A cadre belonging to Lalheiba group of the Military Council faction of the Kangleipak Communist Party (KCP), identified as Khunaijam Ingocha alias Kakabi (32), was arrested by a combined force of the Imphal West District Police and Assam Rifles from Khuman Lampak Bus Terminus on February 1. Ingocha confessed that he joined the outfit in June 2009 under Mahesh of the group of Sanakeithel and he was operating under the ‘command’ of Mani of the same group. He disclosed that he was involved in killing of six Army personnel in an ambush in September 2008 at Nagaland, abduction of TATA Magic driver union member in March 2009 and collection of huge ransoms, killing of one man from Chingmeirong Maning Leikai at Mapao Thangal and setting ablaze of paddy field at Mapao Thangal, collection of INR 1.5 million from Ningthoukhong and abduction of Airtel staff in December 2009.

NDFB ‘information and publicity secretary’ S. Sanjarang said, “If Telengana could be created without the recommendation of the [S]tate [G]overnment, why not Bodoland? Importance should be given to the Bodo people also. The Bodos and the indigenous tribal population have been demanding a separate state since 1967. It would be gross injustice if the Centre does not recognise our demand.”

The Centre is ready for a dialogue with the pro-talks groups of both United Liberation Front of Asom (ULFA) and the NDFB even without their top leaders Paresh Barua and Ranjan Daimary. Union Home Minister P. Chidambaram said, “Our offer to talk to ULFA remains. But we have not yet got an offer to talk from those who have been apprehended. Paresh Barua is not with us. We do not think he is in India. Just because Paresh Barua is out of the country it does not mean that talks can be avoided indefinitely.” Chidambaram, however, said that the Centre was also willing to talk to the NDFB without its ‘chairman’ Ranjan Daimary.

The Manipur Government asked the Union Ministry of Home Affairs (MHA) for erecting fencing along the India-Myanmar border on Manipur side for over a distance of another 10 kilometers starting from border pillar no. 81 after completion of current task to put up fencing from border pilar no. 79 to 81, according to Sangai Express. The report adds that survey work from border pillar no. 79 to 80 covering a distance of 370 kilometers have already been completed and the survey is currently being carried out from border pillar no. 80 to 81. The MHA gave favourable response to the proposal of the State Government for erecting fencing over an additional distance of 10 kilometers starting from border pillar no. 81, source disclosed. The fencing of the entire stretch of the border on Manipur side had already been agreed in-principle, sources added.

The new Hynniewtrep Liberation Front (HLF) outfit, backed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), has been neutralised at the nascent stage, a senior Police officer said, according to Shillong Times. "We have netted five key members of the new group, including its commander-in-chief and chairman. I think we have picked up almost all of them," Shillong city Superintendent of Police (SP) Claudia Lyngwa said. She said there was "hard evidence" that the new outfit had close links with the NSCN-IM. The HLF ‘commander-in-chief’ Shembhalang Dkhar, ‘chairman’ Roykupar Marbaniang and three others were arrested in a series of operations in January, nipping the nascent outfit in the bud, the SP said. According to Police, NSCN-IM had floated the group primarily to extort money in the State. "Void of any objective, the activists didn't even know what they were up to. They were unarmed and were told by NSCN that they would be taken to Nagaland for training soon," Police officials who interrogated them said, adding that the leadership was caught before they could mobilise youths to join them. After completion of the investigation, the State Government would send a report to the Centre informing about the NSCN-IM's activities in the State, Police said.

This revelation came following February 1 surrender of a ULFA militant Akash Bora before the Inspector General of Border Security Force (BSF) at Shillong in Meghalaya. Security sources said that from the revelations made by Akash, it was clear that the ULFA is still recruiting new boys and new recruits in small batches are still sent to the camps in Myanmar for training. The ULFA has four major camps in Myanmar where around 150 to 200 cadres are staying. Sources quoting Akash said that life is tough for the militants in Myanmar because of the terrain, and the recent arrest of ULFA ‘chairman’ Arabinda Rajkhowa and other senior leaders frustrated and demoralised the cadres. Sources further added that the camps of the ULFA in Myanmar are run mainly by ULFA ‘central committee member’ Jiban Moran and hardcore militant Bijoy Chinese. Akash revealed that some senior ULFA cadres are maintaining links with some Army officials of Myanmar.

The Centre would resume peace talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in April 2010, reports Nagaland Post. The Union Home Secretary G.K. Pillai on February 9 said, “The next round of talks would be held in April with Muivah accepting the government of India’s invitation to come for the talks.” “On the invitation of the government, the NSCN (I-M) leadership has proposed to come to India between April 1-10 to hold talks and carry forward the peace process. To that end, the government will be appointing an interlocutor to facilitate the talks and to bring about an early solution,” said a Union Ministry of Home Affairs (MHA) statement. “We are hopeful of a broad based settlement and very happy at the initiative taken by the Forum for Naga Reconciliation that helped stop inter-factional killings and violence in the state,” Pillai said. The report adds that the last round of peace talks between the Centre and NSCN-IM was held in March 2009 in Zurich in Switzerland and the talks ended in a stalemate.

The issue of a separate Karbi homeland (Hemprak Kanthim) under Article 3 of the Constitution will form the main issue during talks with the Government. Preparations for the mass surrender began on February 7 with 403 KLNLF cadres walking into the designated camp set up at Diphu Polytechnic. Another batch of nine militants, including the outfit’s ‘publicity secretary’ Rejek Dera, reached the camp on February 8. “We are now hoping for a fruitful political dialogue on the Hemprak Kanthim (homeland) issue. Both New Delhi and Dispur promised to seriously consider the demand of the Karbis and it was only because of the assurance that we agreed to come forward for a negotiated settlement. If the political machinery and government system sincerely fulfill our peoples’ demands, there will be peace, development and prosperity for all,” Rejek Dera said over phone. Acting ‘chairman’ of the group Hage Khaathar led his top leaders including ‘commander-in-chief’ Songja Timong and ‘general secretary’ Thong Teron and 416 cadres for the decommissioning programme. Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. I will also give a development package of [INR] 50 crore for the district.” Verma said tripartite talks among the Centre, the Assam Government and the KLNLF would be held soon. Sentinel added that the KLNLF militants deposited 43 AK rifles, 11 7.62 SLRs, 1 RPG, 1 machine gun, 8 US carbine/sten guns, 32 pistols/revolvers, 1 LMG, 1 shot gun, eight SBBLs, 129 electronic detonators, 22 grenades, two DEBBLs, 29 SBBLs, 9471 rounds of assorted ammunition, 25 kilogram of Trinitrotoluene (TNT), two Improvised Explosive Devices (IEDs), 500 grams of Research and Development Explosives (RDX), 218 assorted magazines, 14 radio sets, etc.

A cadre belonging to anti-talks faction of the National Democratic Front of Bodoland (NDFB), identified as Godadhar Hajong, was arrested by the Border Security Force from Debojani village in West Garo Hills District along India-Bangladesh border on February 15, according to Shillong Times. He along with eight others from Tikrikilla area had joined the NDFB in 1999. Godadhar underwent arms training in Bhutan before being made a part of the ‘3rd battalion’ of the outfit which operates throughout the Garo Hills and Bangladesh. He revealed that following crackdowns in Bangladesh almost all NDFB camps operating close to the border have been closed down with majority of the cadres shifted to Rangamati area of Chittagong Hill Tracts. He also informed that its main camp at Haluaghat in Bangladesh, opposite Gasuapara in South Garo Hills sector, had to be closed down in 2006 after its ‘camp commander’ Bongcha Boro surrendered. He also revealed that some of the leaders continue to be holed up in Dhaka, including S. S. Dhansuran Boro who is the ‘treasurer’ of the anti-talks faction. He also confessed outfit’s involvement in selling arms to prospective buyers of Garo Hills to help gain extra money for the outfit’s operations. He disclosed about sale of small arms to coal traders operating in Nangalbibra area of South Garo Hills. Some of the activities of the NDFB’s ‘3rd battalion’ included collecting a sum of INR 450, 000 from the NDFB office at Kokrajhar in Assam in 2006 which was delivered to the anti-talks leaders in Bangladesh. He also brought in a shipment of arms including AK-47s and hand grenades from Bangladesh in 2002 and again in 2007 through the Garo Hills sector which ultimately was delivered to the cadres in Assam. The arrested militant also confessed the ambush on a bus at Zikzak area of West Garo Hills in 2002 from which they abducted two persons for ransom. In 2003 a trader belonging to Muslim community was abducted by his group from Mahendraganj area and taken to Bangladesh only to be released a month later after the family paid ransom. The recruitment of cadres to the outfit has apparently been continuing for several years with Godadhar Hajong alone being involved in recruitment of 60 cadres way back in 2007. The cadres were taken to Bangladesh for training and later pushed back to India through three different sectors of Garo Hills: Beldova area in Mahendraganj sector, Nokchi in Dalu sector and Gasuapara under Baghmara sector. The movement of NDFB militants through Chokpot and Nokrek hills was also disclosed by the arrested cadre.

He said that it might be the handiwork of Atabur Bahini, a gang of goons operating along the Assam-Mizoram border of South Hailakandi. The forest guard was abducted at gun-point on February 13 and abductors demanded INR one million and 10 sets of cellular phones from his family members. Sources said they were speaking in broken Bengali language and it was assumed that they might belong to the Reang community. The report adds that UDLFBV had recently come up after the Panchram Apeto led United Liberation Front of Barak Valley (ULFBV) surrendered before the Assam Government in September 2008 while another Reang outfit United Democratic Liberation Army (UDLA) almost perished following the arrest of its leader Dhanyanram Reang. A senior intelligence official in Moreh said, Chinese weapons in large numbers are finding their way to the Northeastern States through five major routes most of which pass through Myanmar territory. "Around 80 per cent of the weapons seized or recovered from the militants in recent years have 'star' mark on them, which means they were manufactured in China," he said. Over four dozen militant groups are active along India-Myanmar border and they smuggle the traditional weapons like AK series rifles, grenades, pistols, cartridges and bombs into India through four land routes and one sea route. Most of the weapons are brought from the southwestern China's Yunnan province, which borders Myanmar, the official said. The weapons are smuggled into India via Ukhrul, Moreh in Chandel and Churachandpur, the Districts bordering Myanmar, and some parts of Mizoram. The sea route involves Bangladesh's Chittagong port from where the weapons are sent to militants in the Northeast, he said. Though some weapons are of other origin but majority of them are Chinese, he said. "Militants have their camps just inside the Myanmar territory at a distance of few kilometres from the Indian border. Some camps are as close as three-four kilometres from the international border," the official said.

Manipur Chemists & Druggists Association (MCDA) declared that all chemist shops, which are members of the association, would remain closed on February 22 (today) in protest against the act of a militant outfit hijacking and unloading a fully loaded truck of Life Saving Drugs causing loss to around one third of the freight. In a press release the association stated loaded truck was stopped by some militants on National Highway-39 near Senapati Bazar on February 10 and forcibly hijacked to near Lumaiphou Hill and later unloaded all the cartons. It also stated due to such incidents on National Highway-39, many major pharma companies are not willing to supply goods to Manipur which it added may lead to scarcities of medicines in the State.

Deputy Inspector General (DIG) Nepal Das said that he was injured when a contingent of TSR jawans during a search operation was fired upon by the militants prompting the forces to retaliate, adding that the ultras managed to flee into thick forests. A United Liberation Front of Asom (ULFA) cadre was shot dead and another cadre arrested when the Security Forces (SFs) neutralised a hideout at Chachinat village in East Garo Hills District on February 25, according to Telegraph. The slain cadre was identified as self-styled ‘sergeant’ Bidyut Kalita of the ‘109th battalion’ of the ULFA. Two AK-81 assault rifles, 129 live rounds of ammunition, one Dragonov sniper rifle with 76 bullets, one kilogram of RDX explosives and a wireless set, one voltmeter and extortion notes were recovered from the hideout. The ‘109th battalion’ is entrusted with mainly logistical work, like guiding ULFA militants to and from Bangladesh through Garo Hills, which borders the neighbouring country and Assam. The Police said the villages along the border areas of East Garo Hills have become a safe hideout for ULFA militants. The anti-talks faction of the National Democratic Front of Bodoland (NDFB) also uses the tract.

Chidambaram, Chief Minister Tarun Gogoi in Delhi reiterated the outfit’s need to drop the issue of sovereignty and abjure violence before any parley, added Telegraph. They discussed ULFA’s demand for direct talks with the Centre. However, a source said both agreed that the talks, as and when they are held, should also involve the State Government. The meeting also dwelt upon the efforts being made to bring all the ULFA leaders, including Barua to the talks table, but was unanimous on the view that the Government could not keep waiting. According to Sentinel, after his discussion with Chidambaram, Gogoi said, “The government is ready for talks with the ULFA but there will be no discussion on sovereignty. There is also no plan to suspend operations against the group.” On ULFA ‘commander-in-chief’ Paresh Barua, Gogoi said, “We will also try to bring Paresh Barua to the negotiation table. But if he doesn’t come, we will go ahead with the peace process.” Gogoi said the indication from the ULFA was positive and the Government was hopeful of initiating the peace process soon. “But we don’t specify any time-frame,” he added.

Nazimuddin Majumdar, the forest guard who was abducted by unidentified militants from Jhalnacherra on February 13, was released on February 26, reports Sentinel. It was earlier reported that they had demanded a ransom of INR one million from his family members for his release. Sources said Majumdar was abandoned by the abductors near the Assam-Meghalaya border. He, however, could not ascertain as to whether the assailants were from the Reang or from the Muslim community as they kept their faces covered with towels. He added that they decided to release him as the news of a search operation by the Army reached them. Subsequently, Nazimuddin was dumped in a jungle from where he climbed down to a nearby village Betcherra and he was helped by the local people to contact Jamira Police who immediately escorted him to his home at Syedbond in Algapur of Hailakandi District. Nazimuddin, however, denied paying any ransom. However, sources hinted that his family had to cough up some amount of money for his release.

Sentinel reports that Hailakandi Police, led by Superintendent of Police, Vivekananda Das, raided the hideout of the Muslim militant outfit, Atabur Bahini, at Sudhurtal, a place between Jhalnacherra and Betcherra in Hailakandi District bordering Mizoram on February 26. A gun battle continued for almost an hour and when firing from the other side came to a halt, the Police entered the room and recovered dead bodies of two militants. One of the dead militant belonged to the Reang community and the other a Bengali Muslim, identified as, Alimuddin of Triganga village in South Hailakandi. Sources said that the recently released forest guard, Nazim Uddin Laskar, who was earlier abducted by unknown militants, had also identified the bodies of the militants as his abductors. The operation was finalised after Union Home Secretary G.K. Pillai visited Yangon, capital of Myanmar, on February 18. An official source said Pillai had disclosed this during a security meeting attended by top officials of the Manipur Police and Central Forces in Imphal on February 26. Pillai said that militant camps of various groups from the Northeast, including the United National Liberation Front (UNLF), People’s Liberation Army (PLA), National Socialist Council of Nagaland-Khaplang (NSCN-K) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) were based in Myanmar. The locations of these camps and maps of the area, Pillai said, had been provided during his meeting with Myanmar’s Deputy Home Minister Brigadier General Phone Swe. “They assured us that any camp working against Indian interests would be targeted,” Pillai said. He, however, expressed doubts regarding the capabilities of the Myanmarese military and the effectiveness of such an operation. “They will take action, but the Myanmarese military has certain limitations concerning their capabilities,” he said.

Pillai reiterated that final settlement to the vexed Naga political issue could only be achieved when the “Government of India holds talks with all the Naga underground groups.” No final settlement could come about by having talks with one Naga underground group, said the Union Home Secretary after reviewing the “Special Attestation Parade,” held in Dimapur at Assam Rifles Training Centre and School on February 27. “I am hopeful that we would find solution,” the Union Home Secretary said disclosing the Naga issue would be resolved in 12 to 24 months. He said they would explore all possibilities that any arrangement for the final settlement of the vexed “Naga issue” would be honorable and acceptable to all concerned. “It is a difficult problem requiring imaginative and innovative solution,” he said adding, “The Government of India wants to settle the Naga issue and we would be flexible to find solution.”
