A cease-fire between rival factions was reached in Hangu in the NWFP late on January 11, after 30 persons were killed and 50 injured in sectarian clashes that broke out on January 9, according to Daily Times. However, The News put the death toll in the three days of sectarian clashes at 40. 20 houses – including that of the District Zakat committee chairman – were set ablaze in fresh clashes despite an earlier truce in the afternoon of January 11, as helicopter gunships targeted ‘miscreant’ hideouts. A private TV channel said the house of local Awami National Party leader Yahya Qureshi was also torched. Sources said three local commanders, Maulvi Nadeem, Momin and Ihsanullah, were among the six militants killed in sectarian clashes in Saidan Banda and Pass Kellay, while six civilians were also injured. Clashes between the armed groups continued in various areas, including Sangarabad, Bahadur Ghari, Saidan Banda, Mardokhel Banda, Kach Banda, Ibrahimzai, Nerobaag, Sheikhan Kellay and Lakhtay Banda throughout the day. Heavy weapons, including rockets, mortar shells and missiles were used in the clashes. The second truce was reached in a jirga (assembly of tribal elders) headed by Kohat Division Commissioner Umar Afridi around midnight, Hangu District Coordination Officer Syed Mujibur Rehman told a private TV channel. Rival groups would vacate bunkers they have captured in each other’s areas and there will be a ban on the display of weapons according to the pact, said jirga member Shah Hussain. An earlier truce was rejected by one of fighting groups. The TV channel said tribal elders held talks with Taliban to persuade them to leave the District, but the Taliban refused to comply unless instructed to do so by their commander. Officials told Daily Times that Security Forces would take positions in the city on January 12 (today), as reinforcements arrive. “We targeted the hideouts of miscreants with helicopter gunships,” Mujibur Rehman told AFP, without giving any details about the results of the operation. “The troublemakers have set up bunkers on hilltops and in some houses, and were firing on each other to trigger sectarian violence,” he added. The supply of electricity to the city remained suspended for the third day.

Personnel of the Frontier Corps (FC) had to be called in to maintain law and order in Quetta, capital of Balochistan, after fierce clashes erupted between Police and an angry mob following the killing of Chairman Hazara Democratic Party, Hussain Ali Yousufi of the Shia community, on January 26, The News reported. Yousufi, who was running a travel agency on the Dr Bano Road, was entering his office at 10:30am (PST) when some unidentified gunmen sprayed bullets on him with automatic weapons. The armed men later escaped from the incident site. At least 13 persons were injured when clashes among angry protestors, Police and traders took place on the Shahra-e-Iqbal and Jinnah Road. The traders and protestors used weapons and pelted stones at each other. The protesters also torched several vehicles, motorcycles and a bank on the Jinnah Road. Four vehicles, a commercial bank and two motorcycles were set ablaze as clashes continued for several hours. Police later claimed to have arrested 21 suspects, including three activists of a banned religious organization, on charges of killing Hussain Yousufi. AFP added that the banned Sunni militant group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the killing in a telephone call to the local press club. “We claim responsibility for this attack,” said the caller, who identified himself as Ali Haider, a purported LeJ spokesman. Around 12 Hazaragi-speaking Shias have been killed in Quetta in about a month’s time, according to Daily Times.

Army engineers on February 4 built a temporary alternate route for traffic, including NATO trucks bound for Afghanistan – a day after the Taliban blew up a key bridge in Khyber Agency – as suspected Taliban torched 10 containers they thought were loaded with NATO supplies near Landikotal, Daily Times reported. In Landikotal, suspected Taliban militants doused with petrol 10 containers they thought were carrying NATO supplies, and set them ablaze. With most of the containers reportedly empty and only two loaded – four were completely destroyed and the remaining was partially damaged. The containers were torched as a security camp and bunkers in the mountains nearby came under attack. However, no casualty has been reported. According to an intelligence official, more than ten rockets, missiles and mortars were fired at the camp and outside the cantonment.

At least eight persons were killed and about 61 others injured in four explosions carried out by suspected United Liberation Front of Asom (ULFA) militants on April 6, reports Times of India. Two of the injured persons succumbed to their injury on April 7 (today) raising the death toll to 10. The militants carried out three blasts and mounted a grenade attack within five hours, adds The Hindu. The Director General of Police, G.M. Srivastava, said seven people were killed and 56 injured in a powerful blast in a crowded market in Guwahati’s Maligaon area at around 2 pm (IST). In the blast, four of the dead, including a minor girl, have been identified. The explosion sparked a fire that set ablaze two cars and 20 motorcycles and spread to a three-storey building housing the area police station. While six people were killed at the blast site, one died of injuries after jumping from an adjacent building which had caught fire. The bomb is suspected to have been hidden in a car or a motorcycle parked adjacent to the North-East Frontier Railway headquarters. “This is the handiwork of ULFA boys ahead of the outfit’s Raising Day” Srivastava said, adding the militants used hi-tech explosives. A bomb was set off by unidentified militants in the Santipur area near Bokajan in Karbi Anglong District earlier in the day. Suspected ULFA militants also set off a bicycle bomb explosion at Dhekiajuli in Sonitpur District later. Four people were injured, one of them seriously, in this incident. About 60-armed cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked the base office of SPML Road Construction Company under Chandramandi outpost of Chakai Police station, about 40 kilometers from the headquarters of Jamui District, at around 11.30 pm and abducted eight of its security guards in Jamui District in the night of September 2, reported Times of India. Two of the guards, however, managed to escape during an encounter that later took place between the extremists and Police. The Maoists raided the SPML plant at Hariondhi village and damaged pay loaders and three trucks, the Additional Director General (Headquarters) Neelmani said. The Maoists also set ablaze six vans and damaged the store where construction materials were kept. Neelmani said though Special Task Force personnel, assisted by district-armed policemen, engaged the Maoists in an encounter for some time, the extremists managed to escape into the thick forest lining the Jamui-Chakai Road. During the exchange of fire between Police and Maoists that went on for about half an hour, two of the abducted guards managed to slip away. The other six were taken away by the Maoists, who threatened the company with dire consequences if it did not pay levy. The non-payment of levy demanded by the Maoists from the private firm owner was allegedly the reason for the attack, the officer added. Meanwhile, sources said SPML has suffered losses worth INR 2 crore in the Maoist attack. PTI reports that over 400 Maoists were involved in the attack.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) triggered about a dozen explosions blowing up railway tracks and at least four Government buildings in the Sundargarh District in the early morning of September 10 (today), reports Times of India. The Maoists have called for a 24-hour shut-down in the District to demand release of 30 people, who were arrested on August 29 on the suspicion that they were Maoists. The extremists blasted railway tracks at around seven places between Bimlagarh and Patangi, Police said. They also blew up an abandoned Police station building at Kalta, another building where a CRPF camp was functioning earlier, a community centre and office building of the CITU, Police said, adding they also set ablaze a truck. Train services between Rourkela and Barsuan have been completely disrupted due to the blasts. The route is used mainly for transportation of raw materials to Rourkela Steel Plant (RSP). Train services on the route had been disrupted for the last three days due to ongoing agitation by tribals demanding release of the 30 people branded as Maoists. So far there was no report about any casualty in the attacks carried out by the Maoists.

A newly floated armed extremist outfit, Shashtra Kranti Committee (SKC), raided a railway construction site in the Chatra District in the night of September 23 and set ablaze equipments worth more than a crore, reports Telegraph. A Calcutta (West Bengal)-based firm, Khazana Construction Company, has been entrusted with the task of laying railway tracks at Kahalari Pilara in the Simaria area of the District. Around 10pm (IST), a group of six gun-wielding men surrounded the site and asked employees to cease work. When the manager Hem Yadav protested, they overpowered him and tied his hands. Five workers were held at gunpoint. The extremists then emptied the petrol tank of a machine at the construction site and set ablaze several other equipments worth INR 1.25 crore. Before Escaping, they issued a warning and said no construction work should be carried on at the site without the permission of the SKC. The Superintendent of Police (SP) Narendra Kumar Singh said, “We have registered a complaint on the basis of company manager Hem Yadav’s statement. Raids are on to nab the culprits.” Villagers, meanwhile, said that the newly formed SKC had recently launched a poster campaign in Simaria. The messages warned local residents against paying levy to other extremist organisations operating in the area. The Hindu, however, quoted Police sources as saying that suspected Naxalites set ablaze several vehicles of a construction company on the border of Chatra and Hazaribagh Districts. Around 12 suspected activists of the newly formed Jharkhand Sanyukt Party, a Naxalite group, set ablaze three trucks and an identical number of earth movers at a place under Simaria Police station in the Chatra District in the night of September 23, the SP said.

It left behind posters demanding the unconditional release of PCPA convener Chhatradhar Mahato and other leaders of the outfit. In another incident on October 30, a group ransacked the Panchayat (village level local self government institution) office at Makli in the Goaltore area and later set it ablaze. Superintendent of Police Manoj Kumar Verma said the PCPA was behind both attacks and that they were being investigated. "The Police had been claiming that the PCPA is an offshoot of the Maoists and was involved in all kinds of violent activities. But only after they launched the so-called armed wing was it proved that there is no difference between the Maoists and the PCPA supporters," Verma said.
