Based on specific information, the SFs intercepted and checked a Tata Sumo taxi, moving from Mizoram to Churachandpur, and recovered130 Gelatine sticks, 260 detonators and approximately 35 meters of safety fuse from a 25-years-old lady.

Soram Ibohal, a prominent KYKL cadre (46) was arrested from family welfare office road on July 1. Two other KYKL members, identified as Suranjoy Singh (44) and Deben Kishore (42) were also arrested from Thangmeiband area. One 9 mm pistol and five rounds of ammunition were recovered from Suranjoy Singh.

Two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres, identified as ‘lieutenant’ Amo and Awangbo, were arrested by SFs at Manipur-Nagaland border near village Khunphung under Tamei subdivision. Two AK 56 rifles, 35 live rounds, four detonators and 250 grams of plastic explosive were recovered from them. Amo was arrested on July 6, 2010 and handed over to Police in Imphal. But he jumped bail and went back to join NSCN-IM.

The outfit has also asserted that the GNLA is working with the ISI of Pakistan. Sentinel reports that documents and explosive material recovered by the Police from the Garo National Liberation Army (GNLA) transit camp in Nengmalgre forest, East Garo Hills District have revealed links between the GNLA and United Liberation Front of Asom (ULFA). GNLA ‘military chief’ Sohan D Shira, along with 12 armed cadres of his outfit and three ULFA militants, left behind 2 kg of explosive material and a number of incriminating documents while fleeing from the transit camp during an encounter with the police on July 8. Apart from Shira, GNLA ‘area commander’s Savio Marak and Rakstar Sangma and other militants were taking shelter in the camp. The police overran the transit camp after over half-an-hour gun battle. Though the militants managed to escape, the recovery of explosives and incriminating documents unveiled GNLA-ULFA links. The three ULFA men in question are said to be associates of Anti-Talks Faction (ATF) ULFA leader Dristi Rajkhowa. Dristi Rajkhowa is functioning from the Resubelpara, Goalpara and Kamrup areas of Assam in order to maintain the outfit’s links with the GNLA and to use the Garo Hills belt as a transit route to Bangladesh.

According to NSCN-IM sources from Delhi, informal talks between the two parties to prepare the ground works and other formalities for the highest level talks, concluded on July 9. During the two-day informal talks, NSCN-IM leaders held discussions with Home ministry officials and Centre’s interlocutor of the peace talks. A high-ranking NSCN-IM functionary said that the talks have entered a “crucial stage” and “critical” stage. Both ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah will take part in the highest-level talks. Besides Swu and Muivah, other NSCN leaders including the group’s former “chief of army staff” and steering committee convenor, VS Atem, have been camping in Delhi since third week of June.

India's elite Combat Battalion for Resolute Action (CoBRA) commandos will soon be deployed in Western Meghalaya to counter the growing threat from GNLA militants, police said on July 10, reports Mangalorean. "Five companies of Border Security Force (BSF) and two units of CoBRA commandos would be deployed in Garo Hills to help us in our ongoing combing operations against GNLA," S.K. Jain, the intelligence chief of Meghalaya Police said. The CoBRA commandos - the special force raised to tackle Maoist insurgency in India - will counter the growing GNLA activities in East and South Garo Hills Districts, considered to be GNLA's heartland. Presently, 500 Central Reserve Police Force (CRPF) troopers are assisting the Meghalaya Police and its Special Weapons and Tactics (SWAT) commandos to tackle the GNLA. More than 10 people, including security personnel, have been killed in the Garo Hills during the last one year by GNLA rebels. Earlier, on July 7 Union Home Minister P. He said that in the interest of creating a congenial atmosphere for talks, he declared a unilateral ceasefire. He called upon all the members of the ULFA to abide by the cease-fire and warned that any infringement would be treated as anti-organizational act and would be dealt with accordingly. He noted that the 5th general council of the organisation, held on February 22 2010, deliberated upon various dimensions of the armed struggle launched by the ULFA since 1979 for independence of Assam. Lanheiba Meitei has been in the police custody over the abduction of two staff of Airtel over extortion. The formal rearrest of Lanheiba Meitei over the Ragailong blast was made after he was produced before the Court in Imphal on July 13 in connection with the abduction case. Shillong Times reports that, in what can be an indication of intensified rivalry between two militant outfits of Garo Hills, the Achik National Volunteer Council (ANVC) has accused the Garo National Liberation Army (GNLA) of trying to poach its cadres by offering up to INR 3 Million. “The GNLA tried to buy our cadres with offers up to Rs 30 lakh,” ANVC spokesperson Torik Jangning Marak said in a statement on July 14 (today). The outfit also alleged that GNLA cadres are assuming names (alias) similar to ANVC leaders. The ANVC, currently under ceasefire with the Government, had alleged that the GNLA is in cahoots with the National Democratic Front of Bodoland (NDFB) and the United Liberation Front of Asom (ULFA). The GNLA had also cautioned the State Government not to entertain the ANVC’s appeal to allow its cadres to carry weapons “to protect themselves from the GNLA”.

The deployment of two Commando Battalion for Resolute Action (COBRA) units of the Central Reserve Police Force (CRPF) and five companies of specially trained Border Security Forces (BSF) personnel to assist the State Police in Garo hills explained the gravity of the subversive activities being carried by the GNLA, states Sentinel. Admitting that the GNLA activities have increased in recent months, a senior Police official involved in monitoring the Police operations, however, rubbished the notion that the State police had failed to curb the activities of the militant outfit. “In the type of situation that we are involved, there were occasions that we were down, but overall success rate should be appreciated,” stated the Police official. He said that seven GNLA camps had been busted in the past six months. He said that this was no ordinary achievement.

The Union Government and the State Government will give their opinions after going through the charter. We will tell them how far we can accommodate their demands," Gogoi said. Anti-talks faction of United Liberation Front of Asom (ULFA-ATF) is eyeing to strike Sivasagar, Tinsukia, Dibrugarh, Jorhat, and Golaghat Districts in the upper Assam ahead of the Independence Day, reports Sentinel. A 10-12 member group of the ULFA-ATF has managed to enter recently into India from its bases in Myanmar and taking refuge in the hill areas along Assam-Nagaland and Assam-Arunachal borders. The Policeman also carried away his carbine and one revolver. “Hubert has been missing for more than two weeks and our suspicion is that he has joined the GNLA,” an unnamed senior Police official said on July 26. Hubert hails from Warimagre in East Garo Hills District, where the outfit has significant presence. The decision was taken at a three-day meeting (July 27-29), attended by people and church leaders representing the common aspirations of the Nagas in Myanmar and FNR leaders. The FNR had initiated the reconciliation process between the warring Naga groups. As part of the bid, two factions of the National Socialist Council of Nagaland (NSCN-Khaplang and Isak-Muivah) and the Naga National Council (NNC) had signed the "Covenant of Naga Reconciliation" in Thailand in June 2009. The aim was to bring an end to factional killings among them.

Sangai Express reports that one Kangleipak Communist Party (KCP) militant, identified as Moirangthem Boby (24), was reportedly killed while two others identified as Yengkhom Ratan (18) and Moirangthem Nanao (23) were arrested following a shootout between Assam Rifles personnel and armed cadres of KCP militants at Lamlong Khunou under Tengnoupal Police station in Chandel District on July 28. Apart from recovering two .9 mm pistols, 17 rounds of live ammunition and two magazines, the Security Forces (SFs) also managed to rescue two civilians identified as Parijat and Soibam Kesho (60) who were being held captives by the militants.
