Reang militants released Badrul Islam Laskar, the driver of a Sumo, and Farid Uddin Laskar who were abducted from Bhaicherra in Hailakandi and Mizoram border on October 2. However, the whereabouts of Abdul Rahim and Pallab Bora, employees of a Guwahati-based construction firm Sweety Real Estates, who were also abducted on October 2, could not be traced. Sources said, suspected United Democratic Liberation Army (UDLA) had demanded INR four million from the construction company, owned by Bhagya Kalita, for release of Rahim and Bora. Moreover, UDLA had asked the Sumo owner of Hailakandi to pay donation for the outfit. Badrul was likely abducted by UDLA to send a message to the vehicle owner. It is to be noted that the vehicle owner used to pay tax to the Reang militants, but once the Army operation started, they stopped paying donation.

Two AK-56 rifles were recovered from the encounter site, adds Shillong Times. Nandy was abducted from the Dhemaji area by the NDFB on September 21. The Police records said that most of the HNLC cadres who surrendered before the Government during 2003 and 2007 were behind heinous crimes committed in the State. The report adds that the surrendered HNLC leaders like Khainborlang Wanniang, Kynsai Jyrwa, James Sylliang, K. Tongwah, Herman Pakyntein, Lung ktung and others have not been booked for their past criminal activities except a couple of cases filed against surrendered HNLC cadres for their ‘misadventures’ on certain occasions. The report reveals that not a single case has been registered against surrendered HNLC ‘chairman’ Julius Dorphang so far. The report also mentions that there are 300 surrendered HNLC cadres in the State.

Kalita frequented Bangladesh with the money obtained from the extortion racket to pay cash to the top bosses of the militant group after laundering Indian currency into Bangladeshi Taka at different places along the Indo-Bangladesh border, the source said.

Of the total hideouts, 15 camps were being operated by National Liberation Front of Tripura (NLFT) while the rest five hideouts belonged to the All Tripura Tiger Force (ATTF). On being asked about the coordination among the Northeast insurgent groups, Sahay said major outfits active in Northeast have started shifting their bases from Bangladesh to Myanmar due to pressures exerted on them. “Naturally, State’s outfits have lost their connections with the major outfits,” he said.

"The duo was here to extort money from businessman having business interests in Manipur," the official said. Police personnel recovered another bomb packed in a gas cylinder and a 50-metre electric wire from the blast site. A team of Imphal West District Police arrested the three cadres of Khaba faction of KCP who were involved in the threatening the family members of Mayengbam Shyam (58) an Under Secretary of the Manipur Legislative Assembly secretariat on October 19 by showing hand grenade in connection with the monetary demands. The arrested cadres were identified to be Moirangthem Kenedy (27), Oinam Naobi (24) and Ninthoujam Deben (19). One Chinese hand grenade, two bikes were seized from them by the Police. Further, Imphal East District Police arrested two cadres of the Military Council faction of KCP from Kongpal Mutum Leikai on October 18. The arrested cadres were identified as Kongbam Surchandra Singh alias Yambung Meetei (50), and Nongthombam Joysing Singh (23). On verification the two disclosed that they were working under one Lamyanba Khuman and were involved in extortion. Telegraph reports that Meghalaya Police arrested the alleged "chief recruiting agent" of the Garo National Liberation Army (GNLA), Dikseng M. Sangma and two of his close aides, Wallen Ch. Marak and Stingson Ch. Marak, from East Garo Hills District on October 23, even as Operation Durama continues in a bid to arrest the outfit’s cadres. According to East Garo Hills Superintendent of Police (SP), Sylvester Nongtnger, Sangma had admitted that around three cadres of the GNLA had been recruited in the first and second batch. He added that on Sangma’s lead, a GNLA camp was neutralised at Dorengkigre on October 24 though the outfit’s cadres had left much before the Police arrived. The SP said on October 20, the Police had neutralised the outfit’s general store, which was hidden deep inside the forest of Durama, around 9 kilometres from Adugre village. Uniforms, magazine pouches, rifle slings, generator, and food items were destroyed on the spot.

However, no one was injured in the incident. Out of two hand grenades hurled at the residence of Kesho, one exploded at the roof of the house causing some damages to the upper portion of the house. The other grenade which landed in front of the verandah did not explode. This attack was the fifth in a series of similar attacks at the residence of Kesho in 2010.

"Hundreds of tribal youths have left militancy over the past few years. The state Government has provided economic resettlement to them (surrendered militants)," Sarkar said while addressing a gathering at Tamakari tribal village in West Tripura District. Sarkar said, "Some Government employees had also joined militancy and subsequently surrendered. The Tripura Government has returned their jobs to them. This is never done in other States in India." The joint declaration, signed by ‘secretary general’ of the RPF, S Gunen and Alok, a leader of the CPI-Maoist, said that both sides would extend moral and political support to each other in their liberation struggles to "overthrow the common enemy that is Indian reactionary and oppressive regime." Both sides also agreed to honour the territorial integrity of Manipur and India. The organizations strongly criticized the Government of India and agreed to consolidate friendship and work hand in hand. The Maoists condemned the annexation of Manipur in India and claimed that the merger of Manipur with India was illegal and the people of Manipur have been opposing the same.

Separately, Security Forces (SFs) arrested ‘lieutenant’ Thoudam Bobby Singh alias Laisana alias Ibomcha (33) in the same District. One 9 mm pistol and some ammunition were seized from him. Further, troops of 29 Assam Rifles arrested a cadre of the Kangleipak Communist Party (KCP) and a new recruit of the outfit during an operation conducted along Imphal-Moreh section of NH-39 on October 31. The militant was identified as Leihaorungbam Sital alias Fangnaba (19) of Takhel. Sital was accompanied by a fresh recruit identified as Chingkhei Nganba alias Paupa Singh (16) of Takhel. Chingkhei Nganba was sent back to his home through his parents while Sital was handed over to Imphal West Police Station.

Sentinel reports that five cadres of the National Socialist Council of Nagaland-Khaplang (NSCN-K) were held along with arms and ammunition by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) early on October 31 at Chomi village under Kiphire District. The NSCN-K cadres were released after the intervention of the Village Council of Chomi village. However, the arms and ammunition were retained by the NSCN-IM.
