An Additional District and Sessions Court in Jaipur (Rajasthan) announced on November 30 convictions of eight Lashkar-e-Taiba (LeT) militants, including three Pakistan nationals, for their involvement in terrorist activities in India, reports The Tribune on December 2. The convicted Pakistani nationals identified as Asgar Ali, Shahid Iqbal and Shakkar Ulla had been lodged in various jails in Rajasthan and Punjab during their trial. The other convicted members were identified as Babu alias Niharchand Ali, Hafeez Abdul Masjid, Pawan Puri alias Raja, Arun Jain and Kabil. Reportedly, all were acting on the instructions of Walid alias Vicky, an LeT ‘commander’ based in Pakistan. The quantum of punishment will be announced on December 4, says the report.

Speaking at the Shanghai Cooperation Organisation (SCO) Summit in Sochi, Russia, on December 1, India’s Minister of External Affairs Sushma Swaraj stated that terrorism must not associated with any religion, nationality or an ethnic group, it is a sin against the humanity at large, reports The Times of India. She emphasised on improved mechanism of intelligence sharing among the SCO’s member countries to surface the way for cooperation and trust, reports The Times of India. India urged all the member countries to enhance the intelligence sharing, law enforcement, mutual legal assistance, extradition agreements and other measures to counter the threat of terrorism, said Sushma Swaraj.

Rajasthan Police’s Special Operation Group (SOG) arrested one Rajiv Sheikh (20 years-old) of Mursheedabad (West Bengal) with Fake Indian Currency Notes (FICN) worth INR 190,000 in the denomination of INR 2,000, on December 2, reports by The Times of India. The investigators were probing if Rajiv Sheikh is a native of West Bengal or Bangladesh. "The quality of these currency notes is good and they also have series under increasing order. Only a few things can prove that they are FICN. Such currency notes were manufactured in Bangladesh factories while we were on the job of seizing FICN in the denomination of older currency notes of Rs 500 and Rs 1,000.”, said the Additional Superintendent of Police (ASP) of SOG, Karan Sharma.

The Centre has told the State Governments to strengthen their own Police machinery in terms of number of personnel as well as modernisation to reduce dependence on Central Para Military Forces (CPMF) in Left-wing extremism (LWE)-affected areas, North-East, Jammu and Kashmir and in eventualities related to terrorism, reports The Indian Express on December 3. An unnamed senior official said, “The Centre feels that there is a limitation to the efficacy of Central Paramilitary Forces in these areas and as such the state forces need to take the lead role in tackling these problems.” The issue has been under discussion in the various State-Centre meetings that have taken place from May this year and a definite plan is likely to be finalised in a meeting later this month in Delhi, according to the official. “The Centre has offered Rs 25,000 crore for the project to modernise State forces and to augment their numerical strengths,” he said.

His name surfaced during interrogation of alleged LeT operative Abdul Nayeem Sheikh, who was arrested from Varanasi in neighbouring Uttar Pradesh last week. Islamic State(IS) operative Mohammad Mosiuddin alias Abu Musa attacked and tried to slit the throat of a jail guard inside the Alipore Central jail in Kolkata on December 3, reports The Times of India. As per the morning routine, the prison inmates took out of the cells over to grounds inside the jail premises. The jail guard, Gobinda Chandra Dey (45 years-old), opened Musa’s cell and Musa attacked him with a stone. Following the attack, Gobinda Dey stumbled on ground and Musa tried to slit his throat with a piece of metal in ‘IS fashion’. Other guards and inmates managed to hold over Musa and Dey was taken to a nursing home. Abu Musa will be kept in solitary confinement and probe will be initiated on how Musa got hold of the piece of metal inside the jail, said Deputy-General (DG) & Inspector General (IG) Correctional Services Arun Kumar Gupta. He was arrested by National investigation Agency (NIA) from Viswabharati Fast Passenger train at Burdwan in West Bengal on July 5, 2016. His other aliases include Mosiruddin alias Mosi alias Majnu.

The Border Security Force (BSF) has identified a total of 167 vulnerable points along the Indo-Bangladesh border and deployed additional forces to detect and push back the Rohingya, reports The Hindu. The BSF, manning the 4096.7-km border, has asked the Union Ministry of Home Affairs to sanction recruitment of 5,000 more men so as to identify and stop the Rohingya. The BSF said most Rohingya had entered India through three points: South 24 Parganas and Hili in Dakshin Dinajpur of West Bengal and Karimganj in Assam. Earlier, in mid-October, after the Supreme Court put on hold the Centre’s plan to deport the Rohingya, Security Agencies convened a high-level meeting to enhance deployment on the eastern border to stop the refugees from crossing over to India.

The National Investigation Agency’s (NIA) probe has found that Shafin Jahan — husband of Akhila Asokan alias ‘Hadiya’, was allegedly in contact with two members of Islamic state (IS) — Manseed and P. Safvan - through group chats on Facebook, during the months preceding his marriage with Hadiya, reports The Times of India. Manseed and P. Safvan were arrested by the NIA and chargesheeted in a case related to the criminal conspiracy to target the judges of the High Court, Senior Police Officers and well-known political leaders in South India, says the report.

A Supreme Court (SC) bench of Chief Justice of India (CJI) Dipak Misra and Justices Ashok Bhushan and M. Shantanagoudar on December 4 stayed the death penalty for 1993 Mumbai serial blast convict Tahir Merchant sanctioned by a designated Terrorist And Disruptive Activities (TADA) Court, reports The Indian Express. The bench also sought a response from the Central Bureau of Investigation (CBI) and summoned the records of the case from the trial court. “The State of Maharashtra is directed to compile the evidence in entirety and file the compilation in convenient volumes and also serve a copy thereof to the learned counsel for the appellant…There shall be stay of the execution of death sentence,” said the SC bench. Next hearing of the case is scheduled on March 14, 2018.

He was trying to find an easy and safe route for the terrorists from Pakistan to sneak in and carry out the attack. An NIA official told that by using the Hindu name he went about his operations and this helped him conceal his identity and not get suspected.Naeem also said that he had visited several places in Agra, Varanasi, Himachal Pradesh and Bihar to gather information about possible targets. "During the first round of investigation Naeem had told the NIA that the initial plan was to launch me into India in 2011, but my handlers felt that it would be better if there was more cooling off period. In 2014, I was sent to Bangladesh and told to infiltrate into India. They felt that it would be easier for me to infiltrate through West Bengal. Things however did not go right and I was arrested as there was a look out notice for me in the Aurangabad case. When I was being taken to Mumbai from Kolkata, I realised the cops were complicit. I managed to escape from the train at Chhattisgarh. I left for Uttar Pradesh where I stayed underground for several months. Gradually I began contacting other operatives who were to be part of this big operation. I went around collecting information about military installations and other big tourist locations in Himachal Pradesh", Naeem had also told the NIA.

At large, of Rs. 2,000 denomination—1,300 were recovered from the state of Gujarat, followed by 548 from Punjab, 254 from Karnataka, 114 from Telangana, 27 from Maharashtra, 8 from Madhya Pradesh, 6 each from Rajasthan & Andhra Pradesh, 3 each Arunachal Pradesh & Haryana, 2 each from the state of Jammu and Kashmir & Kerala, whereas a single note was recovered from Manipur and Odisha. Among others, 82,494 notes of Rs 1,000 and 1, 32,227 of Rs 500 denomination were also seized along with 59,713 notes of Rs 100 and 2,137 notes of Rs 50 denomination, said the NCRB report. The revelation came to the fore during interrogation of Bedar Bakht alias Dhannu Raja, who was arrested from Sareya ward number 1 locality of Gopalganj town on November 30 this year.Dhannu reportedly told interrogators that he had provided shelter to Nayeem, who allegedly worked for LeT, in the house of one Id Mohammad at Purani Chowk in Gopalganj, around 145km northwest of Patna. Nayeem, considered close to 26/11 Mumbai attack mastermind Abu Jindal, had lived in Gopalganj from 2015 to March 2017. He procured Aadhaar card, passport and PAN (Permanent Account Number) number purportedly by submitting forged documents in which he introduced himself as Suhail Khan alias Mohammad Ali, a resident of Gopalganj ward number 19.Nayeem claimed that he completed his postgraduation from JP University, Chhapra. The NIA arrested Sheikh alias Nomi, 37, on November 28 from Charbagh bus stand in Lucknow in a joint operation with the Uttar Pradesh Police’s Anti-Terrorist Squad (ATS). The NIA official told they have summoned a DTO officer, identified as Diwakar Jha, posted in Bihar’s Buxar District, for questioning over his alleged links with Sheikh.According to the NIA official, Jha had inaugurated Sheikh’s coaching centre in Bihar’s Gopalganj District in 2015, when he was posted there. The official said the anti-terror probe agency has recovered some pictures of Jha with Sheikh. Sheikh, who is said to have done a recce of army and power installations in Jammu and Kashmir, was caught after he applied for a passport under a fictitious name. The NIA official said security agencies stumbled upon a lead to Sheikh after a man complained that his address was being used by the LeT operative for his passport.

All these youth and their groups are influenced by the ideologies of terror outfits like Islamic State, Lashkar-e-Toiba (LeT), SIMI and HuJI of Bangladesh. Of late, Kerala-based PFI was on our radar and their monitoring has increased with their involvement in 'anti-national propaganda' on December 6. We're trying to assess the growth of such radicalised groups and their influence on youth and others in the state," said Anand Kumar, UP's additional director general of police (law and order). He added, "There are specific alerts and in recent times, nearly 14-15 terror modules have been busted." The men had gone missing from Kannur between 2015 and 2017 and are suspected to be in Syria. In October, 2017, Kerala Police had booked the five — Midhilaj (26), Abdul Rasak (34), M V Rashid (24), Manaf Rahman (42) and U K Hamsa (57). The central probe agency said it has taken over the case from the Kerala Police.The NIA case against the five was registered under the Unlawful Activities Prevention Act (UAPA) for “being members of the proscribed terrorist organisation, Islamic State of Iraq and Syria (ISIS)/Daesh, and for supporting the organisation by travelling out of India to join the terrorist organisation in Syria and fight on its behalf”. Some of the accused, NIA sources said, had been activists of the Popular Front of India-PFI. According to them, one of the suspects used fake passport to move out of India while one of them is suspected to have died fighting. Abdul Manaf Rahman, from Valapattanam in Kannur, allegedly went to Syria on a fake passport. Manaf allegedly had close links with Valluva Kandy Shajahan, who was arrested by Delhi Police in July after his deportation from Turkey. All four IS accused are tried under Section 121 (waging war against nation), 121A (conspiracy to wage war) and other sections of the Unlawful Activities (Prevention) Act [UAPA], 1967. The Indian Security agencies have been monitoring the social media content of ‘Al-Qaraar’— media branch of IS, that has been posting provocative messages on Kashmir issue. On December 3, with a poster threatening India of terror attacks, the Al-Qaraar reached out to leader of Ansar Ghazwat-ul Hind (AGuH)—Zakir Musa, said a unnamed senior Security official. Initially, Al Qaraar was only advocating the Sharia (set of Islamic religious principles) but now it started advocacy of IS ideology. The development is being watched closely given IS losses in Iraq and Syria. On November 28, the AQIS released a video where its spokesperson— Usama Mahmoud, called on Muslims in India, Bangladesh, Pakistan and Kashmir to support and seek revenge for Rohingya Muslims in Myanmar.

The Chargesheet were filed under section 120B with 125, 419, 420, 467, 468, 471 of the Indian Penal Code (IPC), Sections 18, 38 & 39 the Unlawful Activities (Prevention) Act (UAPA), 1967, and section 12 of the Passport Act, 1967. IS accused Shahjahan and Mustafa were earlier arrested in July 2017, from Delhi Airport and Chennai, respectively. Reportedly, in October 2016, Shajahan along with his family travelled to Turkey via Malaysia with intentions of further travel to Syria for fighting on behalf of the IS. However, while crossing the Turkey-Syria border, he was arrested along with his family by the Turkish authorities and was deported to India in February 2017. According to reports, the National Investigation Agency (NIA) will forward a request to Malaysian authorities for a provisional arrest of Zakir Naik, who is believed to be in Malaysia, reports The Times of India on December 25. This request will be an extra step in the ongoing matter, apart from a fresh plea to Interpol on December 26, for a Red Corner Notice (RCN) against Zakir Naik. As per the Extradition Treaty with India— Malaysia is bound to confirm Zakir Naik’s location within its jurisdiction and arrest him as per pending presentation of an official extradition request by India. Malaysia will be required to arrest Zakir Naik upon receipt of NIA's request for his provisional arrest. Following the arrest, a formal request for his extradition must be moved by India within the next 60 days of the arrest, said an unnamed NIA official. "The only legal requirement for submitting an RCN request is a non-bailable warrant of arrest against the subject (Zakir Naik) and this was done in this matter," he added.

Acting upon specific intelligence inputs, the Special team of Delhi’s Central District Police on December 24, arrested two persons, identified as Enamul Miyan and Khalilullah Biswas, from nearby Jama Masjid area in Old Delhi who were involved in the circulation of Fake Indian Currency Notes (FICNs) of INR 500 and INR 2,000 denominations of worth INR 170,000, reports United News of India. Primary interrogation revealed that Khalilullah Biswas was also involved in Hawala transactions and the original currency of worth INR 1,277,000 was recovered from his hotel room. Enamul revealed that the duo used to bring FICNs from other two persons in Malda District (West Bengal) and further distributed the FICNs in Delhi and its adjoining regions. Acting upon the intelligence input regarding FICN smuggling in the area of Dhulian Ghat (ferry point). The search revealed a pack of 100 FICN in INR 2,000 denomination hid in his undergarments. In September 2017, Delhi Police had arrested one Mohammad Parvez from Old Delhi area of Central District in Delhi, whose mobile number was in use to ‘blackmail’ the woman Officer under the orders of Pakistan’s Inter Services Intelligence (ISI) operative to fetch some confidential information from her. The complaint was lodged by the woman officer in August 2017 under the charge of Section 123 (concealing with intent to facilitate design to wage war) of the Indian Penal Code (IPC), charges of molestation, criminal conspiracy and criminal intimidation. Investigation revealed Parvez’s frequent visits to Pakistan. As claimed by Parvez’s family, he had visited Pakistan thrice this year to visit his sisters who were married two decades ago and settled there. “It was therefore decided that the investigations should be carried out by a counter-terror agency like NIA. This will not only help expedite the probe but clear the suspicion on the role of Parvez, as his family claimed he is innocent,” said an unnamed senior Government official.

The Minister of State for Electronics and Information Technology (MoSE&IT) Alphons Kannanthanam informed Lok Sabha (The Lower House of the Indian Parliament) that there have been intrusion attempts on information systems or devices operating in the Government’s Cyber networks and these attacks have been originating from various countries including Pakistan and China, reports The Daily News & Analysis on December 28.According to the data provided by India’s Computer Emergency Response Team (CERT-In), the cyber attacks includes phishing, probing, website intrusions & defacements, viruses, ransomware and Denial of Service (DoS) attacks. The figures depict 40,054 cyber security incidents observed till November 2017, whereas 50,362 incidents were reported in 2016. So far, CERT-In has conducted five workshops, which assess the ‘Cyber-Security’ preparedness of organisations. Around 148 organisations from different States and sectors participated in these workshops, said Kannanthanam.

Reportedly, there has been a sharp decline in the infiltration via Bangladesh border. So far in 2017, 543 intrusions has been reported by the Border Security Force (BSF) whereas the infiltration case reported in 2016 were 832, in 2015 reported intrusions were 1,047 and 1,017 cases of infiltration were reported in 2014, said Kiren Rijiju. Regarding the intrusion related arrests, this year 1,085 people were arrested for infiltration whereas the counts were 2,075 in 2016, said Rijiju.

Earlier in October 2017, the Interpol had rejected NIA’s request for RCN due to the absence of official Chargesheet but a fresh plea with formal Chargesheet has been sent to the Interpol through its Indian nodal agency, the Central Bureau of Investigation (CBI). It will be difficult for Zakir Naik to move freely post an RCN issued as Malaysian authorities and other member countries of the Interpol may arrest him and deport him back to India with formal communication, said an unnamed official of the Union Ministry of Home Affairs (UMHA).

Regarding the army recruitment, Brigadier Govind Kalvad, the Commandant of the Maratha Light Infantry Regimental Centre (MLIRC) on December 29 said that “while the basic tenets of military training for the recruits remain the same, the training has now evolved to meet the challenges of sub-conventional warfare, including counter-terrorism, counter-insurgency and if necessary anti-naxalite operations”, reports The Indian Express. Officials said that the army’s role has undergone a major shift in recent times and one of the key tasks across the boards is tackling acts of terror against India, particularly insurgency in Jammu and Kashmir and the North East and the threat of Left-wing extremism, if needed.Brigadier Govind Kalvad said “The training module for the recruits has been thoughtfully evolved to meet the challenges of sub-conventional warfare, which is basically Low Intensity Conflict Operations, comprising anti-terrorist, anti-insurgency operations and if necessary anti-naxalite operations. We have not diverted from the basic tenets of military training, even though there have been modernisations in these over time. But after the basics are covered, a trained soldier undergoes extensive training in facing sub-conventional situations. So after the conventional training gets over, a soldier goes on leave and immediately after he comes back, he is attached to a camp for training on situations of sub-conventional warfare. So when he leaves, he is fully prepared to face any situations in Jammu and Kashmir, North East or in fighting Naxalites if told to.” He said that some modern facilities are being introduced in the firing drills for the recruits, which are considered one of the key elements in the making of a soldier. Officials of the MLIRC said that these days the recruits, who are increasingly using cell phones to stay connected, are being made aware of the threat of cyber crimes.
