The general council meeting was attended by the representatives from the all four battalions of the outfit including 709, 109, 27 and 28 battalions besides the central executive body. The State Police launched a massive operation in search of six Hynniewtrep National Liberation Council (HNLC) cadres who are believed to be hiding in Mawkyrwat and Ranikor areas in West Khasi Hills District, reports Shillong Times on February 1. The militants were part of a team sent for disrupting the Republic Day [January 26, 2011] functions in villages along the international border with Bangladesh, Police said. Chidambaram’s offer for peace talks, saying “there can be no talks while in custody”, reports Nagaland Post. “Question of writing a formal letter for beginning peace talks from inside the jail and with handcuffs on simply does not arise,” Rajkhowa told journalists, adding, “There can be no talks while in custody.” The ULFA ‘chairman’ is lodged at the Guwahati Central Jail. Earlier on January 31, Chidambaram had said that the Government was ready to hold talks with the jailed ULFA leadership without the presence of the ‘commander in chief ‘Paresh Baruah.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, “Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch.”

ULFA ‘vice-chairman’ Pradip Gogoi, along with the outfit's ‘foreign secretary’ Sashadhar Choudhury and ‘central publicity secretary’ Mithinga Daimary, made the announcement at their first-ever press conference in Guwahati. The ULFA leaders said the general council, which met after 15 years on January 30, unanimously endorsed the decision taken by the CEC to honour the resolution adopted at the Sanmilita Jatiya Abhibartan (SJA). Choudhury said the outfit had received an invitation for the first round of preliminary dialogue with the Government of India to work out the modalities in New Delhi on February 10. Union Home Minister P. Chidambaram would be present, he said, adding the ULFA leaders would also seek an audience with Prime Minister Manmohan Singh. The ULFA was yet to declare a cease-fire, he said. Asked whether “sovereignty” would be on the agenda, he said that even answering this question would be construed as a precondition for talks. He said the ULFA was in the process of preparing the agenda, in consultation with various organisations, and would make it public once it was finalised. Choudhury also said the ULFA would have no role in the coming Assembly elections in the State.

Ahead of the Centre’s meeting with the ULFA, the Union Home Minister P. Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on “Matters relating to insurgency in NE: peace process”. The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. The number of incidents of violence and the casualties of civilians and Security Force personnel has come down.

Joint visits, comprising administration officials, public representatives and community leaders, would be conducted to Goalpara in Assam where there are some nine thousand five hundred displaced people still sheltered in the relief camps and are reluctant to come back to their villages in Meghalaya. Twelve people were killed, thousands of houses torched and some fifty thousand people displaced in the riots of Meghalaya's East Garo Hills and neighbouring Assam's Goalpara district between January 1 and 9.

"I think the troop cut has been decided with respect to paramilitary forces and not for the Army. The decision about the same would have to be taken after proper consultation," he added. He also maintained that Army has no role in revocation of Armed Forces Special Powers Act (AFSPA). "We have been maintaining that the decision of revoking AFSPA lies with the political leadership and there is no role of Army in this. We will honour the decision whatever is taken in this regard," said the GOC.

Sources in the Ministry of Home Affairs (MHA) told Assam Tribune that leaders of the militant groups like United National Liberation Front (UNLF) and People’s Liberation Army (PLA) of Manipur, ‘chairman’ of the National Socialist Council of Nagaland-Khaplang (NSCN-K), S. S. Khaplang and the ‘commander in chief’ of the ULFA, Paresh Baruah among others attended the meeting held in Ruili in Yunan Province of China. On the whereabouts of Paresh Baruah, sources said that as per intelligence inputs, the ULFA leader is now in Myanmar. "As per our information, Baruah is now staying near a base of the NSCN (K) in the Taka area of Myanmar for the last few months. The area is near the international border between India and Myanmar and can be reached after around seven days of trekking. But the leaders of the militant outfits can travel to the area easily from Ruili in China by vehicles," sources added. Baruah has at least 150 cadres of the outfit with him in Myanmar and the possibility of the supporters of the hardcore ULFA leader indulging in violence and extortion in the run-up to the elections cannot be ruled out.

This was the largest clash in an ongoing conflict between the two groups since December 2010. Both factions are currently in talks with the Centre and have been observing a ceasefire with government forces. The Ministry of Home Affairs (MHA), alarmed at the escalating conflict, wanted the Assam Rifles and the Army to launch an operation to disarm the NSCN cadres of both the factions but so far the Army has resisted the pressure, arguing that these are not banned groups and the clashes should be treated more as a law and order issue than pure insurgency.

Nagaland Post reports that the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) on February 28 made it clear that it has not withdrawn its key demand of sovereignty for Nagaland and blamed the Central Government for the delay in finding a solution to the six-decades-old Naga problem. V Horam, the officiating ‘Kilo Kilonser’ (‘Home Minister’) of the NSCN-IM, told the media that Nagas have neither ‘small Nagalim’ nor ‘greater Nagalim’. They have just land in Nagaland, Assam, Manipur and Arunachal Pradesh, besides Naga areas in Myanmar. Exclusion of any part of land is not acceptable to Naga people and NSCN-IM, he added.

The ULFA leaders who attended the meeting included ‘Chairman’ Arabinda Rajkhowa, ‘Deputy Commander-in-Chief’ Raju Barua, ‘Central Committee ‘Publicity Secretary’ Mithinga Daimary, ‘Vice-President’ Pradip Gogoi, ‘Advisor’ Bhimkanta Buragohain, ‘Finance Secretary’ Chitraban Hazarika, ‘Foreign Secretary’ Shasha Choudhury and ‘Cultural Secretary’ Pranati Deka.
