On October 1, India and Bangladesh decided to hold joint and co-ordinated patrolling of their 4,095 km-border and exchange information to curb trans-border crimes. Border Security Force (BSF) Director General Ajai Raj Sharma and his Bangladesh Rifles (BDR) counterpart Major General Jahangir Alam Chowdhury signed an agreement to this affect at the conclusion of a border co-ordination conference in New Delhi. "We will start the coordinated patrol very shortly," said Sharma, who led the Indian delegation at the five-day conference, adding that it was an important confidence building measure between the two forces. The personnel of both forces would 'move together' whenever required, said Gen. Chowdhury. The BDR chief, however, denied the Indian allegation that millions of Bangladeshi nationals are staying in India illegally. "There is not even a single illegal immigration from Bangladesh to India," he claimed. He also denied the existence of camps on Bangladeshi soil operated by terrorists active in India’s northeast.

Talking to reporters in Guwahati, Patil said the Union Home Ministry was in contact with other States in the region and was likely to give effect to the suggestion. He also said the Government "would not spare anyone involved in these incidents of mindless violence." The Minister is also reported to have reviewed the law and order situation in Assam with Gogoi and senior security officials in the light of continuing terrorist violence. Asked which outfit was behind the twin blasts in Dimapur, Nagaland, a day earlier, Patil said it was the handiwork of "some people who were trying to spread terror in the region and who did not want the peace process initiated by the Government to continue." He also said it would not be wise to come to any immediate conclusion when asked if he thought any foreign agencies were involved. During his visit to Dimapur, the Home Minister reportedly said the Centre would try to put in place soon a long-term strategy to tackle the insurgency. A caller, claiming to be the ULFA ‘Commander-in-Chief’ Paresh Barua, told some local dailies in Guwahati over telephone on October 3 that Gogoi was just the head of a "puppet government put into place by the Centre and he had no authority to present an offer of ceasefire." "Any ceasefire offer with a written assurance of a discussion on sovereignty must have to come from the Union government. After getting such a gesture from the Centre, ULFA might consider the offer to come to the negotiation table," Barua said. The Assam Government, on September 30, had offered a conditional cease-fire provided the outfit terminated all violence and had asked the ULFA to respond within a fortnight so that a cease-fire can be declared from October 16.

A high-level strategy meeting chaired by Union Home Minister, Shivraj Patil, and attended among others by Minister of State for Home, Sriprakash Jaiswal, Chief of Army Staff, N C Vij, Director General of central para-military forces, top Home Ministry and intelligence officials deliberated on the prevailing situation in Assam and Nagaland before initiating an action plan, according to Assam Tribune. The meeting decided to immediately rush 20 companies of central para-military forces to Assam, which would be joined by 15 more companies after the Arunachal Pradesh elections. After October 10, a few more companies would be rushed to the State after the Maharashtra elections, said Special Secretary (Internal Security) Anil Choudhury. Assam Police would now be using helicopter gun-ships to track down terrorists, with the review meeting clearing the State Government’s request for army helicopters for anti-insurgency operations. Choudhury also said that the Unified Command was being revived and the first meeting under the chairmanship of State Chief Secretary would be held on October 8.

We think protracted armed struggle is the only route that can ultimately raise the consciousness of the masses and put the real State power in their hands." They also said the outfit was prepared for talks with the Government as part of the struggle and their "basic objectives" were non-negotiable. According to The Times of India, the peace talks between representatives of the left wing extremist (also known as Naxalite) outfits and the Andhra Pradesh Government did not progress much as expected due to serious reservations by both the parties over the issue of Naxalites carrying guns into villages. The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. The erstwhile PWG team was led by its ‘secretary’ Ramakrishna. The other members of the team were Sudhakar, ‘secretary’ of the ‘Andhra-Orissa Border Special Zone Committee’, and Ganesh, member of the ‘North Telangana Special Zonal Committee’. Janashakti was represented by its ‘secretaries’ Amar and Riaz. The members of the monitoring committee and mediators including P Vara Vara Rao, Gaddar, G Kalyan Rao, C Srinivas Rao, Chandranna, Kannabiran, S R Sankaran, P Venkateswara Rao, A B K Prasad, Seshaiah, Bojja Tarakam, Haragopal, Kesava Rao Jadav, Prof Ghanta Chakrapani were also present during the first day of talks.

The Hindu reports that negotiations between the Government and the left wing extremists (also called Naxalites) failed to make headway on the second day on October 16 as the CPI (Maoists) and CPI-ML (Janashakti) representatives insisted on a commitment to end repression against the 'people's movements' before taking up the main agenda. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.

However, the government on its part assured that the surplus land issue along with other demands would be discussed in the Cabinet meeting on October 18 before resuming talks. "We proposed to set up a committee to identify the surplus and undistributed land in endowments, works, agriculture and other categories", Home Minister K Jana Reddy said after the talks. On October 20, India and Pakistan announced dates for expert-level talks on nuclear and conventional Confidence Building Measures (CBMs), commencement of the proposed Srinagar-Muzaffarabad bus service and six other identified issues, beginning in the last week of November. The Foreign Ministries in Islamabad and New Delhi simultaneously announced schedule of meetings on eight subjects for which there was an agreement in principle during the visit of Pakistan Foreign Minister Khurshid Mehmood Kasuri to India in September. While talks on nuclear CBMs will be held in Islamabad on December 14 and 15, the one on conventional CBMs will follow on December 15 and 16. The two sides are expected to take up a draft agreement on advance notification of missile tests during this meeting. The meeting on starting bus service between Srinagar and Muzaffarabad in Pakistan-occupied Kashmir will be held in New Delhi on December 7 and 8. It was decided that railway authorities of the two countries would meet in Islamabad on December 2 and 3 to discuss the proposed rail link between Munnabao and Khokhrapar. The Narcotics Control Authorities will meet in New Delhi on November 29 and 30. Their parleys would include finalisation of a Memorandum of Understanding (MoU). In the near back-to-back schedule, there will be a meeting of the Indian coast guards with the Pakistan maritime security agency in New Delhi on December 3 and 4 during which they will discuss a MoU for establishing communication links between them. On December 14 and 15, there will be a meeting in Karachi on the joint survey of the boundary pillars in the horizontal segment in the Sir Creek area. The two sides will also have a meeting of the committee of experts on trade related issues on December 9 and 10. In Islamabad, foreign office spokesman Masood Khan, when asked about the second round of meeting between the Foreign Secretaries to discuss Kashmir and peace and security, said the dates for the talks were being discussed and the parleys could take place in Islamabad in the third or fourth week of December. Also, the dates for the meeting of experts to resolve differences on Siachen will be announced after reaching a mutual agreement, he added.

Five United Liberation Front of Asom (ULFA) terrorists were killed in an encounter with army and police commandos at Kasojuli village under Laluk police station limits in the Lakhimpur district on October 29. A large quantity of arms and ammunition including one SLR with 156 rounds of ammunition, three magazines, a US made carbine, one TNT, 36 grenades, IED explosives, two coils of wires, 100 detonators, wireless sets and a sum of Rupees 14,881 in cash were recovered from their possession. According to the state Director General of Police, P.V. Samant, all the slain terrorists belonged to the ULFA's 'Action Group'. One of the slain terrorists, Pintu Bora alias Rajani is suspected to have been involved in the August 15 Independence Day bomb blast in Dhemaji.
