The Meghalaya and Assam Governments have agreed to increase security along the inter-State border in view of the forthcoming Lok Sabha (Lower House of Indian Parliament) election. The decision was taken in a joint meeting of the Chief Electoral Officer of Meghalaya, Prashant Naik and Additional Chief Electoral Officer of Assam RC Jain in Shillong (East Khasi Hills) on April 1. “Besides providing logistic support, we have agreed to beef up security and check the movement of extremists groups along the inter-state border,” Naik informed after the meeting.

The All Assam Students’ Union (AASU), on April 2, said the Bangladeshis infiltrating into Assam from across the border is the prime factor behind the change in the State’s demographic pattern and these illegal nationals play the role of a kingmaker in the time of elections, reports The Sentinel. In a statement issued to the media, AASU advisor Samujjal Bhattacharyya said, “Number of Bangladeshis infiltrating into the State is increasing at a rapid rate and posing threat to the very survival of the indigenous people. We have to safeguard the interests of the indigenous people of the State at any cost.” The AASU leaders stated that the voters’ lists for the State have names of thousands of illegal Bangladeshis.

The Telegraph reports that three persons, including a woman, working at a construction site, were killed while one was injured when suspected National Santhali Liberation Army (NSLA) militants fired upon them at Babubil under Gossaigaon subdivision in Kokrajhar District in the morning of April 2. Police sources said four to five armed militants in army fatigues came to an RCC bridge construction site and fired indiscriminately, killing two labourers and a truck driver. The labourers have been identified as Ashatan Bibi and Saiful Sheikh and the truck driver as Rajib Muchahary. The injured labourer is identified as Aiyuf Rehman. Sources said there were about 10-12 labourers working at the site when the incident occurred. Sources said the militants had earlier demanded a ransom of INR 100000 after abducting the contractor involved in the construction of the bridge.“They had also come earlier and asked us to stop the construction. We had informed the main contractor about it but he had asked us to continue with our work. He had said he would look into it but then this incident happened today,” a labourer said. Police sources suspect Deepak Hembrum, ‘deputy commander-in-chief’ of NSLA, carried out the attack. An empty cartridge and 10 rounds of live ammunition of AK-47 rifles were recovered from the spot.

The Assam Tribune reports that the Surrendered United Liberation Front of Asom (SULFA) Coordination Committee, on April 4, alleged that Krishak Mukti Sangram Samiti (KMSS) president Akhil Gogoi has links with the Communist party of India (CPI-Maoist) outfit and also had received training from the outfit in Jharkhand along with four other KMSS members in 2009. At a press conference, functionaries of the coordination committee claimed that they have evidence to prove this. The ruling Congress party said that there should be an inquiry regarding the alleged links of KMSS leader Akhil Gogoi with the Maoists. Also, the All Assam SULFA Coordination Committee has urged its members across the State to cast 'conscience votes' in the Lok Sabha polls, reports The Times of India on April 5. The former militants' forum has asked its members to scrutinize the local candidates well and back those who would rehabilitate them and help them get jobs. Bijoy Hazarika, general secretary of the committee alleged that the Government has particularly discriminated a section of former ULFA rebels.

The Sentinel reports that with the increased activities of militant groups in the Dima Hasao District in the run up to general elections, the Security Forces arrested one person, identified as Basudev Hojai along with a pistol and live ammunition from Harangajao market of Dima Hasao District on April 6 while he was travelling in a Bolero on his way to Silchar. During detailed search of the vehicle, one 7.62 mm Baretta Pistol with 10 live rounds loaded in the pistol with magazine were also found. Hojai was in possession of INR 1,030 and 2 mobiles with SIM card. He confessed that he was using the pistol and the vehicle and had come to support the election campaign of Hill State Democratic Party (HSDP).

The first phase of the Lok Sabha (Lower house of Indian Parliament) polls held in five parliamentary constituencies of the State -- Tezpur, Kaliabor, Jorhat, Dibrugarh and Lakhimpur recorded an overall voter turnout of 75 per cent, Assam Tribune reports on April 8. The figure is likely to cross 75 per cent, Election Commission sources said, as final reports from some polling stations were still being awaited. The election was by and large peaceful, with no untoward incident reported from any of the constituencies. “Polls have been peaceful and recorded an impressive turnout of voters. We expect the voting percentage to cross 75, as final reports are still being awaited,” Vijayendra, Chief Electoral Officer of Assam said. The percentage of polling has been - 73 per cent at Jorhat, 80 per cent at Kaliabor, 74 per cent at Dibrugarh, 73 per cent at Tezpur, and 72 per cent at Lakhimpur.

Election is scheduled to be held in BTAD that falls under Kokrajhar (ST) LS seat on April 24. A number of Bodo insurgent groups and the anti-talks faction of the I K Songbijit faction of National Democratic Front of Boroland (NDFB-IKS) faction are active in the region. IGP (BTAD) L R Bishnoi said, "More than 90% licenced arms in BTAD have been collected following the Election Commission's safety norms. The rest will be collected in a day or two." However, the use of illegal weapons by Bodo militants and some activists of political parties are worrying the administration. "In Baksa district, at least 29 illegal arms have been seized so far, besides several grenades and explosives. We have intensified our operation against NDFB (S) and police have succeeded in eliminating at least five ultras. Incidents of violence among political parties are also worrying us," Bishnoi said. In Chirang, Police have so far seized two AK-56 guns, two pistols and two grenades, he added. At least six cases of violence between supporters of Bodoland Peoples' Front (BPF) and Bodoland Peoples' Progressive Front (BPPF) have been reported in the last few days. ishnoi said, "Besides the existing force, eight additional companies of security forces have already been deployed in BTAD. Of them, four are in Baksa, two in Udalguri and one each in Chirang and Kokrajhar." The Telegraph reports that Independent candidate Urkhao Gwra Brahma Brahma on April 16 filed a complaint with the chief electoral officer and returning officer of Kokrajhar (ST) parliamentary constituency against the BPF and its president Hagrama Mohilary accusing him of indulging in large scale violence and intimidation by using sophisticated arms. In his complaint letter, Brahma, the consensus Independent candidate of the All Bodo Students’ Union and its allies, said the situation in Baksa District was volatile and not conducive to free and fair elections if the situation spun out of control. Sporadic incidents of pre-poll violence were reported from several parts of Baksa under Kokrajhar constituency, forcing the District administration to order a flag march in the evening of April 16 at Mushalpur.

A leader of the pro-talks group, Sarania entered the fray even though his organization is in peace talks with the Centre. Sarania continued to campaign in the four Districts of Chirang, Kokrajhar, Udalguri and Baksa in the BTAD and is being backed by the SJA. While criticizing Rajkhowa for the diktat, the group said the ULFA-PTF has no right to impose its views on others. "They (Rajkhowa and others) never raised their voice when non-Bodos and other ethnic groups suffered during violence in the BTAD region. Now their decree only hints that the outfit's leaders are in nexus with the Bodoland Peoples' Front (BPF) led by Hagrama Mohilary. Sarania was fielded by the people and we believe he is going to win by a huge margin," said SJA general secretary Matiur Rahman. The group also alleged that BPF workers were involved in attacking a vehicle of one of its worker in Baksa in the night of April 17. Assam tribune on April 30 reports that ‘general secretary’ of ULFA, Anup Chetia, who is currently in protective custody of Bangladesh has contacted some senior leaders of ULFA-Pro-Talk Faction (ULFA-PTF) to put pressure on the Government to do the needful for ensuring his return. It has also been reported that ULFA-Independent (ULFA-I) faction did not have any effect on the Assam elections and only has a few militants remaining in Assam. The militant group has not been able to recruit from its strongholds such as Upper and Lower Assam Districts, but they have recruited a few from Dhemaji, Darrang and Sonitpur Districts. The ULFA faction is also facing shortage of funds and is finding it difficult to maintain its training camps in Myanmar. The ‘commander-in-chief’ of ULFA-I , Paresh Baruah who is in Ruli area of Myanmar-Chinese Border is keeping a low profile but is showing keenness regarding the prospects of electoral prospects of Naba Kumar Sarania ,a former ULFA militant who is contesting elections as an Independent candidate from the Kokrajhar constituency. Another prominent leader of ULFA-I faction Drishti Rajkhowa has shifted to Sherpur in Bangladesh, from Garo hills where he was staying in Garo National Liberation Army (GNLA).

The Telegraph reports that three suspected cadres of IK Songbhijit faction of National Democratic front of Bodoland (NDFB-IKS), identified as Rajai Mushahary, Custom Boro and Adlish Basumatary were killed in an encounter with Police in the Naojan Tinkhuti area under Gingia Police Station in Sonitpur District on April 30. The Police said a joint operation of Assam Police and the CRPF started in the night of April 29 at Naojan, close to the Assam-Arunachal Pradesh border and intercepted five NDFB-IKS cadres in the morning of April 30. The NDFB-IKS cadres were involved in the killing of Lalit Boro, a Bharatiya Janata Party (BJP) worker, at Tinkhuti (Sonitpur District) on April 7 during the first phase of Lok Sabha (Lower House of Indian Parliament) polls.

Meanwhile, Lakhipur Police, on April 30, averted a blast by arresting two persons carrying a bomb along with 20 pieces of detonators, 35 pieces of gelatin wire weighing 5.5 kilograms from a bus they were travelling, reports The Sentinel. The two persons were identified as one Thana Kuki and his wife Mary Kuki. Lakhipur Police immediately arrested Thana Kuki and Mary Kuki along with the driver of the bus Anup Adhikari and the handyman Dilwar Hussain Mazumder. On being interrogated, a map of Barak Bridge and Chiri Bridge in Lakhipur area was recovered from the possession of Thana Kuki. The Police suspects that they were in a plan to blast the bomb at both the bridges. Earlier in 2013, an attempt was made by the anti–social elements to blast a bomb at Chiri Bridge.
