A total of 7,031 civilians and Security Force personnel have lost their lives due to violence in Jammu and Kashmir (J&K) in the last 10 years, reported Daily Excelsior, reported on January 3. "4,812 civilians and 2,219 Security Force personnel have lost their lives since 2001 to August 2010 in Jammu and Kashmir," the Union Home Ministry said in reply to a Right to Information (RTI) query. Many areas of J&K have witnessed several incidents of violence in terms of stone pelting, violent protests, encounters with armed terrorists and terror attacks in the recent past resulting in death of and injuries to civilians and security men. "Law and order is a State subject and measures are taken by the Jammu and Kashmir Government to maintain peace and public order," the Home Ministry said.

The activities Hynniewtrep National Liberation Council (HNLC) has hit an all time low during 2010 with the HNLC only releasing occasional statements to boycott the Independence Day (August 15) and Republic Day (January 26) celebrations, Shillong Times reported on January 3. As per the Meghalaya Police report for 2010, 18 HNLC cadres were arrested by the Police and one surrendered during the year. A senior police official said with the outfit's strength and financial position on the decline, the activities of HNLC could be neutralized to a large extent.

Director General of Police (DGP) Kuldeep Khoda said on January 3 that five out of 10 Districts of Jammu region were completely free of militancy while in other Districts the militancy has sharply declined even as he announced that five special battalions of Police will be ready during next two months to meet the law and order situation and take up the challenge posed by stone throwers in future, reports Daily Excelsior. ‘‘Jammu, Kathua, Samba, Reasi and Udhampur Districts are totally free of militancy in Jammu region. On infiltration, the police chief said 48 infiltration attempts were reported last as year as compared to 100 during 2009 recording a drop of 52 per cent. After the largest ever single year drop in militancy related incidents percentage wise in 2007 when 1092 incidents were reported as compared to 1667 in 2006, the number came down to 708 in 2008, 499 in 2009 and 488 in 2010. in 2009, 232 militants including several top commanders were killed. The civilian killings came down from 90 in 2008 to 71 in 2009 and 47 in 2010.Security forces also suffered lowest ever losses in 21 years. Twenty brave policemen laid down their lives last year while fighting militants.

On January 9, The Sentinel reported that, raising hopes of tranquility Tripura witnessed less of riots, ethnic conflicts and massacres in the year 2010. The graph of insurgency-related violence in Tripura has dropped considerably. In June, Chief Minister Manik Sarkar informed the State Assembly that nearly 8,000 militants of different outfits including the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) surrendered in the past 17 years. He was of the view that surrender of huge number of militants from their base camps was fallout of the proactive measures taken by the Bangladesh Government. According to Tripura’s DGP Pranay Sahaya, ‘chiefs’ of the two outfit, Ranjit Debbarma of ATTF and Biswamohan Debbarma of NLFT, are in Bangladesh and the process for handing them over to India was on process.

Director General of Police (DGP) Neyaz Ahmed applauded the efforts of Police personnel and expressed satisfaction over the achievements of the Police. "Several top leaders of rebels like Nune Narshima Reddy, Udaiji were arrested and over a dozen of their training camps were busted by the Police," Ahmed said. Meanwhile, the Police lost 24 of its troopers in anti-Naxal [Left Wing Extremism] operations in 2010 as compared to 2009 when it lost 64 of its troopers. "Most of the jawans had died in landmine explosions triggered by Maoists," Ahmed said. "We expect more success in 2011 and we will change the strategy slightly like moving Security Forces to new places and launching operation on border areas, and having more cooperation with Bihar, Odisha and West Bengal," Ahmed said. "During the year-end operations, the police had busted a Maoist laboratory in Bokaro that got vital information which scuttled their (Maoist operational) plans," he added.

Pakistan has pumped Fake Indian Currency Notes (FICN) worth several crores in Jammu and Kashmir, New Delhi and Bangalore through Bangladesh-West Bengal border using a number of fresh recruit of Jammu and Kashmir (J&K), Bihar, West Bengal and other parts of the country, reports Daily Excelsior. Pakistan Army is said to have installed machines, which were printing notes completely resembling to FICN, and pumping them into J&K for the use of militants, their families and upper ground network. Malda District in West Bengal, bordering Bangladesh, has become a hub of FICN from where it was being supplied to Pakistani supporters in J&K, New Delhi, Bangalore and other parts of the country.

The Task Forces constituted to assess special developmental needs of Jammu and Ladakh regions, are going to submit their interim reports to the Union Home Ministry by middle of February, reports Daily Excelsior. However, submission of final report will take time and recommendations will be implemented during 12th five-year plan. Sources said that as the three months time-frame given by the Union Home Ministry is expiring on January 31 (today), the heads of the Task Forces for Jammu and Ladakh regions respectively have decided to submit interim reports by middle of February keeping in view the time to be required for preparation of the final reports. While Task Force on Jammu headed by Planning Commission of India member, Abhijit Sen paid first visit to the region on November 16, 2010 after holding introductory meetings at Delhi, the second Task Force headed by another Planning Commission of India member, Narendra Yadav held detailed interaction with cross sections of society in Leh and Kargil Districts during its three day visit from November 13 to November 15, 2010.

The United Liberation Front of Asom (ULFA)’s ‘Commander-in-Chief’ Paresh Baruah is the sole arms dealer in the northeast and he reportedly gets his supplies for free from China’s state-owned China North Industries Corporation (NORINCO), reports Nagaland Post on January 31. His existing clients are in Assam and Tripura and he has been also contacted by the Maoists, adds the report. Sources in Police told Times of India that interrogation of several top leaders of various militant outfits in the region indicate that Baruah is trying to take over the space (of an arms dealer) left vacant by National Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) Anthony Shimray. “We have interrogated several top National Democratic Front of Bodoland (NDFB) leaders who were arrested recently. They revealed that Baruah has cheated on them by not delivering arms ever after taking about INR 6 crore from them,” the report said.

Chidambaram would be visiting militancy-infested Kishtwar District on February 4 and review security, law and order and terror situation in five districts of Doda, Kishtwar, Ramban, Udhampur and Reasi with Police and civil administration, reports Daily Excelsior. The visit to Kishtwar District, which was once known as a hub of militancy with writ of Lashkar-e-Toiba (LeT), Harkat-ul-Jehad Islami (HUJI) and Hizb-ul-Mujahideen (HM) running large, was aimed at giving a signal that terrorism has mostly been wiped out from these five Districts, authoritative sources said. Sources said 50 militants, mostly top ‘commanders’ of LeT, HUJI and HM outfits were killed in Doda, Kishtwar and Ramban Districts in 2010 while 48 militants were killed in Doda District alone in 2009. In Reasi District, more than 30 militants, including some ‘commanders’, were eliminated in 2010. Doda District was left with not even a single foreign mercenary. Number of the applications received under Rehabilitation Policy for the militants held up in Pakistan and Pakistan occupied Kashmir (PoK) has crossed 300 during past two weeks, reports Daily Excelsior. More than 100 applications have been received in the twin border Districts of Rajouri and Poonch alone. A sizeable number of applications have also been received in Baramulla District. Sources said most of the militants, whose parents have come forward for the return of their kin from Pakistan and PoK, had crossed over to other side of the border for the period ranging between a decade to two decades. Parents of the militants have claimed before police that their kin have given consent on telephone that they were ready to return to their homes getting an opportunity. Sources said all the applications received from parents of the kin were being subjected to scrutiny and would reach concerned authorities after proper verifications. Authorities were, however, trying to keep names of the militants, on whose behalf their families have filed applications for return from Pakistan and PoK, as secret to the best possible extent to ensure that their identity didn’t manage to reach Pakistan.

Singh was charged under the Official Secrets Act after he was found providing vital information to Vishambhar Tarachand Agarwal, who was arrested by the Crime Branch on February 2 for collecting information from Singh and passing it on to the ISI. The Police claimed that at the time of the arrest objectionable material that included a hand-drawn map of the Southern Command, the Army Headquarters in Pune with several photos and details of the buildings that were found with Agarwal, were provided to him by Singh. Phone numbers of senior officials at the Southern Command were also supposed to have been passed on by the accused. A CD, the contents of which were not known, was also recovered.

Police forces in States where the CPI-Maoist has a strong presence concede they do not have the exact earnings of the outfit but say it can rival a mid-size corporate house with an annual turnover upwards of INR 15 billion. "Our estimates put the all-India annual collection of the (CPI-Maoist) to be between Rs 1,500 crore and Rs 1,600 crore. We suspect 10% of this is collected from Odisha," an unnamed Senior Police Officer from the State said. The Chhattisgarh Director General of Police Vishwa Ranjan recently said the Maoists make close to INR 20 billion through extortion. He called the figure a "guestimate" based on seized Maoist cashbooks and other vital papers recovered in recent months. From Bihar the Maoists collect about INR 2 billion every year. While Maoists extort nearly INR 3.2 billion every year from Jharkhand, extortion estimates from Maharashtra are somewhere between INR 50 million and INR 250 million.

Police in 10 districts of the Valley have arrested a total of 4294 stone pelters. While 3680 of them were arrested till December 31, 2010, 614 others have been arrested during 50 days of 2011. The highest number of 1299 arrests of stone pelters have been made in Srinagar District followed by 404 in Baramulla, 395 in Anantnag, 348 in Budgam, 342 in Pulwama, 319 in Kupwara, 273 in Kulgam, 243 in Awantipora, 164 in Sopore, 151 in Shopian, 128 in Ganderbal, 69 in Handwara and 159 in Bandipora. As many as 3830 stone pelters have been booked under substantive laws while 464 others were detained as a preventive measure. According to sources, the courts bailed out 4017 stone pelters while 47 others were still in Police custody and 35 in judicial lock-up.

Their slogan is "Let's sustain the people's war in India". According to a statement made by "International Committee to Support the People's War in India," a week-long international campaign to "sustain" the people's war in the country will be held from April 2 to 9, 2011 across nations. Posters have been made in various languages - like French and Spanish -showcasing the CPI-Maoist cadres and their slogans in Hindi. "International Committee in support of the people's war launches a great international campaign, to be conducted in all forms, in the most number of countries as possible, through a week of action," states an official release. It, however, does not specify what "all forms" refer to. The solidarity forum does not name its member groups. But, Maoist movement in the form of World People's Resistance Movement (UK), Communist Party of Philippines, Maoist Communist Party of Italy, Revolutionary Communist Party, Canada and Maoist groups in France and US are likely to be participating in it.

According to Daily Excelsior, over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District. Divulging these details in the Legislative Assembly in response to a question, the Minister in-charge Home said that the District Magistrates and Home Department issued a total of 51,622 arms licenses during the past two years. Of these, District Magistrates issued 51616 licenses and Home Department only six. No arms license was issued in Shopian and Kulgam Districts. Doda District with 15876 licenses is followed by Ramban District where 9976 licenses were given to the people during the past two years. The Srinagar District with 6297 arms license is at third place while as Jammu District holds 4th place with 6073 licenses. Among the Districts where over 1000 arms licenses have been issued are Poonch (3153), Kishtwar (5154) and Udhampur (3170). The Minister, however, said that these licenses were issued under Section 13 of Arms Act, 1959 and Rule 4 of Arms Rule 1962 Schedule-II read and as per the instructions issued by Union Ministry of Home Affairs. He further stated that, four sale/ keep arms licenses have been issued since January 2008 till date while 21 such licenses are under process in the Home Department. The Minister said that a total of 48,197 weapons were manufactured during the past two years across the State generating revenue of INR 30, 64,661. The arms licenses are issued for the purpose of acquisition/ possession, acquisition/ possession/ carrying and use for protection/ sport/ target practice/ display, for protection of crops and cattle and carrying on journey in or through any part of India.

The sources revealed that the militant groups of the North East are coming closer to each other in Myanmar in the interest of their own survival and most of the outfits of the region are having strong bases in the Taka (Taga) area in the Sagain division of Myanmar. Further, the ‘vice chairman’ of the anti-talk faction of the NDFB-ATF, G Rifikhang, who is heading the outfit after the arrest of Ranjan Daimary, is still believed to be in Bangladesh, while, the IK Songbijit, the ‘Army chief’ of the outfit is now near Myanmar-China border and security agencies are of the view that he also visited China recently.

Besides Malik, Mushtaq Ahmed Dar and Shamima alias Shazia alias Bitti, also appeared before the Court. Kud Police (Udhampur District) had intercepted a vehicle on March 23, 2002 and recovered USD 70,000 from Shamima and USD 30,000 along with INR 19,000 from Mushtaq Ahmed Dar. During questioning, both the passengers disclosed that they had received this money from Altaf Qadri, Executive Member of All Party Hurriyat Conference (APHC) presently in Pakistan and was at Kathmandu (Nepal), at the instance of JKLF chief Mohd Yaseen Malik. Being a close associate of Malik, Mushtaq Ahmed Dar was allegedly directed by Malik to proceed to Nepal to collect USD 100,000 from Altaf Qadri. Accused Mushtaq Ahmed Dar along with Shamima went to Kathmandu in the month of March 2002 and allegedly collected USD 100,000 which was to be distributed among the militants’ ranks and organisation including Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT). After completion of the investigation, Crime Branch presented charge-sheet in POTA Court, which issued general arrest warrants against Altaf Hussain Qadri on the request of Police to initiate proceedings under Section 512 Code of Criminal Procedure (Cr. Pc.) against him. Later, POTA Court granted bail to all the accused.

"The FIU also reports tracking cases similar to that of an OFAC-designated (US Office of Foreign Assets Control) of al Qaida element moving money from Europe through Lima and on to India," the report leaked by WikiLeaks, a non-profit media organisation dedicated to bringing important information to the public, quoting FIU head Enrique Saldivar disclosed. "Of the 7,710 suspicious activity reports examined by FIU analysts in 2009, 781 resulted in financial intelligence reports sent to the public ministry for further processing and investigation. “Based on these 781 intelligence reports, the FIU concludes more than 3 billion dollars moved illegally through Peru's financial sector in 2009," report added.

The Army had earlier denied this charge. On September 8, 2006, four RDX bombs planted on bicycles near a mosque at a cemetery in Mushawerat Chowk of Malegaon exploded, killing 31 persons and injuring 297 others. Seven youths from Malegaon were arrested by the Anti-Terrorism Squad (ATS) on charges of designing and engineering the blasts. In December 2006 the probe was handed over to the CBI. In 2011, a special CBI team began reinvestigating the case after a member of Abhinav Bharat Swami Aseemanand's confession claimed that the right-wing group was responsible for the Malegaon blast. The special CBI team conducted five meetings with the members of Organisations of All Muslim Sects (OAMS) in Malegaon and interacted with them. "The CBI told us that the RDX used in the blasts was stolen from the army," said a member of OAMS who was called by the CBI during the probe recently. A CBI team member, M V Laad, said, "I neither know anything about it nor do I want to talk on this issue". Another officer from the special CBI team said, "I have been to Malegaon but I cannot utter a single word."

"I hope the day is not far when we will approve these 600 applications for the return and rehabilitation of youth gone across," Omar said, adding that those, who had gone across for arms training to PoK will return without guns but along with wives and children to live a life of honour and dignity. The policy has been launched to facilitate the return of ex-militants who belong to Jammu and Kashmir and had crossed over to PoK for arms and explosive training but had later given up and are willing to return to the State. The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The applications would be scrutinised by District Superintendents of Police (SPs) and then forwarded to Crime Investigation Department (CID), which will prepare a dossier and give it to the Home Department which will take a final call on whether the person can be permitted to return, the policy states. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh Line of Control (LoC) points in Jammu and Kashmir.

Sources in the Ministry of Home Affairs said that inputs received through "sensitive channels" indicated that in October 2010, the Pakistan-based LeT cadre, Zaibuddin Ansari, or his associate’s researched information pertaining to explosive chemical substances and the stadiums where the 2011 World Cup matches were to be played. The suspects allegedly analysed eight cricket stadiums in India, including the Sardar Patel Stadium in Ahmadabad, Chinnaswamy Stadium in Bangalore and M.A. Chidambaram Stadium at Chepauk in Chennai, the sources added. "We have been given an alert that Ansari and his associates researched the composition for chemicals known to be used in explosives, including ammonium nitrate, ammonium nitrate fuel oil and pentaerythritol tetranirate (PETN). They seem to have showed more interest in the manufacture of lead styphnate, which is used in the manufacture of different nitro compounds in explosives," an unnamed Senior Police Officer said.

Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

The Ministry of Home Affairs (MHA) on March 7 warned that the SIM cards becoming the new national security risk, reports Times of India. The information came out that many of the SIM cards being used by nearly 700 million mobile users in the country may have malevolent embedded software, which has put India's security agencies on tenterhooks. This new national security risk has alarmed the MHA and it intends to ask the telecom industry to replace all such imported SIMs in the country with locally manufactured ones at their own cost. According to a Government source, only 30% of the total volumes of SIM cards are imported at present, though even this figure will now be subjected to a formal evaluation of installed capacity. The fear is that the embedded software turns the SIM card into a minicomputer, which can be a cause of abuse. The security agencies are proposing that only blank SIM cards be allowed for import and the personalization process be done entirely by domestic firms. However, since this can only reduce vulnerability of future imports, MHA wants the industry to replace all existing SIMs at its own cost. The MHA also wants the Department of Telecommunication (DoT) to weed out all fake and duplicate IMEI numbers, indicating that its earlier crackdowns have not been entirely successful.

The records also mention the injuries of Security Forces (SFs) while clashing with protestors who had taken to streets against the civilian killings. Times of India reports on March 8, that over 2,600 civilians and Security Force (SF) personnel were killed between 2008 and 2010 in several incidents of Left Wing Extremist (LWE) violence across the country, says Minister of State (Home Affairs) Gurudas Kamat. According to the information given by Kamat in Lok Sabha, out of the total of 2,632 casualties, including 1,799 civilians and 833 SF personnel, a highest of 1,003 was in 2010, followed by 908 in 2009 and 721 in 2008. Incidentally, there has been an increase in the number of incidents of economic targets by Communist Party of India-Maoist (CPI-Maoist). Out of the 909 such attempts, a highest of 325 were on forest road, culvert; 158 on telephone exchanges; 135 on school buildings; 127 on railways properties; 61 on panchayat (village level local self-Government institution) bhawans; 33 to disturb electric supply by targeting poles and 18 on mining related projects among others in the last three years. About 6,061 incidents of violence by LWE were reported during the period, the Minister said.

According to India Express, Security Forces (SFs) during October 2008 operations in Jammu and Kashmir found that four Lashkar-e-Toiba (LeT) militants killed in a series of encounters were from Kerala. Subsequently, they learnt that the group had a fifth member, who managed to escape. The revelation set the Police and later the National Investigation Agency (NIA) on a trail that showed how the LeT was recruiting youths from Kerala, training them in Kerala and in Hyderabad of Andhra Pradesh, and then using them for operations in Jammu and Kashmir. Three years on, the NIA has retraced much of the trail with information from two suspected LeT militants from Jammu and Kashmir. Unnamed except as A and B, they have disclosed the identity of the LeT leader who allegedly supervised the recruitment. A and B are mentioned as witnesses in the NIA charge sheet submitted recently in a Special Court in Kochi in Kerala. They were examined under Section 164 of the Criminal Procedure Code (Cr. PC). According to the charge sheet, they have named Wali alias Rashid Abdullah, Baitullah Mujahideen of LeT training camp in Muzaffarabad of Pakistan occupied Kashmir (PoK), as having supervised the recruitments. Though the number of trained militants camping at forward launching pads across the LoC and International Border (IB) was about 1000, the MAC report said 489 militants were fully prepared to try to intrude into the border of Jammu and Kashmir in the approaching summer. These militants have been issued weapons, combat dresses, mobile telephones, explosive devices and medical kits etc to carry them while infiltrating into the State. As per the MAC figures, 195 militants had infiltrated into Jammu and Kashmir during last two years of 2009 and 2010. While exactly 100 militants sneaked into this side in 2009, the number went down to 95 in 2010. Intelligence and Police agencies of the State said the figure almost tallied with their inputs.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Earlier, the United Achik Peace Forum (UAPF) also favored extension of the cease-fire agreement between the banned militant outfits. “We want the government to extend the tripartite ceasefire agreement with the ANVC to ensure peace in the Garo Hills,’’ UAPF Chairman, president G C R Marak said.

The annual report for 2010-11 of Ministry of Defence stated on March 16, "The continued infiltrations across the Line of Control (LoC) and the existence of terrorist camps across the India-Pakistan border demonstrate the continuing ambivalence of Pakistan in its attitude and approach to terrorist organisations", according to Daily Excelsior. Observing that the security situation in Jammu and Kashmir had "stabilised", the Ministry of Defence said the terror threat continued to be "real" as terrorist infrastructure in Pakistan is still intact. The annual report said the situation was stabilised by the persistent efforts of the Indian Army, which in 2010 killed 238 terrorists and apprehended 62 of them while 52 suffered casualties. "The continuous infiltration attempts in Jammu and Kashmir by terrorists from Pakistan and Pakistan occupied Kashmir (PoK) are a matter of concern," it added. The report said despite Army's strict vigil, infiltration attempts along the LoC were on where 40 terrorists were killed and 31 such bids were foiled. It added that the incidents of terrorist violence remained low in the State due to the "operational ascendancy" gained by the Army.

The CRPF personnel could be seen removing the bunkers from places like Batamaloo, Karan Nagar, Zaina Kadal, Saraf Kadal, Babademb, Rainawari, Nowhatta, Islamia College, Hawal and Amar Singh College. The CRPF official said that the step has been welcomed by both the people as well as jawans (troopers). 40 bunkers have been removed from Srinagar since the process was started in October, 2010. While 16 bunkers were removed in the first phase, 12 bunkers each were removed in the subsequent two phases. The removal of bunkers was one of the eight points proposed by Union Government to bring the situation to normal in Kashmir after 2010’s summer agitation.

Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

Daily Excelsior reports that, the District Magistrate (DM) of Jammu has ordered the cancellation of licenses of three Gun firms to the State Home Department and the Police authorities have seized 53 fake licenses from Rajouri and nearly 70 from Doda, Poonch and Kathua Districts of Jammu region. Besides the above seizure, 29 more licenses, which had been sent to the Home Department for seeking all India permission of carrying weapon, were also seized by the investigating team. While from Kathua thirteen (13) fake gun licenses were recovered, 30 more were seized in District Poonch, 53 in Rajouri and 27 in District Doda. During further intensive investigation, it was found that 29 such fake licenses were awaiting clearance in the Home department for the All India level status issued by Sub-Divisional Magistrate (SDM) of Mendhar in Poonch District. As reported earlier, on February 17, 2011 two persons namely Mohammad Naseer and Mohammad Rafiq of Kotranka in tehsil (revenue unit) Budhal of Rajouri District were intercepted by Janipur Police along with two .12 guns and the fake licenses. It was found during investigation that these had been issued by the SDM Mendhar and an FIR No. 18/ 2011 was registered in this connection.

PTI reports, the white paper released by State Home Department stated that Communist Party of India-Maoist (CPI-Maoist) cadres killed 75 persons including 53 civilians while the Security Force personnel killed only 12 Maoists in Odisha during 2010. Though 61 persons were killed by the Maoists in 2009, the number of killing increased last year. While 28 civilians were killed by the Maoists in 2009, the number of civilian casualty increased to 53 in 2010, the paper said adding that 20 Maoists were shot dead by the SF personnel in 2009. Many innocent persons were being killed by the Maoists in the name of Police informers. "People opposing the Maoists activities were also victims," the paper added. In a bid to weaken the morale of SF personnel, the Maoists used to organise bandh (general shut down), road blockade and blew up culverts and telephone towers, it said adding while ten Maoists had surrendered before the Police in 2009, the number rose to 44 in 2010. The white paper further said the number of Districts hit by the Maoists increased to 19 by 2010 even as Paramilitary Forces were deployed in the entire southern Odisha. As part of efforts to combat the Maoists, the State Government has taken several steps like banning the CPI-Maoists and its six frontal organisations, creation of a Unified Command to monitor anti-Maoist operation and setting up of new battalions among others.

The State Government in a written reply told the Legislative Council that a total of 13, 215 civilians have been killed in violence since 2009, reports Daily Excelsior. The Minister-in-charge Home disclosed that this included a total 698 political activists/ leaders. The highest number of 101 politicians were killed during 2002, followed by 76 in 2001, 62 during 2004, 61 in 1996 while 58 each during 1997 and 1998. During 2008, 09 and 10, four each political activists were killed by terrorists while during this year up to February 25, 2011, only one political worker was killed in such incident. It was further disclosed that 341 persons have been allegedly killed in custody in the State in last two decades. However, no such custodial death has taken place in Poonch and Rajouri Districts. Out of the total 113 persons missing in Poonch and Rajouri Districts during militancy, 99 belonged to Poonch, whereas, only 14 missing persons have been reported from District Rajouri since 1990 so far. It was also informed that 5363 Security Force personnel were killed in the State since 1990 up to now. In reply to another question regarding withdrawal/ repeal of Armed Forces Special Powers Act (AFSPA)-1990 and Public Safety Act (PSA) it was disclosed that the Government has constituted two committees; one each for Jammu and Kashmir regions, respectively, to look into the areas where from AFSPA could be withdrawn. It was informed that with the improvement in the security environment, the State Government is committed to the gradual withdrawal of AFSPA-1990. Notably, the AFSPA-1990 is not applicable in the Leh and Kargil Districts of Jammu and Kashmir, while, the PSA is in vogue in the entire State since 1978.

The Director General of Police (DGP), Kuldeep Khoda, stated on April 1, that while nearly 45 per cent reduction in the militancy related incidents has been recorded in the first quarter of 2011, over 300 to 350 terrorists are still active in the Jammu and Kashmir State, reports Daily Excelsior. He further said though a total 232 militants were eliminated by the Security Forces (SFs) during the year 2010, but nearly 300-350 terrorists were still active in the Jammu and Kashmir State. Out of these total ultras operating, nearly 45 per cent of them are foreigners. Referring to the infiltration attempts along the borders / Line of Control (LoC) and the infrastructure raised on that side for facilitating the terrorists, the State Police Chief said there seems to be no change in the attitude of Pakistan. Militant infrastructure (launching pads and training camps) was still intact on that side and attempts from that side are also continuing. But the forces were on the high alert and capable to thwart any attempt from across or within. He further added that, "we expect better over all law and order situation in the State in the coming summer months.” The DGP stated that in 2010, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more militants having infiltrated into this side during the year, whereas, the number of militants killed during 2010 were 232. The incidents of killings in Tral and Kupwara recently show that the militants are trying to show their presence. But during first quarter of this year a total 70 incidents of militancy were reported as against 127 occurred during the corresponding period of last year (2010). The DGP further disclosed that during first three months of this year three SFs personnel including two Army jawans (troopers), were killed during anti-militancy operations whereas, last year (from January 1 to March 31), 19 SFs personnel lost their lives. So, nearly 84 per cent decline on this count has been witnessed. A total 13 militants were eliminated during last three months while 37 were shot dead during first quarter of last year. The number of civilians killed by the terrorists during the first quarter of 2010 was 13. Mr Khoda disclosed that a total 30 militants were arrested by the SFs during first quarter of this year while during the corresponding period of 2010, total 16 militants were arrested in the State. The number of militants surrendered during first quarter of this year and the corresponding period of the previous year, however, remained the same which is seven the DGP added. On coming Panchayat elections, Kuldeep Khoda said where ever the demand arises as per the situation, additional police personnel from Armed and Indian Reserve Police (IRP) battalions will be placed there.

Daily Excelsior reports that a number of the militants seeking return from Pakistan and Pakistan occupied Kashmir (PoK) to Jammu and Kashmir after over two decades has crossed 800. After scrutiny, some of the applications have been sent to the Counter Intelligence Department (CID) for further verification process. Almost all militancy infested districts have received applications from families of the militants on behalf of their kin expressing their desire to return to the State under Rehabilitation Policy of the Government. CID has compiled data of nearly 2500 to 3000 militants, who were holed-up in Pakistan and PoK for last eight to 20 years where they had gone for arms training. However, after completion of training, the stranded militants were unable to cross into this side due to surveillance on the Line of Control (LoC) as well as the International Border (IB) or other measures taken by the SFs. Under the Rehabilitation Policy of the Government, the militants, once cleared for return from all quarters, could come back through identified routes like Poonch-Rawlakote, Uri-Muzafarrabad, Wagah border and Indira Gandhi International (IGI) Airport, New Delhi. While scrutinising applications, Police authorities have also come across the details of some unlisted militants. The Rehabilitation Policy has helped in identification of some new militants to the Police.

Highly-placed sources in the Government and the Central Bureau of Investigation (CBI) said that the Chilean Police informed the CBI that they had detained a person identified as Abdul Rauf and that there was also an Interpol Red Corner notice pending against him. The sources said that the Chilean Police had also sent his finger prints for verification but the CBI expressed its inability as neither Rauf's picture nor his finger prints was available with the investigation agency. A team would be soon going to Chile to ascertain his identity as well as question him, the sources said, adding some help from western friendly intelligence agencies was likely to be taken in this connection. Abdul Rauf wanted by the CBI is the brother-in-law of Jaish-e-Mohammed (JeM) ‘Chief’ Maulana Masood Azhar and was among the main conspirators in the hijacking of Indian Airlines plane from Kathmandu. The JeM chief was among the three terrorists exchanged for the plane and over 160 passengers after eight-days of negotiations carried out at Kandhahar, a city in Southern Afghanistan.

Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. Police is also investigating the name of political leaders and police officers, who had helped Mukhtiar escape police custody during past more than two months.

The candidates have withdrawn their nomination on their own free will, Dumaria's Block Development Officer (BDO) Anil Kumar said. He, however, could not explain the reason behind withdrawal of all candidates from the forthcoming Panchayat polls in the Panchayats under Dumaria block. The candidates, who withdrew their candidature, included 218 for the post of panchs, 248 for ward members, 133 for Panchayat Samiti (block level local self-Government institution) and 83 for mukhias (president/ chief of Gram Panchayat, the village level local self-Government institution). While all 682 candidates in fray for various posts in nine Panchayats have withdrawn their candidature, no candidate had filed nomination for any post in two Panchayats - Sahchar and Mangia - under Dumaria block. It may be mentioned that the Maoists, has given a boycott call of the Panchayat polls and has put up banners and posters at several places to remind the people and prospective candidates about its diktats. Announcing the two new battalions of the force, CRPF Inspector-General (IG) Alok Raj on April 18 said reinforcement had become necessary because the troopers were not just fighting the Maoists in these places, but also splinter outfits like the People's Liberation Front of India (PLFI), Tritiya Prastuti Committee (TPC) and Jharkhand Prastuti Committee (JPC). Currently, the CRPF has 13 battalions and two Commando Battalion for Resolute Action (CoBRA) units in the State. “Even six years ago, the Police did not dare to enter the Saranda forests in fear of Maoists. But in the past year, the CRPF entered the zone four times. The continued presence of Paramilitary Forces in Jhumra, which was once the training hub of Maoists, has dealt a severe blow to the Maoist outfit,” Raj said. “While we have strengthened our base, the same has been done by Maoists in Chatra, Latehar, Palamu, Khunti and Dumka. So, the need to raise more battalions,” he added.

As per the information in the meeting, out of INR 3.75 billion financial assistance, INR 3.41 billion has already been utilized and the works of 7,587 projects are in progress. It is expected to take up projects of INR 4.50 billion in the next year. Including Development Commissioner Rabinarayan Senapati, Secretaries of Water Resources, Rural Development, Special Secretary of Planning and Coordination Department were present. It was emphasized to prepare the guide line as per requirement of the people, and to alternate arrangement if any project not applicable. After the meeting the Chief Secretary said, the first phase of INR 4.77 billion will be completed by the month of June. It is to be mentioned here that the Government has sanctioned INR 250 million each to 15 District Collectors in the year 2010-11 and has been instructed to utilize by June.

The retired Army personnel and officers, including those from the Sappers regiment who specialise in this job, will soon be deputed with each of the 62 battalions of the Security Force (SF) deployed for countering LWE in various States. Each of the 62 battalions of the CRPF, including two of the specialised Commando Battalion for Resolute Action (CoBRA), will have 35 of these officers each, a senior CRPF officer said. As many as 434 retired junior commissioned officers (JCOs) and 1,736 non-commissioned officers will be inducted into the force soon and will in turn train the company commanders of the strike units to detect and defuse these hidden mines, the officer added. According to Home Ministry figures, a total of 10,268 casualties have been reported between 2005 and May 2010 due to LWE violence. Out of these, 2,372 deaths were reported in 2009 as against 1,769 in 2008 and 1,737 in 2007. A total of 1,999 civilians and SFs lost their lives in 2006 and 1,952 others in 2005. As many as 439 persons were killed between January and May this year, the data said.

A fresh set of American diplomatic cables released by the Wikileaks revealed that the Pakistani intelligence agency Inter-Services Intelligence (ISI) facilitated militants to cross the India-Pakistan border to carry out strikes on Indian targets chosen by the Pakistan Army, The Hindu reported on May 9. This information came out of interrogation reports of several detainees at the Guantanamo Bay facility held captive by the U.S authorities. The interrogation reports quoted a detainee as saying that the ISI “allowed” militants to travel to India where they conducted bombings, kidnappings and killing of Kashmiri people. The disclosures are part of 779 interrogation reports from the facility of detainees from all over the world and show how a number of them were linked to the anti-Indian outfit Lashkar-e-Toiba (LeT) and had received terror training in Pakistan. The reports quote detainees from countries such as Saudi Arabia, Algeria and Pakistan as telling interrogators about their recruitment and subsequent travelling to Pakistan for terror training before their actual deployment for launching attacks against India and Afghanistan.

Furthermore, say the paper, at least three of the hardcore inmates at the prison had stayed at the organisation’s facilities in Delhi and around. The records revealed by Wikileaks contain interrogation reports and analysis of 779 inmates of the Cuba bay prison. The US records identify the New Delhi-headquartered Jamaat Tabligh (JT) (as the name appears in its records) as a “proselytising organisation that willingly supports terrorists”. Also according to reports al Qaeda used the JT to facilitate and fund the international travels of its members. Most recently the JT has been linked to the July 11 2006, terrorist attacks in Mumbai’s local trains, in which at least 207 people were killed and over 800 injured.” Several of the inmates are recorded as having used JT’s facilities in India and abroad for shelter and travel documents.

This news came via a leaked cable revealed by the whistle-blower website Wikileaks. Four Indian nationals, including two senior officials at the Indian Embassy, were among the 58 people killed in the suicide bombing. India accused the ISI of being behind the attack. Among other revelations made by Wikileaks, it was reported that United States officials were worried about the possibility that the top three Lashkar-e-Toiba (LeT) militants arrested by Pakistan in connection with the Mumbai terror attacks( November 26, 2008, also known as 26/11) could be acquitted and let free by the court for want of evidence. They had complained that New Delhi was at fault in this, as despite repeated interventions by the U.S. government at “several levels,” it had not shared “certified evidence” with Pakistan. Further, it was reported that the United States had “credible reports” that the LeT was planning another attack in India and asked Pakistan to disrupt those plans. A new front of the banned outfit Students Islamic Movement of India (SIMI) was uncovered by the Police in Karnataka on June 22 following the arrest of six youths from Mysore after a two-week long investigation into the kidnapping for ransom and murder of two young business management students. According to the reports, two youths, Sudhindra and his friend Vignesh were kidnapped on June 8 outside the Mahajana College in Mysore and their bodies, with strangulation marks and stab injuries were recovered on June 11 in a rural part of Bangalore. Investigations led to the arrest of Athaullah, Adil Pasha, Syed Ameen,Shabbir-ur-Rehman, Mohammed Kouser, and Saffeer Ahmed who confessed before the Police that they had carried out the kidnapping to raise funds for a controversial outfit called the Karnataka Forum for Dignity (KFD), which intelligence agencies identify to be a new front of the banned Students Islamic Movement of India (SIMI). KFD is accused of being at the centre of a series of communal riots in Mysore in 2009. It is a Muslim youth organization with links to the National Democratic Front in north Kerala and the Manitha Neethi Pasarai (MNP) in Tamil Nadu. According to a senior Police officer, the organisation (KFD), having 5000 cadres in Mysore, is widely respected for its social work but there are also many members with a criminal background.

Hopefully, all these 108 militants will return home next month,” an unnamed Home Ministry official said. Sources said the identity of the rehabilitated militants would be kept a secret. Over 3,000 Kashmiri youths went to PoK to receive arms training. Their return is being made possible under the Government’s Rehabilitation Policy announced in 2010. According to sources, assessments of insurgency situation in Kashmir until May 31 showed there was an almost 50 percent drop in most parameters used to measure militancy. In the first four months, no terrorist managed to enter the Valley from Pakistan, while in May, a group of 17 entered. In 2011, there were 42 infiltration attempts in the first five months, while in 2010 it was about 100. The Security Forces killed 30 terrorists in the first five months, against almost 100 killed in 2010 in the same period. A similar drop in the number of violent incidents in the first five months was noticeable — in 2011 it was 84, against 200 in 2010 for the same period. The number of civilians killed remained around the same, with 21 people killed in militancy violence in the first five months.

In a detailed assessment, the Army Chief and the seven Army Commanders has decided to deploy at least 60-65,000 troops to provide an effective counter to the Naxal [Left Wing Extremism] threat, reports Indian Express on July 19. The Army top brass gave their stamp of approval in June to a massive troop relocation plan in case they are ordered into combat. Giving the go-ahead for preparations at a meeting in the Lucknow-based Central Army Command, the Army top brass agreed that at least six Army divisions will be needed to cover Naxal-affected areas in parts of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and West Bengal. The decision was carried out on the Ministry of Home Affairs proposal suggesting on relocation of some Rashtriya Rifle units from Jammu & Kashmir to the Naxal-affected areas. According to the dossier majority of these individuals were from Assam and West Bengal, which, in addition to Bihar are the new hubs for recruitment of terrorists. The Maoists, taking advantage of the joint operations coming to a virtual standstill and six teams of Commando Battalion for Resolute Action (CoBRA) moving to Jharkhand, have begun holding meetings. Maoist-backed People’s Committee against Police Atrocities (PCPA) chief Asit Mahato and secretary Manoj Mahato held a meeting at Bakisol area in Jhargram while Suchitra Mahato the wife of Maoist leader Sasadhar Mahato, who was killed in a Police encounter, held another on June 5, according to the reports. Maoist spokesperson Akash alias Mansaram Hembram and another leader Bikas organised a series of meetings in Lakhanpur, Bagjhora and Madhupur all in Jhargram subdivision on June 15, it said. "A week ago, the Maoists held a condolence meeting at the Kantapahari school grounds for Sidhu Soren, a squad member killed in a police encounter, where all major Maoist leaders of the state were present," they said. The Trinamool Congress (TMC) party is reportedly raising armed squads in interior parts of Jungle Mahal (West Midnapore, Bankura and Purulia Districts of West Bengal) to counter attacks and extortion demands of the Communist Party of India-Maoist (CPI-Maoist). Repeated incidents of Maoists threatening local TMC Members of Legislative Assemble (MLAs), including Churamoni Mahato and Srikanta Mahato, as well as attacks on state Western Region Development Minister Sukumar Hansda, have forced the TMC leaders to raise the squads. The armed squad raised by TMC leaders of Jamboni and Belpahari area in West Midnapore is locally known as ‘Vairav Vahini’. Reportedly, the TMC has roped in People’s Committee against Police Atrocities (PCPA) cadres as well as Sidhu Kanho Gana Militia cadres who joined the TMC before the elections. The cadres are trained in handling arms and they have started training local villagers. Armed forces are being raised at Chandri and Baghjhapa in Jhargram, and Balidiha in Jamboni. "Not content with misusing its consulates in Afghanistan against Pakistan, India is bankrolling Baloch nationalists abroad, keeping alive a movement which needs government action to stop it from spreading," The Nation said in an editorial. It added that Baloch nationalists had shifted to London, operating there out of a flat where a prominent Baloch leader lived in self-imposed exile. "This group is not only bringing out anti-Pakistan literature in the troubled province but is also in contact with US and Indian diplomats. Members of the group travel to the US, India and Oman using a travel agent of Indian-origin, who is paid by the Indian high commission, according to a report appearing on Sunday in the Nawa-i-Waqt," it added. The daily said that India and the US "are alert to any way they can destabilize Pakistan, but they are only exploiting opportunities that we have created by our mistakes". LeT, designated as a Foreign Terrorist Organisation in 2001, is one of the largest and most proficient of the traditionally Kashmir-focused militant groups. "It has the ability to severely disrupt already delicate regional relation," said the State Department in its annual report on terrorism. The actual size of LeT is unknown, but it has several thousand members in Pakistan occupied Kashmir (PoK), Pakistan's Punjab and in southern Jammu, Kashmir, and Doda regions. "Most LeT members are Pakistanis or Afghans and/or veterans of the Afghan wars. The group uses assault rifles, light and heavy machine guns, mortars, explosives, and rocket-propelled grenades," the State Department said. LeT maintains a number of facilities, including training camps, schools, and medical clinics in Pakistan. It has global connections and a strong operational network throughout South Asia, the State Department said. Based in Muzaffarabad, Rawalpindi, and several other cities in Pakistan, HuM conducts insurgent and terrorist operations primarily in Kashmir and Afghanistan. It trains its militants in Afghanistan and Pakistan. Designated as a Foreign Terrorist Organisation in 1997, HuM has conducted a number of operations against Indian troops and civilian targets in Kashmir. HuM has several hundred armed supporters located in PoK, and southern parts of Kashmir, Doda regions, and in the Valley. "Supporters are mostly Pakistanis and Kashmiris, but also include Afghans and Arab veterans of the Afghan war," the report said, adding that it uses light and heavy machine guns, assault rifles, mortars, explosives, and rockets. "During 2011 up to July, 19 ceasefire violations have been reported along the LoC," a home ministry official said. In 2010, 44 cases of ceasefire violations along the LoC were reported while the number of such cases in 2009 was 28 and 77 in 2008. Apart from the ceasefire violation, there have been 52 attempts of infiltration by militants till June along the border in Jammu and Kashmir. Infiltration attempts from across the border in the state have shown a marginal increase during 2009 and 2010 in comparison to 2008. In 2010, 489 militants have attempted to infiltrate into Jammu and Kashmir while 485 militants tried to enter the state in 2009 and 342 militants in 2008. 112 militants were killed by security forces while trying to enter India in 2010 while the number was 101 in 2009. The vessel was brought to Porbandar in Gujarat on August 15 and those arrested - five Yemenis, two Tanzanians, one Kenyan and one Somali national - were handed over to Porbandar Police for interrogation. Gujarat customs officials had seized a large quantity of food items from the vessel and also found that rice packets and juice pouches bore names of Pakistani companies with addresses written in Urdu. Gujarat customs officials also recovered two AK-47s, a pistol and a cache of foreign currency including USD 86,000 and 1,500 Saudi Riyals. "On several occasions we seized weapons and magazines from pirates or hijacked ships in Indian waters. These weapons bore the stamp of Pakistani ordnance factories. In this case, the guns have no label but the food items are packed and manufactured in Pakistan, a senior customs official was quoted saying.

Interrogation of the arrested persons and investigations by the intelligence agencies have revealed that Firdous Ahmed Dar, arrested on August 20, was not the only conduit but nearly half a dozen persons had received hawala money and weapons through the cross-LoC route which had been supplied by Pakistani agencies. Sources said the cash received by the conduits had been distributed among the militant ‘commanders’ and the separatists according to directions received by them from across the LoC. The ‘commanders’ of Hizb-ul-Mujahideen (HM) and separatists affiliated to All Party Hurriyat Conference-Geelani (APHC-G) were major beneficiaries of the cash sent by Pakistan through the cross-LoC route. Firdous Ahmed Dar along had admitted having received INR 15 million through cross-LoC route of Uri-Muzaffarabad. Of this amount, he had distributed INR 300000 to Aiyaz Akbar, the spokesman of APHC-G and a trusted lieutenant of its chairman Syed Ali Shah Geelani, in three equal installments of INR 100000 each.

SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.

Security agencies have arrested 98 persons and seized INR 12.3 million since 2009 as part of efforts to check pumping of hawala money into Jammu and Kashmir for funding secessionism and militancy, the State Government on September 27 informed the Legislative Assembly, according to Hindustan Times. Of the arrested persons, 48 were found misusing trade across the Line of Control (LoC) and INR 73, 34,410 along with en-cashed cheque worth INR 100,000 one lakh recovered from them. The highest number of 66 arrests were made in 2009 and INR 7.7 million was recovered that year. Only 15 persons were arrested and nearly INR 1 million was seized from them in 2010. As many as 17 persons were arrested till July 2011 and INR 36, 17,000 were recovered from them, the Government said. The money was meant for Hurriyat Conference, Jammu and Kashmir Liberation Front, Islamic Students Front, Mass Movement, Peoples Conference, Mahaz-e-Azadi and Democratic Freedom Party, besides militant outfits – Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), Al-Badr, Harkat-ul-Mujahideen (HuM, Al-Umer, Jamiat-ul-Mujahideen, Al-Burq and Islamic Front.

While avoiding the "pre-1952 status" phraseology, the report speaks about ensuring "meaningful autonomy" for the state, while preserving its distinct regional and ethnic diversities, it is learnt. The interlocutors are learnt to have also recommended the withdrawal of the Armed Forces Special Powers Act (AFSPA) and the Disturbed Areas Act (DAA) from the State. The report, sources said, has recommended developmental councils for all the three regions - Kashmir, Jammu and Ladakh - and devolution of powers to the sub-regions. It also recommends a massive economic package to tackle the huge unemployment in the state and major infrastructure development to provide connectivity and boost tourism, officials in the know said.

The delegation which includes at least 13 senior ministers comprises Minister Border Affairs, Foreign Minister, and Chief of General Staff of Army. A number of agreements are likely to be signed when the two sides formally meet on October 14 (today). Top on the agenda are discussion on cooperation on fighting the militant groups, cross-border infrastructure projects, improvement of border connectivity between Myanmar and North-Eastern States, development of border trade and bilateral trade ties. Sources said India is, however, likely to press for sustained operations against the militant outfits operating out of the border areas of the country. Several of the militant outfits including National Socialist Council of Nagaland-Khaplang (NSCN-K), United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), besides People’s Liberation Army (PLA), United National Liberation Front (UNLF), and People’s Revolutionary Party of Kangleipak (PREPAK), among others, maintain and operate bases in that country. The training is being conducted at army training facilities located under the Lucknow-based Central Command and over 60,000 police personnel have been trained since 2006 for counter-naxal operations, Army sources said here. The courses are conducted on need basis to train the CPMF troops and state police personnel operating in Maoist-hit areas, they said. The training imparted by army includes lessons on identification of explosive devices buried in ground and defusing them safely.

A total of 634 personnel from State Police and Paramilitary Forces like the Border Security Force (BSF), the CRPF and the National Security Guard (NSG) were killed during a period from September 1, 2010 - August 31 this year, according to official figures. The CRPF topped the list of causalities with 113 followed by Uttar Pradesh (112) and the BSF (72). The West Bengal Police lost 24 Policemen during the past one year while Maoist-affected States of Jharkhand and Chhattisgarh had 36 and 47 casualties respectively. The figures for other States: Delhi (15), Manipur (14), Maharashtra, Jammu and Kashmir, Bihar and Tamil Nadu (13 each), Madhya Pradesh and Uttarakhand (12 each), Odisha (11), Assam and Karnataka (9 each), Andhra Pradesh (6), Gujarat, Kerala, Meghalaya and Rajasthan (5 each) and Arunachal (4). Nagaland had three casualties, Tripura two while Sikkim had one. Among the other forces, the Railway Protection Force (RPF) lost 27 personnel during the period followed by Indo-Tibetan Border Police (ITBP) (18), the Central Industrial Security Force (CISF) (10), the NSG (3) and the Sashastra Seema Bal (2). During September 1, 2009 - August 31, 2010, 797 Police and Paramilitary personnel lost their lives during operations or attack on them with the CRPF topping the list 191 such cases. According to official sources, the highest number of 30 ceasefire violations has been reported from the LoC in Rajouri and Poonch Districts alone during 10 months of 2011, the number being only 18 during the corresponding period of 2010.The rise in ceasefire violations by the Pakistan Army has been attributed to increased number of militants, who have been camping across the LoC, awaiting an opportunity to sneak into this side. The number of infiltration attempts made from different parts of the LoC in the two Districts have also gone up to 42 but number of successful intrusion bids had considerably come down or reduced virtually to zero, sources said, adding this has been possible due to sustained pressure maintained by the troops all along the LoC, which exists only in Rajouri and Poonch Districts or some areas surrounding to Sunderbani, in Pallanwalla sector of Jammu region. Sources said in three to four infiltration attempts, the militants had come very close to the LoC. Despite that, they were pushed back, they added.

The Security Forces (SF’s), according to an intelligence report, have not been able to achieve “enough attrition” in the Maoist ranks even as the ultras are looking at the Northeast insurgent groups to get support in terms of arms supplies. As many as 95 Districts have registered incidents of Maoist violence of which 80 per cent incidents are from 24 Districts in six States. Jharkhand remained the worst affected State followed by Chhattisgarh, Bihar and Odisha. However, a significant fall was observed in Naxal violence in West Bengal but new areas in Odisha, Chhattisgarh and Assam showed incipient ultra-Left extremism.

Bruguiere met officials of the Bush administration in 2007 to inform them about the LeT's threat and Pakistan's double game, but US officials were not convinced by his argument, reported PBS's Frontline and ProPublica in a report released on November 21. Bruguiere argument was based on his investigation of French LeT terrorist Willie Brigitte, who after being caught, had confessed to involvement in a foiled bomb plot in Australia. During his investigation, the judge found that Brigitte's LeT handler was Sajid Mir, one of the key architect of the Mumbai terrorist attack. "When Bruguiere questioned Brigitte, the links between Lashkar-e-Taiba, Sajid Mir and Pakistan's intelligence service ISI began to unravel," the report said.

In 2008, every third District, 223, on an average was under the shadow of the Maoists. Union Home Minister P Chidambaram had put this figure in public domain in August 2009, making it clear that the Maoist challenge was tough and very real. The statistics put out by Minister of State for Home, Jitendra Singh in the Lok Sabha indicated the change in trend. The Maoists have been on an expansion spree since 2003-04. Except 110-odd Districts from where violence is reported, most of the others are in the early stages of what the Maoists call "revolutionary mobilisation". This is when the cadres try to create a basic network. A ministry official said a public outreach campaign by the Government — focusing on Maoist atrocities on innocent villagers — helped show their "real face". So did the swift action by the Police in States such as Haryana when Maoists tried to use industrial unrest to build their support-base.

A new investigative report published by Pro Publica, a Washington-based investigative journalism website claimed that David Coleman Headley, the Pakistani-American operative of the Lashkar-e-Toiba (LeT) and one of the chief accused in the Mumbai terror attack case (November 26, 2008 aka 26/11) was in fact a double agent simultaneously under the employment of the US and the Pakistani spy agency, Inter Services Intelligence (ISI), The Times of India reported. The new documentary brought out by the website said that in the decade preceding his arrest in 2009, Headley served as an informer for the US Drug Enforcement Agency, even serving as an undercover agent for them in Pakistan though it was not clear whether worked for any other US intelligence agency. According to the report, Indian officials believed that the repeated warnings by the US to India of a terrorist strike in Mumbai could have come from Headley. According to a press release of the Ministry of Home Affairs (MHA), the incidents of Communist party of India-Maoist (CPI-Maoist) violence have declined in all Left Wing Extremism (LWE) affected States in 2011 till Nov 14, except in Bihar and Maharashtra, as compared to corresponding period of 2010, Union Minister of State for Home Affairs, Jitendra Singh told the Rajya Sabha on November 23. As against 1925 Maoist incidents in 2010, there were 1468 in 2011 till November 14 and as against 207 deaths from blasts triggered by the Maoists in 2010, the toll is 49 in 2011 till the same period, Singh said in a written reply to a question. The Minister said that the Maoists have formed a number of front organizations which espouse various causes including alleged human-right violations. Such organisations are very active in urban and semi-urban areas of many States. No inputs are available to suggest direct links between CPI (Maoist) and Muslim fundamentalist elements, he said.

"It is a fact that the CPI (Maoist) have formed a number of front organisations who espouse various causes including alleged human right violations. Such organisations are very active in urban and semi-urban areas of many states," Jitendra Singh said in a written reply in Rajya Sabha. Singh also said that a total of 512 people have been killed in incidents of Maoist violence till November 14 this year. "As per National Crime Record Bureau data, 91 civilians got killed and 494 civilian got injured in police firing during 2010 in Jammu and Kashmir," Minister of State for Home Jitendra Singh informed Rajya Sabha in a written reply. He, however, dismissed the suggestion that the number of Police personnel, who become victims of violence at the hands of rioters, is highest in Kashmir in comparison to other States. PTI quoted Army officials as saying that Rashtriya Rifles (RR), the largest counter insurgency force in the country, has eliminated 65 militants and arrested 35 of them in anti-terrorist operations in Jammu and Kashmir by November 2011. We also registered six cases of surrenders by hard-core militants in the state, army officials said. A large amount of weapons have also been recovered by the RR troops during operations which include 152 rifles, 85 Light Machine Guns, over 200 kilograms of explosives, around 10 rocket- propelled grenade launchers and 32,000 rounds of ammunition in different parts of the State.

Police on November 27 said that Jammu and Kashmir has witnessed a six-time fall in demonstrations called by separatists in 2011 as compared to the 2010, according to Zee News. "There were 35 separatist-sponsored strikes in 2009 and the number increased to 131 in 2010. However, only 21 protests took place till November 15 this year, indicating a six-time decrease," an unnamed senior Police officer said. According to State Home department data, a total of 2,096 separatist-sponsored processions and demonstrations took place in Kashmir Valley in the past two decades. 1,692 such protests were recorded so far from January 1990. The State witnessed highest 416 demonstrations in 1992, while 207 strikes took place in 1991, the report said. Noting that terrorism and insurgency threaten the very foundation of democracy in Jammu and Kashmir, Minister of State for Home Nasir Aslam Wani on November 28 emphasised on better intelligence network and proper vigilance to meet this challenge, according to IBN Live. "There should be better intelligence network in Jammu and Kashmir as there is a need to be extremely vigilant in meeting the challenge of terrorism and insurgency," he said, adding there was a need to revise the strategy for the counter-terrorism operations.

Government on November 29 informed the Lok Sabha (Lower House of Parliament) that 45 cease-fire violations were reported in 2011 along the India-Pakistan border in Jammu and Kashmir, reports Asian Age. 117 ceasefire violations were reported between 2009-11 along the Line of Control (LoC), of which 28 were in 2009, 44 in 2010 and 45 between January and November 2011, Minister of State for Home Mullappally Ramachandran said in a written reply. Nine security force personnel were killed and around 52 injured in various firing incidents reported in 2008-11 along the international border. Besides, two civilian porters were killed in cross LoC firing, he added. "All incidents of ceasefire violations are investigated and protests are lodged with Pakistan military authorities at appropriate level through the established mechanism of hotlines, flag meetings and meetings between the Directors General of Military Operations (DGMO) of the two countries," he told. The issue of cease-fire violations was taken up with the Pakistan side during the Foreign Secretary-level talks between India and Pakistan held in Islamabad in June, he added.

In an estimate made by the Union Government, Maharashtra reported nearly 85% of the total seizure of Fake Indian Currency Notes (FICNs) in the India during the year 2011, according to The Times of India. Government on November 29 informed the Lok Sabha (lower House of the Indian Parliament) that the Reserve Bank of India (RBI) and State Police had recovered fake Indian currency notes (FICN) worth over INR 810 million in Maharashtra out of total INR 960 million till October, 2011.West Bengal, Andhra Pradesh, Uttar Pradesh, Tamil Nadu and Gujarat are the others states, where FICN were seized in substantial number. The face value of such counterfeit notes in these states is, however, quite low as compared to Maharashtra. In terms of FICN-related cases too, Maharashtra is at the top, having registered 212 FIRs for probe as compared to 114 in Uttar Pradesh, Gujarat (113), Andhra Pradesh (98) and West Bengal (72). Intelligence agencies suspect that FICNs are being pumped into India by Pakistani spy agency Inter Services Intelligence (ISI) using network of crime syndicates headed by Dawood Ibrahim.

There is around 50 per cent decrease in the grenade attacks, explosions and rocket attacks in 2011 up to November 15 as compared to the corresponding figure in 2010, an unnamed senior Police official said, according to IBN Live. According to data compiled by the State Home Ministry, as compared to 77 grenade blasts, explosions and rocket attacks in 2010, there were only 39 such incidents in 2011 up to November 15, he said. While incidents involving hurling of grenades have fell from 31 in 2010 to 21 in 2011, improvised explosive device (IED) explosions have shown a dip from 25 to 15 and rocket attacks fell down to three from 21. In 2009, there were 56 grenade incidents and 25 IED explosions besides 29 rocket attacks, shows the data, he said. There were 11,961 grenade attacks and explosions in the past 20-year period, 6,242 hurling of grenade incidents and 5,719 IED explosions reported since January 1990, the official said. Highest number of 821 grenade attacks were reported in the year 1994 and the highest number of 1,280 explosions took place in 1990, according to the data. Director General of Police (DGP) Kuldeep Khoda said that the Jammu and Kashmir Police will take all measures to ensure lasting peace in the State. "Police will take all measures to maintain lasting peace in the state. People's cooperation has encouraged our will to curb militancy and bring the state back on the rails of development," he said. "With the active cooperation of the people, the force has succeeded in eradicating the menace of militancy and restoring peace in the state," Khoda added.

Union Home Minister Home Minister P Chidambaram said the efforts of Jammu and Kashmir Chief Minister Omar Abdullah are to denotify the Disturbed Areas Act (DAA) from some places in the State, a move which will pave way for removal of Armed Forces Special Powers Act (AFSPA), according to IBN Live. Chidambaram also made it clear that the decision to denotify areas from DAA would be taken by the State Governor on the advice of the State Government. "At the moment, what the Jammu and Kashmir Chief Minister wishes to be done is to denotify areas which had been originally notified as Disturbed Areas. That is his effort now. That, as I said earlier, is in accordance to the Cabinet Committee on Security decision which requested him to review the matter in the Unified HQs," he said. To a separate question about the report submitted by the three interlocutors -- Dileep Padgaonkar, Radha Kumar and M M Ansari -- on Kashmir, the Home Minister said the report was a "practical roadmap" and suggests a way forward to find a solution to the political issues that have been in Jammu and Kashmir for many, many years. "We are considering the report. I have already briefed the members of CCS once. They have asked for a fuller briefing. We are trying to schedule another meeting of CCS. Once the full briefing is done to CCS, CCS will decide to make the report public. The report will be made public," the Home Minister added.

According to a State Home Ministry, dip in militancy-related incidents has resulted in 55 per cent decrease in casualties in Jammu and Kashmir in 2011, Indian Express reported on December 2. As many as 158 people, including 99 terrorists, killed this year up to November 15, there were 323 people killed in Jammu and Kashmir last year during the same period, showing a dip in killings by over 55 per cent, as per the statistics. Giving further details, it said as against 40 civilian killed up to November 15 last year, as many as 28 civilian died this year during the same period. Similarly, against 66 SF personnel killed in 2010, only 31 died this year and 99 militants were killed this year against 217 last year. "There has been a decrease in the killing of the civilians and security personnel in the militancy-related incidents in Jammu and Kashmir this year as compared to last year," an unnamed senior Police officer said. There has been nearly 50 per cent fall in militancy-related incidents this year in the State with no such activities taking place in three Districts and 13 others registering just single digit terrorism cases. "There was a fall in militancy-related incidents from 336 in 2010 to 179 this year up to November 15. It shows nearly 50 per cent dip," the official added. Of the 179 cases, Jammu region witnessed 27 incidents and Kashmir region witnessed 152. As per official statistics, 13 Districts have witnessed less than 10 militancy cases this year, while no such incident occurred in Reasi, Samba and Kathua Districts in Jammu region. In Kashmir valley, Budgam witnessed three terrorism cases followed by four in Kulgam, five in Anantnag and eight each in Shopian, Ganderbal and Bandipora. In Jammu region, Kishtwar witnessed eight such cases, Ramban (5), Doda (6), Poonch (4), Rajouri (2) and one each in Jammu and Udhampur districts. Attacks directed against SFs too saw a dip from 69 cases in 2010 to 36 up to November this year. Use of non-lethal weapons while dealing with demonstrators and stone-pelters in Kashmir Valley has reduced casualties to civilians and Security Force (SF), an unnamed Police official said, according to IBN Live. "Use of non-lethal equipments and body protectors by Police have resulted in zero death of civilian or security personnel and injuries to only 58 persons in law and order disturbances this year," an unnamed Police official said. The injured persons include 13 civilians and 45 Policemen, he said. Security personnel this year used grenades, modified plastic body tear smoke shell, dye-maker grenade (which dyes protesters), water cannons to deal with demonstrators and stone-pelters in down-town and Srinagar city, the official said. The State Police had approached the State Government and Ministry of Home Affairs, seeking non-lethal weapons and appropriate gear to avoid damage to life and property after the 2010 unrest, he said. In 2010, 112 civilians and Policemen died and 1,049 civilian and 4,000 SF personnel were injured in law and order disturbances in the Valley, he said, adding that of these 825 SFs suffered critical injuries due to stone pelting.

In another report on violence faced by educational institutions globally, UNESCO has cited various examples of Naxal violence including destruction of 11 schools in Jharkhand and nine schools in Bihar between January and July 2009. The MHA, in its report, said the highest number of schools hit by Naxal violence was in Chhattisgarh, followed by Jharkhand. While the figure in Chhattisgarh was 131, it was 63 in Jharkhand. 46 schools were destroyed by the Maoists in Bihar between 2006 and November, 2011. In 2009, a total of 71 schools were attacked by the Naxals in six Maoist-hit States -- Chhattisgarh, Jharkhand, Bihar, Odisha, Maharashtra and Andhra Pradesh. Altogether 59 schools were destroyed by the Naxals in 2006, 43 in 2007, 25 in 2008, 39 in 2010 and 21 in 2011 (till November), it said. In its worldwide report - Education under Attack, 2010, UNESCO said that in the whole of 2009, at least 50 schools were attacked in Jharkhand and Bihar as part of Naxals violence. Maoists also torched the house of a para-teacher in Chowka, Jharkhand, and beat him up, it said. In April 2009, a boy in Mandar, Jharkhand, was reported to have been tortured for refusing to join the Naxalites' children's brigade. In Bihar, four schools were blown up, the UNESCO said.

Over 500 people including 124 Security Force (SF) personnel were killed in 1,476 attacks carried out by Naxals [Left-Wing Extremists] in various States affected by Left Wing Extremism till November this year, reports Outlook India. According to latest Ministry of Home Affairs (MHA) data, out of the total of 513 deaths, the highest of 182 were in Chhattisgarh, followed by 137 in Jharkhand, 50 in Maharashtra, 49 each in Bihar and Odisha, and 40 in West Bengal among others. It said that Naxals carried out 1,476 attacks targeting various government and private installations, killing 389 civilians and 124 SF personnel. Law enforcement agencies have arrested 1,728 Naxals, recovered 546 arms and 344 Maoists surrendered during the eleven months. There were 219 incidents in which Left wing extremists targeted industries, railways, telephone exchange towers, power plants, mines, panchayat bhawans (buildings of village level local self-government institutions) and school building among others. Of these, basic transport infrastructure like roads in Naxal areas bore the brunt with 119 strikes, followed by 31 attacks on telephone towers, 23 on railways properties, 21 school buildings and 12 on economic installations including uranium mines and pipe lines.

The Sangai Express reports that insurgent groups in the Northeast are procuring arms in China and some other South East Asian countries before smuggling them into India through Myanmar and Bangladesh, Government said on December 7. “There are reports that insurgent outfits operating in the Northeastern States of India have been procuring arms through arms smugglers based in Yunnan province of China, Myanmar and South East Asian countries,” Minister of State for Home Mullappally Ramachandran said in Rajya Sabha (upper house of the Parliament of India). Weapons in small consignments are then transported either via Myanmar or Bangladesh to India, he said. The Minister said India has raised its concern with China, Myanmar and Bangladesh from time to time through diplomatic channels on the issue of reported smuggling of arms through their territories. To check smuggling across the Indo-Myanmar border, a Memorandum of Understanding was signed between India and Myanmar in January 1994 for maintenance of peace and tranquillity in border areas. “Central government has stepped up vigilance and surveillance along the border. The security forces along the border have been suitably sensitised regarding arms smuggling by insurgents and regular patrolling along the border areas is being carried out,” he said.

The use of non-lethal equipments and body protectors by Police in 2011 has resulted in zero death of civilians and security personnel. It has also resulted in less number of injuries during law and order disturbances in the State, Director General of Police (DGP) Kuldeep Khoda said. "The new equipments include Blast Dispersal Cartridges (BDC), Vehicle mounted tear-smoke devices and Stun-lac grenades," he said, adding, "The supply is underway in addition to the other equipments which are already being used by the police in the past." The items ordered also include body protectors, polycarbonate shields, polycarbonate lathis, helmets and visors, bullet proof bunkers, pump action guns, water canons, anti-riot rifles, rubber pellets and plastic pellets. In addition to this, the State Police has also set up exclusive five law and order battalions to deal with protestors in Jammu and Kashmir. The training imparted to the troopers and officers in using non-lethal equipments would help them in controlling the situations without causing any damage to the human lives.

Hindustan Times adds that the NIA has unearthed a hawala operation of front organisations of Pakistan-based terror outfits Lashkar-e-Toiba (LeT) and HM for providing money to families of terror operatives killed all over India. The NIA has detected in the last few years a well-oiled hawala operation to tune of around INR one Billion. According to sources in the NIA, a part of the money received by HM operatives goes to certain separatist leaders in Kashmir and another chunk is devoted to fuel militancy. The NIA has registered two FIRs based on the information gathered by it. “The funds received from Pakistan are transferred to Jammu & Kashmir, Delhi and other places in India through the hawala channel by a front organisation of HM which goes by the name of Jammu & Kashmir Affectees Relief Trust (JKART),” states one of the FIRs. The JKART, according to the FIR, has its head office in Rawalpindi and branch offices in Islamabad and Muzzafarabad in PoK. The sources in the NIA said that Delhi had emerged as a major hub for this operation. Once money reaches the national capital, it is disbursed through conduits based in Jama Masjid, Lajpat Nagar and Bhogal areas. The NIA suspects the use of normal banking channels to disburse the money once it reaches Delhi. “The HM is getting significant funding from Pakistan based Hizb-e-Islami which led by Masood Sarfaraz. In case of LeT, the money is coming from the Gulf too,” said an NIA source.

Association of Parents of Disappeared Persons (APDP), a valley-based human rights group, has admitted that militants were responsible for more enforced disappearances than the Security Forces (SFs), reports IBN Live. It said of the 132 cases it has documented, militant groups were responsible for 24 cases of enforced disappearances compared to 22 by the SFs, including Police. "According to documented findings, out of 132 disappearance cases, 21 have been perpetrated by forces of the Indian army, 24 by different militant groups and one by the personnel of Jammu and Kashmir police," spokesman of APDP Yasin ul Hassan Malik said. In 43 other cases, the perpetrators were unidentified gunmen and in the remaining 43 cases, the victims disappeared in unknown circumstances. The APDP on December 10 submitted a list of 132 cases of enforced disappearances in remote Banihal area to the state human rights commission (SHRC). In the 24 cases of disappearances, as reported by the families of the victims, Hizb-ul-Mujahideen (HM) militant Nazir Ahmed Wani alias Papplu was blamed for 10 cases. Over the years, the separatists and human rights activists in Kashmir have been blaming security forces for the enforced disappearances, which APDP puts at 8,000, since militancy erupted in the State in 1990.

According to recent official reports there is shortage at over 100,000 personnel, with the Border Security Force (BSF), which is deployed on the sensitive Indo-Pak border, topping the list with 25,000 vacancies, as reported by Deccan Herald. In addition, the Indo-Tibetan Border Police (ITBP), which mans the disputed border with China, the Central Reserve Police Force (CRPF), which is engaged in anti-militancy operations, and the Central Industrial Security Force (CISF), in charge of the security of vital installations and industrial units, are all short of around 17,000 more personnel each. Other forces are also reeling under a shortage of personnel. Even the elite National Security Guards (NSG) is not fully staffed. The fact that most of the vacancies are at the lower levels makes the situation worse because the operational efficiency of the forces is critically dependent on the strength of the manpower at these levels. Even by the Union Home Ministry’s admission the existing vacancies will be filled only in the next two years. Defence services also suffer from an estimated shortage of about 15,000 officers.

Hindustan Times reports that even after the killing of top Communist Party of India-Maoist (CPI-Maoist) leader Mallojula Koteswara Rao alias Kishanji, the Maoists still have the men and firepower for retaliatory strikes in West Bengal, according to an intelligence report sent to the Union Home Ministry. The subsidiary intelligence bureau (SIB) — a central intelligence agency — report details the status of Maoist squads active in Jungle Mahal (West Midnapore, Bankura and Purulia Districts) and other districts after Kishanji’s death in an encounter on November 24. According to the report, nine Maoist squads with more than 100 members are active in West Midnapore and Purulia Districts and all members are being given firearms. The biggest among these is Purulia’s Ayodhya squad, with nearly 40 members. The report lists the Maoists as having 30 sophisticated firearms including five AK-47s and five INSAS (Indian Small Arms System) rifles, apart from a host of other weapons. “As per our information, Maoists at present are suffering from an ammunition crisis. But they do not have a shortage of firearms. Kishanji’s death is a major blow to the Maoists. They are taking time to absorb it. But at the same time, they are preparing themselves to strike back. We are keeping a watch on the situation,” said Banibrata Basu, additional director general of state intelligence branch. According to the report, Maoist squads in Belpahari, Jhargram East, Jhargram West, Jamboni, Binpur, Nayagram and Lalgarh are active in West Midnapore District. Among these, Belpahari is the biggest, with more than 20 members under the leadership of Madan Mahato.

A total of 1,766 people were killed and 15,685 others injured in these blasts, it mentioned. Of the total number of blasts, 5,722 were triggered using (Improvised Explosive Device) IEDs while the remaining 6,248 by hurling grenades, the data said. Further, it stated, the highest number of blasts took place in 1990 (1,522), followed by 1,005 explosions in 1993. While the maximum number of casualties were reported in 1995 (153 deaths, 1,021 injured), the year 2001 came a close second with 133 deaths and 1,443 injured, the report said. However, there has been a fall in grenade attacks during the past two years as only 39 and 65 blasts were reported in 2011 and 2010 respectively as compared to 79 and 170 blasts in the preceding two years.

It also gave details of how Headley during his post-26\11 visits to India in March, 2009, went for reconnaissance trips for synchronized terror strikes on Jewish houses located in five places - New Delhi, Mumbai and Pune in Maharashtra, Goa and Pushkar (Rajasthan) - at the behest of Ilyas Kashmiri. It has been further added by The Hindu, that according to the charge sheet, Headley was scouting only the Jewish targets on instructions from Kashmiri. India will share NIA's charge sheet, filed against American terrorist David Coleman Headley and eight others, including Hafiz Saeed and two serving Pakistani ISI officials, with Pakistan during home secretary-level talks between the two countries in Islamabad in January, 2012, reports The Times of India. According to a State Home Ministry data over 4,000 militants, including 276 self-styled commanders, have surrendered during the last 22 years in Jammu and Kashmir, reports IBN Live. "As many as 4,080 terrorists, including 276 self-styled commanders, have surrendered before Security Forces and Police during the past 22 years in JK," the data up to November 30 stated. While 19 militants surrendered in 2011 year till November, 20 militants surrendered in 2010, it said. 15 militants surrendered in 2009, while 38 in 2008, 122 in 2007, 190 in 2006, 64 in 2005, 137 in 2004, 119 in 2003, 159 in 2002, 85 in 2001 and 104 in 2000, the data said. The highest number of 655 terrorists had surrendered in 1996, followed by 612 in 1991, 601 in 1995, 444 in 1992, 270 in 1997, 187 in 1998, 109 in 1999, 98 in 1993 and 32 in 1994. The State Government has formulated a rehabilitation policy for the surrendered militants under which 2,876 of them have been provided INR 300000 as fixed deposit for three years and a monthly relief of INR 3,000. Reports indicate that 900 to 1,000 militants are ready to sneak in from Pakistan Occupied Kashmir (PoK), reports Daily Pioneer. This figure is double the number of militants who were poised to infiltrate in 2010. Sources said while 500 to 660 militants were poised to infiltrate in October 2010, the figure 2011 stood at 900 to 1000. In November 2010, the figure stood at 350-400 and in 2011 in the corresponding period it was 750-850. The 15 Corps chief, Lieutenant General Syed Ata Hasnain said, “There has not been any major effort (of infiltration) or contact (with militants) during the past two or two and a half months. But this doesn’t mean that no attempts would be made in future. There have been attempts in January and February also,” he said. He said the terrorists and their launch pads were intact across the Line of Control (LoC) and the infiltrators have shifted their focus from the traditional routes. “The infiltrators are focusing on Uri and Lipa sectors rather than the traditional Gurez, Macchil and Keran sectors,” he added.

Although the exact number of Peoples Liberation Army (PLA) men and engineers engaged in building infrastructure across the Line of Control (LoC) is not known, their number has increased in recent months, he added. "Our intelligence reports about the presence of PLA (men and engineers) have been authenticated now, and their number is on the rise," he stated. The Indian Army had the knowledge of the deepening Chinese presence in PoK, especially after the 2005 quake, when many construction works were given to Chinese companies. New York Times had published a report of the presence of 15,000 Chinese troops in PoK, including Gilgit and Baltistan.

Year 2011, witnessed a historic low in the level of violence in disturbed areas like Jammu and Kashmir, the North Eastern States and areas affected by the Naxal [Left Wing Extremism (LWE)] violence, said P Chidambaram, Union Home Minister, on December 31 at a press conference, reports The Hindu Buissnessline. In areas affected by Naxalism, 447 civilians and 142 security personnel were killed this year against 718 and 285, respectively, in 2010. In Jammu and Kashmir, 31 civilians and 33 security personnel lost their lives this year against 47 and 69, respectively, in 2010. Chidambaram said that the Integrated Action Plan, for the Naxal-infested areas was a major innovation of the Centre. The plan had an outlay of Rs 1,500 crore in 2010-11 and Rs 1,800 crore in 2011-12. However, he was also quick to point that in Naxal hit districts like Gadchiroli in Maharashtra, not enough development has been done by the State Government, “I had reviewed the Gadchiroli situation last month and I'm not happy with the development there,” he said.
