According to State Police, around 190 incidents were reported in 2011, the lowest in last 22 years of militancy in the State. “As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during last 22 years of militancy,” Director General of Police (DGP) Kuldeep Khoda said. Terrorist violence in 2011 dropped to an all time low of around 190 incidents as compared to 368 cases in 2010, the DGP said. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to 2010. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 percent, as per the statistics compiled by the State Home Ministry. Against 41 civilians killed last year, as many as 28 died this year during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died this year. This year 99 militants were killed, while 217 were killed last year, the DGP said. As per the statistics, 13 Districts of Jammu and Kashmir have reported militancy incidents in a single digit, while three Districts have recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight each in Shopian, Ganderbal and Bandipora, thus a total of 36 incidents were reported in six Districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur Districts. No militancy incidents were witnessed in Reasi, border Districts of Samba and Kathua in Jammu region, he said. General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, on December 31 said there has been a decline in infiltration attempts into India as compared to the previous years, according to ANI. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said. IBN Live reports that the Ramban District is speedily moving towards "zero militancy" as only four militants of Hizb-ul-Mujahideen (HM) are currently active in the area. "There are only four militants of HM outfit operating in Ramban District," Superintendent of Police Anil Mangotra said. "These surviving militants are hiding somewhere in the upper reaches, and the police and army are trying hard to locate and eliminate them," he added. Five top militants including two top HM and Lashkar-e-Toiba (LeT) ‘commanders’ were killed in Ramban in 2011, giving a big jolt to militancy in the District, he said. Bordered by thick forested belts of Doda, Anantnag, Udhampur and Reasi Districts, Ramban has seen more than 400 militants of different outfits including HM, LeT, JeM, HuJI, HuM and HMPPR operating in the District till 2000, he said. Earlier, on December 30, the General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir, reports ANI. General Hasnain said that it was impossible to control the infiltration completely. "Even now I think that infiltration is taking place and I have been telling this all the times despite deployment of a soldier at every place, zero-infiltration would be impossible. Infiltration will take place till the people from the other side continue to set up related infrastructures for infiltration," said Hasnain.

In a major decision aimed at phased removal of paramilitary personnel from Jammu and Kashmir, the State Government has taken up the issue with the Union Home Ministry for raising of 50 more police battalions for deployment in militancy and other trouble prone areas of the State to maintain law and order after withdrawal of the troopers, according to Daily Excelsior. "In first phase, the Government has asked for sanction for raising five police battalions comprising 5000 police personnel. However, as a long term measure, the State has sought creation of a total of 50 police battalions to gradually replace paramilitary and security personnel with the police force’’, official sources told the Excelsior.

Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

The State Police’s recruitment drive in Communist Party of India-Maoist (CPI-Maoist)-affected Bankura, Purulia and West Midnapore Districts has received a strong response, reports The Indian Express. The Government has fast forwarded the process of recruitment of constables and home guards in the wake of the killing of Maoist politburo member Mallojula Koteswara Rao on November 24, 2011. According to official records, in 28 Police Stations across Bankura, West Midnapore and Purulia districts, 93,285 tribal men and women have submitted forms for the post of special Police Constable. The government in its notification issued in September announced that 5,000 youths will be recruited as special police constables while another 5,000 to be recruited as national volunteer force.

Mohammed Ahmed Sidibapa alias Yasin Bhatkal alias Shahrukh, who led the IM module, may have been in Mumbai during the blasts, investigators believe. Initial investigation showed that the Yasin-led IM module was behind the German Bakery bombing in Pune, the blast in Chinnaswami Stadium in Bangalore and the firing on foreign tourists near Jama Masjid in Delhi ahead of the 2010 Commonwealth Games. As reported earlier, in a nationwide investigation, Police Forces, supported by intelligence agencies, had arrested seven IM members. Yasin managed to escape. Investigators also found that Yasin, who is related to brothers Riyaz and Iqbal Bhatkal, was living in Delhi until recently. Riyaz Bhatkal and Iqbal Bhatkal are now believed to be in Karachi (Pakistan).

Investigators said that Taiyab was involved in the Students Islamic Movement of India (SIMI) and was inducted by Mufti Abu Bashar, the first arrested accused in the serial blasts case. "Like Abu Bashar, Habib was inclined towards teaching religion and was working as teacher at a madrassa," said an unnamed crime branch official, adding, "On the insistence of other members, he had attended camps organized by SIMI at Wagamon in Kerala and Khandwa in Madhya Pradesh." Officials added that while Taiyab knew about the blasts, he was not directly involved. "After blasts ripped across the country, he went back to Azamgarh and started leading the life of a teacher," the official said.

"Delhi Police arrested two Babbar Khalsa operatives who were planning to assassinate some political and religious leaders. "2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). The intelligence inputs states that a Chinese national of Tibetan origin by the name Tashi Phuntsok is likely to enter India to gather intelligence on the Tibetan administration as well as to cause harm to the Dalai Lama. The input further states that six Chinese nationals of Tibetan origin, including Phuntsok, possibly from Chinese secret services, are suspected. "A good number of Chinese youth enter India on business visas, ostensibly for some clandestine activities. It's likely that they may try to visit certain areas prohibited for Chinese like Tibetan camps. The Dalai Lama visits Mumbai and other places in Maharashtra. The threat to him must not be underestimated. Loss of Chinese passport and recovery of unknown Chinese passport need to be reported promptly, so that the concerned agencies can question them. He said Centre has also informed all Maoist infested states to be on high alert. According to highly placed sources, Maoists have sought “on an urgent basis” large consignment of sophisticated weapons, including AK rifles, rocket launchers, claymore mines and even RDX to specifically target security agencies. “This is specific human intelligence received from the ground level so the inputs are very specific and precise. Thus we have already cautioned concerned security agencies and states. The news of Naxals using RDX in future attacks is indeed very disturbing. A team managed to get hold of a tempo near Dabri carrying several gunny bags with cloth packets. The seized currency was packed in cloth bundles which had cardboard cabinets, similar to the way textile imported from Pakistan is packaged. Officials said that notes were of INR 500 and INR 1,000 denomination. Two suspected Indian nationals, identified as Mohammad Hasan and Abdul, were arrested with the tempo and interrogated. One more person, whose name was not disclosed, was arrested from there. Police is looking for other suspects including a Pakistani national. On the possible route of the consignment, a source said, "It reached Delhi from Surat via road but we are confirming whether it has come through sea route or has been sent through some other channel. Usually Saudi Arabia and Nepal are used for fake currency smuggling in India". Sources said the consignment seemed to have been sent by Iqbal Kana, a Pakistan-based operative close to Dawood Ibrahim. The exact motive of sending such a large haul is being investigated. Sources say intelligence agencies have several inputs about more fake currency being pumped into northern states before the upcoming Assembly elections. Intelligence agencies and Delhi Police had been on the lookout for the consignment after getting a tipoff 10 days ago about a huge haul of FICN being smuggled into the country. Delhi Police Commissioner B K Gupta said, "This is one of the biggest hauls in the country. The seized fake currency was sent from a foreign country. It looks as good as original." It is the biggest single haul of FICN as it may surpass in final count the total amount of FICNs city Police seized in the past five years. The Delhi Police has seized a total of INR 83.9 million FICNs in 210 cases over the past five years. In the past five years, Police seized FICNs with a face value of INR 8, 39, 07,790, USD 5,800 and Euro 2,000 with 2008 topping the list with counterfeit notes of INR 59.1 million. According to Delhi Police statistics, 2007 saw the second highest seizure with FICNs with a face value of INR 10.1 million in 45 cases followed by 2009 (fake notes of Rs 8.83 million in 47 cases) and 2010 (fake notes of Rs 2.84 million in 33 cases). In 2011, FICNs with a face value of INR 2.82 million were recovered in 44 cases. An analysis shows that notes of denomination of 100 appears to be the favourite among counterfeiters as it is the most seized currency in the past five years.

Two persons -- Ash Mohammed and Zeeshan Khan -- were arrested from Karol Bagh and Dabri on January 12 while they were ferrying the FICNs in two separate tempos, Arun Kampani, Deputy Commissioner of Police (Special Cell), said. It was earlier reported that INR 60 million had been seized. Interrogation revealed that Zeeshan’s father Hasan, a resident of Dabri in South West Delhi, had left recently for Faisalabad in Pakistan to meet Kana for facilitating the delivery of the consignment that was intercepted by the Special Cell team. Investigators, meanwhile, believe that the seized FICNs was sent by Kana, who is suspected to have close links with Inter Services Intelligence (ISI). Police sources said the wrappers seized from the clothes used to conceal FICNs had the names of five companies -- Safari Textiles Mills, Four Star Sidiki Processing Mill, Maharani Collection, Kohinoor Suiting and Usmaan Naiem Fabrics -- based in Pakistan's Faizalabad. Hindustan Times adds that FICNs recovered by the Delhi Police were printed at a Government printing press in Karachi. The seizure was made following an intelligence input. The input came after three men, including an Indian businessman and a Filipino national, were arrested in Kathmandu on December 21, 2011. Investigators following the fake currency trail into North India, especially Delhi and Uttar Pradesh, zeroed in on a Nepal-based Indian national, known only by his last name Khanna, who has not been arrested so far. Khanna, officials say, has a Nepalese assistant, Raju, and Pakistani handlers, Aftab Batki and Iqbal Kana (also known as Shahid), according to Times of India. Officials say Batki and Kana sometimes use the sea route to land fake currency in Gujarat and Maharashtra. In Delhi, the currency first makes its way to some dealers in Lajpat Nagar and parts of South Delhi, from where it is routed to smaller dealers.

Hindustan Times reports that Inter-Services Intelligence (ISI) in 2011 pumped Fake Indian Currency Note (FICN) worth INR 16 billion into the country in an effort to fund its terror activities and destabilise the Indian monetary system. Sources said an ISI officer, Aslam Chaudhary, was understood to be the main person within the ISI, handling the printing of FICN. The National Investigation Agency (NIA) has been able to link the FICN seized in India in the past to Pakistani security presses by comparing the chemicals of genuine Pakistani notes and FICN seized in India. It is in recognition of extent of the damage to the monetary stability that the Government has decided to amend the anti-terror law, Unlawful Activities Prevention Act, to count production, smuggling or circulation of high quality counterfeit Indian currency as a terrorist offence. Once enacted, this will mean people convicted of circulating counterfeit currency can be sentenced to life imprisonment. It will also empower investigators to attach properties of the smugglers even before their conviction.

Expressing satisfaction over the fact that five Districts of Jammu and Kashmir, including Jammu, Samba, Kathua, Reasi and Doda have been declared free of militancy, the MHA called upon the security agencies to concentrate on completely clearing more Districts from militancy. According to sources, the MHA was of the view that number of militancy free Districts could be taken to eight or nine during the current year. The Home Ministry noted with satisfaction that militancy related incidents had gone down from 368 in 2010 to 195 in 2011. On infiltration from both Line of Control (LoC) and International Border (IB), it was viewed that infiltration had been low in 2011 as compared to 2010 though the number of attempts made during 2011 by the militants to intrude into this side hadn’t gone down. It was pointed out that in the absence of infiltration from the LoC and IB, the militants were taking aerial route from Pakistan to Dhaka in Bangladesh and Kathmandu in Nepal with the help of Pakistan Army and Inter-Services Intelligence (ISI) and then infiltrating into India from the two countries, which shared border with India at West Bengal, Uttar Pradesh, Bihar and some other States. A detailed mechanism was also drafted in the meeting to check terror funding, which was helping the militants to survive in the State. The terror funding was taking place not only within the country but also at the international level, sources said, adding the meeting formulated a strategy to ensure that the funds didn’t reach to the militants. Further, about 31 out of the total 67 projects sanctioned for the State as a part of the sanctioned Prime Minister's Reconstruction Plan (PMRP) have been completed and work was going on at a faster place in the remaining projects. This has been stated in the latest Progress Monitoring Report regarding the implementation of Reconstruction Plan, which is being monitored jointly by the Ministry of Home Affairs and Planning Commission.

Nagaland Post reports that a probe carried out by the National Investigation Agency (NIA) reveals that the UNLF outfit earned around INR 1.5 billion between 2007 and 2010 through extortion. Besides UNLF, many other terror outfits are also extorting money in the State. According to NIA sources, one part of the proceeds from extortion has been used by the outfit to procure arms and ammunition and other part was invested by it in genuine business. “Most of the funds come from contractors who execute various central and state government schemes,” said source. The probe agency has arrested three top UNLF cadres, N Bomi Singh, Y Brojobidhu Singh and A Ibomcha Singh, who were allegedly part of the conspiracy to launder money into businesses. A special Central Bureau of Investigation (CBI) court in Lucknow sentenced a State Bank of India (SBI) official and two others to six years rigorous imprisonment in a Fake Indian Currency Notes (FICNs) recovery case, the investigation agency said on January 18, reports CNN-IBN. Sudhakar Tripathi, the then Cashier of SBI at Domariaganj and two persons, Abid Ali and Ram Shankar Singh, were sentenced to six years Rigorous Imprisonment and a fine of INR 500,000 was imposed on each of them in connection with the recovery of FICNs from their possession, an unnamed CBI spokesperson said. "Further, the genuine currency to the tune of Rs 17.19 lakh [INR 1.71 million] which was recovered from the residence of Sudhakar Tripathi was ordered to be confiscated in favour of the State," he said. The agency had seized FICNs with a face value of INR 500,000 from the possession of Abid Ali while INR 5,000 worth FICN were recovered from Tripathi and Singh, the official said. CBI had filed a chargesheet against all the three accused on October 21, 2008. "The trial Court found the accused guilty and convicted them. One of the accused Ram Shankar Singh has also been earlier sentenced to four years Rigorous Imprisonment with a fine of Rs 5,000 on October 24, 2011 in another FICN case investigated by CBI," he added.

Sources said Rehman is believed to be heavily armed and carrying sophisticated weapons and gadgetry and may have specifically entered Delhi with a mission to disrupt R-Day celebrations.“We don’t know his location. ISI handlers now prefer the Thailand route that is not so policed. Sources said the FICNs are being routed to Bangladesh from Thailand and then to India from many points of the Indo-Bangla border. Indian security agencies have managed to block many routes of ISI sponsored smugglers, but the strong presence of the Dawood Ibrahim gang in Thailand is aiding the smugglers. The notes are now printed at Quetta (Balochistan) in Pakistan under the close supervision of ISI handlers ISI shifted to this route after 26/11. Earlier, the ISI used to print notes in Sialkot (Punjab) and Karachi (Sindh) and then push the same in the Indian markets by exploiting the porous Indo-Nepal border. The problem about this menace, according to the experts, emanates from the exports of paper from the European countries. According to an estimate, India imports 98 percent of its currency papers from various European countries and it is here where ISI modules move in. It seems ISI exploits to its advantage by accessing the security features in form of watermark, special magnetic thread and other key security features. Interrogation of two people arrested from Jammu in Jammu and Kashmir on January 17 after the busting of a Fake Indian Currency Notes (FICNs) racket in New Delhi on January 12 has revealed that the busted FICNs racket was on for over a year, reports Indian Express. Deputy Commissioner of Police (Special Cell) Arun Kampani said the two men, Yakub Ali and Ghulam Mohammed, arrested for allegedly transporting FICNs worth INR 22.4 million after receiving the consignment from Pakistan confessed they had been operating for a year. Kampani said Ghulam and Ali worked as transporters in Jammu. “Ghulam was the owner of a trading company while Ali was his employee. They have been in this racket for the past one year. We are still interrogating them.” Police sources said Ghulam told them that he owned the Khawaja Trading Company and used it as a front to smuggle FICNs from Pakistan. The two men, sources said, admitted they were the first point of contact for Iqbal Rana who transported FICNs into India through the borders of Rajouri and Poonch. “Yakub and Ali have been working as transporters for quite some time. No one suspected them and they were known to people at the border. The fake currency was concealed in packages of clothes and stored in a godown. They would wait for the right time to send it to Delhi by train,” an investigating officer said.

Yasin, popularly known as Doctor Imran across the three Bihar districts of Samastipur, Darbhanga and Madhubani, had a lot of acquaintances whom he invited over to Delhi. Yasin merely re-established contact with those who came to Delhi in search of jobs. "We believe that he was in need of men, who were equally motivated and also in want of money. Thus, he chose his men very carefully,'' added the source. This, he claimed, also showed that Yasin could have already kept other modules ready. "He is one leader who did not let the left hand know what the right hand was up to,'' an officer said. Sources have also confirmed that at least two members of the present module were present near L-11, Batla House, the encounter site on September 13, 2008, though till then they had no knowledge of the exact role played by the Azamgarh module. "We believe that these men were not part of any bombings prior to 2010, but we have evidence which suggest that they assembled as early as December 2008 and decided to take forward the IM agenda,'' said a source. Earlier, investigators had believed that the Bihar module had only become active after the Azamgarh (Uttar Pradesh) module, operating under Atif Ameen, was busted in the Batla House encounter in September 2008.

All the three, residents of Jodhpur and Jaisalmer Districts in Rajasthan, were allegedly giving information about the movement and locations of various military set ups and installations to handlers in Pakistan. "Following information from our sources, we had put the accused under surveillance and had summoned one Gulam Rasool (45), who is also the mastermind of this espionage game and resident of Baap area in Jodhpur, through notice under the Official Security Act on January 17," CID Superintendent of Police (SP) S Parimala said. Based on his information, his nephew Majid (40), and aide Allabax (50) were arrested on January 19 from Amritsar (Punjab) and Sri Ganganagar (Rajasthan) respectively. Both of them were carrying important information with them and were said to cross the border from Attari to deliver it to their handlers in Pakistan. Parimala told that Majid was carrying two memory cards with him which contained vital information about Army locations and exercises, whereas Allabax was carrying written documents and maps among other papers. Rasool, who is believed to be spying for the past one year, has also been found in possession of a diary with phone numbers of various Inter Services Intelligence (ISI) personnel and other officials. After his arrest, Rasool reportedly admitted to passing vital information about different military bases like Khajuwala, Nasirabad, Lathi, Chandhan and Phalodi's Air Force station besides the troops positioning in East Jaisalmer. He also admitted receiving money in return of this information. Parimala said that they frequently changed their mobile numbers to talk to their handlers in code words.

A cross-LoC trader of Mandi in Poonch dealing in fabrics with his counterparts in Pakistan occupied Kashmir (PoK) had been smuggling the currency from Poonch-Rawlakote route and sending it to New Delhi for use of terror activities, official sources told. The trader, identified as Ghulam Mohammad Khwaja, was importing fabrics from Rawlakote in PoK during four days weekly trade from Tuesday to Friday on Poonch-Rawlakote route. During the cross-LoC trade, he had developed links with militant ‘commanders’ based in PoK and ISI officials. Sources said the FICNs were reported to have been smuggled through concealed cavity in cardboard between the fabrics. From Poonch, the currency was brought in the buses and dumped at Narwal godown of Khwaja.

The Police on January 21 claimed to have uncovered a Communist Party of India-Maoist (CPI-Maoist) plot to target the Nimpura Police Camp near the Indian Air Force base at Kalaikunda in West Midnapore District as “revenge” for Mallojula Koteswara Rao alias Kishanji’s death, reports Indian Express. According to sources, some documents including the “blueprint” of the plot were recovered when the Police, acting on a specific tip-off, raided a Maoist shelter at Akrashol village in Jhargram in the night of January 20. Nobody has been arrested so far. “There were several letters written by a senior leader of the West Bengal-Jharkhand-Bihar-Odisha regional committee of the CPI-Maoist. The squad members of Bengal had been directed to carry out the attack at the Nimpura Police camp and loot arms from the camp to take revenge for Kishanji’s death,” said an unnamed senior Police official. “State secretary Akash was given charge of the attack and several squad members from Jharkhand and Bihar were assigned. The letter was dated December 15,” he added.

According to sources in the Muslim community and security establishment, HuT that advocates a Caliphate (Islamic state) and has figured in several controversial developments around the world has been active among Indian Muslims. The group has a particularly strong presence in the national Capital, Delhi and largely among students. A senior Muslim leader said he was worried about the growing clout of HuT among his community members. "I am aware of them organizing seminars and protests in Delhi," he said. A source in the security establishment said HuT may have started operations in India around 2010, but seems to have lost the momentum. According to HuT's website, its India chapter organized a demonstration in June, 2010, against Israel's alleged atrocities. The demonstration was at Batla House, New Delhi that was attended by about 1,000 people. "My information is that they are not operating as a group in India because they are a political organization. Intellectual and political debate is a permissible norm but to espouse violence is absolutely not acceptable," said Abdul Rashid Qureshi, a Supreme Court lawyer who is active in Muslim forums. HuT is banned in several countries like Pakistan, Turkey, Russia, Germany etc, and it was banned in Bangladesh in 2009.

A key accused in the 2008 Malegaon blast case, Major (retd) Ramesh Upadhaya (60), will contest the Uttar Pradesh assemble polls from Bairia constituency, an official said, reports Times of India. Upadhaya was arrested in 2008 for his alleged involvement in the Malegaon blast on September 29, 2008, in which six persons were killed and over 100 injured. He was accused of conspiring with prime accused Lieutenant Colonel Shrikant Prasad Purohit. Upadhaya, currently lodged in Taloja Central Jail in Raigad District of Maharashtra, is contesting on Akhil Bharat Hindu Mahasabha ticket. Upadhaya's son Vishal Upadhaya filed the nomination papers on his father's behalf on January 23. "He had filed an application before the MCOCA (Maharashtra Control of Organised Crime Act) court seeking permission to sign the election nomination papers last week. We came across Ganesh Tikole, a telecom service provider agent in Mumbai. He used to give customers’ documents to Naqi, who would fudge them to get prepaid SIM cards of other telecom companies,” said an unnamed officer. It was found that 8,909 of them, which means more than 33 per cent, were bogus,” ATS chief and Additional Director General (Maharashtra) Rakesh Maria said, adds The Hindu. According to DNA, eight persons have been arrested by the ATS in the 13/7 case so far. The arrestees include Abdul Wahab, Mumtaz Jalauddin Khan and Qamar-e-Alam, who were arrested from Mohali (Punjab), Bihar natives Nasim Waris Khan and Adil Rashid Khan, who were arrested from Pune, Naqi Ahmed Shaikh, Nadeem Shaikh and Ganesh Tikole, who were arrested from Mumbai. Times of India adds that three persons, including IM founding member Yasin Bhatkal and two suspected Pakistanis, Tabrez and Waqqas, who are wanted in the case, are absconding. The Maharashtra Anti Terrorism Squad (ATS) on January 25 made its ninth arrest in a fraudulent SIM card case, according to Indian Express. The accused was identified as Shivkumar Hanumanta (23) from Dadar. Three of the accused in the SIM card case have been booked for their alleged involvement in the July 13, 2011 Mumbai serial blasts case (also known as 13/7). Naqi Ahmed and Nadeem Akhtar were arrested by the ATS and Imran alias Yasin Bhatkal has been named as a wanted. The ATS claimed the Indian Mujahideen (IM) is believed to have used these fraudulently procured SIM cards for mobile connectivity. “We have recovered 2,200 documents, which include photographs and identity proofs,” said Additional Director General of Police (ATS) Rakesh Maria. On the fresh arrest, he said, “He (Hanumanta) would promise people from poor and middle class background talk time of Rs 40 at a discounted price of Rs 30.” Hanumanta is an agent, like Ganesh Tikole (arrested earlier), who collected profiles. DNA reports that prior to executing the 13/7 blasts in Mumbai, IM operatives Yasin Bhatkal and Riyaz Bhatkal bargained extensively on the amount to be spent to execute the terror attack. Though Yasin demanded INR 1.7 million to bomb three places in Mumbai, he was paid only INR 1.2 million by IM leaders, investigations have revealed. “Naqi paid Rs 1 lakh as deposit for a rented room in Byculla’s Habib Mansion. The remaining 50,000 is believed to have been used by the two planters on food and travelling,” the officer said. The Police are yet to ascertain what happened to the remaining Rs 10.50 lakh. IM founder Riyaz Bhatkal also took 10 percent from the ‘salaries’ of his module members in the name of jihad and used it for his own benefit, the officer said. “Bhatkal had stashed Rs26 lakh in his bank accounts and Rs11.40 lakh in cash were found in his Mangalore home when it was raided by the police in September 2008. He is believed to have used that money for investing in real estate in Mangalore,” he added. Further, Maharashtra ATS revealed that the hawala money to fund the attacks was routed through UAE, reports One India. An unnamed ATS official said, "The hawala money utilised to engineer the triple blasts was routed through UAE. We have all the details as to how the money was channelized via UAE and who sponsored it."

His two accomplices in the crime — Shahnawaz alias Bilal Ahmed Khander and Mohammad Rafiq — have already fled and rejoined militant ranks, according to the police. The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan

The operations were halted for a day after Ram's family made a request on the basis of media reports that he would be released if they were halted, Garhwa Superintendent of Police (SP) Michael S Raj told the reporters in Garhwa. The anti-Maoist operations were launched in Garhwa, Palamau and Latehar Districts after 13 Policemen were killed in a landmine blast near Bariganwa forests. The rank of Ram, who was posted with the Garhwa District Police, has not been disclosed. He was deputed as a security guard to Garhwa Zilla Parishad chairperson Susma Mehta. Most of the over 1300 youth interviewed under a survey methodology across six Districts of the Valley --- Baramulla, Bandipora, Srinagar, Budgam, Anantnag and Kulgam--- are recorded to have rated corruption as the "topmost important issue facing Kashmir". According to the findings, 67 percent of the youth put corruption among the top most problems and 48 percent put human rights abuse at the top. Just 32 percent believed that 'militarization' was an important concern, fewer i.e. 21 percent voted for 'Kashmir's political status'. While as 72 percent of the youth rejected the gun, just 7 percent believed that gun was "an effective option for achieving political aspirations".

However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.

Border Security Forces have found out that a racket in fake Indian currency notes (FICN) is operating from Pakistan with the support of Inter-Services Intelligence (ISI) and Lashkar-e-Toiba (LeT) for distribution of FICN in India, reports IBN Live. Interrogation of apprehended FICN operatives and intelligence reports have revealed that the kingpin of this racket identified as Iqbal Rana was working at the behest of ISI. The involvement of LeT has also been established. Three nodal centers had been set up in Jammu, Malda in West Bengal and in Nepal for distribution of FICN across the country. Jammu is the nodal point for covering the western, southern and northern parts of India, while Malda is the conduit point for supply of fake notes to West Bengal, Bihar and the North Eastern States. The centre in Nepal is used for stocking and distribution of counterfeit notes and smuggling them to Bangladesh for distribution across Assam and the Eastern Frontier States. At least 12 modules have been set up in cities and towns of the country to penetrate deep into urban and rural areas, a BSF official said. The BSF official further said that FICN of face value of INR eight crore was seized in Nepal during the last three years giving an indication of how Pakistani agents are using Nepal for anti-India activities. For intelligence and security agencies Bangladesh also remains a worrying point from where FICN is pumped into lower Assam.

The revelation came to the fore during interrogation of three Rajasthan residents, Allahbux, Majid and Gulam Rasool, who were caught at Ganganagar and Amritsar recently for spying for Pakistan. They claimed that a spy named Jafria Chuda and three other persons, deported to Pakistan from India in 2011, lured them into it. ISI is using several Pakistani spies like Jafria Chuda to make Indian passengers their resident agents. Spies Allahbux, Majid and Gulam Rasool during interrogation confirmed this. Jafria had given INR 50000 to Gulam Rasool for spying, sources said. Sources said that ISI is threatening Pakistani residents to blackmail their Indian relatives to spy for Pakistan and threaten them with dire consequences if they refuse. Also, Indian passengers are being harassed there in the name of interrogation.

Earlier reports had speculated that the Army wanted to shift its Special Forces Training School from Nahan, Himachal Pradesh to Chakarbhata. The third is the decision to ensure a regular military presence in the Narainpur Maneuver Range in Chhattisgarh. The combined strength of the five outfits is 710 to 770. Replying to a question, forest minister Rockybul Hussain, while replying on behalf of chief minister Tarun Gogoi, said apart from the Anti-Talk-Faction of ULFA (ULFA-ATF), the Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD), Karbi People's Liberation Tiger (KPLT), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahedeen (HuM) are active at present. The minister said, the ULFA has 225 to 250 cadres while the NDFB-RD has about 325 to 350 cadres. The KPLT has 60 to 70 cadres, MULTA has 60 and HuM has 40 cadres. The minister said out of the 15 outfits in peace process, only Pro-Talk-Faction of ULFA (ULFA-PTF) hasn’t deposited their weapons. "The outfits have handed over 760 weapons to Police and 328 other arms have been deposited in double-lock system," added Hussain.

The Upper Assam Leading Committee (UALC) of the CPI-Maoists is currently operating in the State and adjoining Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers. The Interpol issued the look-out notices against four Iranians - Houshang Afshar Irani, Syed Ali Mahdiansadr, Mohammadreza Abolghasemi and Masoud Sedaghatzadeh - on the request of the Central Bureau Investigation (CBI). The militant groups of the region do not have any shortage of weapons but they are facing shortage of ammunition, highly-placed security sources said. Sources told the media that the militant groups have stopped bringing in weapons through Bangladesh and most of the weapons are now brought into the region through Myanmar where most of the militant groups of the region have their strong bases. The weapons are brought through different routes along the India-Myanmar border and though Mizoram is now one of the most peaceful states, the militants are also bringing in weapons through that state. While majority of the Bru refugees, lodged in six relief camps in North Tripura District, were being resettled in Mamit District on the Mizoram-Tripura border, 628 Bru families would be resettled in Kolasib District on the Mizoram-Assam-Tripura border, official sources said. The first batch of Bru refugees would be resettled in Mamit District and those returning to Kolasib District would be repatriated during May and June, officials said. The refugees would be resettled in eight villages in Kolasib, officials said, adding that the number of families to be resettled in the selected villages has already been decided. Kolasib District Deputy Commissioner Niharika Rai instructed all the concerned departments to submit the detailed preparations to her by March 28.

It says weapons numbering 10,594 (value INR 148 million) including 5,596 modern weapons (35 per cent) valued INR 138.3 million were retained in the State provincial store at Cuttack as on March 2011 un-issued on the ground of non-availability of trained staff to handle these weapons. “All these weapons meant for countering Left Wing Extremism (LWE) activities were not supplied even to the field units in LWE affected districts. About 47 per cent of the total available AK-47 rifles remained idle at the State Provincial Store,” CAG said. According to reports, in 36 Police Districts, despite availability of 28,814 weapons valuing INR 351.8 million in its armouries, including 10,281 modern weapons, the same were not issued to police stations and outposts (Ops) on the ground of non-availability of trained staff to handle these weapons. “Records of 48 test checked police stations and outposts in eight test checked police districts revealed that while no weapons were available in 13 police stations and four outposts, one pistol each was available in three police stations, modern weapons like AK-47 rifles were available only in two police stations. In remaining 26 PSs, old weapons like musket, bayonet and revolvers were available,” CAG finds.

"There are different figures of different agencies as far as terrorist camps, launching pads and militants (operating across the border) are concerned. But launching pads are there, militants and their training camps are still there. The intention in the capability of our neighbouring country (Pakistan) to continue terrorism in our State—that continues.” As far as infiltration is concerned, he said the reports are that there is no change in the intention—whether it is training camps or launching pads, adding, "there is no report of successful infiltration with us in the entire State." He further said that "this year militancy-related incidents have decreased. In the first three months of 2012, 26 militancy-related incidents took place as compared to 48 last year, showing a 45 percent overall decrease". Khoda said there was 47 percent dip in militancy during first three months of 2011, as compared to the same period in 2010. Civilian killings this year [2012] have decreased by 50 percent and there was no killing of Security Force or Police personnel this year [2012] as compared to last year’s [2011] figure of three troopers, the DGP said. To another question about the number of militants operating in the State, he said "our figures suggest they are in the range of 85-90". "The presence of militants is decreasing in the State due to better operational capabilities of the forces and we are sure that we will be able to ensure peace in the summer", Khoda said. Answering a question about stone-pelters being brought under the ambit of youth clubs set up by Police, the DGP said "we do not discriminate for sports activities. The focus is on youth. We have got positive results in those areas where we have set up youth clubs. Those areas witnessed peace. We will open more youth clubs and the focus this time would be those areas, which were not attended to last year including that of Jammu.”

The number of infiltration attempts from Jan-Dec 2011 is 247 compared to 489 during the same period in 2010, a decline of 49.5 per cent,” it states. “In 2004, 537 infiltration attempts were reported followed 597 bids in 2005. Nearly 573 attempts were carried out in 2006 and in 2007 as many as 535 attempts were reported. In 2008 at least 342 attempts were carried out with 485 bids in the year 2009. At least 489 attempts were reported in 2010 while as rate in 2011 decreased to 247,” the report added. The Central Government in coordination with State Government had adopted a multi-pronged approach to stop cross-border infiltration by adopting various strategies. “The strategies include strengthening of border management and multi-tiered and multimodal deployment along international border and Line of Control [LoC].” According to the report other strategies include: “Construction of border fencing, improved technology, weapons and equipments for forces, improved intelligence and operational coordination; and synergizing intelligence flow to check infiltration and pro-active action against militants within the state.” The report further said that Central Government has spent INR 35.83 billion in Jammu and Kashmir for security related expenditure from 1989 to 2011.

Asserting that a pure and simple return to the pre-1953 situation would create a dangerous constitutional vacuum in the relationship between the Centre and Jammu and Kashmir, the report has recommended "case-by-case review of all Central laws and Articles of the Constitution of India extended to the State" since 1952. It has proposed setting up of a Constitutional Committee that would review the applicability of Central statutes extended to J&K after the July 1952 Delhi Agreement. "The Constitutional Committee should be future-oriented and it should conduct its review solely on the basis of the powers the State needs to address the political, economic, social and cultural interests, concerns, grievances and aspirations of the people in all the three regions—Jammu, Kashmir and Ladakh, and all the sub-regions", the report said, adding "the Committee will also need to reflect on the quantum of legislative, financial and administrative powers that the State Government should delegate to the three regions at all levels of governance". The review process — once ratified by Parliament and the State legislature — would eventually end the extension by Presidential order of further Central laws to the State. About harmonization of relations across the Line of Control (LoC), the report noted that no permanent solution can be achieved unless it applies to those parts of the former princely State that are now under Pakistani administration. "Any attempt at harmonization of Centre-State relations and devolution of powers at the regional, district and panchayat/municipality levels across the LoC, therefore, will necessitate wide-ranging constitutional change in Pakistan-occupied Jammu and Kashmir. If agreed, such harmonization will permit the development of joint institutions across the LoC for development, resource generation and other common matters," the report said while recommending that these issues should be discussed with the representatives on the other side of the LoC.

"The levels of terrorist violence and encounters in the hinterland of J&K are inextricably linked to the levels of successful infiltration from across the border", says the report. However, the report further elaborates that SFs maintained better domination along the LoC and with the result the levels of infiltration had come down considerably. "This had a direct bearing on the situation in the Valley and levels of incidents of terrorist violence had declined from 488 in year 2010 to 340 in 2011". The Government of India in tandem with the State Government has adopted a multi-pronged approach to contain cross border infiltration, which, inter-alia includes strengthening of border management and multi-tiered and multi-modal deployment along the International Border / LoC and near the ever changing infiltration routes, construction of border fencing. Appreciating efforts of the State Government in conducting Panchayat elections, the MHA report says, "the 17 phase Panchayat elections, which were conducted after nearly two decades were landmark elections and overall, the elections were peaceful". In 2011, there was a perceptible decline in the number of terrorist incidents and civilian and SFs casualties compared to the last year. The year witnessed a 30% decrease in the number of terrorist incidents and 34% and 52% decrease in civilian and SFs fatalities respectively to the year 2010. Since the inception of militancy in J&K, 13,846 civilians and 4807 SF personnel have lost their lives. The number of SFs killed declined from 69 in 2010 to 33 in 2011 while the number of terrorist killed declined from 232 in 2010 to 100 in 2011. One hundred terrorists were also neutralized during the year 2011.

He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. The Indian Express reports that the Cyber Crime Cell of Jammu and Kashmir Police claimed to have uncovered a network of youths who used social networking sites to foment trouble in the State during the last few years. “We have identified the persons who have been indulging in trouble mongering over the past couple of years by using the social networking sites,” Inspector General of Police (Kashmir Zone) S M Sahai said. Some of the youths have already been questioned, but no arrest has been made so far in the case. Police sources said investigators had identified 24 persons who were operating over a dozen “anti-national pages”. Sources, however, said four youths, most of them in their early 20s and hailing from Srinagar city, have been questioned in this regard till now. They were operating pages like ‘Freedom of Dawn’, ‘Balai Khuda’, ‘Aalov’ and ‘We love Syed Ali Shah Geelani’ on Facebook, which allegedly supported separatist agenda and stone-pelting incidents during the summer unrest of 2010. In fact, these pages had become reliable sources of information about incidents during the five months of unrest that year as Internet users from various parts of the Valley posted latest events on these pages, they claimed. Installation of floodlights on the entire 4,095-kilometer stretch of the Indo-Bangladesh border, including 856- kilometer in the State and 2,840 kilometer in Northeast is targeted to be completed this year [2012]. A Border Security Force (BSF) report said that floodlighting for 132 kilometer is ready for installation in the western border of the State but Tripura State Electricity Corporation Ltd (TSECL) has provided power connection only for 34 kilometer so far. In the State, fencing was scheduled to be completed by March 2011 but almost 22 per cent of the border with Bangladesh in the state is left unfenced, the progress report said. However, State ‘chief secretary’ Dr S K Panda in this regard maintained that non-availability of allocated fund from Union Ministry of Home Affairs (UMHA) in time is the reason for the delayed work.

The move is aimed at curbing the hazard of increasing number of counterfeit currencies in circulation. "Banks are advised to streamline their system in a manner which will make them bear the risk of counterfeit bank notes rather than the common man who unknowingly comes in possession of such notes," RBI said in its Annual Monetary Policy statement. The number of counterfeit notes in circulation has risen to 4, 30, 000 in 2010-11 from 3, 89, 000 in 2008-09, according to RBI data, even as the number of such fake notes at RBI's vault has declined to 45,235 notes from 52,620.

This "new trend" was detected by the Border Security Force (BSF) recently in the difficult terrains along the 190 kilometers stretch of unfenced border in the Garo Hills. Sudesh Kumar, Inspector General of the BSF (Meghalya-Assam Frontier) said several militant outfits, including the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), National Democratic Front of Bodoland (NDFB) and others, used the local population as guides while following elephants that move about freely across the international border. "The locals as well as the militants know that the security forces will not come in the way of the pachyderms and so they take advantage to move in and out of the country using the routes taken by them," Kumar said. Deccan Chronicle reported on April 20 that credible information developed over the last few months by field operatives of Central intelligence agencies in the Northeast, Bangladesh and Burma has confirmed that the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF) top ‘commander’ Paresh Baruah is now using his terror network to smuggle narcotics into India. Baruah and his trusted aides, the report adds, are being helped by two important Inter-Services Intelligence (ISI) agents, Khwaja Sultan Malik and Qalil Ahmed, who are operating out of Bangladesh. Both Malik and Ahmed also have close links with drug cartels in Southeast Asia who are smuggling narcotics into India through the porous Indo-Bangladesh border with the ULFA’s help. The report states, “The ULFA is not only helping drug cartels use India as a transit point but also pumping narcotics into the country for local consumption.’’ The report further reveals that the terror outfit is using its formidable network in the Northeast for narcotic smuggling as it has yielded them high returns. The ULFA has been taking both money and arms in return for helping the drug syndicates. “As India is an important transit point in the Golden Triangle of narcotic smuggling, involvement of terror groups in India in this business is an extremely dangerous trend,” adds the report. Baruah, who is now believed to be shuttling between Burma and Bangladesh, saw narcotic smuggling as a quick and easy way to rake in money to fund his terror machinery.

The Hindu reports that the Assam Government, on April 20, requested Prime Minister Manmohan Singh to include seven Districts of the State under the Integrated Action Plan to counter Maoist activities so that the growing trend of left-wing extremism was contained before it became a menace. In a memorandum submitted by Chief Minister Tarun Gogoi to the Prime Minister, the State Government said Maoist activities were increasing in Assam, particularly in the upper Districts, because of their strategic location. Singh was also urged to deploy at least 125 companies of Central paramilitary forces to counter the activities of both insurgent groups and Maoists. Presently there were only 97 companies of Central forces. Besides, the State government requested the Prime Minister to consider grant of a special allocation under the 12th plan for funding a INR 3000-crore housing scheme for all State police personnel over the next five years.

The Times of India reports that increased cooperation between India and the US on detection and tracking of fake Indian currency notes (FICN) is likely with terror funding, cyber crime, intelligence sharing being discussed between Union Home Secretary R K Singh and US Deputy Secretary for Homeland Security Jane Holl Lute in New Delhi on April 20. While both sides remained tight-lipped on the details of the day-long discussion, sources said that the US and India were likely to share technical know-how and intelligence on the detection of bulk smuggling of FICN. According to a recent confidential Government report, four in every 1,000 currency notes in circulation in India are fake amounting to as much as INR 32 billion in 2010. The white paper on the status of FICN, prepared jointly by the Intelligence Bureau, Research & Analysis Wing, Directorate of Revenue Intelligence and Central Bureau of Investigation had expressed concern on the trend saying it was seriously affecting the credibility of the rupee as legal tender. FICN that flowed into India in 2010 from abroad were in the range of INR 15 billion- INR 17 billion, the white paper said.

Times of India reports that the Centre on April 22 decided to depute Jammu and Kashmir Police along with Sashastra Seema Bal personnel to help identify Kashmiri militants using the Indo-Nepal border to re-enter the Valley and former militants will be assisting them in this task. Report said that the Jammu and Kashmir Government will soon deploy former militants as "spotters" along the India-Nepal border to stop infiltration. The personnel, besides being deployed at 15 points from where the people from India and Nepal enter, will also be part of patrolling parties to man areas used for illegal infiltration, the sources said. The State Government announced the Rehabilitation Policy in 2010, under which former militants, who crossed over to Pakistan-occupied Kashmir (PoK) between 1989 and 2009, were being considered for safe return. Government identified four entry points – Poonch-Rawalakote (Poonch), Uri-Muzaffarabad (Uri), Wagah (Punjab) and Indira Gandhi International Airport, New Delhi, from where the youth, given clearance, can enter the State. However, during the past few months, there were some cases detected of militants holed up in PoK entering the Valley through Nepal and claiming they had returned according to the 2010 policy. Some of these youth were later found involved in militant activities. In fact, the Indo-Nepal border has been increasingly used as an entry route ever since the announcement of the Rehabilitation Policy in 2010. Notably, while favouring a mechanism to ensure safe return of former militants to the State to facilitate their transition for leading peaceful lives, rejoining the national mainstream and contributing towards peace, Chief Minister Omar Abdullah had said that there are reports that some youth are using Nepal route for returning to Jammu and Kashmir. "There is a growing concern about the possibility of the recycling of the surrendered and released militants as well as these prospective returnees from PoK. This needs attention of the Government," Omar had said.

Anti-terrorism squad (ATS) officers, who are probing the serial blasts, had collected tooth brush, towels, computer discs, hair and clothes from the flat in Habib Apartment in Byculla in Mumbai (Maharashtra), where the two suspected Pakistani bombers, Waqqas and Tabrez stayed before and after the blasts. Kalina FSL had around 350 personnel till February, 2012 when the contract of 150 staff was over. Sources say the work is delayed due to shortage of manpower. The Kalina and Nagpur FSL receive around 800-1,000 cases to test samples every year.

The maximum number of causalities have been reported in Jharkhand (68), followed by Chhattisgarh (22), Maharashtra (20), Odisha (16), Bihar (10) and Andhra Pradesh (1), till April 15, 2012. "The number of incidents of (naxal-related) violence has declined, whereas the number of consequential deaths has remained almost at par compared to the corresponding period of 2011," Minister of State for Home Jitendra Singh told Lok Sabha in a written reply. During the same period in 2011, Maoist violence had claimed 136 lives. A total of 461 incidents of Naxal violence, as compared to 538 in 2011, were reported during the same period in the nine Naxal-affected States which also include Uttar Pradesh, Madhya Pradesh and West Bengal. Singh, in a separate reply, said that a total of 75 battalions (about 75,000 personnel) of Central Security Forces have been deployed in these States in this regard. "During last six months (from November 2011 to April 15 this year, 74 number of Security Forces have been killed by CPI (Maoist) in the country, out of which 14 have been killed in Maharashtra," Singh said.

The crucial aspects of the MoS include the change the Karbi Anglong Autonomous Council (KAAC) to Karbi Anglong Autonomous Territorial Council (KAATC) by amending the sixth schedule of the Indian Constitution. Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Since the committee has not been formed, the INR 3.5 billion [INR 350-crore] economic package is also not being implemented.

A total of 102 ceasefire violations along the Line of Control (LoC) in Jammu and Kashmir have taken place since 2010, the Government said on April 25, reports Hindustan Times. In a written reply in Rajya Sabha (Upper House of Parliament), Defense Minister AK Antony said 44 cases of ceasefire violations along the LoC in Jammu and Kashmir were registered in 2010. While there were 51 cases in 2011, seven such instances have come to notice this year [2012], he informed. Two Army personnel and one Border Security Force (BSF) soldier died in these violations in 2010, he said. "All activities across LoC are continuously monitored. Measures like strengthening of defenses, deployment/redeployment of troops, infrastructure development and military modernization are factored into our plans," he said.

A secret Intelligence Bureau (IB) report suggests that apart from the regular weapons the cadres of Communist Party of India-Maoists (CPI-Maoist) Maoists are normally associated with, they now have facilities to manufacture parts for even complex systems like grenade and rocket launchers, reports India Today. The IB report also establishes that the Maoists are aided in their efforts to build modern weapons by the Chinese intelligence. Revelations of the supremely concealed Maoist war factories were spelt out in great detail by captured Maoist mastermind Sadnala Ramakrishna, who was apprehended on March 1 in Kolkata. The Maoist leader has provided agencies details of the weapon manufacturing and maintenance industry the Maoists have built up in the forests. The Maoists have seven such arms factories, which they call Technical Research Arms Manufacturing Unit (TRAM). These units are manned by 15 scientists who oversee production and supply of weapons and systems to the Maoist cadres. From rocket launchers to grenade launchers and from assault rifles to mortars, the Maoists have ramped up their self-reliance making it less necessary to seek weapons from outside. The Maoists even have bank accounts, fronted by aliases and used with impunity to pay hardware companies in Mumbai and Kolkata for essential nuts and bolts that cannot be made in the jungles. The secret report also indicates the spreading of the movement to the North East region, where assistance from China has only helped in the terror linkages. The IB report establishes that Chinese intelligence units have been training, arming and funding the Maoists to help them wage a violent and seemingly inexorable war against India. It reveals how Maoists have been training in Nagaland, funded by the Chinese. It shows how certain Maoist units are now being given encrypted wireless communication devices. The report reveals that China has been organising the Maoists and militant groups from Jammu and Kashmir and the North East region into a single war-fighting machine to hit Indian states. The report also makes specific warnings pointing to how Chinese intelligence agency has been pushing Manipur-based militant outfit -- People Liberation Army (PLA) -- which it funds into a cooperative arrangement with Maoists and Kashmiri terror groups. The report also suggests that the country should probably get used to the abductions of VIPs by the Naxals.

In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. In 2011, 329 were kidnapped and 64 killed in all the ten States.

The report prepared by the Internal Security Wing to be submitted to the tribunal handling matters related with SIMI, headed by Justice V.K. Shali, says that though the Police had not come across incidents of secret meetings or training camps as had happened before 2008, several raids had yielded pamphlets and other materials. State Power Minister Aryadan Muhammad, on April 29, said that operatives of extremist organisations had been infiltrating into certain mainstream political parties. “These are very dangerous organisations,” he said. He further commented, “I can name these organisations. They are the NDF (presently Popular Front of India), SDPI… then SIMI… Most of these organisations come under the Jama’at-e-Islami,” he added. According to intelligence agencies, the preliminary plans of most of the Lashkar-e-Toiba (LeT) terror attacks carried out in Indian cities in 2008 were prepared at the SIMI camp held at Panayikkulam near Kochi (Kerala) on August 15, 2006. SIMI had also held a training camp at Vagamon hill resorts in Idukki District in December 2007 in preparation for terror strikes.
