Zeliangrong Students' Union Manipur (ZSUM) called an indefinite blockade along National Highway (NH)-37, from January 1 midnight, reports Times of India. ZSUM called the blockade in protest against the alleged ‘fake encounter’ of a Zeliangrong United Front (ZUF) militant by Assam rifles (AR) troppers.ZSUM demanded that the government punish the guilty personnel under the Zeliangrong customary laws and removal of AR from the Noney area. AR in a statement said that on January 1 morning, around four ZUF militants opened fire at the forces and an encounter ensued, killing one cadre. The troops seized a .22 pistol with four bullets and 14 fired cases of AK-47 from the site. The slain cadre joined Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in 2006 and obtained training at Buning Camp, it said, adding that he deserted the outfit in 2011 and joined the ZUF and was operating under ‘captain’ Abung of ZUF.

The Border Security Force (BSF) arrested three cadres of the Garo National Liberation Army (GNLA) from two Khasi Hills Districts and recovered two 9 mm revolvers and extortion notes from their possession on January 11, reported The Sentinel. Official sources said that the BSF arrested two cadres of GNLA, identified as Nowel Momin and Arbin Marak, from the Borsora area in West Khasi Hills Districts after receiving reports of GNLA activities in the area. Both originally hail from Mawsynram in East Khasi Hills District. Through information provided by the two cadres, the BSF along with Meghalaya Police carried out a joint operation in Horupukni village in Mawsynram to arrest the third militant, Sukumar R Sangma. Besides the revolvers and demand notes, 19 rounds of ammunition, a mobile phone and Rs 2,050 were recovered from the three militants.

The Sangai Express reports that four militant suspects were reportedly killed in an encounter with troops of 39 Assam Rifles at Behiang area of Churachandpur District under Churachandpur Police Station on January 21. Press Information Bureau (PIB-Defence Wing), in a statement said that the four killed belonged to the United National Liberation Front (UNLF) and Peoples Liberation Army (PLA). At about 3 am, the troops intercepted the armed men trying to infiltrate from across the border and a fierce gun fight ensued in which four militants were killed, said PIB. Based on reliable inputs about militants trying to infiltrate into India and carry out Improvised Explosive Device (IED) attacks on the Security Forces, troops of Red Shield Division launched an operation to in the border area of Churachandpur, said PIB. They were caught and arrested following a chase. Three packets of plastic explosives, five packets of fuse wire, six fuses and daggers were found in their possession. The youths identified as Pranendra Wari, Nakesh Narzari and Hemkanta Narzari were targeting the National Hydroelectric Power Corporation (NHPC) at the Gerukamukh Dam Site. The Shillong Times reports that suspected militants belonging to the Garo National Liberation Army (GNLA) targeted a Government revenue collection point belonging to the Taxation-Directorate of Mineral Resources (DMR) lobbing a hand grenade that failed to explode during the late evening hours of January 31 in North Garo Hills District. Preliminary reports indicate that the militants lobbed a hand grenade outside the premises of the DMR office in Dainadubi in North Garo Hills shortly after 6:30 pm but the bomb failed to explode. It is strongly suspected that the GNLA may have lobbed the grenade following non-compliance to their extortion demands by the department staff posted in the area. In 2012, suspected Liberation of Achik Elite Force (LAEF) militants had also attacked the same office compound by lobbing a grenade which failed to explode. The LAEF had demanded a large sum of money from the staff manning the check point.

Police source said an encounter took place between suspected NSCN-K militants and a combined team of 5 AR and 13 AR personnel at Tamenglong Ward No 3 around 11.30 am. The incident occurred when the AR team launched an operation while the NSCN-K militants were reportedly serving extortion notes in and around the area. Gonmei was killed on the spot while the others made an escape. Two .9mm pistols and an extortion note were recovered from the spot. According to the Police, the arrested criminals were part of the gang, which abducted a Guwahati city based businessman, Rajib Sharma when he had gone to Byrnihat in Meghalaya on February 1. Later, the family of the businessman received a call on January 3 by suspected National Democratic Front of Boroland (NDFB) militants asking for a ransom of INR 10 million for the trader’s release. A Press Information Bureau (PIB) - Defence Wing press release said, the civil vehicle was searched and 100 kg of explosive (ammonium nitrate), three pistols with live ammunition and 1290 detonators were recovered. “The explosives would have killed hundreds of innocent Manipuris and Indians in various areas of India where this dangerous consignment was intended to be transported”, it said. Preliminary investigation revealed that this dangerous consignment started from Aizawl (Mizoram) and was heading for Thinghat (Churachandpur District) where it was to be handed over to some valley based insurgents groups. The suspected militants from whom the explosives were seized have been identified as H Vantal Biak and Thangzalunmang.

The commander in chief was identified as Thairying Hakamausa alias Rohit Hakamausa alias Sujit Hakamausa (29) while his accomplice was identified as “private” Ujjal Thousan (26). Police recovered a 7.67 pistol, one magazine and five live rounds. Deputy Superintendent of Police (DSP)-Special Branch, Israel Xuiv said that Sujit had extorted INR 290,000 from Dimapur and was suspected to be involved in many unreported cases like extortion and abduction in Dimapur. He said that DNLF was established in 2009 and has around 40-50 cadres. Sujit had also given INR 200,000 in advance to “someone” for procuring arms, Israel said. Meanwhile, Israel said as per the record, Sujit had escaped from a jail in Dima Hasao District of Assam in August 2012 after he was arrested in July 2012 from Guwahati.

He added that another seizure was made on March 8 after interrogation of the three arrested persons identified as Robi Chakma, Soboz Chakma and Moni Tripura, suspected to be members of a militant outfit in Bangladesh. A Press Information Bureau –Defence Wing (PIB-DW) release said that after receiving information of desertion of a cadre belonging to United Socialist Revolutionary Army (USRA) with arms and ammunition from Chongkhajao designate Suspension of Operation (SoO) camp on March 31, 2013, multidirectional search operations were launched in Phailan and Saigum areas to apprehend the deserter with weapons, The Sangai Express reports. The release added that the effort led to recovery of one AK-56 Rifle with magazine, one G-3 Rifle with two magazines, two Italian made pistols and 37 live rounds from a Jhoom hut on April 1. The cadre had abandoned the weapon due to sustained search operations launched by the Security Forces, thus averting a major fire fight in civil areas, maintained the release.

Inspector General of Police (IGP-Law and Order) LR Bishnoi said, “We have information that following panchayat elections in Goalpara, the Rabha National Liberation Force is again trying to gain strength by purchasing arms and ammunition. The outfit, which is mostly active in the district, had received a blow when eight of its cadres were killed in encounters during the past seven-eight months. Another five cadres had surrendered. Drishti Rajkhowa of Ulfa had asked a leader of the outfit, Deepak Rabha, to regroup and promised them support in this regard.”Bishnoi further said, “All the five arrested are cadres of RNLF and were heading towards Assam-Meghalaya border in Byrnihat to procure arms for the outfit. The procurement of arms was being planned to strengthen the outfit after the Panchayat polls,” adds The Assam Tribune. While the RNLF cadres have been identified as Bipul Rabha (32), Loteswar Rabha (32), Baidhya Rabha (32), Chittaranjan Rabha (40) and Rupam Rabha (35), the arms dealers were Jrewall Bey (31) and Kharej alias Res (35). Nagaland Post reports that a deserter of the United Tribal Liberation Army (UTLA), identified as Thanglemang alias Mamang has been arrested by troops of Assam Rifles from Churachandpur District and handed over to the Police in Imphal with arms and ammunitions recovered from him on May 6. Mamang was one of the three cadres of the outfit who had deserted its designated camp of the group located at New Phaisat in Churachandpur with arms on January 25. One AK-47 rifle with one magazine loaded with three live rounds, one 9mm pistol with one magazine containing four live rounds, five live rounds of 7.62 mm ammunition and six live rounds of 7.65 mm ammunitions which were accompanied by him while deserting the designated camp were recovered from him, police said.

The SFs recovered one .9mm pistol, one AK-47 rifle, two hand grenades and huge cache of assorted ammunition besides 112 rounds of 303 bolt action rifle, 61 rounds of self loading rifle, 59 rounds of AK-56 rifle and 14 rounds of .9mm weapon and a solar operated set for charging communication devices from the camp, adds Nagaland Post. SFs raided the camp initially thought that the cadres belonged to Karbi People’s Liberation Tigers (KPLT). The NRHPF seeks a regional council for the Rengma tribes living in eastern Bokajan subdivision of the District. The outfit’s identity was established from some documents found in the camp.

The Shillong Times reports that sophisticated weapons meant for Garo militants that was being smuggled in from Dimapur in Nagaland was intercepted by Police at Damas village in North Garo Hills District in the night of May 10. A couple who was bringing in the weapons has also been arrested. The breakthrough came after North Garo Hills Police stopped a car with an Assam registration number at Damas village, on the border with Goalpara District (Assam), at around 6 pm. Packages inside rubber tubes were found concealed above the mudguards of the vehicle, Police said. When both package was opened up they found an AK 81 and an AK 56 rifle with 25 rounds of ammunition that had been sealed water tight. The couple, Joy Sonowal (50) and Barachi Mach (45) reportedly confessed to bringing in the weapons from an arms dealer based in Dimapur town of Nagaland. The weapons are believed to be for the Garo National Liberation Front (GNLA) outfit which operates in the Garo Hills region.

The Shillong Times reports that an assortment of weapons, including pistols designed to be identical to factory made, were seized in West Garo Hills District. On May 15, a Police patrol party arrested a group of five local men who were crossing into Mukdangra village of Garobadha shortly after 9 pm. Two shot guns, a single and double barrel rifle, along with five live cartridges, as well as INR 20000, which is suspected to have been extorted from villagers, was recovered from them. Following interrogation of the five men, a Police team returned to the site on May 17 where the group had been arrested and retrieved a bag containing two pistols with ten live rounds and a Chinese hand grenade. The pistols, despite being country made were well finished products and even had a ‘Made in USA’ tag on them. The arrested men were identified as Willipson Ch Marak (25), Silsang B Sangma (23), Bicky Ch Marak (32), Rangsil A Sangma (27) and Jubil N Marak (32).
