In Dhading District of Province No. 3, an Ncell tower was torched on January 1. According to Police, radio set, generator and other equipment were destroyed in the arson. Some leaflets, stating that Ncell has swindled Nepali people and evaded billions of tax, were also found in the incident site.

They also stuck handwritten posters in the name of Kabani Dalam (armed squad) of ‘Nadugani Area Committee’ (NAC) of CPI-Maoist, on the walls of the resort. Alleging sexual exploitation of Adivasi women in the region, the posters read, “It’s a revenge attack for sexually exploiting Adivasi women last season, the attack is against portraying Adivasis as showpiece before tourists. All resort owners who pose a threat to the peaceful existence of Adivasis will be forcibly evicted.”

A group of over 60 cadres of Communist Party of India-Maoist (CPI-Maoist) attacked a construction site, assaulted two of its workers and set ablaze two JCB machines, a roller and a mixture machine engaged in road construction work near Gumma village under Kalyansinghpur Block (administrative unit) in Rayagada District of Odisha on January 22, reports The Pioneer. As per the report, the Rural Development Department has taken up a road construction project worth INR 100 million from Naringtoli village to Gumma village in the District. After the attack, the Maoists left posters, bearing the name of the ‘Rayagada Area Committee’ (RAC) of CPI-Maoist. The posters alleged that the road is being constructed to facilitate the entry of Vedanta Mining Company into the Niyamagiri forests in the State and forcibly suppress the movement of tribals against bauxite mining. It also read that those people would be punished in the ‘Jan Adalats’ (People’s court, hold by CPI-Maoists) if they supported handing over Niyamagiri to the Vedanta Company.

Initial reports suggested that a mortar shell fired by suspected militants from Afghanistan’s Kunar Province had hit the house in Batwar, resulted in the death of one Fazal Ghani and six members of his family, including four children. According to a Police Official, around a dozen armed Maoists raided the construction site and set afire three trucks, two excavators and one concrete mixer machine. The Superintendent of Police (SP), T.R. Koshima, said, "The vehicles and machines were deployed for work under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The site is on the border of Chhattisgarh and Jharkhand. The Maoists escaped into the forests of neighbouring Jharkhand."

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres blew up a school building in Gaya District of Bihar late on February 18, reports The Pioneer. Senior Superintendent of Police (SSP), Rajeev Mishra, said nobody was injured in the blast that razed the empty school building in Banke Bazaar Police Station area. Hand-written pamphlets have been recovered from the site which bear slogans against “Brahminvadi, Hindutvavadi fascist Bharatiya Janata Party (BJP) Government,” and question “occupation” of school buildings by Security Forces (SFs). The pamphlets also urged people to “unite against draconian measures like Citizenship Amendment Act (CAA), National Population Register (NPR) and National Register of Citizens (NRC)”, the SSP added.

All the four militants killed near the entrance gates, before they could enter the building. One bystander was also killed, adds The Times of India. Militants had arrived at the PSX compound in a sedan and attempted to enter it from the parking ground side. They were seen shouldering backpacks and carrying automatic weaponry in an amateur video captured by an eyewitness. The equipment, arms and ammunition recovered from them indicated that they had come prepared for a long siege. After failing to enter the compound, the militants launched a gun and grenade attack and attempted to storm the building while opening indiscriminate fire. Police said an armed squad of the CPI-Maoist stormed into Bodhi-Bigha village in Dumaria Police Station limits in Gaya District and planted dynamites that blew up the building.According to the villagers, the community hall, built with then Janata Dal-United (JD-U) Member of Legislative Council (MLC) Anuj Kumar’s fund at a cost of INR 2 million, had been on Maoists’ radar for a while. On March 27, 2019, Maoists had also blown up Singh’s house in Dumaria after he allegedly failed to return their INR 20 million given in demonetised notes to exchange.Police sources said there were pamphlets at the site demanding INR 20 million from Singh, purportedly from Maoists. The pamphlets claimed that Singh was a ‘police informer’ who harassed common people and had repeatedly been warned. “Our fight is against elements like Anuj Singh who get huge [amounts of] money from Maoists leaders on the pretext of giving contracts,” the pamphlet read.

Two rooms were also partially damaged in the explosion. Hynñiewtrep National Liberation Council (HNLC) has claimed responsibility for the blast. In its statement, general secretary of HNLC, Saiñkupar Nongtraw, has stated that the blast took place due to non-payment of tax by the owner of the cement factory. Further, HNLC threatened to carry out more blasts in different places. This is the second incident of explosion in Jaiñtia Hills after an explosion at Sookilo.
