Narcotic smuggling have increased across the India-Pakistan frontier with the Border Security Force (BSF) recorded its highest seizure of drugs in recent years, netting over 322 kilograms of heroin in 2013 that would be worth over INR 16.10 billion in the international market, The Times of India reported on January 2. This is the highest seizure of heroin made by the BSF on the Punjab frontier with Pakistan. The previous high was over 288 kilograms of heroin seized in 2012. Compared to the seizure of just 68 kilograms of heroin in 2011, BSF officers now acknowledge that smugglers from Pakistan and India have become more active in the last two years. In 2008, the BSF seized over 100 kilograms of heroin, in 2009 about 120 kilograms and in 2010 about 115 kilograms. Besides heroin, the BSF also recovered over 246 kilograms of poppy husk in Punjab's border belt. This seizure was phenomenally high when compared to just 5.5 kilograms recovered in 2012. BSF troopers killed five Pakistani and three Indian smugglers in exchange of fire near the International Border (IB) in 2013. The BSF also recovered Fake Indian Currency Notes (FICN) worth INR 5.2 million along the border. The drugs trade is thriving in Punjab and various agencies of the Punjab and central government have made seizures of drugs worth over INR 50 billion in the recent past. The Punjab Police alone busted an international gang of synthetic drugs smugglers. The seizures of synthetic drugs, made across Punjab, Haryana, Himachal Pradesh, Delhi, Uttar Pradesh and other states are nearly INR 25 billion.

Substantial sums of money are flowing into terrorists’ coffers from Karachi (Pakistan) and Riyadh (Saudi Arabia) to revive the Indian Mujahideen’s (IM) parent organisation, the Students’ Islamic Movement of India (SIMI), the Intelligence Bureau (IB) has warned the states’ law enforcement agencies, New Indian Express reported on January 2. The IB note, forwarded to states last week, mentioned SIMI cadres’ interrogation in which operatives admitted to receiving money through hawala (illegal money transfer) and money transfer schemes to revive the banned outfit. The intelligence agency said SIMI was running its terror activities through at least four front organisations Tahreek-e-Ehyaa-e-Ummat, Wahdat-e-Islami, Tehreek-Talaba-e-Arabia and Tahrik Tahaffuz-e-Shaaire Islam. “The arrested operatives told the interrogators that the money from the Al Bashir camp was received through Western Union money transfer and several sleeper cells in Jharkhand, UP, Bihar and Maharashtra were activated to recruit more hands to carry out terror activities. The operatives intensified the activities in October and November last year,” sources said. An official said they have asked security agencies to verify the links between arrested SIMI members from Chhattisgarh and Kerala. Since November 14, Chhattisgarh Police had busted several SIMI modules in the state. Later, during interrogation, a suspected SIMI operative had claimed they travelled to Kerala to receive training and Jihadi materials. Manzar Imam, a SIMI arrested by the National Investigation Agency (NIA), had also confirmed of participating in SIMI training camps.

Indian Mujahideen (IM) is more lethal and resilient because of the support it receives from Pakistan, according to a new report titled 'Jihadist Violence: The Indian Threat' by the Woodrow Wilson International Center for Scholars, The Times of India reported on January 3. The report underlines that the Indian jihadist movement constitutes an "internal security issue with an external dimension." "The Indian jihadist movement formed organically and as a result of endogenous factors, specifically communal grievances and a desire for revenge, but is more lethal and more resilient than it otherwise would have been, thanks to external support from the Pakistani state and Pakistan and Bangladesh-based militant groups," said the 100-page report. "External support was a force multiplier for Indian militancy rather than a key driver of it. Although the IM receives support from LeT, it should not be viewed as an affiliate within the same command-and-control hierarchy. This distinguishes the IM from some of the other LeT cells or operatives active in India," it said. It argues that IM the primary indigenous jihadist threat is part of a larger universe of Islamist militant entities operating in India, many but not all of which are connected to external entities such as the Pakistani militant group LeT and the Bangladeshi Harkat-ul-Jihad-al-Islami (HuJI-B). It also asserts that the IM should not be viewed as a formal organization, but instead is best understood as a label for a relatively amorphous network populated by jihadist elements from the fringes of the Students Islamic Movement of India (SIMI) and the criminal underworld.

The terror attack in and around Mahabodhi Temple in Bodh Gaya on July 7, 2013, was targeted at international Buddhist tourists to avenge the killings of Rohingya Muslims in Myanmar, according to arrested Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM) suspect Mohammed Umair Siddiqui, Dialy Mail reported on January 6. The interrogation report states that another absconding suspect and Siddiqui's close aide, Haider Ali, approached Siddiqui in May 2013 about two months before the blasts in Bodh Gaya and told him about the atrocities against Rohingya Muslims in Myanmar. "I suggested attacking Bodh Gaya because it was an international centre," the interrogation report quotes Siddiqui. "I told Haider that targeting two or three persons will not send a message. We never wanted to target the common public. Haider suggested why not target foreigners visiting Bodh Gaya," the report said. Further, the same module was planning a strike on a Gaya-Delhi train as well. The group had gathered information on the train and was even conducting a recce on it, but the idea could not be brought to fruition.

Kochi is turning out to be the cybercrime capital of Kerala, registering an almost 75 per cet increase in such crimes in 2012 compared with 2011, The Times of India reported on January 7. From 37 cyber cases registered in various Police Stations in 2011, the figure jumped to 65 in 2012, according to data released by the National Crime Records Bureau (NCRB). Kochi was followed by Kollam, which from not having a single case registered under the category in 2011, either under the IT Act or IPC, surprisingly, saw 20 cases registered in 2012. The upward trend continued in Thiruvananthapuram, which had 16 cases registered in 2012 from 13 in 2011. However, Malappuram and Kozhikode saw a decline in cyber crimes in 2012 with five in Malappuram and nine in Kozhikode as opposed to seven and 13, respectively, in 2011.

In 2012, 289 kgs of heroin were seized, while in 2013, 322 kgs were seized. As far as Fake Indian Currency Note (FICN) is concerned, the seizure in 2013 was around INR 5.2 million, while in 2012 it stood at INR 4.62 million. Along with those 312 rounds of ammunition has been seized in 2013 in comparison to 264 in 2012. A senior BSF official said Pakistani couriers easily develop relations with farmers and lure them with huge commission for supplying the consignment. The BSF officials maintained that Pakistani mobile phone sim cards also help farmers in safely communicating with the Pakistani smugglers.

Pakistan is printing Fake Indian Currency Note (FICN) in government owned print factories, according to intelligence inputs received by Indian Intelligence organisation, Daily Bhaskar reported on January 24. The fact came to light after the ink and the paper used in FICN was found to be similar with the one employed in Pakistan's printing shops. The news of the breach has been transmitted to Union Ministry for Home Affairs, Finance Ministry and Parliamentary committee on financial matters. The intelligence agencies have based their inputs on over 692 intercepted calls. According to sources, in 2010-2011 FICN worth INR 1,700 to INR 19 billion were printed. From 2012- till date FICN worth INR 3,500 to INR 40 billion have been printed. The intelligence input also pointed out that Dawood Ibrahim's D-Company is behind printing these FICN. The input mentions several names, like Aftaab Batki, Haji Abdullah, Iqbal Kanaa, Sobhan, Aslam, Chaudhary, Sheikh Saifi and Sikander. It also said that Pakistan is providing militant-groups like, Lashkar e-Toiba (LeT), Jaish e-Mohammed (JeM) and Indian Mujahideen (IM) with FICN to carry out anti-national activities inside the country.

The Intelligence Bureau (IB) further said that Lashkar-e-Toiba (LeT) is also part of the ploy and the duo have detailed plans to carry out the task. To be more specific, Shaqoor would be overseeing the work of three sharp shooters assigned for the work by the terror outfits. Shaqoor has been part of the IM for the past five years, but there are no available details about him. Shaqoor is also said to have connections with Abu Faisal, a Students Islamic Movement of India (SIMI) operative who had escaped jail in Khandwa in Madhya Pradesh on Oct 1, 2013, but was rearrested on December 24. It is said that he is connected with the outfits to assist the assassination. Various alleged administrative and financial irregularities worth INR billion have been pointed out in the execution of development works in Bastar District by the State Accountant General (AG), reports The Hindu on January 29. In their inspection, AG officials found that works worth over INR 140 million under the Backward Regions Grant Fund (BRGF) were pending in Bastar District. These works should have been completed during the 12th Finance Commission, between 2005-06 and 2009-10. After this, the term of the 13th Finance Commission began. Works under the 12th Finance Commission could not have been approved after 2009-10, but it has been found while inspecting documents that various works were approved after the expiry of the 12th Finance Commission’s term, the inspection report by the office of the AG, which acts as a distant arm of the Comptroller and Accountant General, said. As many as 6,134 development works were approved between 2007-08 and 2011-12. Of these, 5,562 were completed and 562 works involving INR 100.6 million were not completed, the report said.

A Financial Action Task Force (FATF) report on money laundering and terrorist financing across the globe has revealed that India is one among five countries where the trade accounts of the diamond business are used to launder illegal funds amounting to millions of dollars, Economic Times reports on February 1. The other four countries are Israel, Belgium, Canada and US. The report says that India has reported instances where diamond prices were over-valued for purposes of laundering and suspect financing. "The case presented by India exposes how through over-valuation diamonds were shipped at a value that was tens of millions of dollars higher than the real value. This kind of over-valuation cannot be done in goods with a fixed or even relatively fixed price," the FATF report on "Money laundering and terrorist financing through trade in diamonds" said. The report states that in a number of suspect cases of diamond trafficking, a majority of funds were transferred internationally to Belgium from accounts of Hong Kong, China, Israel, UAE, the US and India. In cases of suspicious money laundering instances of diamond trade, the funds transfer occured from India, Israel and Switzerland to the UAE. The report also summaries, "Diamond trade, as an international phenomenon, needed a complete and global analysis to understand and determine money laundering and terrorist financing threats and vulnerabilities related to this unique trade."

"In terms of available estimates, the volume of fake currency recovered and seized in India is not more than 0.003%...To address the multi-dimensional aspects of fake Indian currency notes (FICN) menace, several agencies such as Ministry of Finance, Ministry of Home Affairs, RBI, Security and intelligence agencies of the centre and states, CBI are working in tandem," he said. A special FICN coordination (FCORD) group has been formed in the Union Ministry of Home Affairs to share the intelligence and information amongst different security agencies of the central and state governments to counter the menace of circulation of fake currency, he added. "The process of reporting and detection of counterfeit notes, by banks, has also been rationalised in order to safeguard the interests of common man, coming across such counterfeit notes unknowingly and bringing in improvement of reporting," Chidambaram said.

Among other insurgent groups listed in the top ten rankings are the Taliban (second rank), Bangladesh’s Islami Chhatra Shibir (ICS)- second, al-Qaeda in Iraq (fifth), al-Shabaab (sixth), Colombia’s FARC (seventh) and Syrian Jabhat al-Nusra (ninth). According to the IHS Jane’s latest ‘Global Terrorism and Insurgency Attack Index,’ a total of 258 attacks were claimed by, or attributed to, the CP-Maoist, even though this represented a 29 per cent decrease from the 362 attacks recorded in 2012. Matthew Henman, Manager of IHS Jane’s Terrorism and Insurgency Centre explained that the decrease in CPI-Maoist attacks not only came amid a wider 16 per cent decrease in attacks nationwide, but also a 19 per cent decrease in the number of recorded counter-terrorism operations. “As such, despite progress in the counter-insurgency against the CPI (Maoist), the fall in attacks was also likely somewhat attributable to authorities challenging the group less in its extensive area of operations in the so-called ‘Red Belt’ States,” he added.

"Separatist insurgents and terrorists in Jammu and Kashmir, the Northeastern states, and the Naxalite belt committed numerous serious abuses, including killings of elected political leaders, armed forces personnel, police, government officials, and civilians," said the report which was released by US Secretary of State John Kerry. "Insurgents were responsible for numerous cases of kidnapping, torture, rape, extortion, and the use of child soldiers," added the report. The report said Internal Displacement Monitoring Center estimated that 540,000 persons were displaced due to conflict in Jammu and Kashmir, the Northeastern states, and the Naxalite belt. Tens of thousands of Kashmiri Pandits (Hindus) have fled the Kashmir Valley to Jammu, Delhi, and other areas in the country since 1990 because of conflict and violent intimidation by separatists, it said. According to the Union Ministry of Home Affairs (UMHA) 2012-13 annual report, 59,442 Kashmiri Pandit families remained displaced from their homes. Violence between ethnic groups in the states of Assam, Manipur, and Mizoram displaced an unknown number of persons during the year, and more than 115,000 internally displaced persons (IDPs) remained from previous incidents of communal violence dating back to 1993, it said. In central and eastern India armed conflicts between Naxalite (Maoist) insurgents and government security forces over land and mineral resources in tribal forest areas continued, affecting 182 of the country's 626 Districts in 20 of its 28 states. Statistics posted in March 2013 by the International Displacement Monitoring Centre (IDMC), operated by the Norwegian Refugee Council and the United Nations, reported at least 148,000 IDPs in the Naxalite conflict areas, mostly located in the states of Chhattisgarh and Andhra Pradesh.

Their brief is to oversee the deployment of paramilitary forces and coordinate and conduct operations with the help of the State Police to defeat Maoist' designs to carry out political assassinations and enforce their writ among tribals to boycott polls. Hence, the people must be permitted to exercise this right without any hindrance," said Deenbandhu, 'regional secretary' of Bihar-Jharkhand-North Chhattisgarh Special Area Committee. However, he warned, "If the Security Forces thrust polls upon the people, we will retaliate just like we did on March 11 in Chhattisgarh killing 15 security men." At least 23 militants were killed in first three months of 2014. While 14 were killed in north Kashmir, seven were gunned down in south Kashmir. Police sources admit that several local militants remain unlisted, with recycling of former militants posing a challenge. There are more than 15,000 surrendered militants in the state. "Around 11 local boys have joined militant ranks after the hanging of Parliament attack convict Afzal Guru," admitted IGP Mir. The police have already rounded up 376 people under the preventive measures. At least 957 non-bailable warrants have been executed, 171 hamlets identified as vulnerable and 143 people unidentified as probable source of trouble.

The maximum of these killing traps and deadly ammunition, aimed at SFs and poll officials, have been recovered by Central Reserve Police Force (CRPF) from LWE-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 Improvised Explosive Devices (IEDs) were recovered from Bihar, 33 from Jharkhand, 24 from Chhattisgarh and nine from Odisha. The total number of these locally made recovered bombs, which also killed troopers, is 127. 750 kg of explosives was seized from Bihar, 53 kg from Jharkhand, .5 kg from Chhattisgarh and 3.8 kg from Odisha, taking the total to 806.92 kg during March 5 - April 20. A total of fifty-two arms were also recovered during the same period with Bihar (10), Jharkhand (21), Chhattisgarh (15), Odisha (5) and Maharashtra (1). For strengthening security along International Border in Jammu region, the Union Ministry of Home Affairs decided to take up 15 villages out of total 118 on pilot basis for laying of three-tier network and directed the divisional administration to provide 135 feet corridor to the Border Security Force (BSF) in these villages within a period of two months, Daily Excelsior reports May 2. Out of 118 villages, 72 fall in Jammu District, 17 in Kathua and 29 in Samba District. The total area, which will be handed over to BSF in these districts, is 8648 kilometers. “This decision was recently conveyed to the State Home Department as well as divisional administration of Jammu with the direction to provide 135 feet corridor in these 15 villages, mostly in Kathua district within a period of two months so that Central Public Works Department (CPWD) begins creation of necessary infrastructure”, according to official sources. Sources added, “there is every possibility of resistance from the Pakistan side over this move of the Union Home Ministry as after three-tier security network spread over an area of 135 feet wide corridor that too all along the International Border would ensure complete plugging of infiltration routes”.

The maximum of these IEDs and ammunition, meant for use against security forces and poll officials, have been recovered by paramilitary Central Reserve Police Force (CRPF) from Naxal-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 IEDs were recovered from Bihar, 34 from Jharkhand, 26 from Chhattisgarh and nine from Odisha till April 30. The total number of these locally-made IEDs stood at 130. 750 kgs of explosives were seized from Bihar, 53 kgs from Jharkhand, 0.5 kg from Chhattisgarh and 3.8 kgs from Odisha, taking the total to 806.92 kgs during the period between March 5 and April 30. During the same period, 10 IED explosions took place in Bihar, six in Jharkhand and 13 in Chhattisgarh. The maximum casualty for the CRPF took place in the Bastar area of Chhattisgarh where 22 personnel were killed while 16 were injured in separate incidents. Five CRPF men were also killed in Bihar while seven were injured in the same state while on poll duty. A total of 59 arms were also recovered during the same period from Bihar (11), Jharkhand (26), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 546 rounds of ammunition was found by the paramilitary force from these states with the maximum being detected in Jharkhand (446), Bihar (50), Chhattisgarh (37) and Odisha (13). "We have seized 243.6 kgs of heroin along with fake Indian currencies, arms and other drugs till now," Punjab Director General (DG) for Seema Suraksha Bal (SSB) Ajay Kumar Tomar said. Apart from FICN with a face value of INR 4,00,000, 12 arms, 20 magazines and opium has also been confiscated from the border. "The increase in smuggling can be gauged from the fact that 322 kgs of the drug was seized last year [2013], whereas this year [2014] the figure has gone to 244 kgs in the first four months," he said. Three infiltrators and three smugglers have also been killed, he said. Apart from these, a few Indian smugglers and Bangladeshi citizens have also been arrested from the borders.

In 2013, the police arrested 72 cadres of the NDFB-IKS before the BTAD violence and killed 21 cadres in encounters, while 41 cadres surrendered. The Police was able to seize 150 arms. Ali has allegedly told his interrogators that the attacks were meant to avenge atrocities against Muslims in Myanmar. Haider told his interrogators he was "dissatisfied" with the execution of the Bodh Gaya blasts as "there was no casualty". According to his interrogation report, Haider told Intelligence Bureau and National Investigation Agency (NIA) officials, "After the anti-Muslim [violence] in Burma (Myanmar) in mid-2012, I told Imtiaz and others that the Buddhists had killed many Rohingya Muslims. I downloaded and showed them videos of Muslims being slaughtered, children being smothered and Muslim women being raped by the local Buddhists. I suggested that as Bodh Gaya was the holiest Buddhist shrine in India, it would be appropriate if such an action (blast) is carried out there as it would send a befitting message to the world." His interrogation report also reveals that he had gone to Nepal and also planned to visit Afghanistan. "His agenda was to locate the Pakistani embassy and go to Afghanistan for a 'hijrat' via Pakistan," said a source. Haider said it was Uzair Ahmad who introduced him to SIMI but it was Manzar Imam who motivated him to become a SIMI member. "After first meeting with Manzar Imam in a SIMI programme at Chittarpur (Jharkhand) in 2007, I was very much influenced by him. Once I visited his house to meet him and collect some religious books," Haider told interrogators. Before his arrest, he was reportedly leading a sizeable number of members of SIMI.

Balanagar Deputy Commissioner of Police (DCP) AR Srinivas said that six teams had been formed and searches intensified to arrest Goud. “We have received specific leads regarding his hideout,” Srinivas said. According to sources, Goud illegally brought weapons into the city from Bihar, Karnataka and other places. Police had previously arrested one Srikanth who reportedly confessed to have ganged up with Goud in committing various crimes. Based on his confessional statement, the police obtained some leads in the case. Ellam was an auto driver and is a native of Ismanbad of Siddipet in Medak District of Telangana, who circulated FICN. Raju stated that since the days of Achik National Volunteer Force (ANVC) the interior jungle areas of Durama in Garo Hills has been a safe haven for all militant groups. He further stated, “The Durama Hills area has become the main training ground for many militant groups including GNLA, ULFA and other militant groups. The Union Ministry of Home Affairs (MHA) is looking at an advanced mine detection system used by the western forces in Afghanistan, to tackle Improvised Explosive Device (IED) threats in Left-wing extremism-hit areas, The Times of India reports on August 21. IED attacks account for a major chunk of casualties suffered by the counter-Naxal forces. Stressing the need for employing the latest technology to defeat IED menace, the MHA has, in its latest action plan to fight Left-wing extremism, proposed mine detector AN/PSS 14, developed by US-based L3 Cyterra and used widely in Afghanistan, for the counter-Naxal grid. It has recommended that Institute of IED Management at Pune managed by Central Reserve Police Force (CRPF) be asked to study the system and make suggestions. The action plan also seeks better LWE solutions from low intensity conflict division of Defence Research and Development Organisation (DRDO). Among the other important ideas included in the proposed LWE action plan are state-level monitoring committees, comprising officers from the State Government, State Police, Union Home Ministry and Central para-military forces to review progress of anti-Maoist operations on a monthly basis. Also, the plan calls for focus on 35-40 worse-affected districts, where competent IAS/IPS officers may be posted. Officers who do well in the four years may be rewarded with preferential postings, foreign deputations and foreign courses. Taking a leaf out of Punjab's success in beating Sikh militancy, the action plan seeks experimenting with a single IG/DIG exercising command over both the state police and Central forces to ensure better coordination and response against the Communist Party of India-Maoist (CPI-Maoist). Besides, the plan suggests placing inter-state border junctions in select places like Jamui-Giridih and Sukma-Malkangiri under the jurisdiction of DIG/commandants of Central forces. It is to be seen how states view this suggestion, law and order being their exclusive domain. Projecting road connectivity as a game-changer, the Centre has suggested insurance subsidy for contractors, workers and machinery as well as incentivising timely completion of projects. A revised surrender policy and a cabinet sub-committee to expedite compensation to LWE victims, doubling of expenditure limit for civic action programes to INR 2 million and distribution of free TVs to residents of remote Naxal-hit villages are some of the other measures proposed to make the fight against LWE more effective. Importantly, the action plan endorses Kerala's demand for a Counter Insurgency and Anti-Terrorist Training facility, taking note of Maoists' plans to revive their south-west zonal committee at the Kerala-Tamil Nadu-Karnataka border.

"The Cabinet has approved setting up of 1,836 new base transmission towers (BTS) in Left Wing Extremist affected districts. People in these areas and security forces have asked to improve the mobile connectivity in these districts," Telecom Minister Ravi Shankar Prasad said after a Cabinet meeting. He said 363 towers under the project have already been set up for which subsidy will be given from the Universal Services Obligation Fund. "The project implementation cost through the open tendering process is approximately Rs. 3,568 crore against the revised cost estimate of approximately Rs. 3,216 crore," Prasad said. The project to install mobile towers at 2,199 locations was to be completed by June but its progress was stuck due to difference in actual bids and project cost approved by then UPA government. The government has identified areas in Madhya Pradesh, Chhattisgarh, Andhra Pradesh, Bihar, Jharkhand, Maharashtra, West Bengal, Odisha, and Uttar Pradesh.

"During 2013-14, the detection of counterfeit notes of INR 1,000 and INR 100 increased by 11.8 per cent and 9.8 per cent respectively, whereas that of INR 500 denomination decreased by 10.3 per cent," the RBI said in the annual report.

Diwakar, an expert in making explosives, like landmines and pressure bombs, and is known for his shooting skills, used to work for the Motilal Soren squad, and was wanted in 14 cases of Naxalite-sponsored violence lodged at different Police Stations in the District. A native of Pirtand in Giridih District, Diwakar had joined the Maoist fold in 2004. After a few 'successful' operations, he was made a ‘section commander’ in 2010 and a ‘platoon commander’ in 2011. Diwakar was a part of the squad that killed 12 Policemen in an ambush in Thalkobad in West Singhbhum District on June 1, 2006. Apart from this, he was also involved in over a dozen fatal attacks on the Police and Paramilitary Forces till September 2013, resulting in deaths of over a dozen Security Force personnel.

The report also states that situation in the North-East has shown an “overall improvement” in 2012 and 2013 except in Meghalaya where casualties have gone up mostly because of extortion and abduction. In Meghalaya militant activity is mainly concentrated in the Five Garo Hills Districts: West Garo Hills, East Garo Hills, South Garo Hills, South West Garo Hills and North Garo Hills. Adjoining West Khasi Hills, which has a substantial Garo population, is also affected by the Garo hills militancy states an MHA report, reports The Telegraph on September 2. Further from 2007-14, 423 militant-related activities were reported in Meghalaya. During this period, 487 militants were arrested, 95 were killed and 173 surrendered. At the same time, 19 security forces were killed while 105 civilians died, reports The Shillong Times on September 2. To expedite the creation of road infrastructure in the Left-Wing Extremism (LWE)-affected Districts to enable the Security Forces (SFs) to effectively combat the Communist Party of India-Maoist (CPI-Maoist), the Union Ministry of Home Affairs (UMHA) has extended general approval under the Forest Conservation (FC) Act of 1980 for diversion of forestlands to construct all categories of public roads, except those falling in the protected areas, irrespective of the area of the forestland involved in 117 LWE Districts, according to a press release issued by the Press Information Bureau (PIB) on September 2, reports The Hindu. These 117 Districts are spread over several States. While Chhattisgarh, Jharkhand, Odisha and Bihar are considered severely affected, West Bengal, Maharashtra and Andhra Pradesh are considered partially affected. Uttar Pradesh and Madhya Pradesh are considered slightly affected. Further, relaxation under the FC Act has been extended for diversion of forestland from the present one hectare to five hectares for execution of “public utility projects of 15 specified categories” in LWE Districts.

The vessel is the fourth in its class and built on in-house design of state-owned Goa Shipyard Limited (GSL). INS Sumitra, which was commissioned at the Chennai Port Trust, would be based at Chennai under the operational control of Flag Officer Commanding-in-Chief, Eastern Naval Command. The ship is a well-balanced weapon-sensor platform, with the capability to undertake offshore patrolling, support high value assets and defence of offshore installations.The latest generation warship will join the Eastern Naval Command fleet for maritime surveillance and coastal security. The first, second and third of the series of 105 meter class of NOPV - INS Saryu, Sunayna and Sumedha were earlier handed over to the Navy by GSL.

Durama forest range is known to be a Safe haven for various militant groups including GNLA and United Liberation Front of Asom (ULFA). Director General of Police (DGP) PJP Hannaman stated that “There are 10 SWAT guys and 50 COBRA men in each unit staying in each overran location and ready for any fresh operations”. Sheikh is involved in several attacks including the Jama Masjid attack of 2010. He was in close touch with Bhatkal brothers in Karachi (Sindh, Pakistan) and joined IM when Talha (an IM ideologue arrested in February, 2012) motivated youths in Pune (Maharashtra) between 2005-2008. "Sheikh said in his interrogation that he had been asked by his Pakistan-based handlers Yasin Bhatkal and Mohsin Chaudhary to reach the national capital via Lucknow, Muradabad and Saharanpur [all in Uttar Pradesh] to avoid being traced by the agencies," said a police officer. He reportedly learnt the art of using various information technology tools at an institute in Banjara Hills in Hyderabad. After the arrest of Mansoor Peerboy, an accused in the 2008 Lumbini Park blast of Hyderabad, the terror outfit hand-picked Sheikh and groomed him to be his successor, IM's head of information technology and communication wing. Incidentally, both the tech-savvy terror suspects honed their technological skills at various institutes in the city, sources said. Sheikh used to get money from Dubai and Kuwait either through Western Union or hawala (illegal money transaction) route. The entire operation of financing terror strikes and routing the money to IM executors was done by Sheikh from Pune and Mumbai. Incidentally, Ejaz did not know who the receivers were. After his interrogation, it came to light that he had arranged INR 6,80,000 for the Dilsukhnagar (Hyderabad) twin blasts of 2013, sources said. The intelligence sleuths also came to know that it was Ejaz who personally handed over explosives to Yasin Bhatkal near the Pune railway station for executing the German bakery blasts of 2010.

A report by the Cyberabad counter intelligence cell had revealed that the sleeper cell of a terror group based on the city’s outskirts has already conducted a survey of some US-based multinational companies in the city. Officials believe that these cells could become the main tool of the al Qaeda in coming days to expand its tentacles in the city. After Zawahiri’s declaration the Intelligence Bureau (IB) alerted the Telangana Police since Hyderabad is a potential target of many terror groups including the Indian Mujahideen (IM). Top officials said that it’s time to launch measures for gathering intelligence on a large scale about terror groups. “Certainly covert activities of sleeper cells are going on in the city. If we do not act now, they will turn do dreadful things,” said a top official from the City Police. The Special Branch and Counter-Intelligence Cell in the city have strengthened their surveillance of religious institutions in the city. “The sleeper cells usually function using trained secret agents, who are assigned to gather maximum information about the area they target for an attack. They can easily blend into society without raising any suspicion. The terror agents infiltrate target institutions and live in the city, study the situation and finally carry out the attack when they receive orders from their leader,” said a senior official. Meanwhile, the Cyberabad Police has started building a directory of tenants living on the city’s outskirts. “We are going to create a database of tenants, who are staying in the commissionerate’s limits. Software is being developed to administer the database,” said a senior police official of Cyberabad.

Police said they had advised bank officials to use equipment to detect FICN and also maintain a log whenever suspected notes were received from customers by mentioning the Savings Bank account numbers. Highly placed security sources told The Assam Tribune that an important member of the Khalistan Zindabad Force (KZF), Dilbagh Singh who was arrested in Guwahati (Assam) on September 9 was trying to explore possibilities of procuring weapons from the region. Sources said that security agencies got the tip-off and arrested the Khalistani militant before he could establish contact with the clandestine arms dealers. Singh hails from Jammu. Sources pointed out that most of the militant groups of the North East have abundance of weapons and very often they sell it to other militant groups. The KZF still has presence in Punjab and Jammu areas and the ‘chief’ of the outfit, Ranjit Singh Neeta is now out of the country and his whereabouts are not known. But there have been inputs that he has been trying to revive the outfit and the efforts to procure weapons might be a part of the plan to revive the same. Sources added that several members of the Khalistani militant groups flew to Pakistan via Bangkok and Nepal following tightening of security along the India-Pakistan border.

The Police did not arrest or book any of them, who were brought from West Bengal. Instead, they kept talking to them. As a result, the students gave away more names including of the girl who had said she wanted to join IS in Iraq. They had plans to fly to Iraq from Bengal. "The jihadist propaganda has been effective in luring youth who were told that the proposed Islamic State could become a reality if youth from different parts of the world joined the fight. They have a vague idea of the Islamic State and its objectives or the operation. They thought they would be fighting against tyrannical rulers and creating a new Islamic state," a Police Officer investigating the case said. Cops have identified one student from Karimnagar who was the brains. He had floated the "jihad" idea to his friends through social networking sites. Among those he was able to influence was a relative of former SIMI operative from the city accused in a terror case.The group was in regular touch through code language. As suggested by the Karimnagar boy, the other group members got passports. Some also received money from unidentified sources. The amount sent to them was in the range of about INR 3.5 lakh. "We spoke to the boys and their parents and counseled them against getting involved with ISIS. But we won't leave things at that. They're being probed and we'd like to know who sent them money," said a cop.

The September 10 encounter between Security Forces and Communist Party of India-Maoist (CPI-Maoist) in Barimunda forest along Ganjam-Kandhamal border and seizure of literature in Telugu hinted at presence of Bansadhara division of CPI-Maoist cadres in the region, reports The Times of India on September 12. Police suspect the division is trying to strengthen its base in the border areas after the arrest of Odisha Maovadi Party leader Sabyasachi Panda from Berhampur on July 17. The Andhra cadres were reportedly active in Rayagada and Ganjam Districts. "We are investigating which group of the outlawed outfit was involved in the exchange of fire," said a senior Police officer. Though Police had information about movement of Chhattisgarh cadres near Kandhamal-Boudh border about a month ago, ultras were spotted for the first time in a forest near Tarsingi in Ganjam District. Police and Maoists were engaged in an exchange of fire in Kantra forest of Boudh on June 28. Besides Maoist literature in Telugu and Odia, Police seized an SLR, two magazines and 30 rounds of ammunition from the camp in Ganjam forest. "There were about three to four ultras in the camp," said Superintendent of Police (SP) (Gajapati) Satyajit Nayak.

According to the NIA charge sheet, Mohammed Shafi Armar and Abdul Kadir Sultan Armar wanted to be sent to Syria and Afghanistan with other jihadis to fight the ‘religious war’. The charge sheet says arrested Indian Mujahideen (IM) India 'operations chief' Yasin Bhatkal had asked Shafi to join him in Nepal, where Yasin was hiding before his arrest in 2013, and raise a module to fight against non-Muslims in India. Shafi, however, refused and wanted to be "dispatched to Syria to work with other jihadis and finally die in the battlefield to get heaven". Shafi further said "that he desired that India should also become like Iraq and Syria", the charge sheet adds. Similarly, Yasin had requested Pakistan-based IM founder Riyaz Bhatkal to send Sultan to Nepal, but he too chose to fight in Afghanistan and Syria. Both, according to the charge sheet, had developed contacts with al Qaeda and Taliban. Notably, it is Sultan who recently called on IM to join global jihad under the banner of AuT through a video message uploaded on the net by its 'media wing' Al Isabah media productions. The senior leader identified as “colonel” S. Nganingkhui alias Akhui is camping with Kanglei Yawol Kanna Lup (KYKL) in Myanmar. There are at least 30 cadres of NSCN-IM along with members of KYKL at a place called Kattha near Hesin, north of Tamu in Myanmar’s Sagaing Division, where KYKL has a camp. An NSCN-IM source stated, “‘Colonel’ Akhui is still part of the steering committee and is on a special mission”. Naga rebels and Meitei outfits are traditional adversaries, as NSCN-IM includes Naga hills in Manipur as part of ‘Nagalim’. The intelligence report (reference no-3627-60 & 3698- 3731/C&R Cell-C-2/SII), has reiterated that al- Qaeda 'chief' Ayman-al-Zawahari, who launched a new branch for the Indian sub-continent, also intends to target commercial centres, tourist destinations, religious places, aviation sector, railways infrastructure and BJP offices in various states, including West Bengal and Assam. The report has been dispatched to all state police agencies. The report further said that the al-Qaeda had launched the new branch with the intention to spread “Islamic rule” and “raise the flag of jihad” across the sub-continent. “Groups and elements supportive of extremists ideology similar to al-Qaeda may try to increase communal tensions in the areas which are sensitive from this angle,” the report says. The IB said there could be a push by “such elements/ groups” towards “recruitment of Indian nationals from Muslim community” in several states. “Apart from commercial, tourist, religious, aviation and railway infrastructure, such groups/ individuals can also target the office of the Bharatiya Janata Party [BJP] in various places.” The intelligence agency said that it was also assessed that Pakistan based terrorist planners could always exploit the presence of yet “undetected operatives” of various groups like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Indian Mujahideen (IM) for conducting “terrorist attacks in India.” “The cadre of these groups are susceptible to the extreme Islamic ideology and therefore could be utilized relatively and easily and in a cost effective manner by such Pakistan based planners,” the report further said.

The probe by the security and intelligence agencies reveals that diplomatic channel is used as launch pads to clandestinely circulate the FICNs to underworld conduits and further to the open market. According to the dossier, Pakistan is printing and circulating FICNs worth an estimated INR 100 billion every year to destabilize India’s financial system. This estimate, agencies pointed out, is based on the reports collected through various probe and seizures in India and abroad. “Interestingly, there has so far not been any case of FICNs detection within Pakistan till now despite seizures abroad have clearly established the identity of Pakistani couriers and all flights they have used originated from Pakistan or Dubai,” the intelligence dossier stated. Exposing the modus operandi, the report suggested that actors involved in the FICNs racket are also using the Pakistan ISI-underworld deep penetration in Dubai to smuggle high quality FICNs produced in Pakistan. “FICN being produced in Pakistan contains some elements identical to the Pakistan currency, and through highly specialised and exclusive technology, which is known to have been provided by international companies to Pakistan,” the dossier said. Intelligence agencies also pointed out that the Pakistan's Inter-Services Intelligence (ISI) has also reduced its profit margin in the FICNs smuggling racket to further enhance its nefarious activities and attract more smugglers, middleman and retailers to threaten economic security of India. The dossier suggested that the Pakistani agencies have reduced price of FICN bringing it to nearly 10 per cent which means around INR 900 net profit for players for circulating INR 1,000 FICNs in the system.

Government of India (GoI) will soon come out with a new policy for dealing with militancy in the northeastern region and the existing policy is being reviewed thoroughly, reports The Assam Tribune on September 29. The Government is also examining the viability of continuing with the Armed Forces Special Powers Act (AFSPA). An unnamed official of the Union Ministry of Home Affairs (MHA) stated that the policy of talking with any militant group which expresses its desire for talks may be amended. It is now being reviewed whether the talks are yielding the desired results as new outfits are cropping up every year in the North East and on most occasions, the splinter groups of the outfits under ceasefire agreement are creating major problems. He further added that the ongoing talks with the militant outfits would continue but the Government is concerned over the slow progress and may decide to set deadlines to complete the process with every outfit. Official also pointed out that sometimes shortage of Central forces creates problems as the States keep asking for more forces and only strengthening of the State police forces would reduce the over-dependence on Central Reserve Police Force (CRPF) and other such forces. MHA sources further said that Union Home Minister Rajnath Singh would personally review the policies and the situation in the North East before formally announcing the new policy to deal with militancy in the region. Police doubt that the Maoist group has recruited around 50 persons recently and most of them are from various places in Malabar. Intelligence sources have got information that the Maoist organisation here has brought clothes to stitch around 50 more uniforms for the armed group. Police believe that the new uniforms are for the members of the newly-formed Maoist wings, known as ‘Dhalam’, based at Nilambur and Attappadi. Police suspect that Maoist leader Sinoj died during the training in bomb-making for the newly recruited members. “Maoists usually form a ‘Dhalam’ with 11-15 members. So we can reach the assumption that they have recruited fighters numbering 30 to form two more wings in the state, apart from the one, ‘Kabani Dhalam’, which is already functioning in Wayanad. The Intelligence officials have got information that the total recruitment will be around 50.

Four days after the blast at Khagragarh area in Burdwan District of West Bengal that killed two suspected terrorists, the Criminal Investigation Department (CID) in its primary report to the State Government has blamed Bangladesh-based terror outfit Jamaat-ul-Mujahideen (JMB), reports The Times of India on October 7. CID report said that the blast was an accident and that the explosive devices were meant for Bangladesh. According to the report, one of the persons killed in the blast, Shakil Ahmed, was a resident of Bangladesh and a member of JMB, an organisation founded by Shaikh Abdur Rahman in 2005. The report also said that the victims were trying to develop improvised hand grenades and the devices were perhaps designed for Bangladesh. A CID officer, who is investigating the case, said "From Khagragarh, the Bangladesh border via Nadia and Murshidabad is only 80 to 100 kilometres away. This route is often used by the smugglers."

According to the latest data available with the Ministry of Home Affairs (MHA) violence in Communist Party of India-Maoist (CPI-Maoist)-affected States is continuing its downward trend of the last five years, reports The Hindustan Times on October 13. “This year, till September 30, we have got reports of 834 incidents and 241 deaths. Last year for the same period, 288 deaths were reported,” said a MHA official. Under the new anti-Maoist strategy, the government is focusing on development with an initiative to create developmental hubs in the worst affected areas. These hubs will have latest heath facilities and educational institutions. Besides, the government plans to raise around 20,000 more men in the paramilitary ranks for anti-Maoists operations exclusively. “By the end of this year, the overall incident and causality figure will be at 15 percent less than last year,” added the official.

The Government had enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. Bihar, which last year (2013) reported 176 incidents, could only distribute 1.67 per cent of title deeds to forest dwellers. Till July 31, Bihar had received 2,930 claims, but only 28 title deeds were distributed. Chhattisgarh, which reported 353 incidents in 2013, had received 7,56,062 claims, but only 3,12,250 title deeds could be distributed. Although Chhattisgarh has performed much better with 43.73 per cent title distribution when compared to Bihar, the State rejected over four lakh claims. Sources said among the states, Odisha was the best performing State in terms of ensuring the rights and entitlement of local communities, distributing 70.71 percent title deeds. Even states such as Maharashtra could only distribute 1,43,283 title deeds out of 3,48.075 claims. Blaming the Maoist menace in certain worst affected areas for the delay in the development activities, sources said the road network of 2,297 km remained incomplete because it fell under the Maoist dominated areas. The Centre had approved INR 73 billion under Road Requirement Plan-I for Maoist-affected areas in 34 Districts. So far, the agencies have completed 3,180 km-long road network.

In 2013 around 70% of attacks were non-lethal. Communist terrorist groups are by far the most frequent perpetrators and the main cause of deaths in India. Three Maoist communist groups claimed responsibility for 192 deaths in 2013, which was nearly half of all deaths from terrorism in India. Police are overwhelmingly the biggest targets of Maoists, accounting for half of all deaths and injuries. This is mainly through armed assaults, which killed 85, and bombings and explosions, which killed 43".

"Terrorism increased by 70 per cent in India from 2012 to 2013, with the number of deaths increasing from 238 to 404," it said. There were attacks by 43 terrorist groups who can be categorised into three categories - Islamists, separatists and Communists. "Communist terrorist groups (Naxals) are by far the most frequent perpetrators and the main cause of deaths in India. The Index said generally, the dispute with Pakistan over Jammu and Kashmir is the source of Islamic terrorism. In 2013 three Islamist groups were responsible for around 15 per cent of deaths. This includes Pakistan-based Hizb-ul-Mujahideen (HM). "Targeting private citizens, Police and businesses, attacks are generally restricted to the geographic region as most of these groups are relatively small and have local claims," the Index said.

However, Chhattisgarh accounts for 247 surrenders by October-end, up from just 28 in 2013. Chhattisgarh has also reported a major increase in the number of Maoists arrested this year (2014). Arrests in Chhattisgarh grew from 387 in 2013 to 517 until October 15 this year. Surrenders in Andhra Pradesh were 76 until October 31 against 82 for whole of last year. Bihar reported 150 Naxal-[Left-Wing Extremism (LWE)] related incidents and arrested 329 Maoists (until November 15) but managed just four surrenders until October 31. Jharkhand recorded the highest number of Maoist-related incidents at 318, highest number of civilian killings at 77, while LWE killed were at eight and arrested, 364. The surrenders were a measly 17, almost at the same level of 15 recorded last year. Odisha has shown incidents at around the same level (97 until November 15 against 101 last year), but surrenders are down at 80 as on October 31 (from 101 in 2013) and Maoists arrests at just half (67) of the 2013 levels (129).

Between 2009 and 2013, around 173 cases of FICN circulation have been reported in Pune and Police have arrested 70 suspects. The annual crime report "Crime in Maharashstra-2013" published by the Maharashtra Criminal Investigation Department (CID) stated that Maharashtra state has registered maximum number cases in the country in connection with FICN and also arrested maximum suspects involved in circulating and manufacturing these fake notes. In 2013, the State Police seized FICN of INR 1.55 crore from the different parts of Maharashtra. The CID have also alerted the government Railway Police and Highway Police to remain alert as suspects use railways and highways to bring FICN to Pune and other parts of the state. The CID report said that in 2013, FICN were transported into the state mainly from West Bengal, Jharkhand, Bihar. They were also brought to other parts of the state from Nagpur, the report says. A Pune Crime Branch officer said that whenever police get information about fake currency notes, they arrest the suspects involved in circulating the notes. "But, we cannot reach the people involved in manufacturing the currency," the officer said.

The study which was conducted in Kokrajhar and Chirang Districts in Assam and Imphal West and Tamenglong Districts in Manipur found that children were being forced to join militant outfits, arrested by security forces on charges of being rebels, taking up arms out of curiosity or had lost their parents in insurgent attacks and were displaced. The report said that the forced recruitment of children into insurgent groups has become a common phenomenon in Manipur and 100 of the 147 children living in an observation home in Churachandpur District were found to be involved in insurgency. The report also said “Over 3.14 lakh people were internally displaced in Kokrajhar District alone in 1996 and 1998. They spent over three years in relief camps. More than 1.26 lakh children were forced to live in camps in pathetic condition for more than 15 years. The clash in 2012 that affected Kokrajhar, Chirang, Dhubri and Bongaigaon Districts left over 4.85 lakh people displaced.” It said 26 of the 45 people killed in Kokrajhar and Baksa in May 2014 by suspected Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants were minors.

Arif revealed that all 40 in the group spent a lot of time on the internet, mining information on terrorist groups and Islamic preachings. However, when an opportunity came their way to join the IS, everyone except Arif refused. And eventually Arif left for Iraq with three of his friends from Kalyan. Police is likely to question more students from the Anjuman Islam's Kalsekar Technical College in Panvel, where Arif did his engineering. The investigative agencies have already spoken with the college's Principal and shared this information with him.

Official sources said that in the past two months, Pakistan-based militant groups like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) have made many attempts to infiltrate into the country some of which have been successful. According to the Ministry statistics, there have been more than 130 infiltration attempts till October and of these nearly 45 have taken place in the past three months. In 2013, there were 354 cases of infiltration along the India-Pakistan border in which 56 militants were killed and 145 others arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. Similarly, in 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 others were arrested. Interestingly, a total of 545 incidents of ceasefire violation also have taken place along the Line of Control (LoC) and International Border (IB) till November 25. Of these, 395 incidents of ceasefire violation have taken place along the IB and 150 incidents of ceasefire violation took place at LoC till November 25. There were 199 incidents of ceasefire violation along the LoC in 2013 and 148 along IB in 2012.

A group of six Students Islamic Movement of India (SIMI) cadres, including five who escaped from Khandwa (Madhya Pradesh) jail in October 2013, has been tasked by Inter-Services Intelligence (ISI) to unleash terror acts in India, most likely in Karnataka, Maharashtra and Rajasthan, reports Times of India on December 8. Issuing an alert to the states in this regard, the central intelligence agencies on December 8 released photographs and other details of members of this SIMI module, also suspected behind the Chennai (Tamil Nadu) railway station blast in May 2014, the explosion near Pune's (Maharashtra) Dadguseth's temple in July 2014 and, more recently, the blast at a Bijnore (Uttar Pradesh) house in September 2014. It warned of possible strikes by the SIMI module - comprising the five escapees Aijajuddeen, Aslam, Amjad Khan, Zakir Hussan and Mehboob Guddu, besides Salik alias Sallu who joined the group recently - after it was learnt that it was in touch with Pakistan-based elements "who had tasked it to undertake terrorist acts in India". Also living with six SIMI cadres is Mehboob Guddu's mother Najma Bee; though not directly involved in a terror act, she could face the charge of aiding and abetting activities of a terror outfit. An unnamed official said, "Alert is specific to the states of Rajasthan, Karnataka and Maharashtra...attack is also possible in certain other cities of India." Karnataka, Maharashtra and Rajasthan have been specifically alerted and told that the terrorists could be hiding in the three states, they said. According to intelligence sources, the five SIMI cadres involved in the Khandwa jailbreak have been moving from one state to escape surveillance. The five SIMI activists - lodged in Khandwa jail for offences ranging from robbery to policemen's murder to terrorism - had, along with two others, staged a daring jailbreak in October 2013 by scaling the 14-ft prison wall. One of the escaped prisoners surrendered the next day, while another named Faisal was nabbed in December 2013 from Barwani in Madhya Pradesh.

The bullet injuries which he has received too were sustained in one of the many battles, including the August offensive on Mosul dam in Iraq, he participated in as an IS man against Iraqi and US forces. According to one of the interrogating officers Majeed fought alongside IS against Kurdish Peshmerga and US forces who eventually took over the dam. "After sustaining bullet injuries, he was given $2,000 by ISIS as reward and medical assistance before he fled to Turkey and decided to come back home," said the officer. These are some of the revelations Majeed made during interrogation. Until now, Majeed had maintained that he had not participated in any IS battle. He had also said that the two bullet injuries he sustained were during practice firing and that IS made him work as a mason.

In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. The note further said the core of Maoist insurgency lies in 23 Districts of India which reported 80 per cent of the total violent incidents in 2013. Jammu & Kashmir recorded 49.5% polling in the fourth phase of assembly elections on December 14, reports Times of India. At a post-polling press briefing, chief electoral officer Umang Narula said the voting percentage figures received from the 18 constituencies were tentative and were expected to go up. Srinagar District (eight seats) recorded 28% polling, Shopian (two seats) 50%, Anantnag (six seats) 61% and Samba District (two seats) 81%. While Shangus recorded the highest turnout (67.27%) in Kashmir Division, Vijaypur saw the highest (81.31%) in Jammu Division. He said the polling percentage in nearly all the constituencies that went to the polls had increased compared with the 2008 assembly polls. When Zadibal had recorded 17.30% voting in 2008, this time it saw 23.34%, he said. Khanyar constituency in Srinagar recorded 26.12% compared with 17.41% in 2008. The poll boycott call given by separatists and militants affected voting at several polling stations in downtown Srinagar. Till 11am only seven of 563 votes had been cast at the polling station in a school at Chota Bazaar. At 106 Chota Bazaar polling station only two of 261 voters had turned up till 11.45am.

The CCTV footage shows that five operatives of Students Islamic Movement of India (SIMI) who escaped from a jail in Madhya Pradesh's Khandwa in October 2013, Aizazuddin, Amjad, Aslam Ayub, Zakir Hussain and Mehboob alias Guddu, escaping after the Bijnor (Uttar Pradesh) blast of September, 2014, reports IBNLive. They were all spotted in the video seeking medical attention after getting injured in an accidental blast while making bombs. According to sources, the Bijnor attack was planned somewhere in the National Capital Region (NCR). The operatives are also suspected to have carried out a blast in Pune in July 2014. Mumbai Police has sounded an alert to all 93 Police Stations in the metro following an Intelligence Bureau input about a possible terror strike in the city. Sources say the SIMI operatives unlike Indian Mujahideen (IM) do not leave any trail behind, thus making the job even more tougher for top security agencies. Since their jailbreak, five SIMI operatives have traveled to Rajasthan, Gujarat, Andhra Pradesh and Karnataka, say sources.

In separate news, 2731 militants from different groups who have surrendered are being provided a stipend of INR 4000 per month, stated Deputy Chief Minister, Gaikhangam in State Assembly on December 20, reports Nagaland Post. Under the rehabilitation policy for surrendered militants, an incentive of INR 250000 has been given to the surrendered militants and the amount was deposited under fixed deposit in the name of the surrendered militant. He also added that 550 cadres were under individual surrender category. Kanglaonline further adds that 1122 cadres of Kuki National Army (KNA) and 1059 United Peoples Front (UPF) militants were under the Suspension of Operation (SoO) category.

According to Union Ministry of Home Affairs (UMHA) statistics, as many as 71,780 cyber frauds were reported in 2013, while 22,060 such cases were reported in 2012. There have been 62,189 incidents of cyber frauds till June, 2014. In 2013, a total of 28,481 Indian web sites were hacked by various hacker groups spread across the globe. The numbers of hacking incidents were 27,605 in 2012 and 21,699 in 2011. The cyber attacks have been observed to be originating from the cyber space of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE. It has been observed that the attackers compromise systems located in different parts of the world and use masquerading techniques and hidden servers to hide the identity of the actual system from which the attacks take place.

According to Union Ministry of Home Affairs (UMHA) statistics, as many as 71,780 cyberfrauds were reported in 2013, while 22,060 such cases were reported in 2012. There have been 62,189 incidents of cyber frauds till June, 2014. In 2013, a total of 28,481 Indian websites were hacked by various hacker groups spread across the globe. The number of hacking incidents were 27,605 in 2012 and 21,699 in 2011. The cyber attacks have been observed to be originating from a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE. As per the cybercrime data maintained by National Cyber Records Bureau (NCRB), a total of 1,791, 2,876 and 4,356 cases were registered under the Information Technology (IT) Act in 2011, 2012 and 2013, respectively. A total of 422, 601 and 1,337 cases were registered under cyber crime-related sections of the Indian Penal Code (IPC) in 2011, 2012 and 2013, respectively.

With improvement in overall situation in NDFB-IKS violence hit areas, the number of refugees in relief camps decreased to nearly 270,000 on December31, reports The Shillong Times. According to a release by the Assam State Disaster Management Authority (ASDMA), 2,70,370 persons are staying in 135 relief camps in Kokrajhar, Sonitpur, Chirang and Udalguri districts at this moment. “The number of relief camps and camp inmates has come down during the past 24 hours owing to the improvement in the security scenario,” it said. Around 2.86 lakh persons were sheltered in 139 relief camps in these four districts on December 30.At present, over 2.22 lakh people are staying at 91 relief camps in Kokrajhar. It is followed by Chirang, where nearly 34,000 people are staying in 25 camps. The authorities are running 10 relief camps in Sonitpur and nearly 10,000 people are staying at this moment in these places. Udalguri is having nine camps housing around 4,000 inmates.
