Terrorism-related violence decreased considerably during 2004 in the Jammu region, according to official statistics released by the office of Inspector General of Police (Jammu Zone), S P Vaid, on January 4. Killings of terrorists, civilians, security force personnel, Special Police Officers and Village Defence Committee members registered a sharp decline in 2004 as compared to 2003, the release said. The decline is being primarily attributed to the India-Pakistan peace process, including cease-fire on the border and the Confidence Building Measures, initiated by the two countries. As against a total of 721 terrorists killed in year 2003, only 375 terrorists were killed during 2004 in the six districts of Jammu region. The civilians killed in 2004 were 255 as against 319 in 2003. Ninety-seven security force personnel were killed in 2004 while 166 of them had lost their lives in the year 2003. According to the figures, 69 terrorists surrendered in 2004 as against 41 in 2003.

While the Achik National Volunteer Council (ANVC) alone killed 90 civilians and wounded 78 others, the Hynniewtrep National Liberation Council (HNLC) has killed 36 people besides injuring 24 persons. On the other hand, 69 police and central paramilitary force personnel have been killed and 72 others injured during the last eight years of insurgency in Meghalaya.

In the second phase of civic elections in the State, polling is to be held amid tight security arrangements in all the 68 wards of Srinagar Municipal Corporation on February 2. Deputy Commissioner and District Election Officer, Shailendra Kumar, said that in all 217 candidates (including 64 women) are in the fray. Twenty-three seats are reserved for women in Srinagar. About 4.43 Lakh voters are to exercise their franchise for polling being held for the civic body after 27 years. Elaborate security arrangements have also been made by the authorities for ensuring a free, fair and smooth conduct of polling in 71 wards of the Jammu Municipal Corporation on February 2. A total of 537 candidates, including 161 women, are reportedly in the fray.

Indian Express has reported that the 13 were wanted by the Chandigarh and Punjab Police in various terrorist activities that occurred in and around Chandigarh during the last 20 years. Quoting police sources, Deccan Herald has reported that the Communist Party of India-Maoist (CPI-Maoist) has restructured its ‘State committee’ in Karnataka. Noor Zulfikar alias Sridhar now heads the committee in place of Saket Rajan alias Prem, who was shot dead by the police in Chikmagalur district, on February 6. While Rajan led a six-member team, the new committee has seven members, sources added. According to sources, Zulfikar, an engineering dropout, is from Chitradurga district and is in his mid-thirties. The new team, which was reportedly restructured in February in Bangalore, includes a lady member, Asha, a Sikh lady who has studied in Shimoga for many years and was reportedly linked to the Mahila Jagruthi Vedike, a Naxalite frontal organisation. The other five members of the committee are Nanda Kumar alias Rangappa, Vishnu alias Devendrappa, Veeramani alias Murugan who regularly issues press statements under the nom de guerre Gangadhar, Kuppuswamy alias D Murthy and Ujani Gowda who is lodged in Bellary jail.

Times of India, quoting Girdhari Nayak, Inspector General of police in the Bastar range, has reported that left-wing extremists (also known as Naxalites) are increasingly recruiting children as foot-soldiers. According to Nayak, the police have spotted children in school uniforms with the Naxalites during encounters in Kapasi and Basaguda recently. The children were allegedly leading the attack, forcing the police to retreat as they did not want to harm the children. Nayak added that 50 per cent of the members of some of the Dalams (squads) of the extremists consisted of school children.

Sources said a police report in this regard has named Welfare Minister Ramesh Singh Munda and accused him of having paid Rupees 15 lakh to the Naxalites. The report also claimed that when Chief Minister Arjun Munda failed to pay up the balance after the election, the Naxalites raised the demand to Rupees 50 lakh. The report also stated that Munda had contacted Naxalites for their ‘‘help’’ during the polls and had struck a deal, offering them Rupees 25 lakh in exchange for support. According to the report, Rupees 15 lakh was to be paid to the Naxalites before the election and Rupees 10 lakh after the seat was won.

According to official sources, out of the 20 outfits, the strength of those concentrated in the valley districts are assessed at approximately 1500 cadres for the Revolutionary People’s Front (RPF) and its armed wing, the People’s Liberation Army (PLA), 2500 cadres for the United National Liberation Front (UNLF) and its armed wing, the Manipur People’s Army, 500 cadres for the People’s Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the Red Army, while Kanglei Yawol Kanna Lup (KYKL) is assessed as having a strength of 600 cadres. The Kangleipak Communist Party’s (KCP) strength is assessed at 100 cadres. Weapons possessed by the PLA are estimated at 1000, UNLF 2000, PREPAK 300, KYKL 300, while that of KCP is estimated at 30, the report stated. In the hills, the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) is said to have a strength of 6000, the National Socialist Council of Nagaland – Khaplang (NSCN-K) 600 cadres, the Zomi Revolutionary Army (ZRA) has 350, Kuki National Front – Presidential (KNF) has 150 and Kuki National Army (KNA) has 350. "There are no hurdles or hiccups in the return of the Kashmiri Pandits to the Valley. There are certain vested interests who are trying to sabotage the process, but they will not be allowed to succeed," State Revenue, Relief and Rehabilitation Minister Hakim Mohammad Yaseen said in Srinagar. He disclosed that residential colonies for the Kashmiri Pandits are coming up at Sheikhpora in the Budgam district, Tullmulla in Srinagar district and Mattan in the Anantnag district at a cost of about Rupees 40 crore. These colonies are expected to accommodate about 500 Kashmiri Pandit families willing to return to the Valley, he added. The minister also said more than 350 families could be lodged in the flats at Sheikhpora, 80 at Mattan and 72 in Kheer Bhawani, Tullmulla. According to Daily Excelsior, official figures suggest that 56,380 Kashmiri Pandit families are living in various parts of the country. Of this, 34,644 families are staying in Jammu and 19,338 in Delhi.

Duggal to his Pakistani counterpart Syed Kamal Shah on the opening day of the two-day Home Secretary-level talks in New Delhi, according to Daily Excelsior. Among other names in the Indian list are Khalistan Commando Force (KCF) chief Paramjit Singh Panjwar, Babbar Khalsa International (BKI) leader Wadhawa Singh and two men - Ishaq Atta Hussain and Sagir Sabir Ali Shaikh - who allegedly wanted to target the Union Home Minister Shivraj Patil. According to available information, 22 cadres had been brought to the AOB area from the Telangana region. Eighteen cadres reportedly have shifted from Srikakulam to the agency area and other parts of Andhra Pradesh. Further, the outfit has reportedly appointed Sriramulu Srinivas alias Sri Sri as secretary for the Visakhapatnam city committee, a post lying vacant for several years. In the agency area, Bhupati, a senior party activist from Guntur district, was made Galikonda area committee secretary and Praveen, another senior cadre, was made member of the committee. The intelligence wing of the Bihar Police has sounded an alert that the CPI-Maoist is circulating letters within the organization asking its armed squads to carry out similar strikes in other parts of India, Asian Age reported on December 23. Reports available with the Special Branch in Patna claim that the Maoists plans to target jails in seven States - Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, West Bengal and Maharashtra - in order to get its supporters released.
