A combined force of the Imphal West District Police and Assam Rifles recovered a huge cache of arms and ammunitions from Laphupat and Nongmaikhong areas and arrested four over ground workers (OGWs) of the People's Revolutionary Party of Kangleipak (PREPAK) on May 1, reports Imphal Free Press. They were identified as Heisnam Biren Singh (45), Ningthoujam Sanatomba Singh (60), Salam Magulleiba Singh (35) and Ningthoujam Chandrababu Singh (22). The recovery included four AK series assault rifles, 195 live ammunitions of AK rifles, 81 live ammunitions of 7.62 LMG, 110 live ammunitions of US carbine, 8 lethod bombs, two Chinese hand grenades, 9 AK magazines, 4 LMG magazines, 6 US carbine magazines, one binocular and two detonators.

A trader, Rabin Agarwal, who was rescued from the Kamtapur Liberation Organisation (KLO) militants during their bid to abduct him on April 22, received three text messages from two Assam numbers on May 1, reports Telegraph. The messages said Agarwals would have to pay INR 10 million or face dire consequences. The messages also mentioned that the time and venue where the money should be sent would be communicated later. A KLO militant, Gopal Barman alias Marang Singh, was arrested while trying to abduct the trader on April 22. Gopal, who hailed from Kanturka in Habbibpur, had been trained in Bangladesh and had been in the Korkajhor forest of Assam for 12 years. He had been remanded in Police custody for 14 days and was handed over to the Criminal Investigation Department (CID) on April 30 for further interrogation.

Bangladesh on May 1 handed over Ranjan Daimary, the ‘president’ of the National Democratic Front of Bodoland (NDFB), to India, according to Indian Express. Ranjan Daimary (50), wanted in numerous cases, was handed over at Dawki along the India-Bangladesh border in Meghalaya. Daimary’s handing over came exactly five months after United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa and two others were arrested and brought to India. He is the fifth militant leader of an armed underground outfit of Assam to be handed over by Bangladesh. Daimary, founder of the NDFB was named as the prime accused by the Central Bureau of Investigation (CBI) in the serial blasts of October 30, 2008 that had killed 88 persons and injured 540 persons in Guwahati and four other towns of Assam. Confirming his arrest, official sources in Guwahati said Daimary was handed over by Bangladesh Rifles to the Border Security Force (BSF), which in turn handed him over to the Assam Police. He was later shifted to Guwahati. Sources said Daimary was detained at Jinaighat in Sherpur District of Bangladesh in mid-April.

The Manipur Cabinet took a decision to disallow the visit of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘general secretary’ Thuingaleng Muivah to the State in view of the likely civil strife it would cause. Muivah is planning to visit his native village Somdal in Ukhrul District by road passing through Mao gate in Senapati District. To stop the NSCN-IM leader from entering Manipur, restriction under Section 144 of Criminal Procedure Code (CrPC), 1973 was proclaimed in Senapati district in addition to deployment of additional forces.

K. Jain on May 2, reports Times of India. "Sketchy reports from various networks confirmed that the four convicted Indians in Bangladesh are members of the outlawed HNLC," said Jain. On April 29, the court of Additional District and Sessions Judge of Sylhet-I convicted Robin (35), Mill (28), Over (25) and Star (24) - all hailing from Shillong - in a five-year-old case of arms smuggling. All the four, Jain said, were wanted by the Meghalaya Police for their involvement in the biggest bank robbery in Jaintia Hills District on January 24, 2005. On July 15, 2005, Bangladesh Rifles (BDR) troopers arrested the four HNLC militants from Karaballa point under Sylhet District after they entered Bangladesh through Karimganj sector in Assam. The BDR recovered from their possession an AK 56 rifle, three grenades, two 9-mm pistols, 316 bullets and four magazines of AK 56 rifle, 328 bullets and three magazines of 9-mm pistol, INR 3,000 and BDT 2,700. According to the Police official, the HNLC is closely linked to the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) and the National Liberation Front of Tripura (NLFT).

Police said that the first major group belongs to those cadres whose primary interest is to be rich by means of extortion. "Most of the cadres belonging to this group have already associated themselves with the new militant outfit GNLA [Garo National Liberation Army] led by Meghalaya Police 'DSP' Champion R. Marak," Police sources said on April 30. The GNLA has been under the Police scanner for serving extortion notes, ranging from INR 500, 000 to ten million , to petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. Police sources said the second group includes mostly the top leaders, who are involved in peace talks with the Government. However, cadres of the outfit are still indulging in extortions and abductions in the areas bordering Bhutan and Arunachal Pradesh taking advantage of the lack of adequate security cover in the area. Army sources said that 28 cadres of the outfit were killed in the first four months of 2010. Sources also revealed that 13 cadres of the anti-talk faction of the NDFB were killed in the counter-insurgency operations in January 2010, seven were killed in February, five were killed in March and three were killed in April. In 2009, more than 70 cadres of the outfit were killed.

Army has launched an extensive drive to locate the hideouts of criminals who masquerade as militants and indulge in extortion and abduction in Hailakandi District. During the past 10 days, a Khasi landowner was abducted and threat letters were dispatched to a large number of rich farmers, shopkeepers and schoolteachers. The activity of the armed criminals have recently gathered momentum in the District with at least three groups — the United Democratic Liberation Front-Barak (UDLF-B), Atabur Bahini and United Democratic Liberation Army (UDLA) engaged in the anti-social activities. These militant groups continue their extortion and abduction drives even after the surrender of one militant gang led by Pauchau Ram Reang two years back and capture of Dhanyaram Reang, a self-styled leader of the UDLA, in July 2009 at Hailakandi’s border with Mizoram. The present groups operating in the south Hailakandi areas comprise young Reangs and a section of Bengali Muslims. The official sources in Hailakandi admit that a sense of apprehension prevails among the people in Hailakandi area despite the presence of the Army, which was deployed recently.

Expressing concern over the activities of the Manipur-based militant outfit United National Liberation Front (UNLF) and Communist Party of India-Maoist (CPI-Maoist) in the State, Chief Minister Tarun Gogoi said that the case of the two recently-arrested UNLF leaders would be handed over to the National Investigation Agency (NIA). Tarun Gogoi condemned the ULFA for being ‘insincere’ about the proposed talks by adamantly insisting on ‘sovereignty’ as the issue, saying that no dialogue was possible under the circumstances as sovereignty was ‘non-negotiable’. Gogoi was also critical of the intellectuals who had been urging the Government to be flexible on the sovereignty issue. Gogoi said that the ULFA was not a revolutionary group as its leaders maintained a lavish lifestyle in foreign countries at the expense of their cadres. He further added that while some camps of the ULFA and other militant groups still existed in Bangladesh, the country was extending full cooperation to India in flushing out the militants.

I regret and repent now for that horrific wave of bombings,” to Police interrogators. Daimary further said, “We triggered the blasts to make our presence felt and to show our strength to the Central Government”. The NDFB leader said that they never thought their plan of triggering nine near simultaneous explosions would materialize. “It was because of inefficiency on the part of the police that we succeeded in our plans,” Daimary added. Shanti Devi (55) of Jiribam in Imphal East District of Manipur. INR 14,525, one cellular phone, a Mayanmari language note book and a Chinese multi-utility knife were from their possessions. We have requested the Centre to involve Assam, Meghalaya, Manipur, Nagaland and Arunachal Pradesh in a discussion before deciding to launch any offensive against them. We have also appealed to both factions of the NSCN to stop abducting people from the Longding, Pumao and Wakka circles of Tirap district,” Dabi said. He indicated that though Union Home Minister P. Chidambaram had asked for “zero tolerance” against the NSCN cadres operating in Tirap and Changlang, the State Government was not going to launch any strike unless there was any specific instruction from the Centre to carry out such operations.

In its latest report, the Standing Committee attached to the Union Ministry of Home Affairs (MHA), however, quoted the Home Secretary as saying, “We don’t have any evidence of direct outside support. This, in one sense, is so far a fully home grown and very clever and intelligent movement.” About the links between the CPI-Maoist and Northeast-based insurgent groups, Pillai said that the CPI-Maoist had talks with the outfits in an effort to widen their movement. Mizoram Government is prepared to carry out the repatriation as planned, from May 11 to 15. ''We have not officially received any objections from the Bru refugees. The stage has been set for the repatriation from Tuesday [May 11]. Administrative officers have been posted in each village where the Bru families will be resettled,'' a Police official said. It may be noted that the Bru refugees, who will be taken back this time, were those who left Mizoram following a communal conflict triggered by the killing of a Mizo youth by suspected Bru militants on November 13, 2009. According to the state government reports, about 500 Bru families fled to Tripura in the wake of the ethnic flare-up. These 500 Bru families joined the Bru refugees, about 35,000 in number, who had been lodged in six relief camps in Tripura following a similar ethnic conflict in 1997 sparked off by a killing of a Mizo forest official. The repatriation of the 1997 batch of Bru refugees was underway until it stalled by the November 13 killing. The State Government following request from the Union Ministry of Home Affairs had made arrangements for repatriation of Bru families from May 11. It was likely to be completed by May 15.

MBDPF president Elvis Chorky alleged that they had received a list of 284 families to be repatriated to Mizoram, whereas the exact number of Bru families that fled from the following an ethnic conflict in November 2009 stood at 800. ''What will happen to others if the Mizoram government takes back only 284 families,'' Chorky said. ''We are not going to cooperate with the Mizoram government’s move to repatriate only less than half of the displaced families,'' Chorky said, insisting that the Mizoram goes to Tripura to conduct a on-the-spot verification of the displaced families. The MBDPF also criticised the government’s arrangement of transportation for the repatriated Bru families. ''The Mizoram government has sanctioned Rs 1500 for each family’s transportation to Mizoram, which is to be reimbursed once they arrive in the state. No family has that much money in hand to be reimbursed later,'' Chorky said. Chorky further argued that INR 1500 is too meager an amount for those families whose places of resettlement are not along the border area, but as far as Mamit (a District capital in western Mizoram) town.

According to sources, the team of Muslim youths was led by one Belaluddin. In recent times, some Muslim youths, most of them from South Hailakandi bordering Mizoram, took up arms to raise a militant outfit. Sources further revealed that a group of Muslim youths, backed by Islamic fundamentalists, was trying to form a militant outfit in the valley. The NSCN-IM is planning to foment communal tension to its advantage. Further, the Naga militant group needs a militant outfit in the valley, which could be used for pushing its cadres into Bangladesh.

Sources said 11 youths, armed with automatic rifles and grenades, arrived at the residence of former Panchayat (village council) member Lam Norvu, where Bardekar was putting up, around 8pm. Sources revealed that Ranjan Daimary first joined the Bodo National Front in 1983 and later in 1984, he, along with other persons including Govinda Basumatary, decided to form the Bodo Security Force (BSF) and wrote to the leaders of the NSCN seeking their help. The BSF, which was later renamed as the NDFB, first started a training camp in the forests north of Rangapara in Sonitpur District in 1988 and the NSCN provided them with some weapons and trainers. Sources further revealed that Daimary also stayed in the bases of the NSCN in Thailand for quite some time and established contacts with some agents of the ISI in 1993. The ISI provided the NDFB with some communication equipment, explosives and timer devices.

Though it is not yet ascertained whether any Chinese Government official is involved in selling of weapons to the militant groups, it is now an established fact that the weapons manufactured in the Government run ordnance factories are available with the militants of the Northeast region, sources said. The NSCN-K warned Naga Hoho that if Manipur resorted to violence against the Nagas, the Hoho would be held responsibility for the consequences. It accused the Hoho of “throwing a flaming ball” into the neighbourhood in accordance with a “script” written by National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) general secretary Thuingaleng Muivah. It said the Hoho had stirred up “unjustified anger over a tiny issue”, tarnishing the image of Nagas. The NSCN- K release criticized the Naga Hoho leaders for, what it claimed, creating wider rift among the Nagas and apprehension in the neighbouring states. The NSCN-K accused them of having hidden agendas and of whipping up people’s sentiments to suit their own interest. It said instead of declaring vengeance against Manipur on behalf of the Naga people, the Hoho should have seen what had transpired preceding the May 6 firing in Mao. “If the Manipur government has accused Muivah of committing heinous crimes in Manipur, did it merit that the Hoho unilaterally declare war against Manipur state on behalf of Nagas?” the statement asked. Would it not have been wiser to first investigate whether the accusations were fabricated or true? it added. It said, “All Naga and Manipuri organisations should realise that a man’s entry or exit from his village was not worth a battle, let alone a war and asked the Naga Hoho to let “father and son solve their domestic issue”.

The Police teams from West Garo Hills and East Garo Hills along with the Central Reserve Police Force (CRPF) personnel neutralised a camp of the Garo National Liberation Army (GNLA) after an encounter inside the Durama hills range straddling both East and West Garo Hills Districts on May 19, according to Shillong Times. While GNLA militants managed to escape into the forest, a heavy medium machine gun (MMG), a large quantity of its ammunition, one foreign made Uzi machine gun, several grenades, crude bombs, a computer laptop, a generator for power generation and a lamination machine, extortion notes and letter pads of the outfit were recovered from the camp. The report adds that both the ‘chairman’ of the outfit, Champion R. Sangma alias Pakchara and ‘commander-in-chief’ Sohan D. Shira were inside the camp prior to the encounter. This was the third camp of the GNLA and reportedly housed about 35 cadres. The previous two camps of the outfit at Nengmandalgre in East Garo Hills District were earlier abandoned by the militants.

According to information available with the security agencies, some of the persons, who received such extortion notes, also received phone calls from persons identifying themselves as leaders of the militant outfit and apparently on most occasions, the militant outfit is ready to negotiate the amount demanded. However, no one is very sure whether anyone was paying up and if someone really paid, where the exchange of money took place.

Based on specific intelligence the Army team established a mobile check post at Kharupetia and arrested two persons, along with 15 kilogrammes of ganja in their possession. The two drug traffickers were identified as Jyotirishi Das of Rowta in Udalguri District and Biswananda Das of Baihata Chariali in Kamrup (Rural) District. Subsequently, the smugglers confessed to be operating in the illegal business for one Manik Boro of Rowta who had been operating the racket. Later, with the raid in Manik’s house the Army recovered additional 70 kilogramme of marijuana on the same day. However, Manik Boro managed to escape. Further, inquiry revealed that the money from this illegal drug trade was being used to fund the anti-talks faction of the NDFB operating in Udalguri District.

Kokrajhar Superintendent of Police P.K. Dutta said that the NDFB was still well-equipped with sophisticated weapons and can strike hard. In the past, SFs have recovered huge cache of arms and ammunition, including AK-56, AK-47 rifles, pistols, and grenade and pencil timers among others, from the outfit’s hideout in Kokrajhar District. Apart from Songbijit, other top leaders who are on the run include ‘general secretary’ Dinthi Gwra Narzary, ‘information and publicity secretary’ Ohnjalu Basumatary, ‘finance secretary’ Rifikhang Goyary and Jwngkhang Boro, self-styled ‘deputy chief of army staff’ of the Bodoland Army. P.K. Dutta added there was frustration among some senior leaders and they could strike to make their presence felt. He said, "33 militants out of 55 were apprehended on the border while the rest were caught during CI Operations." "The BSF is making all efforts to check anti-elements from entering Indian territory. Around 710 migrants were apprehended by the BSF personnel during a span of one year," he added. The BSF Chief said, "The major challenge for me was to contain infiltration either by migrant labourers from Bangaldesh and militants." He also informed that altogether 17 militants belonging to different militants groups have surrendered and joined the mainstream. The BSF Chief also endorsed the view that fencing of the India-Bangladesh border would contain the movement of migrants, militants and smuggling of arms. It further accused the NSCN-IM and Lallumba group belonging to Military Council faction of the KCP of scheming to obscure the Manipuri national question. The Naga community groups demonstrated at Senapati District headquarters in protest against the State Government’s decision to prevent the NSCN-IM leader from visiting his native village in Ukhrul and the killing of two student protesters at Mao Gate. They declared to sever all ties with the State Government. The demonstrators including Naga leader and former Parliamentarian Mani Charenamei held ‘Naga National flags’. Charenamei, waving the flag, said, “This flag is our future.” He criticised the Manipur Government for what he termed as “depriving the basic human rights of the Nagas.” Commenting on the Autonomous District Council (ADC) polls, he said “it is a political poison as this Act deprives the rights of the hill people and if you cast your vote then politically you will become a dead man.” The apex body of the Naga frontal organisations in Manipur, the United Naga Council, accused the Imphal based media of being biased in their reporting and coverage of events and of being hand in gloves with the Manipur Government in the campaign against the Nagas.
