The party has also decided to refrain from the meeting of the all-party political mechanisms at the local level. Sources, however, said the party does not have enough arms and ammunition to carry out military activities. The party is said to have “a few hundred” weapons used during the Maoist insurgency. Much of the party activities have been funded through vigorous donation campaign. Party Spokesperson Khadga Bahadur Bishwokarma said there has been no decision to form the military force as rumored. He, however, said the party has disassociated itself from an all-party political mechanisms and donor-funded networks in the local level.
