The Sentinel reports that on August 1 three militants of the independent faction of United Liberation Front of Asom (ULFA-I) died in an Improvised Explosive Device (IED) explosion at Mongre Gaon under Agia Police Station at Goalpara District. The incident took place when the militants took shelter at the house of an individual identified as Malaijeet Rabha with an IED device, when it suddenly exploded. Two ULFA-I militants have been identified as Kanteswar Rabhaalies Parama Asom and Akon Rabha. The other cadre, reportedly a linkman, is yet to be identified. Two pistols one grenade and some documents were recovered by the Police.

The Telegraph reports that militants belonging to the I.K Songbijit faction of the National Democratic Front of Boroland (NDFB-IKS) on August 2, injured eight small tea planters near the Assam-Arunachal Pradesh border in Sonitpur District for their failure to make regular payments to the outfit. The militants first attacked five planters at Jogibeel and thereafter three others at Urahiloga. “We were coming from our tea garden when three armed NDFB (S) militants asked us to bow our heads. They then beat us black and blue with bamboo sticks,” one injured Rabha said. Rabha said he was certain they were militants as the same group of men had come to ask for money earlier. He said in the past they had refused to give in to the group’s extortion demands. Sonitpur Superintendent of Police (SP) Sanjukta Parasor told The Telegraph over phone that though threatened regularly, this is the first time that the villagers have told the police that the attackers were members of the Songbijit faction of the NDFB. Meanwhile, to strengthen law and order in Bodoland territoria Administered Districts (BTAD), the Assam Government has decided to set up 60 new Police Stations there, reports The Sentinel on August 3. This issue has already been taken up by Assam Government with the Union Ministry of Home Affairs (UMHA). The State Home Department sources said the deteriorating law and order situation in these Bodo–dominated Districts due to frequent ethnic violence and presence of several armed outfits have necessitated the setting up of additional Police stations and outposts in the BTAD. The proposal to set up 60 new Police Stations across the BTAD is now under consideration of the UMHA, sources added. On the other hand, 25 additional vehicles will be provided to the city Police so that it can give its response quickly against public calls. The State government has taken a decision to recruit 8,200 constables in the Police force to minimise the shortage of manpower.

The Sentinel reports that a ‘section commander’ of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) identified as Ashok Mushahary was killed in an encounter with Security Forces (SFs) at Auzar Bazar in Chirag District on August 3. One 9mm pistol, one magazine, one hand grenade, one 7.65 mm pistol, one magazine along with ammunition and three mobile handsets with six SIM cards were recovered from the slain militant. He had received training at an unknown camp as part of the 38th batch of NDFB and was involved in number of terrorist activities in both Chirang and Kokrajhar Districts. As per recent intelligence inputs from Intelligence agencies terrorist group has plans to target SFs and minority communities in Bodoland Territorial Area Districts (BTAD) before Independence Day (August 15).

Assam Forest Minister Rakibul Hussain, on August 4, stated that Assam Police and SFs have recovered total 344 illegal weapons from extremists as well as miscreants from BTAD from 2012 to July 2014, reports The Shillong Times. Assam Minister stated that 289 weapons were recovered from militant organisations active in BTAD area while 55 weapons were recovered from miscreants. Availability of illegal weapons in BTAD has been one of major cause for occurrence of spells of ethnic violence. He also stated that 5826 First Information Reports (FIR) were lodged in respect of ethnic violence in 2012 in the BTAD areas. After amalgamation of 2232 FIRs, total FIRs were reduced to 3594. Of these 72 charge sheets and 1888 FIRs were filed in the court. As on date 1627 cases are under investigation of Assam Police while seven other cases were handed over to the Central Bureau of Investigation (CBI).The Minister also added that 53 FIRs have been filed in respect of ethnic violence that occurred in 2014. Out of these 51 FIRs were later amalgamated to one case. And twelve people have so far been arrested in respect of the killings and other acts of violence in the BTAD in 2014. Also, Assam State Assembly was informed by Rakibul Hussain on August 4 that nearly 20 per cent posts of the 75,559-strong Assam Police is lying vacant, reports The Shillong Times. He stated that 14,356 posts were vacant out of the 75,559 posts in the Police department. Despite the deficiency Assam Police has envisaged opening of 77 new Police Stations and outposts across 11 Districts. Meanwhile the State Government could not utilize INR 1000.9 million of the INR 1212.7 million released for modernization of Police force.

Assam Tribune reports that on August 6 Minister of State for Home Affairs Kiren Rijiju in Rajya Sabha (Upper House of Indian Parliament) stated that “There are reports of Bangladeshi nationals having entered the country without valid travel documents,” He stated that since entry of such Bangladeshi nationals into the country is clandestine it is not possible to have accurate data and according to information available as on December 31, 2012, 16,530 Bangladeshi nationals who came to India with valid travel documents, were found to be overstaying. Assam Forest Minister Rockybul Hussain informed in the State Assembly on August 6 that more than 42,000 people declared as foreigners could not be deported as they went missing , reports Assam Tribune. He informed that during the period from 1986 to May 31 this year, Tribunals and Courts declared 59,512 persons as illegal migrants and only 2,446 of them could be deported. He said that 13,900 Bangladeshi nationals registered their names with the Foreigner Regional Registration Offices (FRRO) 636 went for writ appeals and 70 are in the detention camps, while the rest are missing. He also added that so far 16 rounds of tripartite talks have been held among State and Central Governments and the All Assam Students’ Union (AASU) on the implementation of the Assam Accord of 1985. Assam Tribune reports on August 6 that according to Assam Police report nearly 100 minors were abducted either for ransom or due to personal enmity since 2013. A senior Police official stated that although the recovery rate of the victims is improving, there have been instances when the victims are killed by the abductors even after receipt of money.

Colonel SB Mishra of the 12 Assam Regiment who led the operation informed that the Security Forces were aware of the formation of a new group since four to five months back but could not confirm it. Recently, a member of the group made an extortion call to Gupta Tea Estate near Diyun in Chnaglang District and after tracing the call the culprit was arrested. This led to further arrests and the exposure of the group. On August 10 evening, all the arrested have been handed over to Lohit Police, he added.

Tripathi stated that the recovered bodies were related to indiscriminate firing and arson by miscreants from Nagaland in eight villages in Golaghat District along the disputed boundary on August 12. Miscreants torched about 200 houses following which over ten thousand people fled their houses to take shelter in ten relief camps in Uriamghat area of the District. The number of inmates in relief camps swelled to over ten thousand with about 400 more people fleeing their villages and taking shelter in the camps on August 14.No fresh incidents of violence have been reported after August 12. Assam Government would pay ex gratia of INR 800000 to the next of kin of the victims. Meanwhile, Central Reserve Police Force (CRPF) arrested three arsonists from an unspecified location when they allegedly made attempts to torch some abandoned houses in one of the affected villages, reports The Hindu on August 15. The two States also agreed that the historical problems causing the recurring incidents in the disputed belt should be resolved. Assam Chief Minister Tarun Gogoi and Nagaland Chief Minister T.R. Zeliang arrived at this agreement in the presence of Union Minister of State for Home Kiren Rijiju at a meeting held on the sidelines of the two-day Conference of Chief Ministers of North Eastern States at the Assam Administrative Staff College. Rijju promised the Centre’s help to contain the situation. Gogoi and Zeliang said both the States expressed dissatisfaction with the Central Reserve Police Force (CRPF) posted in the Disturbed Area Belt (DAB) as a neutral force. Rijiju said the Centre was ready to reinforce the Central forces in disturbed areas along the boundary. While the force earlier manned nine posts, nine more have been set up. Tarun Gogoi accused the CRPF of inaction, and said the Union Ministry of Home Affairs (UMHA) had failed to provide adequate security. The Telegraph further adds that Gogoi, on August 20, said, “Today they have decided to send additional forces but after I asked them. As it is a disputed area, it is under the CRPF. Let them (the Centre) give me the area, I will maintain security. I take responsibility for what happened yesterday but why not Rajnath Singh (Union home minister) as they failed to give protection to people living in the disputed areas.” However, Kiren Rijiju said, “As far as border dispute is concerned, the onus is on the states to resolve the matter, we can only provide them assistance.” About the firing issue he said that it is not right to blame the centre or CRPF because law and order is a state subject. Centre sends forces; it is up to the state governments to regulate them. The decision assumes significance from the fact that the State Government had not ruled out possibility of involvement of a third force in stoking the tensions. “The State Government would entrust the case to the CBI for a thorough probe into the recent happenings along the Assam–Nagaland border in the wake of kidnapping of two youths allegedly by Naga miscreants on June 26 and its aftermath to unravel the truth,” an official statement said. The ‘chairman’ and the ‘general secretary’ of the militant outfit Manoj Teron and Dhaniram Teron respectively were arrested along with a huge quantity of arms and ammunition. The joint operation team managed to recover two AK-56 rifles, ten magazines of AK-56, 255 live rounds of AK-56 ammunition, a .22 rifle, six live grenades, a magazine of 9 mm pistol, a 7.65 mm pistol, four live rounds of ammunitions of 7.65 pistol, four buff plates, a mobile, some SIM cards, and a torch. The Assam Tribune reports on August 28 that a total of 157 people of Assam have died and 166 have been injured in incidents of violence in and around the areas of the State bordering Nagaland in the last 40 years. Only two Nagas have died during these incidents. The Golaghat District has borne the brunt of the violence, accounting for 131 deaths in nine clashes during 1977-2014. The Sivasagar District accounted for the maximum number of incidents of violence – 96 (from March 1972 to June 2014) resulting in 19 deaths. The list of the dead includes 31 Assam Police personnel and three Central Industry Security Force (CISF) personnel. Naga miscreants and Nationalist Socialist Council of Nagaland (NSCN) militants were found to be involved in most of these violent incidents. The Nagaland government has set up offices, Police stations, hospitals, markets, etc, in large numbers in the illegally-occupied land inside Assam. This was revealed by Forest Minister Rockybul Hussain on behalf of the Border Areas Development Minister, in reply to a question by Phani Bhushan Choudhury of the Asom Gana Parishad (AGP).

A security meeting chaired by Chief Secretary Jitesh Khosla decided that the existing 81 Border Outposts (BOPs) in the Inter State Border will be repaired or reconstructed along with provision of additional physical infrastructure such as barracks, security fencing, bunkers, water and sanitation facilities etc. INR 170 Million is proposed to be made available for the purpose within this financial year.

State Government has constituted a One-Man Inquiry Commission, headed by retired Judge of Gauhati High Court BP Katakey to inquire into the circumstances leading to the Police firing in Golaghat town and its adjoining areas on August 20 which resulted in three deaths, reports The Assam Tribune on August 30. The Commission will ascertain the circumstances leading to and the act of Police firing. It will also examine whether Police action was resorted to after exhausting all available non-lethal options of crowd control in the given circumstances. The Commission will submit its reports within three months from the date of issue of the notification for its formation. The Committee will also ascertain if any person or organization was responsible for the incident.

According to LR Bishnoi, Inspector General of Police (IG) Marqus Narzary resides in Dimapur in Nagaland and sends the consignment of sophisticated fire arms and ammunition, using women and teenagers as couriers to IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS). This is the fifth successful recovery of arms and ammunition by the Chirang Police and is a major blow for NDFB-IKS.

The Assam Tribune reports that in the aftermath of the recent violence and arson that erupted in the border between Golaghat and Wokha Districts, a high-level meeting between Nagaland and Assam has agreed to “continue with the efforts to resolve the border issues from the chief secretary down to the deputy commissioner level”. The decision was arrived at a meeting held at the Police Complex in Chumukedima on August 30, Nagaland’s Additional Chief Secretary, Toshi Aier said. The meeting was an offshoot of the August 21 talks held in Guwahati, between the Chief Minister of Nagaland, T R Zeliang and Chief Minister of Assam Tarun Gogoi. Stating that from now on such meetings would be a monthly affair, Aier said the next meeting has been scheduled to be held at Jorhat in Assam.

Nagaland Post reports on August 31 that three member delegation of Joint Action Committee for Autonomous State (JACAS), which met the Union Minister for Home Affairs, Rajnath Singh on August 27, stated that they will begin fresh agitation from September 1(today) if Government of India (GoI) does not respond to its demand. JACAS is demanding the creation of an autonomous state encompassing the two hill Districts of Karbi Anglong and Dima Hasao Districts.
