NSCN-K has given February 10 as the deadline to the transporters plying along the Imphal-Dimapur route and also along the Imphal-Silchar route to clear their ‘outstanding dues’, reports The Sangai Express on February 4. “It’s constrained to intimate all concerned that transporters plying on both National Highways that is NH2 (Dimapur-Imphal) and NH42 (Silchar-Imphal) are to clear their due payable to our Government, GPRN/NSCN and update outstanding taxes. Backlogs of 2011-2012 and 2012-2013 should be cleared within this time i.e. on or before February 10, 2013. No vehicle should play on both highways until an understanding is reached. Mutual cooperation are timely redressal of grievances affecting all concerned should only help to maintain stability in the area,” G.F.Smith, ‘deputy secretary in charge of revenue, trade and commerce’ of NSCN-K said.

Suspected militants belonging to National Socialist Council of Nagaland- Khaplang faction (NSCN-Khaplang) have abducted drivers and cleaners of four trucks of Manipur from near Kohima District recently, on the ground that the owners have not paid the extortion money. It is reported that a tax of INR two million each, is demanded from the owners.

This was discussed at separate closed-door meetings of the three NSCN groups- Khole-Kitovi faction of GPRN/NSCN (NSCN-KK), Isak-Muivah faction of NSCN/GPRN (NSCN-IM) and NSCN/GPRN (NSCN-K) with the Central Government, represented by chairman Cease Fire Monitoring Group (CFMG)/Cease-fire Supervisory Board (CFSB) Major General (retired), N.George in the Police Complex Chumukedima in Dimapur District on February 4. While the NSCN-KK was reported to have expressed willingness to comply, the NSCN-K agreed with a rider “if necessary”; while the NSCN-IM expressed reservations about the instruction.

Stating that the problem in Nagaland was of a “political” nature since 1947 till date, NNC said it had international ramifications as western Nagaland was “being occupied by India” and the eastern side has been administered by the Nagas themselves till date.

Personnel of 17 and 19 Assam Rifles seized huge consignment of highly sophisticated weapons, made in Germany and Austria, from the possession of a suspected National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadre after a joint operation conducted in the early hours of February 5 in Kohima District. The operation was conducted based on reliable information regarding the illegal shipment of arms and ammunition from Ukhrul (Manipur) to NSCN-IM Head Quarter at Hebron, Dimapur in a Bolero (NL 07 C 5420). Recovered consignment included two AK 56 Rifles, three GSG-5 Rifles, one GSG-5 carbine and five .9mm Glock pistols along with 24 rounds of ammunition and INR 10,170 in cash. On questioning the cadre revealed that those seized weapons were a part of a larger consignment of highly sophisticated weapons procured recently by the group from foreign countries and was headed for Hebron

So far, 1006 licensed arms have been deposited and seized and around 345 persons have been bounded under 107/116 CRPC from across the State as part of preventive action. Police sources informed Nagaland Post that 17 unlicensed arms were also seized and were deposited in the Police station. The arms were deposited and seized from the date of the announcement of State general election 2013 till February 4 evening.

Nagaland Post reports that in a joint operation, troops of 29 Assam Rifles along with Special Branch Dimapur arrested one person identified as Rengchoidoi Thanglem (44) along with five pistols and ten magazines from Blue hill bus station-Eros Line area, Dimapur District on February 6. According to Deputy Superintendant of Police (DSP) Special Branch, Israel Xuivi, the joint team on receiving specific inputs arrested Thanglem and seized-- five 7.65mm pistol “US made” and 10 empty magazines. A blank cheque, ATM card, mobile phones and cash of INR 1710 was recovered from the accused. NSCN-K on February 15 dismissed the Congress candidate’s allegation and described it as an insult to the outfit. Congress Candidate from Kiyezhe Aye stated that the appeal to impose 144 Criminal Procedure Court (CrPc) in the constituency was made sincerely and purely to ensure free and fair democratic election. He further said that he had written to DC & RO Zunheboto for imposition of CrPc along with a post-mortem report on incidents witnessed during 2008 election. The post-mortem report, Aye stated, did not mention NSCN-K group’s involvement in particular but rather the actions of cadres belonging to the erstwhile Unification faction of NSCN (NSCN-U) group during the 2008 elections.

Police sources said the incident occurred when one of the two vehicles carrying troopers developed technical problem and suddenly met a group of armed NSCN-K cadres in full uniform traveling in two vehicles-a Maruti Gypsy and Maruti Van. Sources said NSCN-K cadres reportedly fired upon the troopers and in the resultant exchange of fire one NSCN-K cadre was shot and killed while the rest fled and escaped into the forest. However, NSCN-K, condemning the incident, refuted the reports that their cadres fired upon IRB troopers. Nagaland Post reports that amidst high tension in Wokha District with pre-poll and post-poll violence, troops of Assam Rifles (AR) based in Wokha District and Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres were engaged in a gun-fight in the evening of February 27 reportedly in Mekokla area, Wokha District. According highly placed sources, one person was reportedly killed in the gun-fight. It could not be ascertained as to whether the casualty was from the NSCN-IM or the Assam Rifles. The reason behind the encounter was not known till the time of filing the report.
