Statistical indicators of terrorist violence in Assam has indicated a downtrend with 485 incidents of violence recorded in 2001 as compared to 643 incidents registered in 2000. A news report on January 3, citing a senior State police official, also revealed that the total casualties in these incidents of violence fell to 654 in 2001 as compared to 820 in 2000. Kidnappings and abductions too registered a decline with 67 cases registered in 2001 as compared to 111 in 2000. While the terrorists killed in 2001 declined to 307 as compared to 328 in the past year, casualties suffered by security forces in the State increased to 86 in 2001, as compared to 86 in the past year. The number of civilian casualties in 2001 has also declined to 261 as compared to 412 in 2000. Security forces arrested 912 terrorists, seized 379 weapons and 6,860 rounds of ammunition and recovered cash amounting to over Rs 4 million in 2001. Among the insurgent groups, terrorists of the National Democratic Front of Bodoland (NDFB) were responsible for 187 incidents of violence, killing 146 persons, including 23 security forces personnel. 108 terrorists of the outfit were also killed while 193 others were arrested. Terrorists of the United Liberation Front of Asom (ULFA) were responsible for 186 incidents of violence in which 95 persons were killed. The outfit lost 143 of its terrorists who were killed and 569 others who were arrested. The Isak- Muivah and Khaplang factions of the National Socialist Council of Nagaland (NSCN-IM; NSCN-K) were behind 10 incidents of terrorist violence while the Dima Halom Daogah (DHD) and the United People's Democratic Solidarity (UPDS) were responsible for 20 and 36 incidents of violence respectively. Terrorists of the UPDS, killed 45 people, including eight police personnel and abducted three persons in Karbi Anglong district during 2001. Sixteen UPDS terrorists were killed and 23 others were arrested in 2001. Terrorists of the North Cachar Hills district-based DHD killed 20 persons including 13 police personnel and abducted eight persons, while five of its activists were killed and 25 others were arrested. The two NSCN factions, which have cease-fire agreements with the Union government, together killed 20 persons, including 14 security personnel and abducted three persons in Assam. Seven terrorists of the two factions were killed and eighteen others were arrested.

According to media reports, the Reserve Bank of India (RBI) has asked all banks to monitor the transactions of 23 organisations identified by the Union government as terrorist outfits. The Government of India's (GoI) list includes Pakistan-based Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), terrorist organisations of the north-eastern region like the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), the proscribed Students Islamic Movement of India (SIMI) and Liberation Tigers of Tamil Eelam (LTTE). Sources added that the RBI’s measure is consequent to the President of India's promulgation of Prevention of Terrorism Ordinance (POTO) in October 2001. "It has been decided in consultation with GoI that banks should keep a watchful eye on the transactions of these organisations and if something is found violative of the extant acts or normal banking operations, the matter must be reported by the concerned bank to the appropriate authorities under the ordinance and to RBI," the apex bank said in a circular issued to all commercial banks.

A media report on January 18, said that the Federal Bureau of Investigation of USA has given India a list of 30 Indian nationals who are suspected to have been part of the Al Qaeda terrorist network of Osama bin Laden. The FBI move is reported to be part of the co-operation between India and the US over sharing of intelligence. The report added that the Karzai government and US authorities have arrested some of them in Afghanistan. At least three of those named in the list are under arrest in Hyderabad. This is in addition to the two Hyderabad men who were held in the US after the September 11, 2001 terrorist attacks. The list reportedly also includes the name of Mohammad Afroz, who had been arrested by the Mumbai police in October 2001. As reported earlier, Afroz had confessed that he had been given pilot training in Australia, the UK and the US before September 11. Sources added that the FBI list is being processed by Indian security agencies within and outside the country. The Al Qaeda’s Indian connection is also expected to be discussed by US and Indian intelligence officials at a meeting of the two countries’ joint working group on terrorism which is scheduled to meet on January 21 and 22.

According to a media report, approximately 125 madrassas (religious seminaries) in the districts along the West Bengal-Bangladesh border have been identified as being linked to various terrorist outfits by the State government. The State and Central intelligence agencies, including the military intelligence, have reportedly compiled the list of madrassas in the Cooch Behar, Jalpaiguri, Malda and Murshidabad districts. The agencies are reported to have gathered evidence that these madrassas have been harbouring terrorists belonging to various Islamist terrorist outfits and have also been preaching terror. Quoting intelligence sources, the report added that a crackdown on these madrassas is expected to commence soon. While pointing out that all these madrassas have reportedly been funded by trusts based in the Gulf countries, the report added one of the trusts in Saudi Arabia is known to have strong linkages with the Al Qaeda terror network of Osama bin Laden. This trust has reportedly sponsored a number of madrassas in Cooch Behar and Jalpaiguri.

According to media sources, a report, prepared by the Border Security Force (BSF), in December 2001 and submitted recently to the West Bengal Chief Minister, has indicated a sharp rise in the number of unaffiliated madrassas (religious seminaries) in North Bengal, particularly along the border with Bangladesh. However, it is not known how many madrassas in the border areas are affiliated with the Board of Madarasa Education. Sources indicated that while minority institutions have gone up by approximately 50 per cent, the report points at a change in the demography of North Bengal in the last two decades. A survey was conducted along a 20-km stretch of the border in six districts. According to the report, the number of madrassas and mosques in 1990 were 487 and 823. In 2001, the numbers rose to 734 and 1227 respectively. The report also reportedly indicates that most of the institutions have emerged within a radius of five km from the border. The number of mosques close to the border has gone up from 475 in 1990 to 639. In case of madrassas, it has risen to 317 from 255.

According to media reports on January 31, intelligence agencies are tracing the fund routes of private madrassas in North 24-Parganas and Murshidabad districts of West Bengal. Reports said that unrecognised madrassas in the region have been receiving funds through various international routes which depend heavily on illegal finance network, hawala channels. A senior intelligence officer was quoted as saying, "We are now tracking a person in Kazipara area of Barasat who receives the money siphoned to private-run madrassas through separate hawala channels. We have information that this individual recently received more than Rs. 600,000 from one such channel for a 'private-run academy', which doesn't have permission under the Foreign Currency Regulation Act, 1961. We also have reports of the presence of a Pakistan and Bangladesh-based organisation, 'Khilafat Majlish', that is regularly funding private madrassas." The police are also keeping a watch on pre-madrassa institutions in rural areas, 'Makhtabs', which do not need any government registration. There are allegations that Makhtabs are involved in the "elementary brainwashing" of children to create the foundation of the so-called jehadis, says an intelligence report.

A report by a web news agency ‘Indo-Asian News Service’ on February 4 has indicated that a new terrorist outfit, comprising thousands of Pakistani Taliban fighters airlifted by Pakistan following the siege of Afghan town of Kunduz, may step up violence in Jammu and Kashmir in the coming weeks and months. The outfit, Shoora-e-Furqan’ (Assembly of Believers) would reportedly be based in Pakistan occupied Kashmir (PoK) and is likely to step up violent activities to prove that Jehad in Kashmir was not dead, said the report. While approximately 5,000 Taliban and Al Qaeda cadres were reportedly airlifted from Kunduz by Pakistan in November- December 2001, the report quoted sources as saying that the number was "much higher". According to "a source in Kabul close to assassinated Northern Alliance Commander Ahmed Shah Masood", there were between 25,000 to 30,000 Taliban, Pakistani and Al Qaeda fighters at Kunduz at that time. "While about 6,000 of them surrendered, Pakistani military aircraft evacuated the others", this source told the news agency, adding it was a "day and night operation which continued for several days" and could not have taken place without the knowledge of US forces. The evacuation of these fighters could "substantially increase terrorism in Jammu and Kashmir", said the report.

An assessment report on ‘red terror’ prepared by the State police said that left-wing extremism, Naxalism has grown in Bihar in the past two years especially since the creation of the State of Jharkhand. The report refers to the growing threat consequent to the merger of the People’s War Group (PWG) and the Communist Party of India, Marxist-Leninist, CPI-ML (Party Unity). It says, "the People’s War in Bihar is more systematic, calculative and expansionist of all the Naxalite outfits. This organisation is well versed in explosive techniques and generally targets police personnel ruthlessly". The report has also pointed out to the demoralisation that set in the Bihar police after the PWG entered the State and has stressed on the need to sensitise the police force to the security aspects. Besides, the report expresses concern over the increasing cases of landmine blasts, deaths of police personnel and loss of police weaponry. The report also notes that both the PWG and the Maoist Communist Centre (MCC) have been growing at the cost of mainstream moderate Left parties, like Communist Party of India Marxist-Leninist CPI(ML), the Communist Party of India (CPI) and the Communist Party of India, Marxist CPI-M, among others. It sees a dangerous trend of more violent organisations "eating into" the bases of the moderate Left, predicting a more "bloody battle in the future".

A media report quoting intelligence sources has indicated that many Assam government officials, engineers, doctors and businessmen, working in Srirampur and Guwahati, have been regularly paying extortion to the proscribed terrorist outfit United Liberation Front of Asom (ULFA). Following his arrest in Agartala by security forces and interrogation, a ULFA terrorist, Jayanta Barua alias John Baruah, reportedly divulged names and possible whereabouts of 201 ULFA terrorists, including top leaders and locations of ULFA camps in Bhutan, Bangladesh and other places. Barua also reportedly confessed that he was the 'Quarter Master Incharge' of a camp, located somewhere in Tripura, which is being jointly run by the ULFA and the All Tripura Tiger Force (ATTF), providing "urban guerilla training" to the members of both the terrorist outfits. Intelligence sources claim John, who hails from Tamulpur in Nalbari district, was a student of Assam Engineering Institute, before joining the ULFA in 1995. Meanwhile, police have intensified security around him following recent attempts by the ULFA to kill him. Intelligence sources have also ascertained that ULFA runs a transit camp at the Senaibati area in Sherpur district of Bangladesh across the international border in Dhubri district, where logistic support to the ULFA terrorists during their journey into Bangladesh was provided by the terrorists belonging to Achik National Volunteer Council (ANVC). It has also been reported that a French human rights activist made a recent visit to Assam to assess the situation in the State at the behest of the ULFA leadership.

According to media reports, the Union government is planning to deploy Central Industrial Security Force (CISF) and Special Services Bureau (SSB) on the Indo-Nepal border in Uttar Pradesh following intelligence reports that Pakistan’s Inter Services Intelligence (ISI) supported outfits had restarted their activities along the border to disrupt the forthcoming State Legislative Assembly elections in the States of Uttar Pradesh and Uttaranchal. Reports said that some outfits, including some Nepal-based fundamentalist organisations, would be attempting attacks on top political leaders in the two States to disrupt the elections. Media reports quoting intelligence sources added that some Sikh terrorists, primarily belonging to the Babbar Khalsa outfit, were also active in the Terai region in Western Uttar Pradesh. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. The terrorists holed up in these areas find it easier to operate in the districts of upper Assam added the reports. These areas are used by these terrorists, allegedly, to facilitate the functioning of inter-terrorist organisation network, as National Socialist Council of Nagalim, Isac- Muviah (NSCN-IM) terrorists are also believed to be operating from these areas. The latter are also believed to have sent requests to terrorist outfits like NDFB ‘to work in collaboration’ with them, the reports also said. The reports further said that the Security Forces (SFs) are trying to gather information as regards the activities of terrorist in these areas and the effort on their part is also to seek co-operation from their counterparts camping in the neighbouring States. However, lack of manpower and modern weapons are a hindrance when it comes to carrying out counter insurgency measures effectively, added the report. The Commission appointed by the Jammu and Kashmir government to probe into the death of several civilians in firing by security forces at Haigam in Baramulla district and Maisuma near Srinagar in February 2001 has exonerated the forces and justified the firing on the protesters. The two incidents occurred on February 14 and 16. While five civilians were killed in the firing on the protestors in Haigam, a civilian was killed and 30 others injured when military intelligence personnel fired on protestors at Maisuma. Minister of State for Law and Parliamentary Affairs, Mushtaq Ahmed Lone, on March 7, tabled the report of the inquiry commission – headed by Justice OP Sharma, Judge J&K High Court – in the State Legislative Assembly. The report justified the firing by security personnel and declared, "lack of adequate Civil Power to clear the road blockade at the Highway by the residents of Haigam and adjoining villages and to restore the only lifeline between Srinagar and Uri lead to the incident." The report also said that refusal of the crowd at Haigam to give safe passage to the Army Convoy "became immediate cause of the firing as Army convoy is the soft target of the militants" and added that the crowd also spurned the request of the convoy Commander and Major Chandan Jha to lift the blockade. "Since, the demonstrators resisted the use of physical force and even cane charge had no effect on them firing became necessary," the Commission observed. Charging the crowd under section 341 and 342 of Ranbir Penal Code for unlawful assembly and blocking the road traffic in spite of prohibitory orders, Justice Sharma, in his report said "the crowd did a criminal offence." The report also states that the cause of commotion was "sudden fire by someone out of the crowd which lead to the panic reaction and the members of Quick Reaction team apprehending danger opened fire." On the Maisuma incident in which Havaldar Harvinder Singh was named, the Commission was of the view that Havaldar Singh "had no option but to fire and in doing so he did not use excessive force." The report added that "…the force used by him was minimum to restore order considering the fact that crowd was violating the Prohibitory order besides being guilty of rioting which is an offence punishable under Section 148 of Ranbir Penal Code."

Media reports on March 17 indicated that the proscribed National Liberation Front of Tripura (NLFT) has created its women’s wing under Khanjana Debbarma, a close associate of NLFT chief Bishwa Mohon Debbarma. An unspecified number of young tribal girls from different parts of Tripura have disappeared and made their way, reportedly, to NLFT training camps in the Chittagong Hill-Tracts (CHT) of Bangladesh. Reports said families of the missing girls aged between 14 and 16 never reported it to the police and the number of such girls could be even 100 who went missing in the past six months. This includes those 14 who disappeared between February 15 and 19 20002. Intelligence sources also believe that 22 girls have crossed the border to reach CHT since mid-February. Tripura Chief Minister Manik Sarkar had informed the State Assembly earlier that most of these girls belonged to the remote hill areas of Dhalai and North Tripura district. The areas, which sources believe NLFT has been targeting for its women’s wing, include Sakhan-Sermoon hills of Kanchanpur, Teliamura and Baramura in North Tripura, among others. The girls are lured away allegedly by the NLFT terrorists on the pretext of love and sent to the mentioned destinations.

Accused by some members of legislating a harsh law to curb basic liberties, the government said that without POTO the war against terrorism would have no meaning. Responding to the criticism of the Bill, Union Law Minister Arun Jetley said an effective law was required to blunt the edge of the terrorist campaign which had claimed more lives than the four full-scale wars the country had fought since Independence. Giving details, he said that while 45,468 lives were lost in the four wars, terrorism in the past 15 years claimed 61,031 lives. He added that 600,000 people had been rendered homeless by terrorism in different parts of the country. The cost of fighting cross border terrorism, according to the Minister, was an estimated Rs. 450 billion. The volume of explosives seized by the security forces from terrorist elements in recent years was 48,000 tonnes. “With that kind of explosives in terrorist hands every inch of India would have been taken care of “, Jetley said, claiming an extraordinary situation requires an extraordinary response. Earlier, moving the Bill for consideration, Union Home Minister LK Advani said the shortcomings of the Terrorist and Disruptive Activities (Prevention) Act TADA had been eliminated in the proposed Bill removing scope for abuse and violation of human rights. He said the government had incorporated all the inputs from the Supreme Court’s judgement of TADA as well as suggestions from the National Human Rights Commission (NHRC) in an effort to minimise potential abuse.

These agencies, which have also been on the trail of Osama bin Laden and the Al-Qaeda network, have found some linkages between Davey, international arms dealers and terrorist outfits, reports said. The US State Department Protective Intelligence division had, while investigating the "Purulia Project", reportedly found that, in order to escape police, Kim Davey had got a plastic surgery done in Hongkong. Later, he reportedly escaped to Sudan and has been working in close nexus with Sudanese Peoples Liberation Army (SPLA). The SPLA is an anti-American, Islamic organisation which has close links with the Al Qaida. Along with five Latvians (now released) and British pilot Peter Bleach (in custody at present), Kim Davey had taken a cargo AN-26 plane from Varanasi and dropped 250 AK-47 assault rifles, grenades and a rocket launcher in Purulia village in West Bengal on the night of December 17, 1995.

Minister of State for Home Vidyasagar Rao, while speaking in the Lok Sabha (lower House of Parliament) on March 19, said the government is considering enacting a new legislation to check the receipt and utilisation of foreign funds by madrassas (Muslim seminaries) and other organisations. The Minister said the legislation would replace the existing Foreign Contribution (Regulation) Act 1976, which in the present form lacks adequate safeguards to the regulate flow and utilisation of foreign contributions. He said madrassas were mushrooming in the country and their figure stood at 31, 850 at present, of which 11,453 were in the border areas itself and added that Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), was trying to exploit and mislead the students at madrassas. However, the Minister admitted that the government has not carried out any survey regarding foreign funding to madrassas in the border areas of the country. On the question of West Bengal Chief Minister Buddhadeb Bhattacharya demanding a probe into the role of madrassas, he said the Union government was sharing intelligence inputs and would act accordingly.

In a major operation, police unearthed huge ammunition dumps and seized sophisticated weapons belonging to Naxalites and other extremist organisations in Warangal, Nizamabad and Karimnagar districts on March 26. Giving this information to the media on March 27, State police chief P Ramulu said Warangal district police seized among other things eight DBBL guns, one .303 rifle, 200 rounds of AK 47 ammunition in the forest area near Dubbagudem hidden by the Communist Party of United States of India (CPUSI). The arms and ammunition were meant to be used against the government, he added. In Nizamabad district, police recovered 586 grenades stored in three huge drums and 194 grenade bases belonging to the People's War Group (PWG) Naxalites. Stating that the Naxals had acquired them from Bihar, Ramulu said Bihar police were being alerted. Another huge dump containing 110 AK 47 rounds, 506 .303 rounds, two DBBL guns and PWG literatures was unearthed by police from Singampally forest area in Karimnagar district, he added. The seizure of some double barrel guns in Karimnagar had the markings of ''Khalsa''. This has strengthened suspicions that the PWG could have opened a gun running channel with Punjab terrorists. ''We will alert the Intelligence Bureau about this for further enquiry,'' said Ramulu. Reports also the arms seized in Karimnagar district could have come from a factory in Jammu and Kashmir. Separately, Ramulu said those supporting and abetting Naxals would come under the purview of the newly passed Prevention of Terrorism Bill. He said more stringent laws were needed to crush the Naxalites. According to the Comptroller and Auditor General (CAG), huge funds earmarked for combating terrorism were found to have been diverted by the Army's Eastern Command authorities to purchase vehicles, television sets, video cassette recorders, computers and generators. The CAG report says that the Eastern Command purchased consumer goods worth Rs 6.79 crore over a period of three years from 1998 to 2001 from the Rs 10 crore annual fund given to Army commanders by way of special financial powers. "These funds are allocated to meet urgent and immediate requirements of counter-insurgency operations and internal security duties," the CAG observed as it indicted the Army for diverting the funds to purchase consumer goods saying these should have been purchased under normal over-heads. Commenting that these funds were meant to acquire cutting edge weaponry for the counter insurgency forces, the CAG said even in such purchases, the command had procured stores worth over Rs 3.12 crore which were found to be sub-standard and defective. "Procurement of substandard items has failed to provide proper security cover to troops engaged in counter-insurgency operations," the report said.

The reports said recent counter-insurgency operations in which many ULFA terrorists were killed may be the reason behind this move. However, M Mohanraj, the Inspector General of Police (IGP), Law and Order, claimed that ULFA may escalate its activities in future and the ‘instructions’ for the same have already been sent to the terrorists in the State. The outfit is already recruiting fresh cadres in parts of Upper and Lower Assam. It is also forcing people to its ranks, he further said. Apart from continuing its extortion activity, the ULFA is also reported to be procuring weapons. Reportedly, a batch of new recruits have already been sent to Bhutan for training. Mohanraj also called the reported closing down of four camps in Bhutan by the ULFA as false and said these were either re-located or the cadres were shifted elsewhere. According to a media report of April 29, the Bhutanese government is likely to allow Indian security forces to carry out precision strikes against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) inside its territory. The outfits allegedly maintain training camps on Bhutanese territory, close to the latter’s International border with India. However, the strike would possibly be planed after troops from the Northeast, presently deployed on the Western front, return to their bases, added the report quoting an unnamed Army official. The official said, "But Bhutan has exhausted all its options. Repeated requests to the two militant organisations to shift away camps have been futile. Recent reports that the two outfits have been encouraging anti-monarchy sentiments among the ‘Bhupalese’— Bhutanese of Nepalese origin — who dominate the southern part of the country also worries Bhutan". A separate report quoting senior Jalpaiguri (West Bengal) police officials said the ULFA is providing arms training in Bhutan to the Rajbansi youths. According to intelligence sources, approximately 200 such youths from Jalpaiguri and Coochbehar are undergoing guerrilla training in the jungles of Bhutan. Reports added, the Kamatapur People’s Party (KPP) and Kamatapuri Liberation Organization (KLO) are lying low for now as many of its cadres have been arrested. Separately, according to media reports, a Memorandum of Understanding (MoU) for an education project was signed between the Assam Rifles and Indira Gandhi National Open University (IGNOU) on April 20 in the presence of the Assam Rifles Director General, Lt. Gen. G K Duggal, and the IGNOU vice-chancellor, Prof. H P Dikshit at the IGNOU headquarters in New Delhi. Under this project the security force personnel, their families and the civilians living in the remote areas of the Northeast will have an opportunity to avail themselves of the courses in higher education offered by IGNOU. An Assam Rifles IGNOU cell, to be set up at Shillong and with the network of its six regional centres-at Jorhat, Kohima, Imphal, Aizawl, Agartala and Dimapur and approximately 30 study centres, located at various Assam Rifles battalion headquarters, will conduct these courses.

Changing its earlier strategy of demanding huge amounts, the outfit now is reportedly ready to accept even smaller amounts from businesses. Despite the January 12, 2002 speech by the Pakistan President, Pervez Musharraf, in which he resolved to put down terrorism with a heavy hand, evidence showed that Pakistan was not prepared to abandon its policy of confrontation, violence and deception towards India, the Defence report said. Accusing Pakistan of being the primary source of supply of arms and ammunition to terrorists in Jammu and Kashmir, the report said that Pakistan also continued its policy of sponsoring terrorism in other parts of India. Its action against the terrorist groups, therefore, appeared to be cosmetic and revealed the double standards of the military regime.

The reported setting up of camps in Bhutan by some of those outfits like the United Liberation Front of Asom (ULFA) and the National Liberation Front of Bodoland (NDFB) have also been taken up with the Bhutanese authorities. The report quoted the annual report of the Ministry of Home Affairs (MHA), 2001-02 as saying that contemporary forces of social and economic changes have also contributed to unrest in certain segments of tribal communities in the region. Meghalaya is reportedly witnessing militancy of moderate intensity. Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), has allegedly been pursuing its evil designs by misguiding people and also by providing arms and training to the outfits in the Northeast. The MHA report also said that Northeastern region is geo-politically the most sensitive because it has only a narrow surface link through Siliguri corridor with rest of India. While examining the security scenario in Northeast the MHA report also said Union government has reimbursed a total of Rs 629.03 crore from 1997-98 to 2001-02 to the Northeastern States as the security related expenses. The report also cited data of number of terrorists killed in various Northeastern States in 2001 during encounters with the security forces. While 282 terrorists were killed in Assam, 65 in Nagaland, 170 in Manipur, 30 in Tripura, 7 in Meghalaya and 20 in Arunachal Pradesh.

Some Al Qaeda terrorists are allegedly hiding in Bangladesh after the United States (US) security forces commenced operations in Afghanistan to arrest Osama bin Laden. Intelligence sources believe that they may cause subversive activities in collaboration with other Islamist fundamentalist outfits - Islamic United Reformation Protest of India, Muslim United Liberation Tigers of Assam (MULTA) and Muslim United Liberation Front of Assam (MULFA), among others. However, areas where these terrorists may operate remain unknown thus far. Security forces deployed along the India-Myanmar border have reportedly confirmed that it has supplied arms and ammunition to outfits like the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), among others. The arms are allegedly procured from dealers in Laos, the Cambodian capital, and then routed to various parts of Northeast through Myanmar. An official was quoted as saying that, "The UNLF has close links with several illegal arms suppliers of Laos which are running business in various parts of Myanmar." The money, allegedly extorted from local residents, businessmen and even various government departments in Assam was deposited under fake names. The report citing a bulletin published by the Union Ministry of Home Affairs (MHA) also said its ‘commander-in-chief’ Ranjan Daimari, among others, has amassed huge fortunes. They also reportedly make lavish foreign trips. This also allegedly caused difference of opinion and resentment in the ranks of the outfit over financial mismanagement by its top leaders. The MHA bulletin also revealed that Hilarious Basumatary, one of the NDFB leaders, had alleged that Ranjan Daimari siphoned off an amount of Rs 1.32 crore in 1995-96 to be deposited in foreign banks in his account. To make deposits in foreign banks easier, these leaders convert Indian currency into some foreign currency, the American dollar or the Nepalese Rupee, preferably. The MHA document also said the NDFB had 7,500 US dollars and Rs 4.9 crore in its account in the year 1996-97. The amount increased manifold in subsequent years. The MHA document also cited figures of extortion made by the NDFB. The outfit allegedly extorted Rs 1.35 crore in 1994-95, Rs 2.82 crore in 1995-96 and Rs 4.43 crore in 1996-97 as ‘Bodoland tax’ from various sources, including tea estates, various government departments and non-Bodo traders in Bodo-majority areas of Assam. However, the security forces have largely restricted its activities since 1997 by keeping a vigilant eye on its actions.

The spokesperson said 1869 incidents of terrorist violence occurred during the first six months of the current year as against 2111 incidents during the corresponding period in year 2001. In the month of June alone, 306 incidents were reported as compared to 372 incidents in June 2001. Security forces (SFs) killed 870 terrorists and arrested 353 more during the first six months of the year 2002 as against 757 killed and 240 arrested during the corresponding period in the year 2001. Providing statistics, he said there were 93 incidents of hurling of hand grenades, triggering of explosions (113), rocket attacks (16), abductions (170), random firing (381), arms snatching (16), arson (155), hanging (6), etc. These violent incidents, he added, led to the death of 488 civilians and injuries to 664 others this year as against killings of 501 civilians and injuries to 1101 civilians during the corresponding period in the year 2001. During the first six months of the year 2002, terrorists resorted to 379 violent incidents that were directed solely against SFs as against 604 incidents reported during the corresponding period in the year 2001. In 2002, thus far, 163 SF personnel have been killed in terrorist-related violence and 472 have sustained injuries in comparison to 237 killed and 645 injuried during the corresponding period in the year 2002. According to the spokesperson, 95 terrorists have surrendered to the authorities during the year 2002 thus far. There were only 30 surrenders during the corresponding period in the year 2001.

While two of them were arrested from a house in Kursoo Rajbagh, the third that had managed to escape during the cordon and search operation, but was later arrested from a hospital in the city. They have been identified as Dr Tariq Mehmood Shaheen alias Zainul Abideen alias Dr Abdullah alias Fayaz Ahmed Khan, Moazam Sadiq and Hamid Noaman Bhat. Two fake identity cards, two pistols, two wireless sets and some incriminating documents, including those containing e-mail addresses and details of fund distribution, were recovered from their possession. A local conduit was also arrested with an amount of Rs 10 Lakh. SF personnel also arrested house-owners who had given shelter to the terrorists, the local who had acted as guide to these terrorists, and also the person who ran the hospital from where the third terrorist was picked up. Reports also said SFs were considering booking the three local residents under the Prevention of Terrorism Act (POTA). Some more Al Badr terrorists are also present in Jammu and Kashmir (J&K), according to sources, and their aim is to sabotage the forthcoming Legislative Assembly elections in the State by mixing up with the local residents with fake Electronic Photo Identity Cards (EPIC). He said, "The attacks on Anakapalli and Chodavaram police stations, both located in urban areas last month, clearly showed that Naxalism has spread across the State and it is time the Superintendents of Police tone up policing in the so-called peace areas." According to police sources, during the last two years, coastal Andhra witnessed 12 landmine blasts, 27 killings of police personnel and 124 other extremist-related crime, besides snatching of 39 weapons, as against a steep reduction in similar crime in the Telangana region. The statistics were revealing a clear shift in PWG-focus from Telangana to non-affected areas in Andhra Pradesh. Chief Minister N Chandrababu Naidu, who also participated in the conference, reportedly told the police officers to go on ‘hot-pursuit’ of the extremists, and assured them of all help from the government in that direction.

Briefing presspersons, Deputy Election Commissioner Sayan Chatterjee said, "Taking all factors into consideration and the arrangements made for the polls, we are satisfied with the turnout in the first phase". Giving the district-wise figures of polling percentage, he said in Poonch recorded 48 per cent; Rajouri 47 per cent; Kargil 67 per cent; Baramullah 37 per cent and Kupwara 40 per cent. But in Sopore in Baramulla, only three to five per cent of the electorate cast their votes. Asked whether the Kashmiri migrants voted, he said out of the 55 persons registered in Delhi, 14 had voted. In Jammu, out of the 4,189 persons registered, 1,643 had voted and in Udhampur out of the 321 registered, 135 voted through Electronic Voting Machines (EVMs).

He also said that 105 others were arrested and a huge cache of arms was also seized during the same period from the area. Reports said, after interrogating Nazrul, security agencies were able to discover the racket’s activities, which had also penetrated the security forces. Subsequently, a number of arrests were made in West Bengal, Rajasthan, Uttar Pradesh, Madhya Pradesh, Assam and Bihar. Reports quoting official sources further added, Nazrul revealed that Farooque, who had deputed him in India, was a staff of the Pakistan Embassy in Dhaka. Non-listed telephone numbers of the Embassy, along with Farooque’s own, were recovered from Nazrul. He also reportedly revealed that he had been developing the network within India for the last two years. During this period, he collected information on troop movement from Army officials at different Army establishments in India, including Bangdubi, Binaguri and Kalimpong and passed on the same to Pakistan via Farooque. Media reports quoting the Assam Minister of State for Home Raqibul Hussain said Karimganj, Cachar and Dhubri sectors, which are infiltration prone would be placed under strict vigil. The Minister said in the Legislative Assembly on October 8 that personnel from Prevention of Infiltration of Foreigners (PIF) unit would also be deployed along the Assam-Bangladesh border. He further informed the Assembly that work for setting up of 28 outposts and 3 tactical headquarters along this border in Dhubri, Cachar and Karimganj sectors would commence shortly. There are 159 BSF outposts and six passport offices along the 267 km long Assam-Bangladesh border. The Minister also said that till June 2002, a total of 11,411 Bangladeshi nationals were given deportation notices out of 51,7113 cases investigated by the Illegal Migration [IM(DT)] Tribunals. 10,786 have been identified as illegal Bangladeshi nationals out of 35,5062 cases investigated by the tribunals, he added.

India has released a comprehensive list of Pakistan-based terrorists in a recent report. According to a media report of November 21, the 188-page report on Pakistan's involvement in terrorism against India has also been sent to the country's missions abroad. It contains details on terrorists of the Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT) and Al Badr, among others. It also lists names of Khalistani leaders who have allegedly found shelter in Pakistan. According to the report, Al Badr terrorists were among the earliest Pakistanis to start anti-Indian activities in Jammu and Kashmir (J&K). Al Badr has two main offices in Rawalpindi and Karachi, seven fund raising offices and two active bank accounts. The reports further reveals that the Pakistan High Commission in Dhaka is the "nerve centre" of terrorism in India's Northeast. The report reads, "Pakistani ISI officials engage in networking from the High Commission and co-ordinate activities of agents in different fields. ISI agents have also played a leading role in helping and consolidating the Islam Pasand and anti-Awami league forces." The report also mentions Pakistan’s external intelligence agency, Inter Services Intelligence’s (ISI's) activities in Nepal. It says, "The Pak mission in Kathmandu is providing logistic help to Sikh militants in India for the supply of explosives, fake currency and safe passage to India. Babbar Khalsa activists arrested in 2000-01 have reported the connivance of Pak ISI officials in Kathmandu in Sikh extremist activities." It finally explains how Pakistan has emerged as a terrorist training centre for various terrorist groups.

Jharkhand police has decided to adopt new strategies to deal with increasing use of landmines by left-wing extremists—Naxalites. Speaking to media persons in Ranchi, Inspector General of Police (Zonal) Rajeev Kumar said, "It takes just 30 minutes to plant a landmine... The subordinate personnel have been sensitised about the threat perception to their lives arising out of landmine blast. They have also been asked to anticipate such dangers and avoid easy identification". He added that the Naxalites "have switched over to landmine blasts as encounters had proved disastrous". Also taking a leaf out of the policy of Andhra Pradesh government, the Jharkhand government would now be hiring private vehicles for patrolling in Naxalite-affected areas, as police vehicles are too easily identifiable. Meanwhile, media reports said growing incidents of Naxal-related violence have forced the government to review the rehabilitation policy announced in the year 2001. A total of 270 persons, including 121 police personnel, were killed in Naxal violence in the State in the last two years, reports said. Reports indicate that the policy has failed to lure Naxalites back to the social mainstream.

Further, Bhullar indicated that infiltration into Kashmir Valley had witnessed a marked increase in the current year (2002). Reports said these guerrilla zones have been set-up in the Dandkaranya, north and south Telangana regions, the Andhra Pradesh––Orissa border region, Magadh-Koel-Kaimur region of Bihar and Balaghat-Gondia districts bordering Madhya Pradesh and Maharashtra States. Quoting a press release by the PWG Central Military Commission, issued on November 30, reports said the outfit was planning to form guerrilla bases in strategic areas in the Dandkaranya region. The release also claimed that the PWG was advancing in the direction of completing preparations for building guerrilla zones in some districts in West Bangal, Jharkhand and Orissa. Of them, 1581 terrorists have been killed during the first 11 of the current year. Giving details, the report said 3346 terrorists have surrendered since the year 1990. Further, in 55538 incidents, including 3735 in the current year, till November, terrorists have killed 10594 civilians and injured 4863 others since the year 1990. The violent incidents comprised blasts and explosions, hurling of hand grenades in crowded places, rocket attacks, random firing, abductions etc. 876 civilians have lost their lives in terrorist attacks during the first 11 months of the current year. The report also said 173 civilians have died and 397 sustained injuries during group clashes between terrorists during the last 13 years. On recoveries, the report indicated that, during the period spanning January 1990 to November 2002, SFs seized 24664 series of AK rifles, 51048 magazines and 31.20 lakh rounds of ammunition, 9377 pistols/revolvers with 8998 magazines and 1.90 lakh rounds, 988 universal machine guns (UMG) with 1300 magazines and about 1.00 lakh rounds, 333 sniper rifles with 44274 rounds, 4164 rockets, 737 rocket launchers, 2266 rocket boosters and 47025 grenades/hand grenades. Recoveries also included 68 tonnes of RDX, 24 tonnes of explosives, 3761 Improvised Explosive Devices (lED), 5228 anti-personnel mines, 497 anti-tank mines, 49889 detonators and 5501 electric detonators. Total communication equipment recovered from terrorists over the last 13 years included 3842 wireless sets and 16004m of cordex wire, 558 binoculars and 32 telescopes.

A series of attack on Hindu temples and explosions in Andhra Pradesh recently, especially outside a temple in Hyderabad on November 21, were traced to groups connected with LeT modules in that State, reports said. A year ago, Andhra Pradesh Police, with the help of the Research Analysis Wing (RAW), the Intelligence Bureau (IB) and other intelligence agencies, cracked a module of the LeT led by Azam Gauri in Hyderabad. A media report of December 30 indicated that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists are losing strength in Assam's Nalbari district. In the year 2002, 83 of them were killed in various encounters, and 507 more terrorists were either arrested by or surrendered to security forces (SFs) in various incidents. Moreover, SFs were also successful in preventing any recruitment drive by these outfits. Out of 83 terrorists killed in the district, 51 belonged to the ULFA and 32 to the NDFB. According to official sources at least 90 terrorists together from ULFA and NDFB were arrested by the State police and other security force personnel. Besides, 98 ULFA and 319 NDFB terrorists surrendered to SFs. The total arms seizure from the district included five AK-56 assault rifles, nine AK-47 rifles, five .38 revolvers, two 9mm pistols, two .32 revolvers, an M-20 pistol, five grenades and 354 round of different live ammunitions. Three SF personnel were also killed in various parts of the district by ULFA terrorists.

The report indicates that the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, has had to shift the Kashmiri terrorists from Pakistan occupied Kashmir (PoK) to certain areas in Pakistan Punjab and North West Frontier Province (NWFP) after the May 14-Kaluchak massacre near Jammu. These details, the report says, are mostly based on revelations made by some captured terrorists in the course of their interrogation in recent days. More than 1,000 terrorists had reportedly been shifted to a location in Pakistan Punjab near the Haripur-Taxila Road (HTR). Those shifted to the HTR section were drawn from four major groups––the Harkat ul-Jihad-i-Islami (HuJI), Jamiat-ul-Mujahideen (JuM), Al-Barq and Al-Umar. Intelligence inputs, according to the report, revealed the presence of 1,500 to 2,000 Kashmiri terrorists in North West Frontier Province (NWFP). Most of them owe allegiance to the Hizb-ul-Mujahideen (HM).

Giving the break up of the incidents, the report further said 126 United Liberation Front of Asom (ULFA) terrorists were killed in as many as 106 encounters, and the ULFA killed 25 civilians and 10 SF personnel. Another active outfit in the State, the National Democratic Front of Bodoland (NDFB) killed 127 civilians and eight SF personnel, this past year. A total of 119 NDFB terrorists were also killed in 88 encounters. 23 terrorists of two more outfits in the area, the Dima Halim Daogah (DHD) and the United People’s Democratic Solidarity (UPDS), were killed in 18 encounters. These two outfits together killed 25 civilians. Besides, the DHD killed eight security force personnel during the year.
