According to Statesman, senior Communist Party of India-Maoist (CPI-Maoist) leaders in Jharkhand have asked their local cadres to target school students for recruitment. While taking the decision after several rounds of meeting in the jungles of Saranda and Jhumra Hills, the leaders suggested deep penetration into schools in the rural pockets of Jharkhand and indoctrination of more young minds with "revolutionary ideals", the report added. Chatra district police chief, Sashinath Jha, admitted that Maoists have distributed literature among school students in the rural areas. "We have started investigating the matter. Previously, we got reports that Maoists’ attempts to rope in students in the "Bal Dasta", or children’s brigade. Steps have already been taken to confiscate such literatures from the primary and middle-level schools," Jha informed.

According to Daily Star, Bangladesh will ask India to help block routes used by the militants to smuggle in explosives from India for subversive acts across the country in the last few months. The Government is also likely to request India to conduct an investigation to verify the information obtained from some arrested militants about an Indian arms ring involved in selling explosives to the Bangladeshi militants, and take measures to trace the syndicate and stop its activities. The report further said that security agencies are preparing a detailed report on their findings about the networks of explosives smugglers both in Bangladesh and India. "The report will be completed in a few days," a senior intelligence official told Daily Star.

According to Assam Tribune, the United Achik National Front (UANF) militants are engaged in abduction of traders in the district of West Garo Hills of Meghalaya. Three cases of abductions have been reported in the month of January 2006. The UANF, previously known as the Peoples’ Liberation Front (PLF), was earlier active in the bordering areas of Dalu, Barengapara and Purakhasia. But of late, its activities have been reported from Tura, Betasing and Kherapara and Chokpot of West Garo Hills and its adjoining places in the South Garo Hills district.

Making a statement in the Parliament, Minister of State for Home, Sri Prakash Jaiswal, said 892 people were killed in Maoist-related violence during 2005, including 516 civilians and 153 police personnel. In 2004, 653 people were killed of which 100 were police and 466 were civilians. Jaiswal said that violent incidents involving Maoists had risen by nearly four percent, to 1,594 in 2005 compared to the year before. "The government has been pursuing a multi-pronged approach to address the problem on the political, security and development fronts in a coordinated manner," he said, adding that 223 Maoists were killed in 2005 against 87 in 2004.

According to the Union Home Ministry annual report for 2005-06, released on March 16, killings of security force personnel showed a sharp increase of 53 per cent and civilian casualties went up by 11 per cent as compared to the incidents reported in 2004. According to the report, in 2005, there were 1,594 incidents of violence as compared to 1,533 in 2004. As many as 516 civilians were killed in 2005 as compared to 466 in the previous year. 153 police personnel lost their lives in 2005 as against 100 in 2004. Casualties among the Maoists also increased from 87 in 2004 to 223 in 2005. The report also said as many as 76 districts in the nine States of Andhra Pradesh, Bihar, Jharkhand, Chhattisgarh, Orissa, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal were "badly affected" by Maoist violence though in a varying degree. Among the steps being taken by the Ministry to counter the problem, the report said intelligence inputs were shared by the Central agencies with the States and steps had been initiated to strengthen intelligence collection and sharing mechanism. It has also been decided to "constitute Inter-State Intelligence Support Teams in the States" which had been affected by Maoist violence, the report added.

As many as 159 Pakistan or Inter-Services Intelligence (ISI)-supported terrorist modules have been neutralised in various parts of the country during 2001-2005, including 28 in 2005, the Union Home Ministry said on March 16. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

Under the new policy of the Jammu and Kashmir Government announced on January 31, 2004, a surrendered terrorist will get a monthly stipend of Rupees 2000 for a period of three years after surrender. This is in addition to an immediate grant of Rs 1.50 lakh to be kept in the shape of FDR in a bank in the name of the surrenderee which can be withdrawn after three years, subject to good behaviour. Incentives are also reportedly being given for surrendered weapons as per prescribed rates and vocational training for self employment to those who desire to undergo such training.

According to the 2005 Annual Report of the Manipur Police, 55 civilians and 21 security force (SF) personnel were killed in militancy-related violence. 50 civilians were wounded in police firing compared to 124 in 2004. 28 police personnel were wounded in 2005 compared to the 112 in 2004. 55 militants were killed compared to 132 in 2004 and 894 militants were arrested compared to 687 in the 2004, the report added. The arms seized included 305 weapons, 2728 live ammunitions, 43 hand grenades, seven WT sets, 27 bombs and 139 detonators and cash amounting Rupees 14,83,120 were also recovered. 23 militants, including eight People’s Revolutionary Party of Kangleipak (PREPAK) cadres, four cadres each from People’s Liberation Army (PLA), Kuki Liberation Army (KLA) and Kuki National Front (KNF), three United National Liberation Front (UNLF) cadres and two KCP cadres surrendered during the period.

Media reports said that the casualties in the attack by the Communist Party of India-Maoist (CPI-Maoist) on the R. Udayagiri sub-jail and other Government establishments in Gajapati district on March 24 has risen to four. In the pre-dawn strike, a group of over 200-armed Maoists, including women and few sympathizers, had attacked the sub-jail in R. Udayagiri town, freed 40 prisoners, killed three police personnel, and took a police officer and the jailor hostage. The Maoists reportedly pulled down the jail gates to help prisoners escape and also simultaneously attacked the police station, an Orissa Special Armed Police Camp, the treasury, the tehsildar’s (local administrative official) office and a telecom tower. The exchange of fire reportedly lasted around two hours. Police said the two who were taken hostage by Maoists were the officer in charge of the police station, Ranjan Kumar Mallick, and the jailor, Rabinarayan Sethi. According to the District Collector, Binod Bihari Mohanty, the Maoists also looted arms from the police station, including 25 self-loading rifles, a pistol, a light machine gun and an AK-47 rifle. The Maoists also burnt stamp papers worth nearly Rupees 40 lakh in the treasury. The Maoists had approached the town from two directions and retreated after the attack via Saralapadar into the deep jungles. Chief Minister Naveen Patnaik told the Legislative Assembly on March 24 that the Maoists were believed to have come from the Vizianagaram district of neighbouring Andhra Pradesh. They reportedly conversed in Telugu, Hindi and Soura (a tribal dialect). Media reports added that in a related incident, one civilian was killed and nine others were injured in a landmine blast at Kankadaguda, 10 kilometers from R. Udaygiri, while clearing the trees from the roads. The landmine was reportedly planted by the Maoists while retreating.

Hindu reports that in a status paper on the Naxalite problem placed in Parliament by Union Home Minister Shivraj Patil on March 13, the Government has spelt out a policy to combat the challenge posed by the Naxalites. The 14-point policy stresses upon the States to adopt a collective approach and pursue a coordinated response to counter it. It emphasizes that there will be no peace dialogue by the affected States with the Naxalite groups unless the latter agree to give up violence and arms. Another component of the policy is that it asks political parties to strengthen their base in Naxalite-affected areas so that the youth could be weaned away from the path of Naxalite ideology. "Efforts will continue to be made to promote local resistance groups against Naxalites but in a manner that the villagers are provided adequate security cover and the area is effectively dominated by the security forces," the status paper said. The paper lauded the Andhra Pradesh Government's surrender and rehabilitation policy for Naxalites, which has produced good results over the years. It asked other States to adopt a similar policy. Referring to the counter measures, it said that overall counter action by the affected States in terms of Naxalites killed, arrested, surrendered and arms recovered from them has shown much better results in 2005. It underlined the need to further improve and strengthen police response, particularly by Bihar, Jharkhand, Orissa and Maharashtra by improving actionable intelligence collection and sharing mechanisms and strengthening their police forces on the pattern of Greyhounds in Andhra Pradesh. It also said the Centre had provided financial assistance of Rs. 2,475 crores for 55 Naxalite-affected districts in Andhra Pradesh, Bihar, Chhattisgarh, Orissa, Jharkhand, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal under the Backward Districts Initiative. While admitting that Naxalite groups have been raising land and livelihood related issues, the paper stresses upon taking up land reforms on a priority basis. In the first two months of this year, the number of deaths recorded in Naxalite-violence stands at 116, the paper added.

The report added that at least seven major routes running through four States sharing border with Myanmar — Manipur, Nagaland, Mizoram and Arunachal Pradesh —have been identified through which drugs such as ‘Number 4’ (heroin) and amphetamine are easily smuggled. The districts that are worst affected by the drugs trafficking are Chandel and Imphal in Manipur, and Kohima and Tuensang in Nagaland. “There has been crackdowns on drug barons in Thailand and Laos recently, following which drug traders from Myanmar must have shifted their attention to North-East. Also there are possibilities of amphetamine producing units being shifted to areas adjacent to Manipur and Nagaland,’’ said an official of the Narcotics Control Bureau.

Assam Police reported that following the formation of the ULFA – backed People’s Consultative Group on September 8 in 2005, the ULFA militants have triggered off as many as 52 blasts, majority of those were in late January and early part of February and again from June 8 to 12 in 2006. The reports further said that at least 41 civilians were killed and 135 were injured in ULFA’s violence since September 8, 2005. During the same period, the outfit attacked the security force personnel on 15 occasions in which six were killed, while 41 were injured. During the same period, the security forces were engaged in encounters with the ULFA cadres on 20 occasions, in which 21 militants were killed and 48 were arrested. The sources further pointed out that in the first five and half months of 2006, as many as 29 civilians were killed, as compared to the death of 20 civilians and injury of 78 in 2005. The fatality figure among the security personnel in ULFA’s violence in 2005 was six.

Faizal Sheikh, arrested along with his brother Muzammil on July 27 in connection with the July 11 blasts in Mumbai, was a key figure in the Lashkar-e-Toiba (LeT) unit in the city and had undergone training at camps in Pakistan, said anti-terrorism squad (ATS) chief K.P. Raghuvanshi on July 28. He reportedly motivated young men to join the LeT training camps across the border, told reporters here. A detailed break-up of the list of Maoist-related incidents, compiled by the ministry, reveals that Chhattisgarh was the worst affected among the 10 States with property alone worth Rs.92.3 million destroyed. "Of the 806 Maoist-related incidents till June this year, Chhattisgarh witnessed 360 incidents, in which 190 civilians and 54 security personnel were killed. The unfortunate part is that violence is steadily increasing," said a senior ministry official. Jharkhand witnessed 169 incidents, Andhra Pradesh, 104, and Bihar, 63. In all these states, property worth Rs.15 million was destroyed till June in 2006. In 2004, property worth Rs.64.7 million was destroyed due to Maoist violence across the country and in 2005, the figure was Rs.57.1 million. "Usually, the damage inflicted on security personnel camps, police stations, jeeps and government buildings are factored in while totalling up the sum," said ministry sources. The ministry maintained that while Maoist violence had gone down by 12 percent in the first six months of 2006, the number of deaths had increased by 16 percent during the period under review.

According to Indian Express, the Anti-Terrorism Squad (ATS) of Maharashtra Police in an application filed before the Mazgaon metropolitan magistrate court on August 25 has said that Ehethesam Siddiqui, a former member of the Students Islamic Movement of India (SIMI), along with some of his fellow activists had prepared a list of police officers indicted by the Srikrishna Commission and planned to “eliminate them”. Siddiqui has been arrested in the Mumbai serial blasts case. The ATS further submitted that Siddiqui and his friends dreamt of an “Islamic nation” for which “they had planned to start (terrorist) training camps in the dense forests of Madhya Pradesh”. The Justice Srikrishna Commission of Enquiry investigated causes and apportioned blame for the Mumbai riots of 1992-93. The Commission had, among other things, recommended that action be taken against 31 police personnel identified as having a role in the deaths of innocent people.

While 356 civilians, mostly non-tribals, were abducted by militants during the period, 26 abducted persons are yet to return from militant hideouts. Sarkar mentioned that at least 305 militancy-related incidents were reported in the State during 2003. While 115 militancy related incidents occurred in 2005, only 56 such incidents were reported till July of 2006, said the Chief Minister. He said altogether 39 security force (SF) personnel were killed by militants in 2003, while 47 soldiers were shot dead by militants in 2004. However, casualty figure of SFs was only eight in 2006. According to Chief Minister, 396 militants and 1449 collaborators were arrested during last five years.

Indian Express quoting from the agenda paper reports that Pakistan still continues to aid and abet terrorism and terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are targeting India with the help of Pakistan’s Inter-Services Intelligence (ISI). The total number of infiltration have doubled from 21 (January-July 2005) to 50 (January-July 2006) while the number of infiltration foiled have declined during the same period. According to the paper, cross-border infiltration has nearly trebled from 170 (January-July, 2005) to 476 (January-July, 2006). The number of grenade attacks in Jammu and Kashmir (January-July 2006) total 176. Although the MHA claims that the total number of incidents involving Naxalites between January-July 2006 have gone down to 930 as compared to 1039 during January-July 2005, the number of casualties has increased from 407 to 487 during the same period. The agenda paper says Naxalites are now organising themselves on military lines.

"Of these, the Hisari and Batrasi camps are located in Mansehra district while a third camp is located in Boi in district Abbottabad," Herald reported. It quoted unnamed sources to say that thousands of other terrorists were confined in camps run by half a dozen smaller Kashmiri groups or predominantly Pakistani outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al-Badr Mujahideen in the frontier and Pakistan occupied Kashmir regions. The report quoted an unnamed Islamabad-based militant leader as saying that the top brass of the Inter-Services Intelligence (ISI) had "conveyed to the Kashmiri militant leaders in January 2006 that they should not even think of crossing the Line of Control (LoC), armed or unarmed." It said the official funding traditionally made up the "bulk" of the financial inflows of these groups. Quoting "knowledgeable sources", the Herald said "until recently”, small groups like the Tehrik-ul-Mujahideen, Al-Umar Mujahideen, Jamiat-ul-Mujahideen, Al-Fatah, Al-Jihad, Al-Barq, Tehrik-e-Jihad, and Islamic Front were receiving between 400,000 and 700,000 rupees a month. "Large organisations like HM, LeT, JeM, Al-Badr Mujahideen and others received more money, ranging between two to three million rupees," it said. Police recovered 13 firearms from the Maoists, besides 28 regular arms, 71 country-made arms and 3740 live cartridges. Other recoveries included two mini gun factories, 20,342 detonators, 16.5 kg explosive substances, 791 gelatines, 26 landmines, 140 live can bombs, 46 grenades and 20 claymore mines. Police also neutralized 12 bunkers and five training camps of extremists apart from recovering INR 9,84,970 from them. Police claim to have arrested 279 Naxalite leaders during the period, including 11 area commanders, three zonal commanders, two sub-zonal commanders and 263 dasta (squad) members. According to the data, Police have information of around 28 jan adalats organised by the extremists during the period.

Apart from an increase in grenade attacks, there has been a decline in other violent incidents during his term, according to the official figures. According to official sources in New Delhi, 1,642 incidents of violence by terrorists occurred in J&K during November 2005-October 2006, against 2,026 such incidents during the November 2004-October 2005, the third and last year of the People’s Democratic party-led coalition Government under Mufti Mohammed Sayeed. While incidents of explosions, firing by terrorists and cross-firing have registered a decline, grenade attacks increased during the past 12 months. This year, about 200 grenade attacks were recorded, against 126 in the preceding year. Reports indicated that more than 50 National Liberation Front of Tripura (NLFT) cadres of the Biswamohan Debbarma faction and at least 30 All Tripura Tigers Force (ATTF) cadres crossed over to the State from Bangladesh through porous border in the past 90 days. More than 15 NLFT and 7 ATTF militants entered the State through the Noliabari-Jamia colony area of Khowai sub-division in the West Tripura district in July. “The number has increased considerably in August month,” said the source adding that about 20-25 NLFT and 12-13 ATTF militants infiltrated into the State through Ranthan Chaudhury Para area under Chamanu sub-division in the Dhalai district.

Commander of the Army’s 107 Mountain Brigade, Brig. Kanwaljit Singh, while expressing concern over the threat from Islamist forces to the Lower Assam districts, said, “The threat from the jihadi elements is of a serious nature, particularly in Lower Assam. Though the army is yet to mount any operation against them as such, we are keeping a close watch on the situation.” The 107 Mountain Brigade is responsible for counter-insurgency operations in the Kamrup, Nalbari, Baksa and Barpeta districts. Reports added that the Special Branch of Assam Police had also recently sounded an alert about the possibility of Jihadi attacks in the State. The alert was issued on the basis of intelligence inputs that a six-member group of Islamist fundamentalists had entered Assam with plans to carry out terrorist attacks.

Consequent to this, the report said that the ULFA could trigger at least 100 blasts in 2006. The explosions figure was 121 in 2005 and 103 in 2004, compared to only 37 in 2002 and 2003. Reports added that the ULFA has switched over from “difficult and risky” military combat to the more damaging but easy-to-execute Jihadi-type operations in urban areas. An unnamed police official said the outfit has been left with only about 800 “hardcore” cadres, making it more wary about exposing its core strike group to direct military confrontation. “Ulfa is definitely facing a manpower crisis, which is why it is avoiding military tactics like laying an ambush on security forces. Planting explosives and lobbing grenades in public places, preferably under cover of darkness, constitute the new modus operandi of Ulfa operations,” said the police official.

This year till October, 306 civilians and security force personnel had been killed in the Northeast, whereas 392 killings took place in 2005. Reports added that the peace process between the United Liberation Front of Asom (ULFA)-backed People’s Consultative Group (PCG) and Union Government led to a decline in the violence level in Assam by three per cent, while killing of security force personnel and civilians decreased by six per cent. However, the figures given by the MHA contradicted the State Government’s contention that killings in Assam had increased after formation of the PCG.

The modus operandi is recruitment of Indian youths by the LeT and Bangladesh-based Harkat-ul-Jihad-al-Islami (HUJI-BD) for training in Pakistan and Pakistan occupied Kashmir (PoK) and then sending them back to India for sabotage and subversive activities, Times of India reported. "These outfits are well organised, interlinked and have the latest hardware and communication equipment," according to the paper. Investigations into recent terrorist attacks, including the 7/11 Mumbai blasts, Varanasi serial blasts in March 2006 and the attack on the Indian Institute of Science in Bangalore in December 2005 have indicated increased use of Bangladeshi territory by Inter-Services Intelligence (ISI)-backed terrorist groups and the growing terror networking of Bangladeshi fundamentalist groups with the LeT and JeM. According to intelligence sources, in all these attacks, suspected terrorists had infiltrated from across the India-Bangladesh border. The current strategy of these groups, according to the paper, is to maintain continuous flow of finances to sustain terrorist networks, target vital installations and economic infrastructure, recruit and train local modules and attack soft targets like market places, public transport system, places of worship and congregations. Their strategy also includes provoking communal tensions to create a wedge between communities and supplying hardware through land and sea routes. The Home Ministry indicated that the terrorist infrastructure in Pakistan and PoK is yet to be dismantled and it is being used by Pakistan-based and ISI-sponsored outfits like the JeM, LeT, Al-Badr and Hizb-ul-Mujahideen (HM).

Keeping with the security establishment’s assessment of the country facing high-level threats from a slew of terrorist outfits, the Union Government is finalizing a counter-terrorism doctrine, reports Times of India. The policy framework of the counter-terror doctrine (CTD) has been prepared by the Intelligence Bureau (IB) after detailed consultations with police chiefs of various States. The CTD reportedly argues that terrorist groups must be ready to provide credible proof of halting violence for meaningful negotiations. The doctrine pitches for a clear-cut policy, ruling out negotiating release of terrorists in situations like a hijack, apart from being aimed at persuading hostage-takers to surrender or creating a time cushion for action by anti-terror squads. The CTD says that in the event of a hijack, negotiations are only to be used as a strategy to gain time and not to concede terrorists’ demands. It further says, "Sufficient number of trained persons should be available in each state and Central paramilitary forces (CPMFs) to deal with situations of hostage-taking/hijacking.” The CTD will go to the Cabinet Committee on Security for approval this week. Chiefs of all security agencies have reportedly been asked to submit their final views by then.

Assam Forest and Environment Minister Rockybul Hussain, while responding to the issue raised in the State Legislative Assembly on December 11, also informed that the civilians killed include 57 persons who were killed in explosions triggered by militants. The Minister informed that altogether 1214 persons, including 1031 civilians, 121 personnel belonging to Assam Police, Central Reserve Police Force (CRPF) and other para-military forces and 62 Army personnel, were killed by various militant outfits since Gogoi became Chief Minister in May 2001. He also mentioned that as many as 1,051 cadres of various outfits including the United Liberation Front of Asom (ULFA) were killed in encounters with security forces since May 2001.

The report added that smuggled goods worth over INR 8.5 crore, including forest produce valued at INR 2.4 crore, narcotics worth INR 70.9 lakh and cattle valued at INR 1.9 crore, were recovered from the Indo-Bangladesh border. The seizure included fake Indian currency worth INR 33,000, which were being pumped into the country from Bangladesh.
