Special branch of Dimapur Police on March 6 arrested the “commander in chief” and another cadre of Dimasa National Liberation Front (DNLF), at Public Works Division (PWD) area Supply junction in Dimapur Distinct, reports Nagaland Post. The commander in chief was identified as Thairying Hakamausa alias Rohit Hakamausa alias Sujit Hakamausa (29) while his accomplice was identified as “private” Ujjal Thousan (26). Police recovered a 7.67 pistol, one magazine and five live rounds. Deputy Superintendent of Police (DSP)-Special Branch, Israel Xuiv said that Sujit had extorted INR 290,000 from Dimapur and was suspected to be involved in many unreported cases like extortion and abduction in Dimapur. He said that DNLF was established in 2009 and has around 40-50 cadres. Sujit had also given INR 200,000 in advance to “someone” for procuring arms, Israel said. Meanwhile, Israel said as per the record, Sujit had escaped from a jail in Dima Hasao District of Assam in August 2012 after he was arrested in July 2012 from Guwahati.

Kanglaonline reports that State’s new Home Minister G Kaito Aye, on March 10, said he would explore all the possible means that the Naga people come together so as to find logical solution to the longstanding Naga political problem. The senior Minister said the political negotiations between the Government of India and the Naga underground people had already reached a very decisive phase. “My priority is to see that an atmosphere conducive for the peace process is created, so that the process continues without being disturbed,” he asserted appealing to all sections of the people to extend their sincere cooperation towards this. Kaito made an appeal to all the militant people coming from outside the State to vacate the State particularly the Dimapur areas for the larger interest of the Naga people in particular and the people in the region in general. “In this manner, I hope the peace process that has been going on over a decade does not falter,” the Home Minister said. Appreciating the State Police for maintaining excellent law and order in the State, the Home Minister said he would be calling a meeting for the State Police from Commandant and above soon to review the overall situation in the State.

This comes after months of speculations on the early settlement of the Naga political problem before the Nagaland assembly elections. Earlier, Rh Raising, Executive member of the Steering Committee of the NSCN-IM, which is the highest decision making body, had stated on March 5 that the Constitution of India has been the road-block to the Indo-Naga political solution. “Dictated accord or peace is no solution but it is a time bomb. Imposition of one’s will upon the other is the philosophy of tyrants and imperialists,” added the senior NSCN-IM leader.

Nagaland Post reports on March 17 that two Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) cadres were arrested by 29 Assam Rifles personnel while collecting illegal tax from shop owners near Kalibari area in Dimapur District. One 7.65mm pistol, two 7.65mm pistol magazines and twenty five rounds, cash and slips were seized from them. The individuals revealed that they were collecting tax for NSCN-K. Nagaland Post reports that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and NSCN-Khole-Kitovi (NSCN-KK) functionaries have left Nagaland for Chiang Mai, Thailand on March 16 for another round of meet on reconciliation. NSCN-IM team, comprising of four members, was led by steering committee and convener of its political affairs committee V.S. Atem while NSCN-KK team comprising of three members was led by kilonser (minister) C. Singson. Both the leaders are also conveners of Joint Working Group (JWG) on reconciliation. Speaking to Nagaland Post, Atem said the meeting this time would discuss the process of Naga reconciliation. He exuded confidence that there would be realization of the “ground reality” and understanding of the Naga issue in the right perspective so that the Naga Reconciliation also follow suit. When asked about the status of the ongoing talks with the Government of India, Atem said that nothing was hidden from the Nagas. He said that for many years the Nagas have been fighting for their rights. “We are still discussing on sovereignty. We have been discussing about sovereignty with government of India too”, Atem added.

NSCN-Khaplang (NSCN-K) has authorized ‘lieutenant general’ Nikki, ‘military supervisor’ of Western Nagaland, ‘Naga Army’ to collect all District level ‘taxes’ for Dimapur District and ‘taxes’ specified under ‘centre list’ for Zunheboto District for the fiscal year 2013-2014. In a statement, NSCN-K said, ‘President’ S.S. Khaplang has “entrusted and empowered” Nikki to exercise financial administration from the release of this “azah” (order) and submit quarterly report. On the occasion of its 33rd ‘republic day’ at Suruhuto designated camp, NSCN-K’s ‘chairman’, S.S Khaplang’s in a written speech that was read out by kilonser (minister) Hokato Vusshe has publicly declared that it would not be part of the government of India and NSCN-Isak-Muivah (NSCN-IM) solution to the Naga issue as it would only be a “sell-out” solution. In the speech, Khaplang also said the ongoing peace talks between the two parties would end as a “big failure.” He claimed that the government of India has realized NSCN (I-M) was not a “mandated body.” It said his group would continue to “stand and support other oppressed people” of the Indo-Burma region who aspired for “freedom and shared a common political ideology.” He also reaffirmed NSCN-K’s “standing pledge and commitment” to the pursuit of “sovereignty.” Also, FGN president ‘general’ (retd) Viyalie Metha, on the occasion of 58th ‘republic day’ has accused India of resorting to “fragmenting propaganda” in connivance with Myanmar to “break the fabric of Naga solidarity.” Further, NNC-NA ‘president’ M.Kiumukam has wished fellow Nagas, members of other factions and well-wishers a happy “Naga Republic Day.” In his message, NNC-NA ‘president’ appealed to the Nagas to maintain peace and harmony in the society.

He however said that Nagas should not be misled by any “accords or agreements” which would hamper genuine cause of “selfless sacrifices” and create obstacles. Its ‘Ato kilonser’ (prime minister), N. Kitovi Zhimomi in his speech said republic day was a kind of resurrection day for the Nagas when all should think about “recommitting and re-dedicating themselves” for the cause of Nagas. According to NSCN-KK, the three officials, in February 19-21, 2013, on the eve of the State assembly elections, “secretly visited Suruhuto Camp of the Khaplang group in Sumi region without the knowledge and permission of the government.” Stating that to enter the “sanctuary of the adversaries” on the same day when a comrade was shot dead in cold blood at Zunheboto town was inexplicable. According to a reliable source, during the combined meeting on March 23, three-point resolution was adopted. However, none of the functionaries could be contacted for further comment. Source said resolutions adopted could be ascertained only after the convener for Forum for Naga Reconciliation (FNR) Reverend Dr. Wati Aier, who was still at Chiang Mai, reached Nagaland.
