According to a handout issued by the Punjab Police, a militant, identified as Abdul Ghaffar Qaisarani alias Saifullah, reportedly the head of Tehreek-e-Taliban Pakistan (TTP), South Punjab Chapter, was killed in an encounter with Police and Law-Enforcement Agencies on August 1 in Dera Ghazi Khan District, reports Dawn. Qaisarani, of Taunsa tehsil (revenue unit), was wanted in a terrorist attack on the Sri Lankan cricket team in Lahore in 2010 and a bank robbery in Taunsa in 2011. He had been tasked with raising funds through bank robberies and had links with Imran and Arshad Punjabi, TTP commanders in North Waziristan Agency of Federally Administered Tribal Areas (FATA). Law enforcers had learnt that Ghaffar was travelling in a bus from Khanpur to Rajanpur. The personnel picketed Ghazi Ghat on the Indus and started checking vehicles. During checking of the bus, Ghaffar threw a grenade and tried to escape. The grenade did not explode. Ghaffar then tried to flee while firing. Law enforcers shot and killed him before he could target any one.

According to a media report, Tehreek-e-Taliban Pakistan (TTP) Chief Hakimullah Mehsud on August 1 directed his fighters to step up attacks in Punjab province, especially on intelligence organisations and military facilities like the Pakistan Air Force (PAF) base in Lahore District, reported Indian Express. The TTP chief has decided to increase terrorist attacks in Punjab to "inflict maximum damage", especially in the provincial capital of Lahore, The Express Tribune quoted its sources as saying. During a secret meeting held at Asad Khel village in the lawless North Waziristan Agency of Federally Administered Tribal Areas (FATA), Mehsud allocated PKR 25 million for attacks targeting the PAF base in Lahore and offices of the Inter-Services Intelligence (ISI), Military Intelligence, Intelligence Bureau and Counter-Terrorism Department. The daily quoted an intelligence report as saying that the meeting in North Waziristan Agency was attended by top TTP ‘commanders’, including leaders of the Qari Yasin group, which is listed in the Police's "Red Book" as a high-profile terrorist organisation. The militants have allegedly carried out reconnaissance of the PAF base in Lahore and some local employees were "also collaborating with terrorists", the report said. Weapons and ammunition for the attack will be "provided by concealing them using cargo companies", the report added. Another intelligence report stated that the TTP were planning attacks similar to the one on the Mehran naval airbase in Karachi in May 2011.

Federal Minister of Interior Rehman Malik on August 2 told the Senate that external aggression and world power game could not be ruled out in the Balochistan issue as the situation there was similar to that of East Pakistan in 1971, as he held the Balochistan Liberation Army (BLA) and Lashkar-e-Jhangvi (LeJ) responsible for all the major terrorism and kidnapping activities in the province, reports The Nation. Malik said hostile elements were exploiting the indigenous issue of the Balochistan and there was a planned external aggression linked to regional security, adding that a roadmap had been prepared to disintegrate Balochistan. “We are a nuclear power and it is threat for the world,” he added. The Minister questioned whether there were no human rights violations in Punjab and why such issues were highlighted in Balochistan and why a US Congressman took up the matter of Balochistan? But he also answered these queries in the same breath and said it was because of a broader conspiracy. “We will have to find the solution before it is too late,” he said, adding that the slogan of an independent Balochistan was not a new phenomenon as similar movements were led by Nourez Khan in 1948-1950, Sher Mohammad Bijarani in 1963-69 and Kher Bukhsh Marri in 1973-78. He, however, claimed that the people of Balochistan trusted the Federation. “Baloch Separatists and nationalists have links with banned outfit, Tehreek-e-Taliban Pakistan (TTP) and other proscribed organisations,” the Minister added. “LeJ is one of the main organisation that in support with the (BLA is involved in major terrorist activities in the province,” he added. Mentioning a number of incidents of terrorism, killings and kidnapping in the province, he said 299 IED explosions took place, 179 FC soldiers were killed and 502 incidents of abduction were reported in the area since 2010, while 89 policemen and 872 civilians were killed and 1,177 people injured. Malik said these figures were verifiable from provincial home department and intelligence agencies. He claimed that BLA was behind all these incidents. The minister alleged that the BLA was a killing machine and being controlled from Afghanistan, adding that terrorists from Afghanistan side crossed border and committed terror activities in Pakistan, while Maulvi Faqir Mohammad and Fazlullah were also hiding in Afghanistan. He told the house that Brahmdagh Bugti was involved in kidnapping of John Solecki, chief of the UN refugees’ office, and Hyrbyair Marri, while living in UK, used to make a call and people were killed in Balochistan. He, at the same time said, the BLA used to threaten the workers in Balochistan that were associated with different development projects there. Malik stressed that the problem of Balochistan was deprivation of the people of the area. “89 DMG posts and 50 PSP posts are lying vacant in the province,” he added. The Minister said there was a perception that the FC kidnapped and killed the people but the fact was the forces were there to protect the people of the area and borders. He said five per cent areas declared as ‘A’ in Balochistan were under the control of police and other areas marked as B under the control of levies.

Tehreek-e-Taliban Pakistan (TTP) militants shot dead one Nauman Afridi, brother of the head of a local peace committee, Momin Khan Afridi, in Akhorwal area near Darra Adamkhel town in Kohat District of Khyber Pakhtunkhwa on August 2, reports Dawn. TTP claimed responsibility for the killing and threatened to continue fighting against the pro-government peace lashkar till withdrawal of Security Forces from the area. Sources said that skirmishes continued between the Tariq Afridi group of TTP and peace lashkar of Momin Afridi to establish their control in the area. Both the rival groups belonged to Akhorwal area of Darra Adamkhel.

Accusations which could further raise tensions over cross-border raids by terrorists, Interior Minister Rehman Malik on August 5 said that elements of the Afghan Government are likely supporting Tehreek-e-Taliban Pakistan (TTP) leader Fazlullah, who is fighting to topple the Islamabad Government, reports Daily Times. Pakistani officials say the TTP ‘commander’ known as Maulana Fazlullah has been orchestrating raids on Pakistani Security Forces from Afghanistan, where he fled several years ago after a Pakistani army offensive against his stronghold in the Swat Valley of Khyber Pakhtunkhwa. Pakistan has repeatedly called on Afghanistan to hunt down Fazlullah, whose fighters cross the border in their hundreds, set up ambushes and attack army checkpoints. "If somebody is living in somebody's house and you ask him 'who is giving you food, who is giving you all this shelter?' You know he is in Afghanistan," Malik told Reuters. "I think some of the elements (of the Afghan Government) there are supporters. Maybe state actors, maybe non-state actors."

Pakistani Security Forces arrested five Tehreek-e-Taliban Pakistan (TTP) militants who were planning "terror attacks" in Multan and other towns in the region, reports Daily Times on August 5. The sources said the issue of cross-border attacks, by the Haqqani Network into Afghanistan and by TTP into Pakistan, was discussed in a series of meetings between senior US and Pakistani officials this week. US and Pakistani diplomatic sources in Washington indicated that the understanding for joint operations against the Haqqani Network was reached at a meeting between senior US and Pakistani military commanders in Islamabad on August 2, 2102. But an influential US Newspaper, Wall Street Journal, reported that plans for joint operations were discussed in meetings between Inter-Services Intelligence (ISI) Chief Lieutenant-General Zaheerul Islam and Central Intelligence Agency (CIA), State Department and Pentagon officials in Washington. A copy of the letter obtained by Daily Times read, “Please go through this letter and help the Muslims know the Taliban stance,” read the six-page letter in Urdu, sent by TTP spokesman Ehsanullah Ehsan. The letter did not mention when it was written and delivered to the clerics. It was also not clear if it was sent to clerics from all sects. Senior security officials described the letter as part of “the propaganda tools” of the TTP, saying the group would not gain much from it. The letter asked how the members of Parliament of the country could be called Muslims if they had failed to legislate for enforcement of Sharia’h. The letter appealed to the sentiments of clerics by mentioning how the army was killing the “mujahideen” who, it said, were fighting for enforcement of God’s law in Pakistan. “Do you know how many mujahideen were killed or arrested?” the letter asked the clerics. It informed them that thousands of “mujahideen” had been killed in army-led operations. The TTP letter also complained about the clerics who were “silent” when the government was publicly acknowledging being a “front-line ally of America and NATO”. It, however, admitted that the TTP had “provided shelter” to Uzbek, Arab, Chechen and other militants after the United States (US)-led bombings ousted the ‘Government’ of Mullah Muhammad Omar in late 2001 in Afghanistan.

Authorities have moved more than two dozen notorious militants of the Tehreek-e-Taliban Pakistan (TTP) from prisons in Karachi and Hyderabad to far-flung institutions in Sindh Province after security agencies alerted them to the TTP’s plan to raid prisons in an effort to free its members, Central Asia Online reported on August 15 quoting Senior Police officials. “The Ministry of Interior in Islamabad had forewarned the police and officials of prisons in Karachi and Hyderabad about the possibility of attack on jails,” Iqbal Mahmood, Additional Inspector General of Sindh Police, told Central Asia Online on August 12. The Ministry’s warnings two weeks ago cited reports by intelligence agencies of the TTP’s plan to attack prisons. To forestall any jailbreaks, authorities have shifted about 28 hardened TTP militants to Larkana, Sukkur and Jacobabad, he said, adding they are holding them in separate cells. The most notorious of the transferred inmates are Akram Lahori, Waseem Baroodi, Ishtiaq Bajwa and Ataullah, who were involved in several bombings and masterminded terrorist attacks, Mahmood said. Those detainees will be under watch around the clock, he added. Speaking to reporters, he said the attack on the Kamra Airbase and other terrorist attacks could be traced back to North Waziristan Agency, adding that Tehreek-e-Taliban Pakistan (TTP) were giving refuge to criminals from across the border. In an email message sent to media, TTP, an umbrella militant group, said it had received “an exclusive intelligence report” about the offensive in North Waziristan from its “sources” in Army headquarters. TTP ‘spokesman’ Ehsanullah Ehsan outlined details about the regiments and units and the possible commander for the campaign, said to be launched on August 26 for one month. “TTP has also prepared itself for resistance, we have set up a suicide bombers squad to welcome (the) army. A confidential report claims that the Tehreek-e-Taliban Pakistan (TTP) is planning more terrorist activities in the country’s major cities – Islamabad, Lahore, Multan, Peshawar and Bannu, The Express Tribune reported on August 23. The decision was taken at a secret meeting presided by TTP ‘commander’ Qari Shafiullah Moavia. According to the report, the TTP plans on abducting serving and retired officers and American citizens to collect finances, as well as to negotiate the release of their accomplices in jails or in the custody of intelligence agencies. The report has been forwarded to all Provincial Home Departments, Provincial Police Chiefs, Provincial Heads of other law enforcement agencies, Islamabad Chief Commissioner and the Islamabad Police Chief by the National Crisis Management Cell (NCMC) of the Federal Ministry of Interior. According to confidential information, Qari Moavia has assigned the task to Nauman Moavia. The meeting also devised a strategy for terrorist activities for a period of two months, the report added. The TTP also allowed its leaders and activists to rob banks and jewellery shops, in order to gather funds for the purchase of transport, arms and ammunition. After receiving the intelligence report, the NCMC directed law enforcement agencies to adopt possible security arrangements and ensure fool-proof security to avoid any untoward incident.

Interior Minister Rehman Malik on August 23 said that there was evidence of presence of Tehreek-e-Taliban Pakistan (TTP) in Karachi, the provincial capital of Sindh and that action was being taken against them, reports Daily Times. He asked TTP to surrender arms, saying that otherwise the Government was determined to take the campaign against terrorism to its logical conclusion. Further, he said that there would have been many acts of terrorism had cellular service not been suspended in four cities on the occasion of Eid. He said the Government had definite information about a conspiracy to destabilise the country, adding that the designs of the enemies were foiled through effective coordination among intelligence and law enforcing agencies. He said the Government had no intention of blocking all unregistered SIMs immediately as it would cause inconvenience to users besides having negative impact on business. He said a meeting of all stakeholders would be convened to evolve a strategy on how to deal with the issue of SIMs issued against fake identity cards or in the name of people other than the users. The minister proposed that SIMs should be verified against thumb impression of the applicants through NADRA database.

Eighteen suspected militants were killed and another six were injured when missiles fired by US drones slammed into suspected militants’ hideouts in Shawal area of North Waziristan Agency on August 24, reports Dawn. Three compounds reported to be used as hideouts by the Tehreek-e-Taliban Pakistan (TTP) were targeted in the area adjacent to Afghanistan. Official sources said that 10 missiles were fired at these compounds. Two vehicles were destroyed in the attack. The compounds are located in Tenda Darra, Muka Gher and Dry Nashtar areas of Shawal subdivision. This was the fifth drone strike in the area this month and second since August 21, the second day of Eid. A total of 38 people have been killed and 15 wounded in the five strikes.

TTP spokesperson Ehsanullah Ehsan confirmed that Mullah Dadullah had been killed along with 12 comrades in an “air strike by US-led coalition forces” in the Kunar province of Afghanistan. “Mullah Dadullah’s death will not dampen our morale and we will avenge his killing,” Ehsan told the media in a phone call from an undisclosed location. “Maulvi Abu Bakar has been appointed acting chief of the Bajaur Chapter of TTP,” he added.
