Police arrested a top leader of the Adivasi National Liberation Army (ANLA), identified as Rupen Lakra, at Baghjan in the Bokajan town of Karbi Anglong district on January 8-night and recovered a huge cache of arms and explosives. Lakra is second only to commander Nirmal Tirki alias David, in the ranks of the outfit. He is also responsible for the bomb blast in the Rajdhani Express in Golaghat district on December 13 that killed four persons. The police later found a sten gun, three AK-47 rifles, an M16 rifle, two .315 rifle, two US-made carbines, a grenade launcher, four bombs, three rifle grenades, six hand grenades and a large amount of ammunition and assorted weapons in a nearby paddy field.

Rupen Lakra, the Adivasi National Liberation Army (ANLA) leader, who was arrested by the police on January 8-night, has reportedly admitted that the cache of arms and ammunition that was dug up from a paddy field after his arrest came from the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM). Lakra told interrogators that the ANLA ‘commander-in-chief’ David Tirkey struck the arms deal a few months ago when he was in Dimapur in the guise of a pastor. The police believe Tirkey is now in Jharkhand.

Security forces killed a United Liberation Front of Asom (ULFA) militant belonging to the Charlie Company of the 28th battalion in an encounter at Ahukhat village under Makum police station in the Tinsukia district in January 10, Telegraph reports. The militant was identified as Corporal Puwali Dowerah alias Hiren Dowerah, a resident of Hatijan. Three other cadres, however, managed to escape. The security forces also recovered one .32 pistol, one magazine with two live rounds and three bicycles at the site of the encounter.

The militant confessed about the plan of ULFA to plant improvised explosive devices in several places of the district on the eve of Republic Day (January 26) and of his involvement in an extortion drive in the district. The militants were reportedly taking shelter in a hut abandoned by farmers in the forest area. Seven other militants were also arrested from the hut. The slain militants have been identified as KLNLF area commander Mekrang Terong, Jarsom Terang and Son Millik. The arrested militants have revealed that they had taken shelter in the hut with the aim of extorting money from the businessmen and tea estate management along the Nagaon- Karbi Anglong border. The security force (SF) personnel killed two militants, suspected to be either from the United Liberation Front of Asom (ULFA) or the National Democratic Front of Bodoland (NDBF), during an exchange of fire at Silikhaguri Sapori under Narayanpur police station in the North Lakhimpur district. An injured militant escaped with his AK-47 rifle, while a pistol with five rounds of ammunition and a revolver with four rounds were recovered from the slain militants, the sources said. In a separate encounter in the Karbi Anglong district, an NDFB militant was killed by the SF personnel. A group of three NDFB militants involved in extortion had gone to collect the money when SF personnel stopped them, but they managed to escape after opening fire. The SFs chased the militants and in an encounter at Panbari area under Diphu police station, killed one of them. However, the two others managed to escape. The SFs seized a .32 bore revolver and five cartridges, a hand grenade and a mobile set from the slain militant.

Ten rounds of live ammunition of 12 bore pistols, seven rounds of 12 bore fired cases, eight live and five spent rounds of ammunition of AK-47 rifles, 18 live and seven spent rounds of .22 pistols, two blank detonators, 500 grams of explosive, one improvised explosive device (IED), wires, one 7.62-mm magazine of LMG and one rotating block of AK-56 were seized from the camp. "For the first time in the State, liquid gel or paste was used in the bombs, as forensic tests confirmed. Moreover, high explosive Nitroglycerin Nitrocellulose (NGNC) was also used, which was packed with ammonium nitrate, in iron pipes and plastered with cement for maximum impact," he added. Five detonators were fitted each in the bombs, with five additional detonators recovered in the bag. There were no splinters in the bomb, the SP informed.

The report added that the IED could be programmed in a manner that if the first detonator failed to trigger the explosion, the second one would get activated automatically. "This enhances the precision of the IEDs as well as making deactivation very risky. Timer devices are generally very erratic. Many a times they fail to explode because of a problem in programming. But in this kind of device, if one programme fails, it automatically activates the other," an unnamed Army explosive expert said.

An Improvised Explosive Device (IED) weighing 10 kilograms was recovered at Jaboka under Sonari police station in the Sivasagar district on Sonari-Namtola road during a joint operation by the Central Reserve Police Force (CRPF), Army and Police personnel. The bomb was planted in a pressure cooker under a culvert. Security personnel also recovered a 30-metre wire and four batteries from the spot. It is suspected that the 28th battalion of United Liberation Front of Asom (ULFA) had planted the bomb.
