A combined force of the Imphal East District Police and Assam Rifles foiled an abduction of three women bid by arresting three People's Revolutionary Party of Kangleipak (PREPAK) militants near Manipur Police Training School (MPTS) at Waiton Pukhri Mapal on July 2. While the victims were identified as Yambem O. Romi Devi (38), Yambem O. Dhaneswari (42) and Hijam O. Babita (38), the arrested militants were Takhelambam Gobind alias Atomba alias Chumtham (21), Meisnam Obichand alias Boy (24) and Elangbam Chiam alias Prem (19). A 9-mm pistol along with 6 live ammunitions was recovered from Chumtham’s possession, and a 9-mm pistol along with 4 live ammunitions was recovered from Prem. The abduction was carried out in connection with monetary demand imposed on Pari Imom Khwai Sandangsun School Pangei. Some miscreants imposed monetary demand identifying themselves as Kangleipak Communist Party (KCP) cadres. The ransom could not be paid due to some problems. Without any warning Romi along with other two women employees were abducted from the school on July 1. Additional Superintendent of Police (Operations) maintained that taking advantages of numbers of splinter groups of KCP even other militant outfits are taking the advantages for extortions.

The militants also laid down a huge cache of 15 firearms that included AK series rifles, SLRs, wireless sets, ammunitions and explosives. The militants were led by self-styled ‘Captain’ Jagadish Debbarma alias Jester. The ATTF militants, AR claimed, had fled from their Satcherri camp in Bangladesh recently. They crossed over the India-Bangladesh border and reached Daigyabari area in West District. From there they contacted the Border Security Force (BSF) and Police. The border guards then contacted the AR for surrender. This was the biggest surrender of the Tripura militants in recent time.

The Police had later confiscated all the arms at the designated camp. Both had fled the designated camp of the pro-talks faction of the ULFA at Kakopathar in Tinsukia District in early 2009 have become the latest challenge for Security Forces (SFs) in the District and along the Assam-Arunachal Pradesh boundary. ULFA has suddenly become active in Tinsukia District, the latest being targeting the tea industry for money, sources in SFs and intelligence agencies said. Through these operations, the anti-talks group is trying to make its presence felt, they added. The meeting of the Unified Command drew up an elaborate strategy with some re-adjustments and redeployment of, SFs a Police official said. Meanwhile, enraged by the arrest of its leader, the BW called for an indefinite bandh in southern Dima Hasao District (erstwhile North Cachar Hills District) beginning on July 4, demanding immediate release of Niranjan Hojai and the outfit ‘chairman’ Jewel Garlosa, currently in judicial custody. BW warned of fresh violence in the District if the two leaders were not released immediately. He entered into Tripura from Bangladesh some days ago and was hiding in various places. Others were his accomplices and harbourers but reported to be Indian nationals. Of them three were picked up from a Tata Indica on July 3 while they were travelling to Sonamura, an extreme border location in West District. Two others were later arrested from Sagar Mahal, a tourist lodge near Neer Mahal. Superintendent of Police of West District Anees Prasad admitted that ‘some detentions were indeed made’ but he declined to make any further comment. “We have been instructed by to maintain tope level secrecy. You can very well guess that it was indeed an important catch”, said an official. He said, “There were reports of Tripura being used as corridor for movements to and fro Bangladesh by Islamic radical elements and also their efforts to set up cells and modules here. But presence of an ISI operative is a significant development”. They also do not rule out ISI’s sinister design to carry out any operation along with Harkat-ul-Jihad-al Islami Bangladesh (HUJI-B) using Tripura as a conduit. A senior Police official confirmed the presence of the stone quarry at Jafflong near the India-Bangladesh border. "We came to know about the existence of a stone quarry owned by the HNLC in Bangladesh from the arrested and surrendered militants," the official said. According to sources, the outfit's daily earning from the quarry amounts to INR 30,000 to INR 40,000. "Inability of the group to carry out extortion drives in Shillong has prompted it to find a new means of earning," the sources claimed. The sources further revealed that HNLC cadres often come through Umngot river to Dawki along with Bangladeshi labourers in boats to collect boulders for the stone quarry. Sources said the vital confessions were made by HNLC's self-styled ‘sergeant major’ Pariston Pakyntein, who was arrested by the Border Security Force (BSF) near Dawki recently. Pakyntein told the police that the stone quarry had been in operation for the last two years and many cadres of the outfit are 'engaged' there. The Police sources believe that strength of the outfit has reduced considerably after many of its senior leaders and cadres were either arrested or surrendered before the Police. The State Police claim that the present cadre strength of the HNLC is below 50. The HNLC top leaders, including ‘general secretary’ Cherishsterfield Thangkiew and ‘commander-in-chief’ Bobby Marwein are still at large and believed to be remote controlling the outfit from Bangladesh.

An MTF contingent arrested two suspects on the southern outskirts of the city on July 3 and recovered arms from their possession. Sources said that the persons were brought for interrogation at the special branch cell and senior Police officials had been interrogating them. Sources said, all the secret services of the country would interrogate the arrested ISI agent during the remand. On July 5 he was produced before the court by East Agartala Police Station. Investigating Officer Sub Inspector Jahangir Hussain sought 14 days Police remand for all the seven arrested. The court granted 10 days Police Remand for the accused. ISI agent Munir Khan, a resident of Bahawalpur in Pakistan, was tasked to monitor Indian Army movements in Punjab as a deep cover operative. The ISI operative- a Pakistani Punjabi himself- was having several aliases like Mahim Khan and Lemar Asraf Khan. His complete identity was also established as ‘son of one Abu Ashraf of Bhawalpur, Mocan (House) no 1180 in Punjab Province of Pakistan’. Officials said Khan, who looks like a common place man with no special feature to attract attention, was handpicked by ISI. He was then trained for three and half months on espionage tradecrafts at Bahawalpur and Multan in Pakistan. The accomplices Ramu Ghosh, Rana Roy, Sujit Saha, Gauranga Dey, Uttam Barman and Tajul Islam gave the ISI operative shelter and provided him with transport facilities. Sources further said that Intelligence Bureau (IB) was monitoring Khan’s movement right from the time he took Dhaka’s flight from Pakistan of before.

Security sources said that one of the tasks given to the ISI agent Omar Ashraf alias Momin Khan was to create a network of “sleeper agents” in the Northeast region. Sources said that Omar was a well trained ISI agent and after receiving his training in Pakistan, he was sent to Dhaka, Bangladesh from where he managed to sneak into India by taking advantage of the porous international border. After completion of his initial job of establishing a network of contacts in the Northeast, he was to be posted in either Western of Northern India to work as a “sleeping agent” and work for the Pakistani agency whenever required. He was planning to board a flight out of Tripura when he was trapped, sources added. This was not his first visit to India and in the past also, he visited the Northeast region and during questioning by the Police and security agencies, he admitted that he even visited Guwahati during his previous visit and stayed for a few days.

A delegation of the Sanmilita Jatiya Abhibartan (SJA) recently met the Prime Minister and the Union Home Minister with the request to start the talk’s process. Sources said that the stand of the Government of India on the issue of talks with any militant group is very clear. To start the process of talks, the militant groups must abjure violence and all talks must be held within the framework of the Constitution of India. The ULFA leaders have not so far announced their willingness to come for talks within the framework of the Constitution of India and the Centre would start the process only after receiving a formal communication from the top leaders of the outfit, sources added. Sources further clarified that as the top leaders of the ULFA including the ‘chairman’ Arabinda Rajkhowa were under judicial custody, the Government cannot release them. However, they can obtain bail from the court if the State Government does not oppose their bail plea and so far no such decision has been taken, sources added.

Sources on July 8 said the Chinese nationals were picked up from Mon District of Nagaland, bordering Tirap District of Arunachal Pradesh, after residents tipped off a patrolling team of Assam Rifles about the duo’s suspicious movements. An official in the security establishment said, “Assam Rifles jawans picked up two Chinese nationals from Mon district of Nagaland last week. The security forces, which were tipped off about the suspicious movements of the duo by local people, swung into action and intercepted them. The outfit said that following a report about arrest of its leader by Security Forces on February 7, the outfit handed over a sum of INR one million to a prominent personality of the State to secure safe release of the arrested cadre. The outfit also stated that there was a report about Lanchenba being spotted somewhere in Shillong and a ransom demand of INR five million made to his wife by an anonymous caller. Further, the newly floated group of the MC faction of the KCP led by Lalhaba declared that the outfit would handle all the pending cases once handled by ‘chief of central finance’ Lanchenba and ‘military affairs committee’ Lanheiba. The outfit said the decision to handle the pending cases was taken during the five day long meet of the outfit’s ‘central security council’. It said amongst the pending cases is one having with a cell phone dealer in Imphal which it directed to halt all its business from July 13 till the case is resolved or face action of the outfit. Another pending case is about mismanagement of over INR 4.6 million meant for distribution to flood victims in Bishnupur District in the year 2008-09, the outfit said and maintained that the key men involved in the case would be dealt with. The outfit asked the concerned authorities to settle the case within July 15 after establishing the contact earlier intimated to the Government official.

Assam Environment and Forest Minister Rokybul Hussain on July 12 informed the State Legislative Assembly that militants killed 1,549 civilians and 205 Security Forces (SFs) between 2001 and June 2010, reports Assam Tribune. In the armed encounters between the SFs and the militants of United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), Karbi Longri North Cachar Hills Liberation Front (KLNLF) etc, 1,703 militants were killed during this period. 144 innocent persons were killed when SFs opened fire to bring law and order situation under control during the period. The Minister said that in the incidents of encounter between the SFs and the militants, 26 civilians were killed during the period. During this period, 2,043 ULFA cadres, 899 NDFB cadres and 102 KLNLF cadres surrendered before the Government and 10,242 members of various militant outfits were arrested. He also told the House that so far six ULFA leaders and 53 cadres of the outfit are in jail and between January 1, 2010 and June 30, 2010; two of its leaders and 164 cadres were released on bail. The Government is interested in holding talks with ULFA, he said. Further, he said the House that six militant outfits are active in the State at present. These organisations include-ULFA, NDFB, All Adivasi National Liberation Army (AANLA), Hmar People's Convention- Democracy (HPC-D), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahideen (HuM). According to him seven new outfits are active - Liberation Democratic Council of Mising Land (LDCM), United Tribal Liberation Front (UTLF), United Tribal Revolutionary Army (UTRA), Dimasa National Liberation Front (DNLF), Gorkha Liberation Army (GLA), Hills Tiger Force (HTF) and Santhal Tiger Force (STF) have come to light, said the Minister.

According to sources, United National Liberation Front (UNLF), People's Liberation Army (PLA), ULFA, Kanglei Yawol Kanna Lup (KYKL), People's Revolutionary Party of Kangleipak (PREPAK) and NSCN-K discussed the prevailing situation in Manipur and Nagaland and expressed their satisfaction in putting up a joint front against NSCN-IM in Manipur. UNLF ‘chairman’, R.K. Meghan reiterated the aim to achieve independence of Manipur and integration of Kabaw valley of Myanmar. He expressed his desire of having good relationship with the NSCN-K, PLA and ULFA. Meghan also pressed upon having strong bondage with Paresh Baruah, ‘commander-in-chief’ of ULFA in restoring glory of Ahoms and Meitei confederacy. Sources said Meghan believed that bulk of Myanmar’s population on border areas support UNLF's struggle for independence and would join their confederacy for prosperity. He was of the view that if Myanmar’s people did not support them, how they could survive their areas. He was of the opinion that after elections in Myanmar, Military Junta would lose control and people would raise their voices in uniting Kabaw with independent Manipur. UNLF and PLA camps in Manipur are the first step towards achieving their objective of establishing Kangleipak including Kabaw Valley, he said. The PLA emphasized on the aspect of having good nexus with the Communist Party of India- Maoist (CPI-Maoist), insurgent groups of Jammu and Kashmir and Northeast. PLA declared their vision of having a joint militant group to be evolved as 'United Front'. Maoist parties of foreign countries are keen to forge relations with them. Sources said that the facts about this meeting came out during the interrogation of the two Chinese nationals, who were arrested by the Security Forces at Mon in Nagaland recently. During interrogation, they revealed that the Chinese have promised to extend assistance only to the militant groups when the cadre strength reaches 30,000. United Front so formed will be able to get Chinese support and fight the enemy to achieve sovereignty. PLA on its part will extend support to Burmese people for their rights in days to come.

He was abducted by four militants at his New Checkon cement shop on July 10 and they demanded INR one million for his release. Claiming that the abductors finally agreed for an amount of INR 200, 000 as he pleaded inability to meet the demanded amount, Umesh said the agreed sum was handed over to the abductors at a designated spot by his wife, Ragini, on July 12. Instead of setting Umesh free on receipt of the amount, the armed persons insisted that more money be paid for his release, the trader said, and added that while discussions were on for his release a gun battle broke out between the Asssam Rifles troopers and the abductors on July 13, resulting in the captors fleeing towards the hilly terrain.

An encounter between three United Liberation Front of Asom (ULFA) cadres and Police was reported from Deodhaigaon Bezapathar under Khowang Police Station in Dibrugarh District on July 14, according to Telegraph. However, all the three militants managed to escape from the encounter site. An ULFA linkman was subsequently arrested by a joint team of the Police and Army from the village. “We have picked up an ULFA linkman and recovered an Apache motorcycle from the encounter site. They said the group has hardcore cadres like Samudra Nirmaliya and Gojen Konwar. However, the 15 to 20-member group was not moving together. “They have split into groups of two or three and are working in areas like Joypur, Tingkhong, Namrup, Naharkatia, Duliajan and Moran. They have also served extortion notes to some businessmen,” a Police official said. “Ulfa is desperately trying to make its presence felt in Upper Assam by making efforts to rebuild its network in the villages,” the official added. The Police also believe that the hardliners within ULFA were encouraged by the fact that the direct talks between the Centre and the outfit were not making much headway.

Manir Khan is a registered official of the ISI at Multan in Pakistan. He was working as Sub-Inspector of the Pakistan intelligence wing. The ISI suspect arrested at Multanpur of Punjab recently by Punjab Police has confessed his allegiance with the Pakistani intelligence network. He has also informed that Manir Khan, Sub-Inspector of ISI office at Multan and himself had entered Indian territory around a year back. Manir had mobilised activities in the Northeast region while he had concentrated to Northern India, he confessed. During interrogation, he has confessed that Manir Khan had used the contact numbers of Ramu Ghosh, Rana Roy and Taj-ul-Islam to communicate with ISI headquarters at Karachi. Shillong Times reports that five Garo National Liberation Army (GNLA) cadres were detained under the Meghalaya Preventive Detention Act (MPDA) 1995 with maximum imprisonment for three years. They were identified as Salte Momin, Martin K. Sangma, Rikrik M. Sangma, Neulash M. Sangma and Pinsai S. Sangma. They were brought under the non-bailable Act due to their in crimes like extortion and intimidation. "The intention of the militant organization was to create a fear psychosis in the minds of local businessmen and extract hefty sum as extortion by serving demand notes," Deputy Commissioner (DC) of East Garo Hills District Pravin Bakhsi said on July 15. They were found to have served demand notes on lessees of weigh bridges, coal merchants and local businessmen and thus terrorized the people in general, the DC said. According to Pravin Bakhsi, the GNLA, more active in East Garo Hills is engaged in "subversive activities and has no ideological moorings except large-scale extortion and kidnapping for ransom in the name of waging war against the state for creation of a separate Garo entity." He said it had demanded money from many Government officials working in East Garo Hills by short message service or by demand notes. According to the DC, one of the cadres booked under MPDA, Martin K. Sangma, who is born and brought up in Nagaland, was entrusted with the expansion of the terror network of the GNLA in Nagaland and training of their cadres in Nagaland under the aegis of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM).

The duo, Ranjan Chowdhury (45) and Pradip Marak (55), were taken into custody from the Lakkhipur area of Bhairab, RAB spokesperson lieutenant commander Mohammad Sohail said. A sophisticated pistol, a revolver and four small bombs were recovered from the duo, he said. The duo was arrested while they were waiting to board a bus to Sherpur District, he added. Chowdhury told RAB officials that he hailed from Madhusolmari at Gauripur of Dhubri District in Assam. He had joined ULFA in 1988 and undergone three months of training. “He then went to Bhutan to meet ULFA’s top commander (military wing) Paresh Barua in June 1995 and was arrested by Indian security forces on his return a month later,” Sohail said. Chowdhury was detained in a Guwahati jail for a year and released in 1996.

He is the first cadre to be killed by the SFs after he rejoined the outfit after fleeing from the Kakopathar designated camp. Dibrugarh Additional Superintendent of Police (ASP, Headquarters) Debasish Sarma said the Police had received clues about the presence of the ULFA militant from another cadre of the outfit who was arrested from Namrup on July 19. “We have recovered a universal machine gun, a drum magazine, 15 rounds of live ammunition, a satellite phone disc, some cell-phone recharge vouchers, 20 batteries, a heavy battery, probably used in a motorcycle, five electronic detonators and the like from the encounter site,” the additional SP said. Quoting reports from The Hindu, this fear was confirmed by the recent arrests of some militant leaders in Manipur. The Police and the Central Reserve Police Force (CRPF) on July 16 jointly arrested three hardcore militant leaders along with foreign currencies, INR. 0.1 million in cash, two laptops, three pen drives and a Bangladeshi passport. They were picked up shortly after three bombs were planted in Guwahati, Assam allegedly by the anti-talk faction of the National Democratic Front of Bodoland (NDFB). Further, reports indicate that the militants of Manipur are extending a helping hand to the fledging outfits of the region since it pays to keep the Northeast States burning. They feel that if some outfits of the outfits join the negotiating table after eschewing the path of violence it will be a setback for the major militant groups that want to liberate the entire region.

At least eight more militants were reported to be killed in the July 21 clash between Prithvi faction of the Kuki National Front (KNF) and combined cadres of the Kuki Revolutionary Army (KRA) and Kuki Liberation Army (KLA) at Seijang Hill area on the border between Imphal East and Senapati Districts, according to The Hindu. Earlier, 10 militants were reported to be killed in the clash. Imphal Free Press reports that about 400 villagers of Seijang and neighbouring Bongyang at the intersection of Imphal East district and Sadar Hills have fled to safer places following the fierce gun battle that was continuing till Jul 23. The source also said that about 75 percent of the whole population of Bongyang has fled to safer places for fear of being caught in the cross-fire. A central intelligence agency has recently alerted the Meghalaya Police of former 'captain' of Chin National Army (CNA), Tialkulhtang, of smuggling arms and ammunition from Mandalay in Myanmar. Chin are an ethnic group of Myanmmar. "Tialkulhtang, a known arms smuggler, is in the process of smuggling consignment of arms and ammunition meant for some rebel groups operating in the region," the intelligence official told IANS on condition of anonymity. Tialkulhtang is believed to be operating from somewhere in Shillong. The arms are likely to enter India through Mizoram via Siakhumphaivaphai area of Champai District, he added. The report adds that India-Myanmar is used by the illegal weapons syndicate to smuggle small and medium arms and ammunition, besides explosives, to Northeastern militant groups. "These Burmese Mizo (read Myanmarese ethnic Chin) have made Shillong as their safe haven taking advantage of tribal Indian Mizo identity who have settled here," a senior Meghalaya Police requesting anonymity, said. The gun battle could be the result of a fight for territorial control of areas inhabited by the Kuki tribes, Police said. Official sources said both Prithvi faction of the KNF and KLA were signatories of the suspension of operation (SoO) agreement with the State Government and the Army for initiating the peace process. Under the agreement, Security Forces have suspended operations against the militant outfits and the militants were not allowed to carry arms. Manipur Chief Minister Okram Ibobi Singh had warned another signatory of the SoO agreement, the Kuki National Army (KNA), for allegedly violating ground rules and threatened to take action against them. While the KNA wants a 'Kukiland' to be formed by integrating Kuki-settled areas of Manipur and Myanmar, Prithvi faction of the KNF and KLA demand a 'Kukiland' by carving out Kuki-inhabited areas of Manipur.

An intelligence official said: "Many of these militants from Myanmar maintain a good relation with northeast groups and they are getting protection for procurement of arms and ammunition." The official further added that although it is unclear where the arms and ammunition would land it is certain that talks are on for a possible transaction in this regard. Most of the weapons, including AK-47 and AK-56 assault rifles, mortars, 40-mm rocket launchers, pistols, revolvers and grenades come via the Arakans - a mountainous area in Myanmar - from parts of Thailand and Cambodia, he added. The arms consignments are often routed by sea through the Bay of Bengal to its destination in the Arakan forest in Myanmar, which is across Mizoram, before making their way to rebel groups active in the northeast. The area is controlled by Arakan insurgent groups opposed to the Military Government in Yangon. Intelligence officials in the region have confirmed the presence of sophisticated range of weapons with militant groups in the northeast, including surface-to-air missiles.

Five cellular phones and eight subscriber identity module cards were recovered from their possession. Laiphrakpam Babuchand Singh (42), the owner of the steel industry disclosed that there have been continuous threats to him for monetary demands from the cadres of the faction since July 23. He further said that a 30 year old unidentified woman came to the showroom of the industry pretending to be a customer but left a piece of paper and a hand-grenade apart from taking mobile telephone number of the manager. The paper was later found out to be a demand note of the KCP. He further disclosed that there has been continuous threat from unknown callers and they even threatened to close down the steel industry if it fails to meet the monetary demand. The shop remained closed since July 24.

An anti-talk National Democratic Front of Bodoland (NDFB) camp was neutralised during a joint operation launched by the Assam Police and Army at Panjuri under Dokmoka Police Station in Karbi Anglong District on July 26, reports Sentinel. The source further stated that though exchange of firing occurred between the joint operation team and the NDFB cadres, four militants managed to escape from the spot taking advantage of dense forest. The security sources claimed that two of them were believed to be injured during the encounter. One lethod launcher, lethod grenade, 55 live AK-47 and six rounds of 303 rifle’s ammunition were recovered from the incident site. Hindustan Times reports that a National Socialist Council of Nagaland-Khaplang (NSCN-K) leader, Kughalu Mulatonu, said the Chinese found their way to militant camps in Sagaing division of Myanmar via New Delhi. The NSCN-K refers Sagaing division of Myanmar as Eastern Nagaland. The revelation came two months after the arrest of a Chinese spy, Guang Liang, near Kibithu in Arunachal Pradesh. The person claimed that he was from Henan province of central China. This division adjoining Arunachal Pradesh and Nagaland is dominated by at least six Naga tribes and is easier to access from India. Mulatonu said from a camp near Dimapur in Nagaland: “Yes, they (the Chinese) openly and legally come to India via Delhi and meet us.” The Khaplang faction, led by S.S. Khaplang, a Myanmar-based Hemi Naga, retains control over most of the 30 Northeast militant camps in Sagaing division. “The government of India gets to know of such meetings well before they are held. The last of such meetings was in 2009,” Mulatonu said. He, however, declined to divulge what usually gets discussed at these meetings. Security agencies said the Chinese often get in touch with NSCN-K leaders, its rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and other Northeast militant groups camped in Sagaing Division to strike deals for small arms. “In all probability, the Chinese people visit the rebel camps to strike deals for small arms,” a Nagaland-based intelligence officer said on condition of anonymity.

Nersws Boro, a resident of village of Shashtrapara under Tangla Police Station red handed while he was indulging in extortion from traders in Dimakuchi market and recovered a locally made pistol and extortion letters of the NDFB from his possession. During the year, 25 civilians and two security personnel were killed in terror incidents, said Minister of State for Home Affairs Ajay Maken in a written reply in the Lok Sabha (lower house) on July 27. Maken said 254 terror incidents took place since the start of this year in which 20 civilians were killed, while 34 security personnel lost their lives. In Northeastern States, 192 terror incidents took place in Manipur followed by Assam where 138 incidents took place. In Manipur, 16 civilians and two security personnel were killed in 2010 in terror incidents and 72 extremists were killed and 674 were arrested, he said.

Sources said that in recent times, the ‘109th battalion’ of the ULFA has become active in lower Assam Districts, particularly in Goalpara District and the recent ambush of CRPF personnel, proved the intercepts to be correct. On the activities of the other battalions of the ULFA, sources revealed that recently Police and SFs foiled a bid by the ‘27th battalion’ of the outfit, headed by Nayan Medhi to target the Numaligarh Refinery Limited (NRL). Sources, however, refused to divulge the details of the operation. The ‘28th battalion’ is concentrating more on launching extortion drive in recent times; members of the unit have not launched any major offensive. After the surrender of a number of cadres, the leaders of the unit are apprehensive of sending cadres to Assam from their bases in Myanmar, sources added. The ‘709th battalion’ headed by Hira Sarania has not indulged in major act of violence in recent times and Police believes that Sarania is closer to the ULFA ‘chairman’ Arabinda Rajkhowa and the possibility of his agreeing for talks in future cannot be ruled out. A 10-member group of the ULFA built tent on some chaporis (sandbars) along the Brahmaputra River close to Majuli Island to intensify its operations in the Upper Assam Districts, according to Telegraph. Sources in the State Intelligence Bureau said the group was taking shelter at a few chaporis near Lakhimpur District and coordinating a fund collection drive in Lakhimpur, Jorhat and Golaghat Districts. “The group, led by Biplab Barua of Sivasagar district, is using the river network and was shuttling between Sikoli Chapori and Charai Chapori till a few weeks back; it is distributing extortion notes among businessmen in Lakhimpur, Golaghat and Jorhat districts,” the source said.

The head count exercise was undertaken as per the instruction of the Mizoram Government, which is regarded as the first step in the effort to repatriate all Bru refugees in 2010, following instructions of Union Home Minister P. Chidambaram that it be completed by October end. Mizoram Bru Displaced People’s Forum (MBDPF), which undertook the exercise, said the relief camps were located at Kanchanpur sub-division in North District in Tripura and the refugees were classified into two groups – those who migrated en masse in 1997 and those in 2009. Union Home Minister, who visited Aizawl on May 25, asked the Bru leaders to ensure that all refugees were repatriated to Mizoram and said he would visit Mizoram again to oversee the repatriation process.

Two of them, Jeet Basumatary (20) and Rojen Narzary (19) were arrested from Kumarikata and 2.5 kilogramme explosives recovered from their possession. Assam Tribune quoting the Union Ministry of Home Affairs sources reports that militancy-related violence in the Northeastern region has come down during the first six months of 2010 as compared to the same period in 2009. Of the Northeastern States, Assam and Manipur continue to remain trouble-torn, although the incidence of violence has come down during the past six months. Mizoram remains the most peaceful State. For the period January to June 2010, Assam accounted for 121 incidents of violence. In 2009, during the same period 263 incidents were reported. Two Security Forces (SFs) and 23 civilians died in 2010. However, in 2009, 20 SFs and 99 civilians died between January to June. Sources said that Manipur continues to remain violence-prone with 183 such incidents reported so far. However, in 2009 till June, 362 cases were reported. Two SFs and 16 civilians have died so far, a figure less than 2009’s with seven and 51 SFs and civilians killed respectively. In Meghalaya, 11 such militant related violence occurred and one civilian has died in 2010. In fact Meghalaya is the only State in the region to have accounted an increase in violence during the first six months of 2010 compared to 2009’s figures. In 2009 between January and June there were just four cases of militant-related violence. Mizoram remains the only State with no militant-related violence reported since 2009. In 2008, there was just one such case. There was no death of civilians or SFs in the State since 2008.

At least five Central Reserve Police Force (CRPF) troopers were killed and 33 others injured, when the United Liberation Front of Asom (ULFA) triggered an Improvised Explosive Device (IED) blast by damaging a bus at Bhalukdubi under Goalpara District on July 30, reports Telegraph. Anu Buragohain, who introduced himself as the ‘spokesperson’ of ULFA, called up a local television channel claiming that the blast was carried out by the outfit. He said though ULFA had ‘remained quiet’ for some time, Security Forces continued to target its cadres and that is why it had retaliated. He warned of more such strikes. Intelligence sources, however, did not rule out the possibility of the anti-talks faction of the National Democratic Front of Bodoland (NDFB) militants executing the blast at the behest of ULFA. “The precision of the execution certainly points to such a possibility,” a source said. Goalpara Superintendent of Police Louis Aind said the IED was powerful. “We have collected a 30-metre wire, splinter, residue of explosives and other substances and these are being examined by explosives expert to ascertain the nature of explosive used in the IED,” he said. SFs have launched an operation against ULFA in the entire forest area, Aind added.

Sources in TAI, which has around 90 member gardens in Assam, said that the matter had been taken up at the highest level. The sources said the NDFB had recently served extortion notices to a few executives of Chikonmati and Panbari tea estates. A couple of days ago, militants armed with pistols and revolvers had abducted a senior staff member of Panbari, head clerk Kamal Das. He was released the next morning on payment of ransom, the sources added.

They were identified as self-styled fighting commander Mohammed Abbas alias Fazur Rahman alias Roshan alias Anil from Thoubal Moijing and Mohammed Rajauddin of Lilong Haoreibi. A police source disclosed that, among others, both are accused in the rape and murder of two girls, P.S. Snowy Anal alias Julie (27) and L.H. Easter Anal (30) of Chakpikarong, on March 21, 2008. Chidambaram said that the anti-talk factions of the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) might be responsible for July 30 bomb blast in Goalpara District in Assam where five Central Reserve Police Force (CRPF) troopers were killed, according to Sentinel. He said that the personnel were targeted when they were returning from an Army training centre. Chidambaram said that a faction each of the ULFA and the NDFB had not joined the peace process. “These groups may be behind the blast today,” he added. Also, P. Chidambaram said factions of ULFA and NDFB were not ready for talks with the Centre, added Telegraph. He was speaking at the monthly presentation of his Ministry’s report card on July 30. “Not all rebel groups have come to the table. One faction of the NDFB and another of Ulfa are against talks,” Chidambaram told reporters. Terming this incident as “very sad”, Chidambaram said it was still unclear who perpetrated the attack on the CRPF convoy.
