SFs arrested seven KPLT linkmen from Bokajan subdivision in Karbi Anglong District on January 3 for their involvement in the recent violence in the district, reports Times of India. All of them are linkmen of the KPLT and were carrying out subversive activities on behalf of the outfit. A country-made single barrel muzzle loading (SBML) gun and some gunpowder were also found on them. According to Police, the arrested persons were allegedly involved in burning down houses of Rengma Naga villagers at several places in the subdivision on December 27, 28, and 29.

The Police said a group of ULFA-I militants entered Hatigaon, a village under Agia Police Station, with arms and explosive materials, including 300 bullets and eight detonators. The group of militants kept the arms inside a rubber plantation. “We got the information that a group had under the leadership of Drishti Rajkhowa brought the ammunition from Bangladesh”, said Goalpara Superintendent of Police (SP) Nitul Gogoi.

Directorate of Revenue Intelligence (DRI) on January 30 intercepted an 'Army' convoy on Assam-Bengal border and recovered several guns with 'Made in USA' and 'Made in Germany' markings including an AK-47 along with over 9,000 kg of cannabis, reports The Times of India. Arms recovered included four improvised automatic pistols having mark 'Made in USA', one improvised AK-47, one automatic MP-5 submachine gun having mark 'Made in Germany' and two air guns. Ammunition recovered included 23 rounds of .65 caliber bullets, 90 rounds of .22 caliber bullets of make KF Germany and 39 rounds of 7.65 caliber bullets. DRI seized the contraband and also arrested nine smugglers.

The Telegraph reports that three persons, including a woman, working at a construction site, were killed while one was injured when suspected National Santhali Liberation Army (NSLA) militants fired upon them at Babubil under Gossaigaon subdivision in Kokrajhar District in the morning of April 2. Police sources said four to five armed militants in army fatigues came to an RCC bridge construction site and fired indiscriminately, killing two labourers and a truck driver. The labourers have been identified as Ashatan Bibi and Saiful Sheikh and the truck driver as Rajib Muchahary. The injured labourer is identified as Aiyuf Rehman. Sources said there were about 10-12 labourers working at the site when the incident occurred. Sources said the militants had earlier demanded a ransom of INR 100000 after abducting the contractor involved in the construction of the bridge.“They had also come earlier and asked us to stop the construction. We had informed the main contractor about it but he had asked us to continue with our work. He had said he would look into it but then this incident happened today,” a labourer said. Police sources suspect Deepak Hembrum, ‘deputy commander-in-chief’ of NSLA, carried out the attack. An empty cartridge and 10 rounds of live ammunition of AK-47 rifles were recovered from the spot.

Meanwhile, Lakhipur Police, on April 30, averted a blast by arresting two persons carrying a bomb along with 20 pieces of detonators, 35 pieces of gelatin wire weighing 5.5 kilograms from a bus they were travelling, reports The Sentinel. The two persons were identified as one Thana Kuki and his wife Mary Kuki. Lakhipur Police immediately arrested Thana Kuki and Mary Kuki along with the driver of the bus Anup Adhikari and the handyman Dilwar Hussain Mazumder. On being interrogated, a map of Barak Bridge and Chiri Bridge in Lakhipur area was recovered from the possession of Thana Kuki. The Police suspects that they were in a plan to blast the bomb at both the bridges. Earlier in 2013, an attempt was made by the anti–social elements to blast a bomb at Chiri Bridge.

A militant, identified as B Laijam of the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) was killed by Security Forces (SFs) in an encounter on June 17 at Auzar Guri in Kokrajhar District, reports The Sentinel. The encounter happened when three NDFB-IKS cadres with arms in two motorcycles came across an Army and Police party. In the ensuing gun battle one militant was killed and two militants were injured, although the injured militants managed to escape. An AK–56 rifle, 160 live ammunition, one magazine, a grenade, one TVS bike, three mobile handsets and SIM cards and INR 3092 were recovered from the militant. Later, a group of fifteen NDFB-IKS militants fired several rounds into the air in front of media personnel’s who had gone to report the incident. The ‘area commander’ B Jwblang stated that they will soon start attacking the SFs in a retribution for the killing.

Also, the Central Government is concerned about the law and order situation in Assam, particularly in the Bodoland Territorial Autonomous Districts (BTAD) areas and the Central forces deployed in the State will not be withdrawn in the near future, reports The Assam Tribune. Talking to The Assam Tribune, Joint Secretary (North East) of the Ministry of Home Affairs (MHA), Sambhu Singh said that the situation in the BTAD area is a matter of concern and with the elections to the Bodoland Territorial Council (BTC) due in April 2015, the possibility of the situation deteriorating further cannot be ruled out. Singh said that the I.K Songbijit faction of the National Democratic Front of Boroland (NDFB-IKS) is still active in the BTAD area despite suffering setbacks in the counter-insurgency operations. He said that the Centre has asked the State Government to intensify operations against the militants. On the issue of talks with the militant groups, Singh said that the process has been resumed and efforts are on to expedite the process of talks. He said that the Centre wants the talks to complete as soon as possible. The MHA is contemplating fixing time frame for completion of the process of talks with different militant groups. However, he admitted that in cases where major policy changes might be required, the talks might continue for some time.

Kokrajhar Police stated that around 26 Nepali boys received training at a camp in Myanmar through the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and added that after returning they started working for the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS). Further, the Police stated that NDFB-IKS was outsourcing activities like kidnapping and extortion to these individuals and that they may have a hand in the abduction of four Bhutanese nationals on August 8. Defence Spokesman stated, “These terrorists of UGPO might have been used by NDFB-IKS to fill the void to continue their terrorist activities in the area without attracting attention of SFs as inhabitants of Matijhora (Dubri District) and adjoining villages are all Nepalese."

With the arrest of two militants, identified as Durbachan Langthasa and Dilli Daulagapu, near Dhansiri in Karbi Anglong District on October 13, it has been confirmed that a new militant group, Hills State United Liberation Front’ (HSULF) with its base at Assam-Nagaland border has been formed , reports Nagaland Post. One 3.32 pistol and few ammunition were recovered from the arrested militants. According to a senior Police officer, both the accused have confessed that HSULF was raised in 2013 and became operational in the month of June. Security Force (SF) personnel seized a cache of arms and ammunition from a couple near Kolia Bhomora bridge in Sonitpur District in the evening of December 15, reports The Telegraph. Sonitpur Superintendent of Police (SP) Sanjukta Parashar said a couple, identified as Jolen Narzary, 44, and his wife Belsree Nazary alias Kareng, 40, were carrying the arms on a bike and were arrested at a checkpoint near the bridge. The recoveries included a HK-33 rifle, an M39 grenade launcher along with 80 rounds of ammunition, 16 grenade shells and 17 SIM cards. Police suspect the arms were meant for I. K. Sonobjit factions of the National Democratic Front of Bodoland (NDFB-IKS) and the couple was bringing it from Nagaland. According to a police source, the NDFB-IKS as well as other militant organisations are suspected to be supplying arms from Nagaland via Dimapur to a militant group in Arunachal Pradesh bordering Sonitpur District in Assam.

Two suspected militants of the Norrok X Momin-led United A’chik Liberation Army (UALA) were killed in an encounter with Security Force (SF) personnel at Nala, near Thantipahar village in Goalpara District, on December 18, reports The Shillong Times. Goalpara district Police Chief N. Gogoi informed that that the incident occurred at around 4am when an Army team backed by Assam Police personnel was out on patrol duty spotted movement of the militants. He said that around 5 to 6 persons were crossing the area taking advantage of the darkness when they were spotted and challenged. In the reported exchange of fire two militants were killed while the rest fled taking cover of the darkness. SF personnel recovered two pistols, two powerful 36 high explosive hand grenades, 2 crude bombs, two detonators, two gelatine sticks, UALA documents, seven rounds of live AK ammunition and seven rounds of live 7.65 ammunition for pistols.

Assam Police’s Special Operation Unit (SOU)on December 20 recovered a consignment of bombs belonging to the Islamist terror outfit Jammat–ul Mujahiddin Bangladesh (JMB), reports The Sentinel. The bombs were recovered by a five–member team of the Special Operation Unit from Panpara village in Barpeta District under Salbari Police Station. National Investigation Agency (NIA), has been providing intelligence back–up to Assam Police in the jihadi related case. Senior Assam Police officials confirmed that the explosives were IEDs. A Police official stated that “The operation was carried out following confessions by Nur Jamal Haque, a resident of Pakalagi village (Baksa) adjacent to Panpara village (Barpeta). He was arrested from Chirang on December 19. The explosives were kept buried near his residence,” He is the twelfth jihadi activist to be arrested in the State. The Assam Tribune further adds that Nurjamal was a trained cadre of the JMB and he was a close associate of Sahanur Alom, one of the key men of the Bangladesh based militant outfit in the State. Also a total of ten IEDs were recovered during the incident.

A joint team of Indian Army and Assam Police killed two militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), identified as Raikhang and Rikhigang, on December 21, at Khungring reserve forest in Chirang District, reports The Assam Tribune. The security team rescued Sushil Deb, a trader of Bongaigaon who had been abducted by the militant group As per the local sources the NDFB-IKS militants had a frequent movement in the jungle area bordering Bhutan and were involved in a number of abduction and extortion cases. One M-16 rifle, one AK-56 rifle, one Indian Small Arms Systems (INSAS) rifle, which was snatched from the forest guards in Kokrajhar District in October by the militants, two pistols, three grenades and 570 rounds of ammunition were recovered from the dead militants. The Telegraph further adds that Police stated that the militants had built temporary camps and added that there were about 15 NDFB-IKS militants on the spot.
