He said this to the Nagaland Congress legislators who called on him August 1 at his residence, New Delhi. Nagaland Pradesh Congress Committee (NPCC) president S.I Jamir said that all eight Congress legislators from Nagaland apprised the Prime Minster of the present Naga political situation. A delegation of all eight Congress MLAs is in Delhi since July 23 for consultative meeting with the AICC and central Government agencies.

Naga National Council (NNC) strongly condemned the imposition of Armed Forces Special Power Act, 1958 (AFSPA) in Nagaland again by the Government of India, report Nagaland Post on August 2. NNC ‘information & publicity wing’, in a press release said India, the largest democracy in the world has been a “mockery and hypocrisy” as it had imposed “military rule” in Nagaland and the Northeast since 1958. Naga Students’ Federation (NSF) has also strongly denounced the extension of “Disturbed Area” (DA) Act for another year in Nagaland by the Union Ministry of Home Affairs (MHA) It may be noted that the MHA extended Nagaland’s status of ‘Disturbed Area’ for another period of one year with immediate effect from June 30 onwards.

Nagaland Post reports on August 4 that the Action Committee against Unabated Taxation (ACAUT) reiterated that its objective to curb the menace of excessive illegal ‘taxation’, dealerships and syndicates by underground and over ground groups was because these posed a burden on the mass. In view of a series of steps taken, ACAUT said it was compelled to convene a joint meeting of civil societies, business community, students and youths in Dimapur District on August 6. ACAUT secretary Solomon Awomi said the meeting would seek collective wisdom to find the best solution for the people and also on the next course of action on burning issues.

The Telegraph reports on August 7 that the people of the four most backward Districts of Nagaland have decided to wear black badges on Independence Day (August 15) to protest against the Centre’s ‘lack of response’ to their demand for a separate State. This will be the first time that the people of the four Districts — Mon, Tuensang, Longleng and Kiphire — will resort to an “open revolt” against the Centre to express their resentment. A delegation of Eastern Nagaland People’s Organisation (ENPO), which is spearheading the movement for “Frontier Nagaland”, will also visit New Delhi to meet the Prime Minister and the Union Minister for Home Affairs to push for a separate State. “We will go to New Delhi after Independence Day to meet the Prime Minister,” ENPO president Chingmak Chang told The Telegraph on August 7. ENPO, an apex body of six Naga tribes — Chang, Konyak, Phom, Sangtam, Khiamniungan, Yimchunger- has been demanding bilateral talks on the issue with the Centre, had earlier rejected a State Government proposal for granting autonomy to the four Districts, which it thinks would further divide the Nagas. It had also rejected tripartite talks involving the State Government.

Action Committee against Unabated Taxation (ACAUT) and members of various civil society voluntary organisations spent the larger part of the six-hour meeting in Hebron Camp with NSCN-Isak-Muivah (NSCN-IM) at the receiving end on August 9. The meeting with ACAUT in Hebron camp of the NSCN-IM was the second which was convened by the latter, the first being on June 8. During the meeting, NSCN-IM’s ‘general secretary’ Thuingaleng Muivah accused ACAUT’s initiative against unabated ‘taxation’ having become “political and serious”. Muivah’s statement came in the wake of the missive from the Centre to the Government of Nagaland to stop NSCN-IM from “levying tax” on the common people after ACAUT’s disclosures on involvement of Naga groups. Cautioning ACAUT members to be careful with their actions as “many irresponsible elements” were using it to divide the Nagas, Muivah expressed apprehension that these “enemies with vested interests” would hamper the progress of the ongoing dialogue with the Government of India. Nagaland Post reports on August 9 that NSCN-IM has asked the Government authorities to disallow “illegal activities”-running “open liquor” business in Government quarters in Super Market, Dimapur.

Wangtin Naga, a senior kilonser (minister) and supervisor of Cease-fire Supervisor Board (CFSB) of NSCN-K, who has recently returned from Myanmar, said split of NSCN-K in June 2011 had brought more destruction to the NSCN-K and violations of cease-fire agreement by the centre. He said the centre had wrongly believed that the breakaway group led by Khole Konyak and N. Kitovi could resolve the long pending Naga political problem, adding that the much importance was accorded to the breakaway group which had generated negative feelings toward NSCN-K by the Centre with the sole objective to weaken the outfit. Wangtin said in an effort to weaken the NSCN-K, the centre had even allocated their designated camps to the breakaway group of NSCN-KK which was totally illegal according to the cease-fire agreement. He said the Centre’s plan was to weaken NSCN-K but the plan would not be successful.
