Assam Tribune quoting Assam Police reports that in the year 2007, 286 civilians, 24 security force (SF) personnel and 129 militants were killed in 500 incidents of violence. While 750 civilians were injured in different militancy-related incidents, SF personnel arrested 1627 militants belonging to various outfits in the State. Police sources further said that the United Liberation Front of Asom (ULFA) was the worst hit as a number of hardcore cadres of the outfit were either arrested or killed during the year. 75 civilians were abducted by the militant groups in 2007 and 55 of them were rescued.

According to New Indian Express, police investigation has unearthed the links of Maoists in Koraput district with that of the Liberation Tigers of Tamil Eelam (LTTE). The link was ascertained after the arrest in June 2007 of five top-ranking Maoists by Koraput police from Tamil Nadu. During investigation, police got vital clues that one of the arrested Maoists had a direct link with the LTTE in Tamil Nadu. Intelligence sources informed that the entry of Tamil refugees from Jaffna in Sri Lanka to Malkangiri in Orissa five years back could have established these links.

According to a Union Ministry of Home Affairs report, Assam remains at the top of the list of casualties in terrorist violence in the year 2007. According to the Ministry, more than 290 civilians were killed in the acts of violence by the militant groups in 2007 in Assam and more than 750 others wounded. The militant groups also received major setbacks in the counter-insurgency operations in the State where more than 120 militants were killed, while, 25 security force personnel were killed in the encounters.

According to Asian Age, the Union Home Ministry has been alerted through a fresh report that the Maoists are acquiring new lethal weaponry besides upgrading their military base and expertise by forming six regular armed Coys. The Intelligence Bureau has reportedly indicated that while earlier 162 districts in 14 States were affected by left-wing extremism, now 182 districts are affected in 16 States. While 12 extremist groups are operating in Andhra Pradesh alone; Narayanpur in Jharkhand, Someshwar and Khymore Hills in Bihar on Nepal border are witnessing increased concentration, it said. The Bureau has also alerted the home ministry that the Siliguri corridor is also activated and Maoists are importing cadres from Bihar and Jharkhand to Malda in West Bengal via Katiyar and Sahebganj route.

Intelligence reports have said that a huge consignment of explosives and dozens of small arms has been transhipped into Assam by the ULFA from Bangladesh a week back, Sentinel reports. The reports also revealed that the shipment included highly-sophisticated remote control devices like those used by the Islamist militants to carry out the blasts at Hyderabad and Ajmer Sharif in 2007. These devices will enable ULFA to carry out explosions through signals from mobile handsets. The consignment has reportedly been received by ULFA ‘commander’ of lower Assam, Hira Sarania, from the courier from Bangladesh.

Bangladesh Rifles (BDR) has submitted a list of 1,626 Bangladeshi criminals hiding in India to the Border Security Force (BSF) during a three-day deputy director general level meeting in Bogra on January 21. Earlier at a BDR-BSF director-general level meeting, India had given Bangladesh a list of 1000 Indian criminals hiding in that country. At a post-meeting joint press conference, both sides said they had reached consensus on all the issues on the agenda regarding border problems and interests of both nations during the meeting. The BDR Deputy Director General Brig Gen MA Bari led the 12-member Bangladesh team in the meeting while the 18-member Indian delegation was led by Inspector General of BSF North Bengal Frontier R. A. Tiwari.

According to a report submitted by various intelligence agencies operative in the State to the Union Ministry of Defence, since 2004 there has been a 75 per cent decline in the number of infiltration attempts, Tribune reported. As per the report, 2001 saw maximum number (2,417) of terrorists getting infiltrated into the Indian side. In 2002, the figure dropped to 1504, in 2003 it was 1373 but in 2004 after the completion of the Line of Control (LoC) fence, the figures dropped to 537 in 2005, 597 and in 2006, 573 and in 2007 the figures stand between 200 to 300 terrorists successfully sneaked into the Indian side of the LoC from Pakistani side.

Advani and Gujarat Chief Minister Narendra Modi was reviewed on January 29 following intelligence inputs that "Global Terrorist" Dawood Ibrahim has been asked by Pakistan's Inter-Services Intelligence to assassinate them, Rediff reported. The inputs to central agencies have come from various sources indicating that Dawood had been approached by the ISI to carry out the plot, sources said. The intelligence inputs suggested that Dawood, who has been designated by the US as a global terrorist having links with al Qaeda, had been roped in after several sleeper cells of various terror groups failed to execute the plan.

Times of India reports that to tackle the problem of high quality fake Indian currency notes (FICN) that are flooding the banking system of the country from across the border, the government is considering a proposal of indigenizing the manufacture of paper, ink and machinery — all imported right now — for use in the printing of currency notes. A recommendation to this effect was made at a high-level meeting participated by the intelligence agencies and senior police officials from several States. A senior intelligence official said, "India is facing one of the worst crisis since Independence where the enemy country is using state infrastructure to demolish people's confidence in the economy." Quoting an intelligence source, the report said that two containers of FICN were brought into the country in 2007 through Mumbai and Chennai ports and were eventually taken to Hyderabad. The Hyderabad police seized a consignment of INR 25 million of FICN and interrogation of the accused revealed that more than INR 2000 million of fake currency notes were being printed and lying in Dubai for being smuggled into the country. According to Statesman, a recent report prepared by the Union Home Ministry states that the Maoists are steadily spreading their activities in new areas of the West Bengal whereas a majority of the Maoist-infested states have slowly pushed the outfit into a corner over the past four years. In West Bengal, a total of 12 police stations were identified as Maoist-infested in 2006. The number was four in 2003. After 2003, the Maoists have gained ground in the state. In 2004, Maoists made their presence felt in six police station areas and in 2005, the number of affected police stations reached to seven. As the number reached to 12 in 2006, it clearly appeared the state failed to stop the spread of Maoist activities here. In comparison to West Bengal, other Maoist-infested states like Andhra Pradesh, Bihar and Jharkhand dealt with the problem more efficiently. These states not only stopped the spread of Naxalite (left-wing extremists) violence but also “recaptured” some areas where the extremists had earlier made their presence felt, the report indicates. In Andhra Pradesh, the total number of Maoist-infested police stations were 183 in 2003 but it came down to 93 in 2006. Similarly in Bihar, the number of Maoist-infested police stations came down to 69 in 2006. In 2003, the state had a total of 100 affected police stations. Jharkhand also dealt with the problem efficiently. In 2003, the state had 96 affected police stations in terms of Maoist violence but in 2006 the number came down to 85. However, in some states like Orissa and Chhattisgarh, Maoists have spread their activities in new areas during the period. Overall in the country, Maoist activities have been curved significantly. In 2003 the total number of Naxalite affected police stations was 491 but in 2006 the number came down to 395. The report was prepared with the figure available till 2006. Meanwhile, Inspector General of Police (Law and Order), Raj Kanojia, said that till date 13-14 police stations in three districts, Bankura, Purulia and Midnapore West, were affected in the State.

An intelligence input indicated that representatives of Babbar Khalsa International (BKI), International Sikh Youth Federation/Rhode (ISYF) and Lashkar-e-Toiba (LeT) met in Berlin in June 2007 and decided that financial support would be extended to the LeT and logistical support to the BKI to carry out terrorist actions in India. Official sources said that six to eight groups of militants - with as many as 10 to 20 militants in each group - have successfully crossed the Line of Control (LoC) and landed in the Gurez and Lolab valley in Bandipora and Kupwara districts of Kashmir valley since March 1, 2008. Every year for the past 10 years, the biggest Mandrax seizures were reported from South Africa. In 2007 alone, 19 million Mandrax tablets were seized there. From South Africa, Dawood's Mandrax is reportedly sent across Africa to Kenya, Uganda, Tanzania, Nigeria, and Morocco. Dawood was declared an international terrorist by the US with an Interpol red corner notice against him. Dawood's passport number is A 1332945 and it was issued to him on April 6, 2005. Apart from other districts of Bangladesh, Maulvi Bazar has figured prominently in the revised list of 117 camps which Border Security Force (BSF) provided to the Bangladesh Rifles (BDR) during the recent border coordination conference of the two countries in New Delhi. Maulvi Bazaar - which is flanked by Assam and Tripura from two sides - comprises nearly one-fourth of the total camps located in Bangladesh. Main hideouts in Maulvi Bazar are reportedly at Narsurpunji, Ragichera, Rajki Tea Estate and Avalchera under Kulaura police station, Bagerhat under Dighinala police station, Puranbari, Kalengipunji and Dabalchera under Kamal Ganj police station, Dulubari under Srimangal police station, Segan Bagan under Sajek police station, and Nine Mile under Matiranga police station. The report added that Habibganj, Khagrachari, Rangamati, Chittagong and Sylhet are other districts where Indian intelligence agencies have pin-pointed locations of training camps - some of which are being run with the help of Pakistan's Inter Services Intelligence (ISI) to train the cadre of Harkat-ul-Jehad-al-Islami (HuJI). The involvement of Pakistan-based outfits has been observed in most of the terrorist attacks in India as groups from across the border continue to sponsor terrorist and subversive activities in the country, the Union Home Ministry said in its Annual Report for 2007-08, PTI reported. "The hand of Pakistan-based terrorist organisations - LeT and JeM - and, increasingly of the Bangladesh-based HuJI, known to have close links with ISI, has been observed in most of these cases," the 167-page report said. The incidents showed these groups have been using sleeper cells in the country to carry out such activities, and have also been using the territory of other neighbouring countries such as Bangladesh and Nepal, it said. The report said that as part of its counter measures, the Government has banned 32 groups as terrorist organisations under the provisions of Unlawful Activities (Prevention) Act. It also said the Centre has adopted a multi-pronged approach and strategy for countering the activities of the Pakistan’s ISI and PoK-based terrorist groups. "This includes intensive patrolling and surveillance on the borders, including border fencing, floodlighting and strengthening coastal security arrangements to check infiltration," it said. Deployment of Central para-military forces to aid the State police forces in areas prone to terrorist violence and heightened vigil and security arrangements in and around vital installations are among other counter-measures being taken by the security establishment. The report said regular sharing of intelligence with the State Governments and among various agencies was carried out besides strengthening of arrangements and mechanism for intelligence gathering, particularly at the cutting edge level.

The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

"The Naga men normally go back to their State after collecting huge amount of money through extortion in Meghalaya," the sources said. Intelligence sources also said that former NSCN cadres involved in extortion in Meghalaya were planning to form a new militant outfit that could be more powerful than the NSCN-IM and NSCN-K. Many coal exporters from and outside the State have incurred huge losses due to the ongoing extortion drive jointly launched by cadres of the NSCN, HNLC and LAEF. Militants’ threat is reported to have forced several coal exporters to leave the coal belt areas recently. There were reports that the Tripura-based National Liberation Front of Tripura (NLFT) was supporting the HNLC's extortion drive in the district where coal exporters and managers of various cement plants were made to pay money to militants.

Since the start of 2007 until now, Indian authorities have seized unusually large volumes of ball bearings that are used as shrapnel, aluminium bars, both ordinary and electronic detonators, boat building equipment, walkie-talkies, batteries and petroleum products. Also found hidden or abandoned have been chemicals, including sulphuric acid, high-speed outboard engines for boats, cycle spares, tyres for cycles and motorcycles, power generators, and surgical equipment including medicines. Some of the seizures run into tonnes and detonators in thousands. The quantity of chemicals totals hundreds of litres. A vast majority of the findings have been reported from the coastal district of Ramnad, which overlooks Mannar district in north-western Sri Lanka. Arrests of couriers have been few in relation to the materials seized. Some of the seized goods were found buried or in safe houses. Others were simply abandoned when the Police came too close to catching the messengers. Both Sri Lankan and Indian Tamils have been involved in the incidents.

Basing its information on literature and pamphlets seized by the security forces in anti-Naxal operations, and also on interrogation of arrested extremists, the report says the Naxal groups are aiming to liberate and control 35 per cent of India's land by the end of 2009. The report points out the naxalite groups have spread their activities to states that had earlier not witnessed any Naxal activities like Delhi, Punjab, Uttarakhand and Gujarat. As many as 39 left-wing extremist groups are currently operating in the country with a combined membership of more than a 100,000, the reports further added. With the ISI spreading its tentacles in the country from Jammu and Kashmir to the south, the report spoke of active terrorist modules mushrooming in Bihar, Assam and West Bengal where the sleeper cells have been assigned with specific targets. In its section on terrorist groups and weapons of mass destruction, the report said "super terrorism in this perspective can be defined as projected future use of chemical, biological, nuclear and radiological weapons by terrorist groups." The report said Indo-Nepal border in Bihar is being used for smuggling of arms, explosives, fake currency into the country, while the ISI was focusing on Uttar Pradesh to fund seminaries and recruit youngsters for subversive activities. South India too is an important part of the overall ISI game-plan since it is being targeted to recruit unemployed youths, the report stated. The report also mentions that the ISI is attempting to revive militancy in Punjab and form new anti-India groups in the State. While Maharashtra has been a victim of underworld gangs which have strong links with ISI, the report mentions that the ISI was also trying to liaison with the underworld in Gujarat and are using the coastal line for transporting arms and drug running operations. Terrorists may use aircraft, buses or other means which are commonly available to cause heavy casualties without having to go through the "rigorous" process of acquisition of technological capabilities as envisaged for the use of Nuclear, Biological and Chemical weapons, it warns. It also says technology oriented terrorists camps could use explosive laden unarmed aerial vehicles at selected high value targets.

Times of India quoting an intelligence report submitted to the Union Ministry of Home Affairs (MHA) said that the left-wing extremists are spreading their presence to 22 states of the country. The extremists are approaching terrorist outfits like the Liberation Tigers of Tamil Eelam (LTTE) and the United Liberation Front of Asom (ULFA) for arms procurement. The report further said that the extremists are aiming at liberating 35 per cent of country's territory by the end of 2009. Thirty-nine left-wing extremists groups are operating in the country with underground sympathisers and armed cadre active in 15 states while overground supporters exist in seven states, the report said. They have, however, no presence in six states -- Arunachal Pradesh, Nagaland, Mizoram, Sikkim, Goa and Himachal Pradesh. The report further said that there are over 20,000 underground extremists active in the country. Nearly 50,000 overground members and more than 100,000 sympathisers and supporters are working in various frontal organisations of the outfits.

According to the report, while over 6,000-kilograms of explosive was recovered in Bihar, 893.5-kg was recovered from Jharkhand. Both states, which occupy top two positions in the list of States from where explosive seizures were made, have heavy naxal presence. In Jammu and Kashmir, it has recovered explosive to the tune of 186.5-kilograms. While the CRPF recovered 57,460 ammunitions and 1557 arms from across the country, it lost 1143 and 18 of the same.

With a view to foil any attempt by terrorists to sneak into the mainland through the sea, the Government has increased surveillance and patrolling of the country's 7,516-km-long coastline spread across nine States and four Union Territories, reports The Hindustan Times. The renewed efforts to tighten security and surveillance in shallow areas close to the coast have been made to counter illegal cross-border activities and criminal acts, including infiltration by terrorists and smuggling of arms and explosives, Home Ministry officials said. Intelligence agencies have also cautioned the government that terror groups were trying to use gaps in India's coastline that connect the country to Bangladesh, Sri Lanka, Pakistan and Maldives, all of which have seen rising terrorist activities, officials said. They also said there are intelligence inputs of Lashker-e-Taiba (LeT) trying to set up its bases in uninhabited islands located in high seas around the country. The measures have been taken up as part of the government's Coastal Security Scheme launched about three years ago through which it decided to set up 73 coastal police stations, 97 police check posts, 58 outposts and 30 barracks. Under the scheme, which is being implemented in Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West Bengal besides Puducherry, Lakshadweep, Daman and Diu and Andaman and Nicobar Islands, the coastal police stations are being equipped with 204 boats, 149 jeeps and 312 motorcycles. Steps are being taken to strengthen joint patrolling off the coast in Gujarat, Maharashtra, Orissa, West Bengal and Andhra Pradesh to prevent any attempt by terrorists to smuggle arms and explosives as most of these states have suffered terror strikes in the recent past.

An official of the CRPF said, "Of the 49 security personnel who died in action, 30 alone were killed while fighting Naxals. In Kashmir, which witnessed violence during the Amarnath land transfer controversy this year, we lost eight security personnel." Arms and ammunition lost in the left-wing extremism affected areas by CRPF is also highest. 12 arms and 900 ammunition were looted by naxals in Chhattisgarh from the CRPF personnel. Crime Investigation Department (CID)’s report said that Surjya Debbarma masterminded the blasts. The investigation further revels that a group of ATTF activists, including Surjya, had undergone primary training in use of explosives under the guidance of ULFA, before being intensively trained by a group of Bangladesh Rifles (BDR) and Directorate General of Forces Intelligence (DGFI) officers at Muksinghat near Chittagong town in Bangladesh in August and September. The ATTF had received a consignment of bomb-making materials from ULFA in their hideout at Satcherri just across the border in Simna area of Sadar (north) and the materials had been carried across the border by two tea garden labourers of Satcherri, Mohan Munda and Mangal Munda, under the supervision of Surjya.

Terrorism and left-wing extremism affected States such as Gujarat, Karnataka, Delhi, Jammu and Kashmir, Jharkhand, Chhattisgarh and Bihar have vacant posts ranging from 4,400 to 13,000 in the grade of Constables, Sub-Inspectors (SIs) and Deputy Superintendents of Police (DSPs). On an average 24.15 per cent posts of DSPs, 20.76 per cent posts of SIs and 10.87 per cent posts of constables are lying vacant across the country. The MHA says in Gujarat, which witnessed a series of bomb blasts recently, has a total sanctioned strength of 43,554 police personnel. But out of this, 8,549 posts, including 7,418 posts of constables, are lying vacant. Karnataka, another state which witnessed terror attacks has a sanctioned strength of 59,442 personnel in its police force. But 9,429 posts, including of 8,235 constables and 72 DSPs, are lying vacant here.

A Orissa Home Department resolution (No 47958 dated October 25, 2008) indicates that tribal men and women in the age group of 18-25 years from Maoist-infested districts of Malkangiri, Koraput, Gajapati, Rayagada and Kandhamal districts would be appointed on a contractual basis for the first three years. Required to pass at least Standard VIII, they would undergo training in arms and ammunition like a regular policeman. As SPOs, they would be paid INR 4,000 in the first two years and INR 4,500 in the third year after which they might be absorbed as sepoys or constables in the regular police vacancies. A senior home department official said, “It’s just like Salwa Judum (anti-Maoist civilian vigilante movement in Chhattisgarh). They will be doing the same things that the SPOs in Chhattisgarh are doing. The aim is to let the tribals defend themselves against the onslaught of Maoists.”

These facts came to light following the arrest of a Bhutanese national, Tenzing Zengpo, during investigations into the serial blasts. Zengpo was arrested along with one of the suspects in the case in Guwahati city. During interrogation, the Bhutanese national admitted the long association they had with the ULFA and NDFB. Sources revealed that Zengpo was earlier the general secretary of the Druk National Congress of Bhutan and is currently associated with Maoist groups active in Bhutan.

Intelligence reports said nearly 100 cadres, led by one Niki Sumi of the Khaplang group, transported the contraband to Nagaland with the help of Meitei outfits in Manipur. The report added that a local man of Ninu village, suspected to be a NSCN-IM cadre, had recruited 16 youths from the village, besides two from Longsom area, three from Bera area and one from Konsa area in the district, with a target to recruit 50 youths from Khonsa, Longding and Kanubari circles. However, the report mentioned that the district administration was not sure whether the youths were abducted or they voluntarily joined the outfit. "The United States warned the Indian Government about a potential maritime attack against Mumbai at least a month before last week's massacre in the country's financial capital," the CNN quoted a US counter-terrorism official as saying. The American network quoted the official as saying that the warning was issued not once but "twice". A second Government source told ABCnews.com that specific locations, including the Taj Hotel, were listed in the US warning. "US intelligence indicated that a group might enter the country by water and launch an attack on Mumbai, said the official, who refused to be identified due to the ongoing investigation into the attacks and the sensitivity of the information," the CNN mentioned. Indian intelligence officials were quoted by ABCnews.com as saying that on November 18 they intercepted a satellite phone call to a number in Pakistan known to be used by a suspected Lashkar-e-Toiba (LeT) leader. Investigators said that most of the grenades have their source in Pakistan and some were from the Pakistan Ordnance Factories (POF) in Wah city in the north of Pakistan’s Punjab province. This place was reportedly also the source of grenades and explosives used in the 1993 Mumbai serial blasts, the 2001 Parliament attack and attack on India embassy in Kabul in 2008. One of the grenades recovered from Mumbai, bears the name ‘EN ARGES’ in bold letters, followed by ‘Spl HG 64’ and the serial number 7-93-003. The Arges brand name belongs to Rheinmetall Waffe Munition, an Austrian company, and the grenades are manufactured by POF under license for use by the Pakistan Army. Similar grenades were recovered from terrorists involved in the 1993 Mumbai serial bomb blasts, the 2001 Parliament attack and on the three militants shot dead while trying to attack the Rashtriya Swayamsevak Sangh headquarters in Nagpur in June 2006. The automatic pistols are also manufactured in Pakistan, with one of them bearing, in bold letters, the name "Diamond" followed by the manufacturer’s name, "Nedi Frontier Arms Co." Below it are engravings which read "Peshawar Cal 30" and "7341 NFAC." The AK-47 assault rifles used by the terrorists in Mumbai were manufactured in Russia. One rifle recovered has the trademark symbol of a triangle with an arrow inside it, representing the Izhevsk factory in Izhevsk city, capital of the Udmurt Republic in western Russia, where Mikhail Kalashnikov designed the rifle.

According to the sources in Uttar Pradesh Home Ministry, explosives meant for mining activities in the State are being diverted to Naxalites (left-wing extremists) to carry out strikes in the other States, PTI reported. "A large number of recoveries of explosives from the Naxalite-infested districts of Chandauli, Mirzapur and Sonbhadra and other parts of the State have revealed that the Naxalites are exploiting their links with the people involved in mining activities to carry out strikes in other states," a senior Home Ministry official told. According to the report, this year till November, 34348 detonators, 3226 electric detonators, 700 kilograms of explosive, 43 gelatin rods, 1,883 safety fuses, 32.76 tonnes of ammonium nitrate and 200 explosive rods were recovered from different parts of the State. Most of the recoveries were from the Naxalite-affected Chandauli, Mirzapur and Sonebhadra districts, which are also known for mining activities. While 30,000 detonators and 3,100 electric detonators were recovered from Chandauli, over 32 tonnes of ammonium nitrate, 54 detonators and 20 electronic detonators were recovered from Sonebhadra. From Mirzapur 2.6 quintal of ammonium nitrate, 1373 detonators, 100 electric detonators were recovered.

Sources said the former Bangladesh head of the LeT arranged for logistical support to the 10 Pakistan-trained terrorists who attacked Mumbai on November 26. Faisal Nayeem, deported to Pakistan in 2006 under American pressure, was the LeT's commander in Dhaka. Sources investigating the attack claim that Faisal got in touch with LeT's present Bangladesh head, Imran Mian, to arrange SIM cards for the terrorists who carried out the Mumbai attacks. During his stay in Bangladesh, Nayeem had set up an intricate network of agents which allowed him to take Indian youth to Pakistan via Bangladesh. They were trained in Pakistani terror camps and then pushed into India. Faisal told Bangladeshi investigators that he had coordinated several fidayeen (suicide squad) attacks during his stay in Bangladesh including the attack on the Rashtriya Swayamsevak Sangh headquarters in Nagpur in 2004 and a Border Security Force post in Hyderabad in 2005.

The Maoists have specifically targeted Pappuluru, Kappatotti, Naguluru, Tarigetta, Chintagunnal, Kuntawada, Sanyasiguda, Nimmalapadu, Doraguda, Gassiguda and Allurukota villages located near G K Veedhi mandal (administrative division) for their recruitment drive. The CPI-Maoist’s Malkangiri division has also decided to fill up the vacant slots in the platoons and area committees as they are worried over the depleting cadre strength. The Maoists have threatened villagers and asked them to send a minimum of 10 children from each panchayat (village-level self-government institution) to join them. "If the parents ignore their call, the Maoists swoop on the villages in the night and take away kids,'' the report said. The report also said that the Maoists have been imparting training to children to collect information on the police, handle sophisticated weapons and plant mines. "The young recruits are also engaged to collect intelligence inputs on police stations, deliver messages and procure food,'' a police officer involved in anti-Naxal operations said. Almost 90 percent of the members of the cultural outfits of Maoist wings are below 16 years, the report added.

The year-end review report published by the Union Ministry of Home Affairs (MHA) on December 31, 2008 says that "the Communist Party of India-Maoist (CPI-Maoist) violence during the year 2008 remained at the same level as compared to last year in terms of number of incidents and casualties of Security Forces. Till November, the number of incidents of violence by Maoists and Police/civilian casualties were 1,435 and 658 as compared to 1,420 and 636 for the corresponding period of the year 2007," IANS reported. The report also said over INR 600 million has been released to eight focus Districts of the country - Gaya and Aurangabad in Bihar, Dantewada and Bijapur in Chhattisgarh, Khammam in Andhra Pradesh, Malkangiri and Raigarh in Orissa and Balaghat in Madhya Pradesh – under the Special Infrastructure Scheme in affected States, adds Bihar Times.

With the Communist Party of India-Maoist (CPI-Maoist) making their presence felt in more than half of the 18 Districts in Chhattisgarh, year 2008 saw large scale CPI-Maoist related violence, reports India Today. Out of a total of 212 people killed, 131 were civilians. 63 Police Personnel, 14 Special Police Officers and one secret Policeman were also killed by the CPI-Maoist. The Maoists also lost 52 of their cadres. The Hindu, quoting the Director General of Police (DGP), Vishawa Ranjan, reports that about 15,000 armed women Maoists operate in Chhattisgarh and they form a significant chunk of the insurgents engaged in a bitter battle with the State machinery. According to the DGP, "Some 30 percent of the total 50,000 armed rebels, or 15,000, are female insurgents, who actively participate in carrying out major strikes against civilians and Police forces," adding, "Roughly 10,000 highly militarised insurgents are present in Chhattisgarh, backed by another at least armed 35,000-40,000 cadre who carry multiple weapons." The group of women rebels also known as Krantikari Adivasi Mahila Sangh is a frontal unit of the outlawed CPI-Maoist and plays a key role in all major strikes, the report said, adding, Police officials and experts say hundreds of thousands of minor girls have been forcibly recruited to Maoist ranks as combatants. "Earlier, the militants were taking away one boy or girl from each family when they had total command in the interiors but now their recruitment efforts are facing resistance as people are not rallying behind them," said the Police chief, claiming, "… Maoists had just stepped in and were trying to win over local tribal population by taking up their issues and beating up forest guards but at that time, there were not many killings. Police made serious attempts after 2004 to counter Maoists and have now pushed them on the backfoot."
