An explosives-laden device with inscription “first gift from Tehreek-e-Taliban Pakistan (TTP)” was discovered from a farm house in the outskirt of Westridge Police Station in Rawalpindi District on September 2, reported Dawn. A bomb disposal expert said that the Russian-made device was six inches long and 2.5 inches wide, and contained 500gms of explosives. “It was attached to the main iron gate of the farm house owned by Haji Sahib Khan, a businessman who hails from Mohmand Agency of Federally Administered Tribal Areas (FATA),” he added. According to details, Haji Sahib Khan had received threats on his cellphone at least three times in the last 10 days. He switched off his cellphone for a few days but did not report the matter to the Police. When he switched on his phone again, he received a text message which stated: “You are under observation and on our hit list.”

Pakistan Tehrik-i-Insaf (PTI) chairman Imran Khan announced on September 4 that he would lead a ‘peace march’ from Islamabad to South Waziristan on October 6 to express solidarity with the people of the tribal area and to protest against US drone attacks, reports Dawn. Addressing a news conference in Islamabad, he claimed that about 100,000 people, including a sister-in-law of former British Prime Minister Tony Blair and members of the families of American soldiers who had died during the so-called war on terror, would take part in the march. Accompanied by PTI president Makhdoom Javed Hashmi, Vice-chairman Shah Mehmood Qureshi and other leaders, Khan said the march would reach South Waziristan on October 7 after an overnight stay in Dera Ismail Khan. It has taken almost two months for the PTI to finalise the date for the march which Khan had announced in July. Last month, national and international media carried an Associated Press interview with a spokesman for the banned Tehreek-e-Taliban Pakistan (TTP), Ehsanullah Ehsan, who threatened that the Taliban would kill Imran Khan if he ventured into their stronghold in South Waziristan. The following day the TTP spokesman denied having threatened to kill the PTI chief. He said in an email that the stance would be announced after the “Shura of TTP…decide what to do a week before his confirmed arrival”. On the other hand, Khan had declared that his party would go ahead with its plan despite the threat. He said Pakistan had been fighting America’s so-called war against terror for eight years which had only resulted in an increase in extremism in the country. “We have lost 40,000 people and faced a loss of $70 billion during last eight years but still the government is not willing to quit the American war,” he said, adding that an operation in North Waziristan would bring more disasters.

Pakistan's Interior Ministry on September 4 warned authorities that a group of Tehreek-e-Taliban Pakistan (TTP) militants plan to carry out attacks on targets in Islamabad and Rawalpindi Districts, including the prison where Lashkar-e-Toiba (LeT) militants charged with involvement in the Mumbai attacks of 2008 are being held, reports The Times of India. A secret report circulated by the National Crisis Management Cell (NCMC) of the Interior Ministry contains "specific warnings of terror attacks" by around 16 members of TTP over the next two weeks, quoted The Express Tribune. The report, sent to all provincial Home Departments, Provincial and Federal Police Departments and the Islamabad's Commissioner, said Adiala Jail in Rawalpindi is likely to be the "main target" of the militants who intend to "free their accomplices in a prison break". The TTP militants, who are "highly trained and reported to be currently residing in Attock" in Punjab, are expected to simultaneously target Government installations and attempt kidnapping some high-profile people in Islamabad and Rawalpindi.

The Federal Government during a meeting chaired by Interior Minister Rehman Malik on September 4 asked the Punjab Government to crack down on Lashkar-e-Jhangvi (LeJ) without further delay, as most cases of sectarian violence had been claimed by the organisation, reports Daily Times. The meeting also ordered an investigation into the foreign visits of LeJ leader Malik Ishaq. It was observed that sectarian violence is being prompted by paid agents of elements hostile to Pakistan. The meeting was of the view that analysis of available intelligence suggested that there was a strong nexus between the LeJ and one of the factions of the Tehreek-e-Taliban Pakistan (TTP). It was also observed that the TTP was fuelling sectarian strife in and around Quetta for financial gains. The meeting also observed that two former Harkat-ul-Ansar terrorists were supervising and handling the killings of innocent Shias in the country, adding that one of its members, Asmat Muawia, was operating from upper and central Punjab. The participants believed there was no religious strife between Sunnis and Shias and hostile elements were trying to create a conflict between the two sects. The meeting was told that Mastung District of Balochistan is a haven for united members of the TTP, Baloch Liberation Army (BLA) and LeJ.

Following ‘serious’ security threats from the homegrown TTP, the Army and Punjab Police have deployed heavy forces at one of Pakistan’s largest nuclear facilities in Dera Ghazi Khan (DG Khan) District. “DG Khan houses one of the largest nuclear facilities in the country, and has faced the first-ever serious security threat from the TTP,” said a high ranking military officer currently serving at the installation. Besides the deployment inside and around the nuclear installation, three divisions in South Punjab have also been asked to launch a crackdown against militant outfits, sources added. Sources in the military and Punjab Police, on condition of anonymity, told The Express Tribune that the nature of threat at the nuclear installation is ‘serious,’ with an 80% chance of occurrence. The Inter-Services Intelligence (ISI) reportedly intercepted a telephone call from the TTP, wherein they were said to have been finalising their strategy for attacks on nuclear installations in DG Khan.

Two suspects operating a network for the Tehreek-e-Taliban Pakistan (TTP) in the twin cities of Rawalpindi and Islamabad for generating funds via extortion and kidnapping were arrested by a joint investigation team of Security Forces and Capital Police on September 5, reported Dawn. On the light of the information given by the suspects, efforts are in progress to arrest the leader of the network operating from United Kingdom (UK). The Police are seeking a Red Warrant for the network’s leader from Interpol (international Police). Vigilance has been mounted in and around the business centres of the twin cities.

Security Forces (SFs) pushed Tehreek-e-Taliban Pakistan (TTP) militants who came from Afghanistan back across the border after more than two weeks of fighting in a mountainous tribal region, reports Indian Express. The Government says over 100 people were killed in the offensive. The violence in the Bajaur Agency highlighted the growing problem of TTP militants using sanctuaries in Afghanistan to attack Pakistan. The frequency of the raids has increased, and this was the first instance in which TTP militants coming from Afghanistan seized and held territory in Pakistan for a significant amount of time. Pakistan has called on Afghan and NATO forces to do more to stop militants from crossing into the country. Kabul and the international coalition have acknowledged the problem, but also want Pakistan to do more to stop militants holed up on its territory from launching attacks into Afghanistan. SFs finally managed to push the militants back from the Salarzai region of Bajaur Agency on September 9, said Jehangir Azam Wazir, the top political official in the area. "Unexpectedly, the militants showed tough resistance this time, but finally our security forces along with volunteers of the Salarzai militia succeeded in eliminating them," said Wazir. The dead included at least 80 militants, 18 civilians, 12 anti-Taliban militiamen and eight soldiers, he said. An additional 13 soldiers are missing and are believed to be in the hands of the Taliban.

Sources said that, eight days back, a key ‘commander’ of TTP, Aftab Khan Mehsud, was killed during clashes between security forces and TTP fighters in Zarmelan village of SWA. At least 15 persons killed and 40 others injured in a suicide attack in a crowded Hamid Market in Kashmir Chowk area of Parachinar town, the headquterer of Kurram Agency, in Federally Administered Tribal Areas (FATA) on September 10, reports Daily Times. “The market was crowded when the attack took place and initial reports say some 10 people are dead,” an official in Parachinar said on condition of anonymity. “The bomber rammed his explosives-laden vehicle into a wall of the market and seconds later there were dead bodies and destruction all over the place,” said a local journalist working for a private TV channel. Around 30 shops were also destroyed in the market where used electronic goods were sold, the journalist said. There was no immediate claim of responsibility. However, Tehreek-e-Taliban Pakistan (TTP) has acknowledged involvement in such attacks targeting Shias in the past. Parachinar is predominantly inhabited by Shias as sectarian conflict has displaced many Sunnis from the headquarters of Kurram Agency. Sectarian violence involving Sunnis and Shias, who account for around 20 percent of the 167 million populations, has killed more than 4,000 people since the late 1990s.

The Tehreek-e-Taliban Pakistan (TTP) on September 11 released a video, which shows the eight employees of the Gomal Zam Dam project, who were abducted in the South Waziristan Agency of Federally Administered Tribal Areas (FATA) on August 15, pleading to authorities for their safe release, reports Dawn. “We appeal to the Government of Pakistan and WAPDA to fulfil the demands of TTP and arrange for our safe release as soon as possible,” one of the men was shown as saying. The video also shows the men pleading for the militants’ demands to be met at the earliest, saying that one of their co-workers had been killed by the militants. The workers were travelling towards Tank from the dam site in South Waziristan Agency when their pick-up vehicle was intercepted by the militants, who abducted the men. The incident took place at Murtaza Goth near Gradawi, which lies 30 kilometres west of Tank.

The villagers said the pamphlets had been handwritten in Urdu on Tehreek-e-Taliban Pakistan (TTP) letterheads. They said this was not like other communication where they just pasted copies of their messages on walls. Residents reported seeing three separate pamphlets. In one of the letters, militants claimed responsibility for killing a resident named Ahmad and his son Niaz Wali for working against the Taliban and warned his family not to confront militants for the sake of their own safety. In the second pamphlet, Police had been warned to abandon a Police checkpoint in the market near the house of a man called Altaf Bacha, or they would bomb the post and police would be held responsible for the bloodshed. The third letter was directly addressed to the residents. “We greatly respect the people of Mattani,” it said, “We warn them to stay away from peace militias otherwise we will claim war between you and the Taliban.” The letter also said that if anyone had complaints, they should call the TTP directly on a number that was listed in the poster. This is the first time a pamphlet written on a TTP letterhead has appeared in this area. In the past, militants have distributed pamphlets and sent letters in the adjacent villages of Adezai and Darra.

"Pakistani and Afghan militant groups -- Tehreek-e Taliban Pakistan (TTP), the Haqqani Network, and Lashkar-e Toiba (LeT)- continue to pose a direct threat to US interests and our allies in the region, where these groups probably will remain focused," said Matthew G Olsen, Director of the National Counterterrorism Centre (NCC). In his written testimony during a Congressional hearing, Olsen said over the past several years, sustained counter-terrorism pressure has systematically degraded Pakistan-based al Qaeda's leadership and operational capabilities. "These efforts have left the group at its weakest point in the last ten years. Although core al Qaeda remains committed to its overarching goals, it is clearly a group in decline," he said. Noting that operationally, the core al-Qaeda has not conducted any successful operation in the West since the 2005 London bombings, the group, however, remains committed to striking Western targets, including the US, Olsen added. The group's degraded capabilities will compel operational planners to place a greater emphasis on smaller, simpler plots that are easier to carry out against soft targets, he said.
