A total of 43 militants, including a woman, of eight different militant outfits laid down their arms and ammunition before Manipur Chief Minister N Biren Singh in Imphal at a function on January 7, reports Sentinel. The 43 militants included 13 cadres of the Kanglei Yawol Kanna Lup (KYKL), 11 from the Kangleipak Communist Party (KCP), five each from the People's Liberation Army (PLA) / Revolutionary People's Front (RPF), the Kangleipak Communist Party - Noyon (KCP-N) and the United National Liberation Front (UNLF), two from the People's Revolutionary Party of Kangleipak (PRO) and one each from People's Revolutionary Party of Kangleipak (PREPAK) and the National Socialist Council of Nagaland-Unification (NSCN-U). The surrendered militants deposited arms, ammunition and explosives, including 19 AK series rifles, pistols, hand grenades, IEDs and live ammunition.

On January 24, three active cadres of People's Revolutionary Party of Kangleipak-Progressive (PREPAK-Pro) were arrested in three separate incidents in Manipur, reports The Sangai Express. In the first operation Oinam Iboyaima Singh alias Boyai was arrested from his residence at Kwakeithel Moirang Purel Leikai town. In the second operation, ‘Corporal’ Huidrom Priyokumar alias Jim was arrested from his residence at Khagempalli Huidrom Leikai. In the third operation, ‘Lance corporal’, Tangtangba Angnaikham Maring alias Taibanganba alias Athoi, was arrested from his residence at Langol Khunou village in Machi subdivision, Chandel District. The Police recovered a.32 pistol with magazine, three mobile handsets, two wallets, two Aadhaar cards, one driving license, one voter card, one vehicle registration card, one camouflage bag, INR 1,210, and a Yamaha FZ-S motorcycle during the operations.

The arrestees were identified as Lalramhlun Lungtau alias Daa alias Rama, Vanlalthang alias VL and Lalthralhun Joute alias Lalthra. Police arrested two persons after intercepting a car in 6th Mile area of Chumoukedima and recovered large quantities of ammunition concealed in rice bags. Upon interrogation, the suspects revealed that they had picked up the consignments from the house of a woman who is the wife of a deceased NSCN-IM functionary. The woman however confessed that the consignments were picked up from one 'Deputy Kilonser’ (cabinet minister) of the NSCN-IM. The ‘Deputy Kilonser’ admitted that he had bought arms from one Armed branch Inspector named Michael Yanthan of the Police department, who is the in-charge of the Arms and Ammunition branch of the Police Central store in Chumoukedima. Singpho had been tasked to carry out extortion activities. The operative surrendered with an AK-47 rifle, one magazine and 19 rounds of live ammunition, besides other portable belongings. Singpho had joined the Eastern Naga National Government (ENNG) militant outfit in 2017. The ENNG became defunct in 2022 after all its members surrendered before the government. However, seven members of the outfit continued to be involved in insurgent activities and formed the Easter Naga National Council (ENNC), which was later renamed as ENNO. The ENNO is reportedly active in a few parts of Tirap, Changlang and Longding Districts.

Police sources stated that Juman Bora was arrested from Jorhat District on July 29 and he was taken to Lakhipathar in Tinsukia District in search of explosives hidden in a forest. When he tried to flee, Police open fired on him. Based on information provided by Bora, Assam Police recovered a huge cache of explosives belonging to ULFA-I in Digboi in Tinsukia District. The seized explosives include: eight Plastic Explosive Kirke (PEKs), a detonator and six batteries. The explosives were found in a Village close to the Indian Oil Corporation Limited (IOCL) Liquefied Petroleum Gas (LPG) Gopeneri Bottling plant, which is a potential target for insurgents. On November 26, an active cadre of Manipur's militant outfit, SK-Thadou faction of United Tribal Liberation Army (UTLA-SK Thadou) identified as Henlenmang Lhouvum, was arrested in a joint operation by Assam Rifles and Assam Police from Lakhicherra Khasia Punjee near Jirighat on the Assam-Manipur border in Cachar District of Assam, reports Northeast Now. DGP Singh stated that a total of 11 ULFA cadres surrendered in 2023, 16 ULFA cadres have been arrested and currently there are 75 active cadres in the ULFA camp. He further asked ULFA-I not to force Indian authorities to re-impose Armed Forces Special Powers Act (AFSPA) in parts of the State from where it has already been lifted, by engineering a series of explosions.
