Unidentified assailants killed a girl and injured a member of a local peace committee in Malam Jabba area of Swat District in Khyber Pakhtunkhwa in the evening of November 1, reports Dawn. Sources said that assailants entered the house of Fazl Ghani, a member of local peace committee, and opened firing on him in Sair Thelegram locality on the outskirts of Malam Jabba. Fazl Ghani received critical bullet injuries in the attack. However, a niece of Mr Ghani’s wife was killed on the spot, sources said. They said that the girl identified as Samreen had come from Karachi to spend few days with her relatives in Swat. Sources said that Ghani was an active member of the local peace committee and he might be targeted by Tehreek-e-Taliban Pakistan (TTP). The increasing attacks on members of peace committees and opponents of TTP have caused unrest among the people of Swat.

MQM remained unfazed with TTP’s threat and in response MQM leadership reiterated that “it wants an educated and Quaid-e-Azam’s Pakistan where everyone enjoys the right to live all in freedom”. Faisal Ali Subzwari, the MQM’s Deputy Parliamentary leader in the Sindh Assembly, said the MQM had come to know about the TTP’s threat only through the media and had nothing much to comment on it. “It should be up to the authorities and the security administration to see if there is any substance in that threat,” said Subzwari, who is also Sindh Minister for Youth Affairs. MQM Chief Altaf Hussain directed the party to hold a countrywide referendum against the Taliban, reports Daily Times. The Coordination Committee will decide the final date of the polling. According to the details, the referendum would be held under the social forum of the MQM and all preparations have been completed, including printing of the ballot papers. The MQM’s media centre said that the party was going to ask a simple question to Pakistanis on the ballot paper, “Do you want a Pakistan of Quaid-e-Azam or a Pakistan of Taliban?”

The Tehreek-e-Taliban Pakistan (TTP) on November 2 decided to `deal’ with the Muttahida Qaumi Movement (MQM) and rid the people of Karachi of its `suppression’, reported Dawn. TTP ‘spokesman’ Ehsanullah Ehsan called reporters and read out a statement, saying the Taliban had decided to rid the people of Karachi of the suppression of MQM. “We would show no leniency to the MQM who have repressed the people of Karachi”. He said the Taliban had started consultations to work out a strategy for the coming General Election. “Taliban would announce the policy after the official announcement of the General Election,” he said, adding that contesting political parties would be divided into three categories. “Taliban urge all the nationalist parties in Sindh and Balochistan, including the Sindh Liberation Army (SLA) and the Baloch Liberation Army (BLA), to continue their struggle against the unjust system according to the teachings of Islam and we would support their struggle,” he said.

A five-member bench of the Supreme Court headed by Justice Anwar Zaheer Jamali and comprising Justice Khilji Arif Hussain, Justice Sarmad Jalal Osmani, Justice Amir Hani Muslim and Justice Gulzar Ahmed on November 3 ordered to immediately arrest all criminals who had been released on parole while there cases were in courts and they were awaiting trial, reports Daily Times. The bench ordered this in an interim order in the Karachi unrest case. The bench said in its written order that a report submitted by the Sindh government had disclosed the matter of release on parole of under-trial prisoners. It said these prisoners awaiting trial yet released on parole should be arrested immediately and presented before relevant trial courts. The relevant courts were instructed to issue non-bailable warrants against such criminals. The Supreme Court also instructed the Sindh Home Department, including Inspector General (IG), “to arrest those prisoners who were released on parole and to present them in the courts”. The court also ordered the Sindh Government to take immediate action against all armed groups in Karachi, including the Tehreek-e-Taliban Pakistan (TTP) and take serious notice of their presence in the city. In an earlier hearing in the same case, Justice Jamali had said there were reports of around 6,000 and 7,000 TTP having entered the city.

Six people, including the commander of Aman Lashkar, an anti-Taliban group, and his two guards were killed, and five others were in a suicide attack in Daggar area of Buner District on November 3, reports Daily Times. “The suicide bomber blew himself up in front of Fateh Khan’s vehicle. Three guards boarding the vehicle and two passersby were also killed in the attack,” Jehanzeb Khan, the District Police Officer (DPO) said. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack, saying it had targeted Fateh Khan for leading an armed resistance against the group. However, the TTP spokesman claimed that the bomber was on foot, as opposed to Police reports the bomb was detonated by a man on a motorcycle. Fateh Khan was a former Awami National Party (ANP) leader and had recently joined the Qaumi Watan Party (QWP), adds The Express Tribune.

As the Supreme Court has directed the Sindh Government to tackle a growing influx of Tehreek-e-Taliban Pakistan (TTP) in Karachi to bring peace back, the security agencies have informed the Federal Ministry of Interior about the presence of at least 25 al Qaeda and TTP-linked militant outfits which have infiltrated the port city and turned it into a battlefield between the law enforcement agencies and the miscreants, The News reported on November 5 . The Supreme Court had directed the Police and other law-enforcement agencies in Sindh to “take all possible measures to meet the challenge posed due to immigration of TTP who are armed with sophisticated weapons”. While looking into the rising incidents of killings in Karachi, the Supreme Court has ordered the Sindh police chief to submit a report on the mass infiltration of TTP militants. The 25 key al Qaeda and TTP-linked militant outfits which have literally taken hostage the port city of Karachi include five factions of the Lashkar-e-Jhangvi (LeJ) - Lashkar-e-Jhangvi Al Alami, Qari Zafar group, Qari Shakeel group, Akram Lahori group and Farooq Bengali group. Then there are three factions of Tehreek-e-Taliban Pakistan (TTP), which are active in Karachi – Commander Waliur Rehman group (from South Waziristan), Badr Mansoor group (from North Waziristan) and Mullah Fazlullah group (from Swat). Addressing a crowded press conference at the Lal-Qila ground, MQM deputy convener Farooq Sattar said that the Supreme Court of Pakistan (SCP) had realised the presence of TTP in Karachi and stated that serious notice should be taken about their presence and had called for action against Taliban in Karachi. He recalled that MQM chief Altaf Hussain had warned about the Talibanisation of the metropolis, as well as the country, but unfortunately political and religious parties, some intellectuals, anchor persons and journalists refuted his view point and ridiculed him instead of taking his apprehensions seriously. It looks a serious threat as the Home Department of Punjab has directed Regional Police Chiefs to book the suspect terrorists on their watch lists under Anti-Terrorism Act, if they are not found at their listed home addresses. Police sources said the intelligence was that Tehreek-e-Taliban Pakistan (TTP) and al Qaeda might be planning to target luxury hotels where foreigners have been staying or visiting and to release “poison into water tanks”. And there is always the possibility that they try to kidnap serving or retired government officers and target sensitive installations. City Police Officer Azhar Hameed Khokhar and his counterparts at Attock, Jhelum and Chakwal have been instructed to be extra vigilant, strictly watch the members of militant groups and initiate legal action against those not found at their homes. These men had been either tried for terrorism or been involved in terrorist activities and been placed in, what the sources called, ‘the 4th Schedule of the Anti-Terrorism Act’. A large number of the suspects falling in this category have been missing, according to the intelligence agencies. Instructions issued by the Regional Police Officer Mohammad Zubair ask the district police officers to check the activities of three other categories of persons also – ATBs, LMEs and RAPs. Federal Minister for Interior Rehman Malik said on November 26 that the Government was ready to give a general amnesty for all proscribed organisations, including Tehreek-e-Taliban Pakistan (TTP), if they renounced terrorism, reports Dawn. “If proscribed organisations agree to cooperate with the government and give up terrorism, they will be removed from the list of banned organisations,” the interior minister said at a press conference in Islamabad. The Minister discussed in detail performance of law-enforcement agencies personnel in providing security to Aashura processions and gatherings. He invited all banned organisations, including the TTP, for talks and said it was time for Hakimullah Mehsud, whether he was physically fit or suffering from any disability, to apologise to the nation and stop playing into the hands of anti-Pakistan forces. Mr Malik said it was an opportunity for Hakimullah Mehsud to stop killing of innocent people and live a peaceful life. “Hakimullah don’t hide in one bunker or another. Today, I announce a general amnesty for you if you stop killing innocent people. The enemies you are working for will kill you too, one day,” the Minister said. He claimed the Government knew the forces which were using the TTP to fulfil their designs. “We know who they are. We know that those involved in the killing of Ms Benazir Bhutto are using you.” Mr Malik said proscribed organisations could take advantage of the amnesty offer and cooperate with the Government in eradicating terrorism from the country.

Mir, who hosts the Capital Talk evening show on Geo TV and writes a column for Jang, was criticised by the Tehreek-e-Taliban Pakistan (TTP) last month in the wake of the shooting of teenage activist Malala Yusufzai. There was no immediate claim of responsibility, but the device was found stuck under the front passenger seat of his car. “There was half a kilo of explosives fitted with a detonator,” Islamabad City Police Chief Bani Amin said adding that officers had defused the bomb and were gathering evidence. Mir was on his way to his office and the bomb was apparently planted when he stopped at a market, said Geo’s Islamabad bureau chief Rana Jawad. “It’s a message to me as well as Geo and the journalist community in Pakistan,” Mir told the television channel. “They want to stop us from speaking the truth but I want to tell them that we will not be deterred.”

The Sindh Government presented a new arms licence policy in the Supreme Court on November 26 during the hearing of the Karachi violence case, reports The Express Tribune. According to the new policy, licences will not be issued to those under 25 years of age. Additional Chief Secretary of Sindh Interior Department Waseem Ahmad informed the court that licences will be issued by the department or deputy commissioner only. During the hearing, Rangers appraised the court with the details about arrests made in the last 22 days. The court expressed satisfaction over the report. The case stems from the suo motu proceedings initiated by Chief Justice Iftikhar Muhammad Chaudhary in August last year as the city went through one of its bloodiest summers. During the lengthy hearings held in Karachi, the five judges had heard the Federal and Provincial Governments, law enforcement and intelligence agencies, political stakeholders of the city as well as the representatives of bar associations. In the detailed judgment announced on October 6, 2011, in Islamabad, the apex court ordered several recommendations that the Federal, Provincial and Local Governments and law enforcement agencies had to implement in one year. On October 23 this year, the Supreme Court again took up the case to evaluate how far its orders have been obeyed. The implementation case concluded on November 1 and the judges issued a five-page dossier that contained orders to implement the previous recommendations and new queries that have arisen as new problems emerged. The Provincial Government and law enforcers were ordered to deal with the influx of foreigners and Tehreek-e-Taliban Pakistan (TTP) into Karachi, arrest the suspects involved in targeted killings, arrest the under-trial prisoners released on parole, and register at least 3,000 unregistered vehicles monthly. Supreme Court resumed its hearing from November 26 to see what the authorities have done so far to curb lawlessness.

Allah saved his life but we will make a similar attempt again,” TTP spokesman Ehsanullah Ehsan said by telephone from an unknown location. “Hamid Mir earlier shot into prominence for working in the interest of Islam and Muslims. Tehreek-e-Taliban Pakistan (TTP) released a one-minute-and-fifty-second-long video clip of abducted staffers of the FATA Development Authority (FDA) in which the abductees are shown imploring the Government and the FDA for their early release, reported Daily Times. The FDA employees were abducted on December 10, 2011. The TTP has threatened to kill all the captives if its demands are not met until December 6, 2012. The video shows the FDA engineer Khurshid pleading the FDA and Government authorities to help secure their release. He warned that the Taliban would kill them after the expiry of final deadline. The TTP has released three videos of the captives during the last 10 days. In the previous video, the abducted employees of Gomal Zam Dam were seen begging to the Government and Water and Power Development Authority (WAPDA) to accept the their demands before December 3, 2012.

Seven militants were killed and 15 others, including Mullah Nazir, who is considered a pro-Government local Tehreek-e-Taliban Pakistan (TTP) ‘chief’, sustained injuries when a suicide bomber riding a motorbike blew himself up near the vehicle of the militant commander in Rustam Adda in South Waziristan Agency of Federally Administered Tribal Areas (FATA) on November 29, reports The News. Sources said that in the attack, apparently targeting Mullah Nazir, his two key ‘commanders’ were killed besides five others on the spot. Mullah Nazir, leading a large faction of militants in South Waziristan Agency, also sustained injuries in the blast. Soon after the incident, militants of the Mullah Nazir fraction besieged the area and closed Rustam Adda. Mullah Nazir, dubbed as a pro-Government Taliban leader, became prominent when he organised and led a Lashkar (militia) to dislodge the foreign militants, particularly of the Uzbek origin from Wana, the headquarters of South Waziristan tribal region, a few years ago. “The tribesmen then asked Mullah Nazir to expel foreign militants and Pakistani militants who are opposed to the Pakistani forces. Mullah Nazir promised to do this but sought some time,” a tribal elder familiar with these developments said. Mullah Nazir had also signed a peace accord with the government in 2007.
