Chief Minister Tarun Gogoi on December 1 assured that the election to the Karbi Anglong Autonomous Council would be held next month (January 2012), reports The Times of India. Tarun Gogoi said, “There are official formalities to be done. The district will now be divided into four administrative units and the strength of the council will be increased from the present 30 to 50, of which 44 will be elected and the remaining will be nominated by the governor." Gogoi further said that apart from the delimitation process after the creation of the four new districts from the one district at present, the Constitution will have to be amended first as the autonomous council was set up under the Sixth Schedule. Gogoi added "The implemented provisions will be effective in the 2016-17 election only and not in the coming election next month."

Kanglaonline reports that the Coordinating Committee of the seven valley based militant outfits clarified that none among the member outfits - the Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL), People’s Revolutionary Party of Kangleipak (PREPAK), Progressive faction of (PREPAK-Pro), Revolutionary People’s Front (RPF), United National Liberation Front (UNLF) and United People’s Party of Kangleipak (UPPK) - have any hand regarding the November 30 bomb blast at the gate of the Sangai Tourism festival at Hafta Kangjeibung, Palace compound in Imphal East District. The act of terrorism is condemned by the Committee as it is not in the interest of any outfit fighting for independence and shows the revolution in the wrong light, it said. Moran is the second-in-command of the hardliner faction of the ULFA led by Paresh Baruah. The detained journalist worked for a Guwahati-based daily newspaper and had travelled to Myanmar apparently to interview Baruah. The duo was reportedly detained in the eastern part of Myanmar bordering China. It is immediately not known under what circumstances they were detained. Confirming the report Union Home Secretary RK Singh said, "We have information that Jivan Moran and an Indian journalist were detained in Myanmar. The Sangai Express reports that insurgent groups in the Northeast are procuring arms in China and some other South East Asian countries before smuggling them into India through Myanmar and Bangladesh, Government said on December 7. “There are reports that insurgent outfits operating in the Northeastern States of India have been procuring arms through arms smugglers based in Yunnan province of China, Myanmar and South East Asian countries,” Minister of State for Home Mullappally Ramachandran said in Rajya Sabha (upper house of the Parliament of India). Weapons in small consignments are then transported either via Myanmar or Bangladesh to India, he said. The Minister said India has raised its concern with China, Myanmar and Bangladesh from time to time through diplomatic channels on the issue of reported smuggling of arms through their territories. To check smuggling across the Indo-Myanmar border, a Memorandum of Understanding was signed between India and Myanmar in January 1994 for maintenance of peace and tranquillity in border areas. “Central government has stepped up vigilance and surveillance along the border. The security forces along the border have been suitably sensitised regarding arms smuggling by insurgents and regular patrolling along the border areas is being carried out,” he said.

Joint Secretary (North East) of the Union Ministry of Home Affairs (MHA), Sambhu Singh admitted that the talks with the Dima Halim Daogah-Nunisa faction (DHD-N) have not been progressing satisfactorily, reports The Assam Tribune. Singh said that the December 17 meeting decided to extend the period of the cease-fire agreement by another six months, but the Government would think twice before extending the cease-fire term any more. He pointed out that talks with the DHD-N have been going on for eight years and "talks cannot be a never – ending process. The Government will have to think twice before extending the cease-fire agreement any further and we have already informed the leaders of the outfit about the Government's displeasure about the progress of talks." Singh further revealed that the DHD-N has been claiming villages outside of Dima Hasao District, which is not acceptable to the Government. He also said that the leaders of the militant outfit have been maintaining "double standards". When they take part in the tripartite meetings, they agree to give up the demand for creation of a separate state, but when they talk outside, they raise the demand for creation of a separate state of Dimaraji. Singh said that on the other hand, talks with the Dima Halim Daogah-Jewel (DHD-J) are progressing well and the leaders of the outfit are showing a positive attitude. He said that the Government of India has almost finalised an agreement with the DHD (J) and a formal agreement is likely to be signed after the State Cabinet approves the same.

Sandhu, Deputy General Manager of a cement project of Jaiprakash Associates Limited, and Ramen Sarma, Deputy Manager, Assam Mineral Development Corporation (AMDC) — had been abducted by an insurgent outfit from Karbi Anglong on November 25 for ransom. Additional Superintendent of Police (Headquarters) of Dima Hasao Surjeet Singh Panesar said that the bodies were in a highly decomposed state. Panesar also added that the officials must have been killed at least 10-12 days back. A militant group of Karbi Anglong is suspected to be behind the incidence.
