A former cadre of the left-wing extremist (also called Naxalite) of the proscribed People’s War Group (PWG), identified as Venkatadri alias Murali, was reportedly shot dead by PWG cadres at Chinnamandem in the Cuddapah district of Andhra Pradesh on May 1. The victim had joined the Papaghni Dalam (squad) of PWG in the year 2001, according to Deccan Chronicle. In a note left behind, the PWG alleged that Venkatadri was killed as he continued excesses like extortions in the name of the organisation. The outfit also warned Swarnakka, a renegade Naxalite, that a similar fate awaits her.

A report in The Sentinel stated that, altogether 114 terrorists belonging to various outfits operating in Manipur were killed during encounters with the security forces’ between January 2003 and February 2004 in the State. Besides, a total of another 933 terrorists were arrested during the period, according to Manipur Director General of Police, A K Parashar. Around 131 assorted weapons, 1,907 assorted ammunition, 64 hand grenades, 35 wireless sets, nine bombs, seven Improvised Explosive Devices and 103 detonators were recovered.

Three terrorists of the Lashkar-e-Toiba (LeT) outfit, including a ‘district commander’ for Poonch district, were reportedly shot dead during an encounter with the troops at Kotli Kalaban under the jurisdiction of Manjakote police station in Rajouri district on May 1. Among those killed was Abu Bashir, a ‘district commander’ of LeT for Poonch. Three AK rifles, eight AK magazines, 60 rounds of ammunition, four hand grenades, two radio sets, one Dictaphone, one alkaline battery and one receiver IED circuit were recovered from the incident site.

A report in The Telegraph indicated that on May 2, cadres of the little known Pnar Liberation Army ambushed a security force (SF) patrol party near Damcherra railway station in the Cachar district of Assam and in the ensuing encounter, while one cadre was killed, a SF personnel was wounded. A country-made gun and two pistols were recovered from the incident site. Sources in the 57 Mountain Division of the Army indicate that the outfit had set up camps along the Assam-Meghalaya border in Cachar district.

Two leaders of the separatist All Parties Hurriyat Conference (APHC) have been released from jail after a Delhi Court accepted the Union Government’s plea of withdrawing cases against them in view of the ongoing peace process in Jammu and Kashmir. G M Sheikh and Saifuddin Bhat were released on May 2 from the Tihar Jail in Delhi. According to Daily Excelsior, the decision to withdraw cases was taken by the Union Government in consultation with the State Government after the APHC raised the issue of their release during meetings with Deputy Prime Minister L K Advani on January 22 and March 27 this year. Sheikh and Bhat were arrested on July 31, 2003, for allegedly receiving Rupees 10 lakh from a Pakistani Inter Services Intelligence (ISI) agent. Besides the two, the Government has also decided to withdraw Prevention of Terrorism Act (POTA) cases against two other APHC leaders, Shabir Dar and Ghulam Mohiudeen alias Raja Haider.

At Anantnag town, a civilian was killed and three others were injured during a grenade attack in the KP Road area. A grenade attack on a Border Security Force (BSF) vehicle was reported at Arwani in Bijbehara without causing any damage. Further, one BSF personnel was wounded during a grenade attack on a polling station in Kokernag. During a separate grenade attack on a polling station in the Tral area, one police personnel was injured. The outfit "has bitter experience of being cheated by the previous Government when the negotiations were on, as the police continued to kill its members in the name of encounter," PWG ‘State secretary’, Ramakrishna, said in a statement on May 20. "Before launching the dialogue, the Government should stop the encounters, lift the ban on the PW [PWG is also referred to as People’s War], announce ceasefire and order judicial probe into all fake encounters," he said, adding "if the Government meets these demands, the PW will reciprocate by observing the ceasefire." Ramakrishna warned that "if the conditions were not met by the present Government, it would face the renewed extremist violence." The new State Government headed by Chief Minister Y.S. Rajasekhara Reddy had offered to hold unconditional talks with the PWG shortly after assuming office last week. In the PWG's first response to the offer for talks, Ramakrishna said discussions on "people's problems" could take place only after the Government met the four conditions.

Inspector General of Police (Kashmir Zone) K Rajendra Kumar informed the media that, aimed at a BSF convoy, the IED hit one of the buses carrying paramilitary personnel and their families from Srinagar to Jammu. Eye witnesses said that a small BSF convoy was on its way to Jammu from Srinagar and when a bus in the convoy reached a small bridge at Gulabbagh, near Lower Munda, it was hit by the IED and reportedly burst into flames. Four persons who were critically wounded have reportedly been admitted to a Srinagar hospital. The Hizb-ul-Mujahideen (HM) has claimed responsibility for the blast. A Hizb spokesperson rang up The Hindu and said that the attack was to avenge the killing of three top HM commanders by the security forces recently. The explosion, according to Daily Excelsior, caused with the help of a remote control device, occurred at an open spot on the highway, between Qazigund and Jawahar Tunnel. Ballistic experts were quoted as saying that a 50-Kilogram landmine had been planted under a small culvert on the right side of the highway.

India on May 31 condemned the terrorist attack by suspected Al Qaeda operatives in the Al Khobar city of Saudi Arabia a day earlier, in which 22 people, including eight Indians, were killed. "The Indian casualties were victims of the circumstances rather than pre-meditated targets for attack," said an External Affairs Ministry spokesperson. He said the Indian Embassy in Riyadh had placed two teams in Al Khobar for rendering consular and other assistance, including informing the next of kin and for the repatriation of the bodies to India. The Embassy would also address the issue of compensation with the Saudi authorities concerned, he added. Saudi Arabia's elite commandos had stormed the housing complex, shot dead at least two Al Qaeda operatives and freed over 50 people held captive by the terrorists, ending a 25-hour hostage crisis. The terrorists had earlier carried out multiple strikes in which 22 people, including eight Indians, were killed.
