According to the Annual Report of the Chhattisgarh Police, at least 78 persons, including 31 police personnel, were killed in 103 encounters in the State in Naxalite-related violence during year 2003. "A total of 103 encounters took place between Naxalites and police in the year 2003, in which 31 security men, three government employees and 35 civilians were killed,'' police sources said. The People's War Group (PWG) and the Maoist Communist Center (MCC) were active in 96 police stations areas of the State spread over about seven districts and there was an increase in Naxalite activities in 2003 compared to the previous year, the report added.

According to the Newindpress, the proscribed People's War Group (PWG) may soon change its name to All India Maoist Communist Centre (AIMCC) by merging with the Maoist Communist Centre (MCC) which has a sizable presence in Bihar and Jharkhand. The understanding between two outfits was reportedly reached after the recent mediation of another north-based Marxist-Leninist (ML) outfit, the Revolutionary Internationalist Movement (RIM). The MCC, which is currently holding talks with PWG and a few other left-wing organisations in India and Nepal, is ready to work together with other parties, the report added.

According to the Telegraph, the Bangladesh Rifles (BDR) has asked the terrorist outfits operating in Tripura to abandon their bases in Bangladesh and take shelter in rented houses in residential areas. According to the report, over the past month, outfits have deserted their camps in Sylhet, Maulvi Bazar and Habiganj districts bordering areas of North Tripura and Dhalai districts and Khowai and Sadar subdivisions in the West Tripura district. Quoting official sources in the North Tripura district, the report said that a terrorist camp at Kukijhuri in the Sylhet district has been burnt down after the terrorists deserted it. The report further indicates that the All Tripura Tiger Force (ATTF) camp located at Satcherri in the Habiganj district of Bangladesh opposite Simna area of Sadar in the West Tripura district and the National Liberation Front of Tripura (NLFT) camps located in Khasiapunji, Ranirgaon Bazar, Kurma, Naynarpar, Kandigaon and Kukijhuri has also been deserted.

A media report of February 6 has indicated that an unspecified number of associates of the Pakistan-based Mafia don Dawood Ibrahim might have been released in Dubai. They have also reportedly been asked to leave United Arab Emirates (UAE) immediately. The Dubai police had reportedly detained them, including Dawood Ibrahim's brother Noor-ul- Haq alias Noora, on February 3. They are suspected to be involved in the 1993- Mumbai serial bomb blast case. Meanwhile, the Central Bureau of Investigation (CBI), India’s premier crime investigation agency, was yet to receive any official information from the Interpol in Abu Dhabi regarding their arrest or release, the report added.

Media reports quoting an intelligence report said that the northeast region witnessed a marginal decline in terrorism related fatalities in the year 2003 compared to the previous years. The report indicated that 1072 persons were killed by different terrorist outfits during the year 2003 as compared to 1172 in 2002. Most number of killings was reported from Assam which recorded 379 deaths. While Tripura recorded 286 deaths, Manipur witnessed 201 fatalities. 88 and 78 deaths were reported from Nagaland and Meghalaya respectively. Arunachal Pradesh witnessed 36 fatalities. Mizoram was the most peaceful State in the region with four deaths. The report also indicated a rise in the number of abduction cases in the region. Tripura witnessed the most number of such cases with 213 abductions occurring in 2003. Nagaland was placed second with 167 cases while Manipur followed with 79 cases of abductions. The corresponding figure for Meghalaya was 45. Whereas 21 cases were reported from Arunachal Pradesh, no abduction occurred in Mizoram.

The Imphal Free Press has reported that during the month of January 2004, 15 terrorists, four security force (SF) personnel and three civilians were killed in terrorist-related violence and 63 terrorists were arrested in Manipur. Of the 15 killed, while five belonged to the proscribed People’s Liberation Army (PLA), four were reportedly affiliated to the valley-based Kanglei Yawol Kanna Lup (KYKL). During the month, security forces also arrested 63 terrorists and also recovered 12 arms and 142 rounds of ammunition from their possession.

According to the Hindu, police authorities of Punjab and Chandigarh, investigating into the recent Burail jailbreak incident, are said to have ascertained vital clues to a major revival plan by the terrorist outfits, Babbar Khalsa International (BKI) and the Panjwar faction of the Khalistan Commando Force (KCF). Apart from regrouping operatives, it is believed that they conspired to target some political leaders and former officers of the Army and Punjab Police. The report quoting Punjab Police sources indicated that interrogation of Gurvinder Singh alias `Goldi', arrested on charges of masterminding the escape from Burail jail by co-ordinating flow of funds through the Hawala route and information from the BKI and KCF leaders, revealed that the BKI had laid out plans to eliminate former Lieutenant General R.S. Dyal, former Punjab Police chiefs K.P.S. Gill and J.F.R. Ribeiro, chairman of the Delhi-based All India Anti-Terrorist Front (AIATF) M.S. Bitta and Delhi Congress leader Sajjan Kumar.

According to a statement by the Chief Minister of Tripura in the State Legislative Assembly on March 2, 2004, 952 civilians and 182 security force (SF) personnel were killed in the State in the last five years, between 1998 and 2003. A total of 633 civilians were injured and 1269 were abducted by terrorists of whom 332 are still in captivity. During the same period, 183 service weapons, including 65 Self-Loading Rifles, twenty nine .303 rifles, 18 carbines and 10 Kalashnikov rifles were looted by the terrorists. According to the Chief Minister, who is also in charge of the State Home Department, 43 major massacres were carried out by the terrorists and 836 terrorists have surrendered between 1998 and 2003.

A report in The Sentinel stated that, altogether 114 terrorists belonging to various outfits operating in Manipur were killed during encounters with the security forces’ between January 2003 and February 2004 in the State. Interrogation of some recently arrested terrorists in Jammu and Kashmir and intercepts of wireless messages has reportedly revealed that terrorist training camps have re-opened in Pakistan occupied Kashmir (PoK), including the Northern Areas (NA). A 30-page Union Home Ministry document states that the largest camp was in the Jungle-Mangal area where nearly 300 terrorists, mostly foreign mercenaries, were being trained followed by Elaq-e-Gher where 200 terrorists were being trained. Camps in the North West Frontier Province of Pakistan and the Gilgit area in NA had been revived besides re-opening of full-fledged communication of the Lashkar-e-Toiba in Lipa valley, the report said. The camps in Mansera and Haripur, which had been closed after the US-led operations against Taliban and Al Qaeda in Afghanistan, have also been reportedly revived.

The report said Naxalites might engineer bomb blasts and killings after the forthcoming Durga Puja festival. According to district police chief Vineet Goyal, "We have information there are large amounts of explosives tucked away in the jungles. We also have reports that the PWG-MCC is drawing up a hit list." Intelligence sources said the number of Naxalites in the district is increasing with many coming from the States of Andhra Pradesh and Orissa. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.
