Vice President M Venkaiah Naidu on September 3 said in Hyderabad (Telangana) that terrorism is the biggest enemy of mankind and the biggest danger to the world peace, reports Daily Excelsior. He stressed on the need for international community to come together and curb it mercilessly. Naidu said India in later years and particularly after the September 11 (2001, US) attacks put considerable effort in fighting international terrorism. “Several conventions resulted from the efforts exerted under the auspices of the United Nations [UN]. Mention may be made in this connection of the SAARC convention on the suppression of international terrorism as well as the Indian proposal to conclude a comprehensive convention on suppression of international terrorism now under consideration of the UN,” he said. “…That’s the need of the hour…The biggest danger to the world peace is from terror. Terror has no religion, it has no colour and it has no sex. But, unfortunately some people are trying to mix terror and religion for their own narrow political and partisan ends.

For the first time, Pakistan-based terror groups like the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) were named on September 4 for causing violence in the region by the BRICS [Brazil, Russia, India, China And South Africa] Summit that also asserted that those responsible for committing, organising or supporting terror acts must be held accountable, reports Daily Excelsior. In a significant diplomatic win for India, Prime Minister Narendra Modi was joined by Chinese President Xi Jinping, Russian President Vladimir Putin, Brazilian President Michael Temer and South African President Jacob Zuma in strongly denouncing terror activities of such groups, as they expressed determination to collectively fight the scourge. The 43-page ‘Xiamen Declaration’, adopted at the end of the five-nation BRICS plenary, stressed on the need for immediate cessation of violence in Afghanistan. It expressed “concern” over the security situation in the region and the violence caused by the Taliban, ISIS [Islamic State], al Qaeda and its affiliates including Eastern Turkistan Islamic Movement (ETIM), Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Toiba, Jaish-e-Mohammed, Tehreek-e-Taliban Pakistan (TTP) and Hizb ut-Tahrir. Significantly, the ETIM is active in the Xinjiang Uygur Autonomous Region of China and seeks to establish a separate “East Turkistan”. At the ninth Summit of the grouping, the BRICS leaders also condemned terrorism in all its forms and manifestations wherever committed and by whomsoever. They stressed that there can be no justification whatsoever for any act of terrorism. “We reaffirm that those responsible for committing, organising, or supporting terrorist acts must be held accountable,” the statement said.

On the ground, community elders and clergy have played an important role in ensuring the youth do not go astray. On the government's side, state governments, along with the Centre, have been putting in a concerted effort towards de-radicalisation. Regarding the issue of border security he added, technological solutions are being adopted to enhance border security. That is the way forward. Hi-tech gadgets for surveillance, better communication system have been put in place. New technology is the way forward for better border management.

A Fake Indian Currency Note (FICN) racket was busted at Samalkot in East Godavari District on September 5, in which four persons were arrested along with FICN worth INR 13,55,000, reports hansindia.com. Acting on a tipoff, police arrested Nallagachu Anjaneyulu near SRC Lodge in Samalkot. Upon questioning Anjaneyulu disclosed currency printing racket at Anaparthy, Peddapuram and Samalkot Police raided the house of Kovvuri. Satyanarayana Reddi in Anaparthy and arrested him. The police seized Rs 13.55 lakh worth fake currency notes, colours used for printing of this notes and a high-end printer from the house. The gang was printing two thousand and five hundred rupees notes. Police also arrested Intri Sunil and Pammidi Ramesh, who were involved in the racket.

Sunil Kumar was also kingpin of the FICN racket. Sunil Kumar, with other gang members, was allegedly printing fake notes of high quality and supplying them to other parts of the country. Printing machines and other equipment, inks and dyes have also been seized. A manhunt is on for the other gang members, Police officials said. “The fake notes were put in circulation through dance bars, cricket betting rackets and liquor shops in different parts of the country,” said Amroha Superintendent of Police (SP) Santosh Kumar stated. "We are tracing the other gang members, some of whom are active in other states. A special team has been formed to arrest them. We have also informed Reserve Bank of India officials about the matter,” the SP said.

The Centre has asked all the state governments to identify Rohingya Muslims living illegally while raising concern over terror groups trying to use the migrants to trigger trouble in the country, India Today reports on September 6. An advisory issued by the Home Ministry has asked all state governments and Union territories to identify Rohingyas while indicating that they could pose grave security challenges. "These illegal immigrants not only infringe on the rights of Indian citizen but some also pose grave security challenges," the advisory said. Around 14,000 Rohingyas living in the country are registered with the United Nations High Commissioner for Refugees, while about 40,000 are said to be staying illegally.

During the operations that began in the morning houses and business establishments of those suspected of channelizing funds to fuel secessionist and anti-India activities were searched, an NIA spokesman said in New Delhi. “During the searches, cash amounting to approximately INR 22 million were recovered,” he said.

A special judge presiding over the second trial in the Mumbai serial blast case on September 7, pronounced death by hanging for Taher Merchant (55) and Feroz Khan (47), both of whom were absconding till 2010, for having conspired to cause the RDX blasts that killed 257 and injured 713, reports The Times of India. The court sentenced five of the seven accused on trial (one was acquitted in June and one died after conviction). Extradited gangster Abu Salem (48) and Karimullah Khan (55) were spared the noose. Salem by virtue of a Lisbon court order saying he could not be given death and Khan by Tada court judge G A Sanap. Riyaz Siddiqui (67), guilty of the lesser charge of abetment, was handed a 10-year sentence. He has already been in jail for 11 years since his arrest in 2006. This is the second and last set of accused to be convicted in the case for now. Another 33 accused are absconding, including Dawood Ibrahim.

National Investigation Agency (NIA) has shared details with Union Ministry of Home Affairs (UMHA) of four terror probes where cadres of Popular Front of India (PFI) and its political arm Social Democratic Party of India (SDPI) were chargesheeted or convicted under the Unlawful Activities (Prevention) Act-UAPA, The Times of India reports on September 8. "PFI had consistently been indulging in actions detrimental to overall national security," NIA said while blaming the outfit for seeking to impose religious orthodoxy on Muslims and using sister outfits like Sathya Sarani based in Malappuram to carry out "forceful conversions", with the most recent cases being that of Akhila Asokan and Athira Nambiar in which PFI women's wing chief Sainaba A S name figures.The dossier pointed out that many of PFI's founding leaders were associated with SIMI (Students Islamic Movement of India) before it was banned. This includes former PFI chairman E M Abdurahiman, who was all-India general secretary of SIMI in 1980-81 and 1982-93, PFI national vice-chairman P Koya who was with SIMI in 1978-79 and SDPI president E Aboobacker who was Kerala state president of SIMI in 1982-84, among others.

Muslim scholars from the Shiva, Barelvi and Deobandi sects were on its hit list the NIA chargesheet stated. The NIA is probing the Ujjain-Bhopal train blast case in which the Lucknow module of the IS has been blamed. "Investigation has established that the accused IS persons conspired to carry out terrorist activities in India and planned for targeting Muslim scholars of other sects, Shia, Barelvi, Deobandi, within India." The chargesheet also reveals the module had several Sufi shrines, including Dewa Sharif in Barabanki, on its target. NIA said the module religiously followed the Wahabi doctrine of Sunni Islam that regards Muslims who do not agree with its interpretations as infidels or apostates. "The material recovered from their possession is not just sophisticated arms and ammunition or explosive substances. There are videos, photographs, literature and discourse recordings that suggest how badly they wanted to take on the scholars of the community who opposed the idea of Caliphate," the NIA further stated.

NIA said that Hameed had hatched a conspiracy along with eight others in 2013, to further activities of ISIS in India. The agency had filed a case against this module from Tamil Nadu in January this year (2017). "Hameed and associates, with the intention of furthering the activities of the proscribed terrorist organisation Islamic State of Iraq and Syria (ISIS)Daesh, had hatched a criminal conspiracy from 2013 onward and formed a terrorist gang which had raised and received funds, organised meetings, recruited and facilitated the travel of some persons to Syria to join the ISIS Daesh," said NIA in a statement. The probe has found that main accused Haja Fakkurudeen, a Singaporean citizen of Indian origin and a native of the Cuddalore District in Tamil Nadu, has already joined the ISIS in Syria in January, 2014, along with his family. Fakkurudeen had visited India twice between November, 2013 and January, 2014, when he had had conspiracy meetings along with coaccused Khaja Moideen, Shakul Hameed and others at various places in Tamil Nadu and Karnataka with the intention of recruiting more people into the ISIS, NIA said. In pursuance of the conspiracy, Shakul Hameed had attempted to migrate to ISIScontrolled territory in Syria in August, 2015, through Turkey, where he was intercepted by Turkish authorities and deported to India, it added. He will be produced before the NIA special court in Chennai, the statement said.

Describing Rohingyas as “serious security threat”, an affidavit filed by the UMHA Joint Secretary (Foreigners) Mukesh Mittal in the Supreme Court (SC) on behalf of the Home Ministry described Rohingyas as part of “bigger sinister designs” under which they were infiltrating into India illegally through agents and touts. The affidavit, said: “some of the Rohingyas with militant background are found to be very active in Jammu, Delhi, Hyderabad and Mewat and have been identified as having a very serious and potential threat to internal and national security of India”.The 16-page affidavit added: “it has been found by the Central Government that many Rohingyas figured in suspected sinister designs of ISI (a Pakistan’s spy agency which has been responsible for spreading terrorism in Jammu and Kashmir and other parts of the country) and ISIS (an international terrorist outfit which was causing blasts in various countries) and other sinister groups, who want to achieve their ulterior motives in India including that of flaring up communal and sectarian violence in sensitive areas of the country”. This has confirmed the Indian intelligence agencies' information that D-Company, was actively participating in terror activities in India with the support of Pakistan's Inter-Services Intelligence (ISI). Rahman is said to have revealed to intelligence officials that a man named Farooq, claiming to be a core member of D-Company, met him during a walk in Dhaka Jail and offered to supply weapons and ammunitions for him to carry out strikes in India.The meeting took place late in 2016. Farooq apparently claimed to be well aware of Rahman's links with al-Qaida and directed him to another D-Company operative, Rouf, who Rahman was supposed to contact after his release in April 2017, an officer disclosed. "Farooq told me to create an ID on Protective Text using which Rouf was to contact me upon my release. He said, 'Ek baar unse raabta ho jaaye to saare asle aasani se haasil ho jaayenge'. I made an ID (***2) and conveyed it to Farooq," Rahman told his interrogators. The Special Cell has confirmed the identity of Rouf and Farooq as associates of D-Company and is digging further into their roles. In joint operations that last all of last week, Punjab Police and Uttar Pradesh (UP) antiterrorist squad (ATS) have arrested six suspects who had nonbailable warrants issued against them for their role in highsecurity Nabha jailbreak in Patiala (Punjab) in November 2016, reports The Times of India on September 19. Police said those arrested also have links with outlawed group Babbar Khalsa International (BKI). One BKI suspect, identified as Harpreet Singh alias Jitendra Singh Tony was arrested from Mailani area in Lakhinmpur Kheri District on September 19. Another BKI suspect, Satnam Singh was arrested by the joint team of the ATS, Punjab and local Police from Sikanderpur area of the Lakhinmpur Kheri District on September 19. Sources said Police are close to busting a network of Sikh militants in the region, including from Shamli, Muzaffarnagar, Pilibhit, Shahjahanpur and Lakhimpur Kheri. UP ATS Inspector General (IG) Asim Arun said, “One of the terror suspects, Balwant Singh, who was arrested in Lucknow led us to Jitendra Singh Toni who is wanted for supplying arms during the armed jailbreak in November last year.”According to Police officers involved in the investigations, Baba Babwant Singh, a resident of Naushehra Pannuan in Punjab’s Tarn Taran District, was held on September 16 from Lucknow, while Jaswant Singh alias Kala, a resident of Sonewala village in Punjab’s Muktsar Sahib district and a close aide of former BKI chief Jagtar Singh Hawara, was arrested from Unnao District the same day. Both were also wanted in several cases of targeted killings. Their interrogation led to more arrests from the region.Sources added that Harjinder Singh Khalon, a Sikh leader from Pilibhit, and his aide Amandeep, who is from Udham Singh Nagar, were arrested from Lucknow based on inputs provided by Baba Balwant Singh. Punjab ATS IG Vijay Pratap Singh confirmed the involvement of Harjinder Singh, Amandeep and one Sandeep Tiwari, who was arrested from Sultanpur, in the armed attack on Nabha jail on November 27, 2016. “The arrested accuseds were involved in the armed offensive during the Nabha jailbreak. We are also trying to trace one of the key conspirators of the jailbreak, Gopi, who was last seen on September 10 in Shahjahanpur but managed to flee,” Singh said. Soon after the jailbreak last year, west UP had come under the radar of Punjab Police and was dubbed as a safe haven for suspects linked to the banned outfit. District Judge Poonam A Bamba sent Javed Ahmed Bhat from Kulgam and Kamran Yusuf from Pulwama to jail till October 17 after they were produced before the court during inchamber proceedings on the expiry of their Police custody. The Police is also on a lookout for three of his alleged accomplices, who are on the run. The Army officer, a resident of southwest Delhi’s Dwarka, had alleged that she was getting threat calls from two unknown numbers and obscene morphed photos of her from a Facebook profile called Ikta Sharma. She alleged that she was warned that the pictures and her personal information would be released on social media if she did not leak critical defence information. On the basis of the information gained through the Facebook profile and the records of the two numbers, Parvez Mohammed, who is in his early 30s, was arrested on September 13 by the local Police.Parvez purportedly admitted that he is an ISI agent and had been tasked with gathering confidential information about India’s strategic defence deployment from the colonel. The accused is also suspected to have already supplied some secret information pertaining to country’s security to the Pakistani agency, the officer said. During his interrogation, it emerged that he had visited Pakistan and had made SIM cards available to some Pakistani nationals. It was suspected that he is linked with the ISI, the Police said.

However, no casualties were reported in the exchange of fire that reportedly lasted for about 15 minutes. The Police arrested one of the underground cadres of the squad after a chase soon after the exchange of fire stopped. He was identified as Madivi Bheema alias Gowtham (19), of Narsampeta in Palvancha mandal, Police said. The Police subsequently seized two 8 mm rifles, a revolver and an air gun besides 54 live rounds of ammunition, 11 kit bags and six olive green dresses from the incident site. Bheema was allegedly involved, along with other members of the squad, in the last month’s murder of Rayala Bhaskar, a farmer of Narsampeta.

According to the Thane Police, which arrested him, a diary recovered from Kaskar’s house after his arrest on September 18 had details of several angadias and hawala operators believed to be working for Dawood. A Thane Police officer involved in the interrogation said, “Hawala racketeers across the country are under scanner and they may be called to the Thane Commissioner of Police’s (CP) office for questioning.” The police will be writing to the Enforcement Directorate to probe suspected hawala links and overseas transactions made by Kaskar and his co-accused. Cyber laboratory of ATS, which keeps a tab on all websites and URLs spreading radical propaganda, has blocked 450 such sites in the past oneandahalf years. A senior official from Maharashtra ATS said that Islamic State (ISIS)'s indoctrination is done by different people and there are multiple levels for it. "ISIS websites keep releasing extremist content and get in touch with youths who share its ideology. They use chat rooms and apps which are difficult to trace," said an official.The handlers look for weaknesses of the candidates and lure them accordingly. An official of the ATS gave an example of how they counselled a girl who was lured with photographs of men. "While changing handlers they claim that they are going to war zone. The second handler will show persecution of Muslims all over the world. Once the candidate is brainwashed, a third handler takes over who is specialised in South Asian countries. He speaks violence and clashes in India such as the Muzaffarnagar riots," an official said. The aim of the recruiters is to prepare candidates to attack locally, but they don't directly question them. "By the time the third handler radicalizes the recruit, he she asks of the expected task. They are asked to do Hijrath while saying Quran says Muslims should migrate wherever there is caliphate. The candidates are also supplied with books online to help them make improvised explosive devices (IED)," said an official.

The ‘chief’ of the Students' Islamic Movement of India (SIMI), Abu Faisal and Sarafat Ali, have been sentenced to three years imprisonment each by the Chief Judicial Magistrate (CJM) Court in Bhopal in Madhya Pradesh, in connection with the Khandwa jail break, reports The New Indian Express on September 27. A fine has also been imposed on both of them. The jailed duos have been named in the controversial Khandwa jail break of 2013. The SIMI is said to be involved in similar incident in 2016 where eight SIMI terrorists were killed in an encounter after escaping from the Bhopal Central Jail.
