According to another intelligence report, ULFA has been trying to unite the terrorist outfits active in Tripura, the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) to launch a combined fight against the ‘Indian government’. A joint meeting of the ATTF and NLFT was held in this regard in January 2001, at Srimangal (Sylhet) in Bangladesh, where ULFA commander PriyabrataBarua and his deputies were present.

Meanwhile, media reported quoting intelligence sources that the arrested KCF chief Zaffarwal faces serious threat to his life from Pakistan's Inter Services Intelligence (ISI). According to reports, the ISI was perturbed over his return that could virtually set a trend for others who had escaped abroad with its assistance. This could prove a psychological setback to the ISI's efforts to foment trouble in Punjab. The ISI is known to have spent considerable amount of money and effort in propping some of these terrorist outfits and Zaffarwal's return is seen as a sort of breach of trust. Zaffarwal had enjoyed the hospitality of the ISI in Pakistan for several years before he fled to Switzerland. Moreover, Zaffarwal might throw light on ISI network in Punjab.

The Union Home Ministry in its annual report has stated the present regime in Pakistan may resort to more terrorist acts in Kashmir as diversionary tactic since it is facing increasing difficulties. Released on April 25, the report states it is the Pakistani and foreign mercenaries who at present constitute the major portion of terrorists active in the State. It says, "Though estimates vary, approximately 1500-2000 foreign mercenaries are operating in Jammu and Kashmir who have been pushed in by Pakistan to sustain and retain control on the flagging militancy in the State. These mercenaries belong mainly to Pakistan, Pakistan occupied Kashmir (PoK) and Afghanistan, which highlights the alarming role being played by Pakistan as a centre for pan-Islamic fundamentalist militancy.’’ The ministry has stated that Pakistan has drawn on its experience in Afghanistan to systematically wage a low intensity conflict in the State.

The Parliamentary Standing Committee's 73rd Report on the Home Ministry feels that a fund crunch has seriously affected the Union Home Ministry's programme of modernising Central Paramilitary Forces (PMFs). The Committee has noted that despite the claim that modernisation of Central PMFs was the thrust area of the Ministry, 'not enough urgency is being shown by it to put its implementation in place with right earnest'. Commenting on the Action Taken Report of the Ministry, the Committee noted that whereas the initial projection for the Five-year Plan, from the year 2000-01 to year 2004-05, was Rs 4025 crore, it now stands scaled down to Rs 3740.71 crore. Even this reduced amount is not going to be available during the period and there will be a huge shortfall of Rs 2624 crore. The Standing committee said excessive dependence on Central PMFs for routine maintenance of law and order was putting greater pressure on the forces and recommended that State police forces should be strengthened so that this over-dependence on the Central PMFs was reduced.

According to media reports of October 4, the Union Ministry of Home Affairs (MHA) has recently asked the North Eastern Council (NEC) to create a data bank on Non-Governmental Organisations (NGOs) operating in the North East and make an inventory of their activities in the region. This would allow the Ministry to streamline the operations of these NGOs and increase the efficiency with which development funds are utilised in different projects executed by these NGOs. Creation of the databank would also assist the MHA in preventing NGOs from misappropriating funds and siphoning them to terrorist outfits for which some of them act as front organizations. The Ministry has already identified a large number of fake NGOs, voluntary organisations (VOs) and socio-cultural associations all over the country, including in the North-East. In the year 2000, the Central Welfare Board had blacklisted 820 NGOs/Welfare Organisations from the seven northeastern States—323 in Meghalaya, 197 in Manipur, 151 in Assam, 78 in Nagaland, 69 in Tripura and 2 in Sikkim. The MHA had identified a number of NGOs in the North East which had links with terrorist outfits, on April 24, 2001. These included the Manab Adhikar Sangram Samiti (MASS), an NGO in Assam, which was stated to have links with the United Liberation Front of Asom (ULFA), and the Naga People's Movement for Human Rights (NPMHR) and Naga Students Federation (NSF) in Nagaland.
