Intelligence agencies have found out that at least five persons from Kerala's Malabar region have been killed while fighting for the Islamic State (IS) in Syria in the past four months, reports The Times of India on July 2. With this the number of Malayalis killed in the IS stronghold has risen to 10. According to report, information on the death of Sibi from Kanjikkode in Palakkad District reached his relatives two days ago. Further details of Sibi, who was working in Bahrain, is not immediately available. It is suspected that he had links with Yahya alias Esa, who left to join the IS in July 2016. Another person killed in Aleppo in Syria is Muhadis, hailing from Vandoor in Malappuram District. It is suspected that he was killed in the military operations in Aleppo in last February. Sources said that his brother Manaf, who was working in Bahrain, came to Malappuram one month ago to tell the family about the death of Muhadis. Another person hailing from Chalad in Kannur District is also suspected to be killed in Syria. Two more people, one from Vadakara in Kozhikode District and another from Kondotty in Malappuram District, are also believed to have been killed in Syria. All these people are branded as 'Bahrain group' in the Police circles. Sources said that the group which joined the IS in Syria, unlike the 21-member group in Afghanistan, were the frontline soldiers of the terror organization. "The Syrian group was engaged in actual fighting while the group in Afghanistan was helping the jihadis in various capacities. The members of the Afghan group got killed in the surprise attack by the US forces," they said. Earlier it was reported that, Hafisudeen, Murshid and Yahya from Padanna in Kasaragod district and Shajeer Mangalassery Abdulla have been killed in Nangarhar in Afghanistan in the last two months. Abu Thahir from Palakkad, who joined the Jabahat al-Nusra, an ally of the IS, was killed in Syria last month.

India on July 3, said the interview telecast by a Pakistani TV channel of Hizbul Mujahedeen (HM) ‘chief’ Syed Salahuddin on July 1, is further proof of Pakistan's role in cross-border terrorism, reports The Statesman. "The brazen admission by Syed Salahuddin of perpetrating terrorist attacks on India and having the capacity to carry out such attacks at any place and time in India is a further proof of Pakistan's continuing policy of cross-border terrorism," External Affairs Ministry spokesperson Gopal Baglay said. "His (Salahuddin) confession of assistance in such activities from Pakistan also affirms the complicity of Pakistan's state structure in using terrorist proxies as a matter of policy against the neighbours," Baglay said. He added, "The interview only highlights the unabashed manner in which terrorist organisations and leaders enjoy freedom of operations in Pakistan, including access to terror financing and procurement and supply of weapons for terrorism." In an interview to Geo TV, Salahuddin admitted to carrying out terrorist attacks in India and claimed that he could target the country "at any time". "Till now our focus was on Indian occupation forces. All the operations that we have done or are underway, we focus only on the installations of these occupational forces," Salahuddin said. Baglay said that it was "a matter of deep regret that senior Pakistan functionaries continue to justify and defend the activities of such internationally-designated terrorist entities and leaders who are responsible for killing thousands of innocent civilians over the past three decades". "Pakistan must give up its policy of cross-border terrorism, fulfil its obligations under international resolutions and stop all activities of terrorists from the territory under Pakistan's control," he added.

Israel believes there is no difference between Pakistan-based “Lashkar-e-Taiba”-LeT and the Hamas group operating in Israel and Palestine, senior officials said, adding that the Israeli government has unequivocally supported India on the issue of terrorism, The Hindu reports on July 4. “Killing civilians for any spurious ideological reason is terrorism,” said Mark Sofer, Deputy Director General of the Israeli Foreign Ministry’s Asia-Pacific department. He added, “As opposed to a number of other countries in the world, Israel has never hidden the fact that it supports India hook, line, sinker on the subject of terrorism. The horrors coming out of Pakistan, from the Lashkar-e-Taiba are known, and we support India’s right to defend itself against terrorism just as Israel has the same right.”

India and Israel decided to elevate their relationship to a ‘strategic partnership’, after negotiations and last-minute changes in the joint statement on July 5, reports The Times of India. “India and Israel live in complex geographies. We are aware of strategic threats to regional peace and stability. India has India, Israel forge ‘strategic partnership’, send strong message on terror suffered first-hand the violence and hatred spread by terror. So has Israel. Prime Minister Netanyahu and I agreed to do much more together to protect our strategic interests and also cooperate to combat growing radicalisation and terrorism, including in cyber space,” Prime Minister Narendra Modi said in his remarks after the talks. The two leaders, Israeli Prime Minister (PM) Benjamin Netanyahu and Narendra Modi chose the hotel, where 91 people were killed in a bomb attack in 1946, to flag terrorism in their short statements. Stating that the two countries need to cooperate in the field of counter-terrorism, Netanyahu described 26/11 [Mumbai] as a “horrible terrorist attack”. He said the two countries are being challenged by “forces of terror” and have agreed to cooperate in countering terrorism. “We also recognise that we are being challenged. We are being challenged by the forces of terror, the forces of terror that seeks to undermine our world, our countries, the peace and stability of our common civilisation, and we have agreed to cooperate in this area as well… This is an expression of our commitment… ours is a partnership to seek good, defend the good, achieve the good. This is indeed a good day,” said the Israeli PM, after three hours of talks and a working lunch. He added that this was a “deeply moving moment for me, both in personal, but also in national and international terms”. While the joint statement made a categorical reference to terrorism, it did not mention the phrase “cross-border terrorism”. “Recognising that terrorism poses a grave threat to global peace and stability, the two Prime Ministers reiterated their strong commitment to combat it in all its forms and manifestations. They stressed that there can be no justification for acts of terror on any grounds whatsoever. The leaders asserted that strong measures should be taken against terrorists, terror organisations, their networks and all those who encourage, support and finance terrorism, or provide sanctuary to terrorists and terror groups. They also underscored the need to ensure that terrorist organisations do not get access to any WMD or technologies. Both leaders also committed to cooperate for the early adoption of the Comprehensive Convention on International Terrorism (CCIT),” it said.

The Central Government will provide funds to Kerala to enhance its coastal security and keep a vigil on Pakistan-sponsored terror modules, Union Minister of State for Home Affairs Hansraj Gangaram Ahir said on July 5, reports India Today. Pointing out that Pakistan-sponsored terror modules could be expected to create problems in any part of the country, he said Police must be vigilant against such activities. Talking to reporters in Thiruvananthapuram in Kerala after reviewing the country’s internal security in a meeting with the State Government officials, Ahir said the Centre would provide funds to Kerala for enhancing the coastal security. The Union Minister said the funds would be made available from the Police modernisation fund meant for purchasing more vehicles and patrol boats. Lauding Kerala for having a good policing system, he said its community policing was helpful to arrest radicalisation of the youth. "So far only 22 youths from the state were reported to have joined the Islamic State outfit," Ahir said. He also said the fake currency note menace has come down considerably in the last one year.

An Indian-origin man, identified as Shivam Patel (27) who had voiced support for Islamic State (IS) and had searched online for ways to join the terror group, has been arrested for making false claims on his application to join the US military, news18.com. Shivam, who had converted to Islam several years ago, was charged for not disclosing on his application to join the Army that he had travelled to China or Jordan. He claimed he had not gone anywhere outside the US in the past seven years, except for a family trip to India in 2011-12. The charge carries a maximum sentence of five years in prison. According to the affidavit, Patel, of Norfolk, had travelled to China in July 2016 to teach English. While there, he had expressed displeasure to his father about how that country treated Muslims, it said. Patel was sent back to the US by his employer but he travelled to Jordan instead where he was arrested and eventually deported. His parents spoke with the FBI about their son after learning he was in Jordanian custody and said he had become "obsessed with Islam." Speaking to an undercover agent, Patel expressed desire to do something "bigger, better and more purposeful," like dying for Allah, the report added. He told the agent about his desire to see a holy war between Muslims and non-Muslims. "He sang an Islamic State fight song to the source and recalled making a replica of the group's flag, which he wanted to replace his neighbour's American flag with," the report said. "He wanted to blend into society and do something 'glorious'," FBI Special Agent Thomas Pembroke wrote in an affidavit unsealed Thursday in US District Court

An Indian man in America has pleaded guilty to supporting terrorism by providing material support to a "key leader" of al Qaeda for "violent jihad" against US soldiers and a judge, authorities said on July 10, reports Business Standard. Yahya Farooq Mohammad, 39, an Indian national who married an American citizen in 2008, faces over 27 years in prison and deportation if convicted, the Department of Justice said."The defendant conspired to provide and did provide material support to Anwar Al-Awlaki in response to his calls to support violent jihad," said Acting Assistant Attorney General Dana J Boente. Mohammad was an engineering student at Ohio State University between 2002 and 2004. He and three other defendants, his brother Ibrahim Mohammad, and two US citizens -- Asif Ahmed Salim and Sultane Room Salim -- both brothers, were indicted by a federal grand jury in September 2015. The case against the remaining three defendants, who have pleaded not guilty, is pending. "Mohammad conspired to attack US service members abroad as well as a judge in Toledo. He threatened the hallmarks of our democracy. He is a dangerous criminal who deserves a long prison sentence," acting US Attorney David Sierleja said. "Conspiring to have a judge killed is not the way to avoid being prosecuted - now Mohammad will be held accountable for additional serious federal charges," said Special Agent in Charge Anthony. Federal prosecutors alleged that Mohammad admitted to conspiring with his co-defendants to travel to Yemen to provide thousands of dollars, equipment and other assistance to Anwar Al-Awlaki, in an effort to support violent jihad against US military personnel in Iraq, Afghanistan and throughout the world. Al-Awlaki was later designated as a global terrorist in 2010 and identified as a "key leader" of al-Qaeda in the Arabian Peninsula, according to court documents. According to court papers, on July 22 in 2009, Mohammad travelled with two associates to Yemen to meet Awlaki and deliver USD 22,000 that they had raised. Although they were unable to meet Awlaki in person, Mohammad and his associates did ensure that Awlaki received the money through a courier. In addition to pleading guilty to conspiring to provide and conceal material support to terrorists, Mohammad also admitted to soliciting an undercover FBI employee (UCE), posing as a "hitman", to kidnap and murder US District Judge Jack Zouhary.

Following the release of Mosul from Islamic State (IS) by the Iraqi forces, External Affairs Minister Sushma Swaraj, on July 10, assured Punjab Chief Minister Amarinder Singh that her ministry was making all-out efforts to trace and facilitate the return of the 39 Indians, mostly from Punjab, who had been held hostage in Mosul since 2014. In his telephonic conversation with the minister, the chief minister said the families of the hostages were keenly awaiting the return of their kin following Iraq’s victory over IS in Mosul and needed the central government’s support in bringing back their family members. Assuring of all possible efforts by her ministry to bring back the Indians, who were construction workers taken into custody in 2014, Swaraj said Gen V K Singh had been sent to Iraq to coordinate with the Iraqi government to facilitate the return of the Indians stuck there. She said she had also directed the Indian embassy to extend all help to the stranded Indians. Air Indian officials at the airports had also been instructed to facilitate their return, said Swaraj, adding that her ministry had activated all available sources to trace the missing Indians, who were last heard of hiding in a church in Mosul.

India was relying heavily on its contacts from Turkey and Palestine in Mosul (Iraq), besides other neighbouring countries to locate 39 Indian construction workers abducted by Islamic State (IS) militants in Mosul in 2014, reports Hindustan Times on July 13. Indian officials responded that “It’s difficult, but don’t forget that we have always been led by hope”, when asked about the India’s chances of locating Indian construction workers. Nevertheless, the Ministry External Affairs (MEA) said that until there is any information to the contrary, it will continue to work under the assumption that the captives are still alive. Getting credible information on the labourers has been a daunting task, said an official familiar with the developments. “The first task was to find local contacts, and that became all the more difficult once the Islamic State took over Mosul completely,” he added. External Affairs Minister Sushma Swaraj discussed the matter with her Turkish counterpart, Mevlut Cavusoglu, on two occasions after the kidnapping. Prime Minister Narendra Modi also brought it up during interactions with Palestine president Mahmoud Abbas and Turkish premier Tayyip Erdogan.

The government has approved a full-fledged intelligence wing in Sashastra Seema Bal (SSB), which guards the Indo-Nepal and Indo-Bhutan borders, The Times of India reports on July 14. The move, officials said, would give a boost to operational efficiency of SSB as there would be 650 dedicated posts for intelligence gathering at these borders. SSB guards these two borders where there are no restrictions on the movement of people on either side.Officials said that there was a need for SSB's own intelligence wing as the whole border area comprised of densely populated foot hills and plains, thick jungles, under-developed regions and inhospitable terrains and the border population on both sides has strong regional, cultural and economic ties. "There is trans-border movement of criminals and anti-national elements which pose a major challenge on the border in the context of the visa-free regime. Most of the stretches of the border are infested with ISI acitivists, Indian insurgent groups (IIGs), left-wing extremism (LWE), fundamentalists, smugglers of arms/ammunition, narcotics, Indian fake currency and human traffickers. In addition to that, various other anti-India forces with the help of inimical groups are also trying to foment trouble on Indian side," said SSB PRO, Manoj Keshav.

A suspected Lashkar-e-Taiba (LeT) operative, identified as Salim Mohammad Khan alias Abu Amaar believed to be involved in an attack on a CRPF camp in Uttar Pradesh in 2008, was arrested by Maharashtra Anti-Terrorism Squad (ATS) from the international airport in Mumbai on July 17, after he was deported from the United Arab Emirates (UAE), reports Mumbai Mirror. Counter-terrorism officials said Khan, who was trained in the Pakistan-occupied Kashmir (PoK), was the “mastermind” of the fidayeen (suicide) attack on a CRPF Group Centre in Rampur that left eight soldiers dead and wounded five.Khan is accused of sourcing AK-47s used in the attack from Kashmir and storing them in his house in Fatehpur. Sources said Khan was “pushed back” after authorities in UAE learnt about his illegal activities raising funds for terrorists and communicating with them in their country. They, in turn, alerted his presence to the Indian government. This led to his deportation following a few rounds of diplomatic exchanges. Security officials said Khan was an “indigenous” Lashkar cadre who received direct training at Muzaffarabad in PoK and intellectual inputs from senior LeT leaders based out of Pakistan. He worked in “close co-ordination” with one Rafique and Kausar, both arrested previously in the Rampur case.

At least 12 to 15 Indians recently fought alongside the Islamic State (IS) against Iraqi Security Forces (SFs), Iraqi envoy to India Fakhri H. Al Issa said on July 19 on the occasion of the commemoration of the victory of the Iraqi forces against the IS in the city of Mosul, reports The Hindu. Some of the Indians who fought in Iraq might have returned home. “We know that at least 12 to 15 Indians were among the large number of foreign fighters who fought against our security forces during the ongoing operations in Iraq. Foreign fighters came from different parts of the world, including China, Japan, North and East Africa to fight in Iraq. We do not know what really happened subsequently to the Indians, but our information is that that (sic) is the total number of Indians in IS,” said Al Issa at the Embassy of Iraq in New Delhi. Foreign fighters often were killed and many managed to escape. “We feel that some of the Indian fighters might have escaped and returned home in the way many foreign fighters returned home in Europe,” he said.Al Issa noted that India had offered humanitarian and military support in the campaign to free Mosul but the Iraqi Government was taking time to consider the offer. He, however, added that Iraq needed military support and urged India to collaborate with Iraq to defeat the Islamic State. “Victory of Iraq in Mosul is a victory for India. A stable and strong Iraq will mean stable and strong India,” he said. India had offered also medical support and training to Iraqi SFs and the issues were under discussion. “This must have featured in talks when Minister of State for External Affairs M. J. Akbar visited our country recently,” he said. Al-Issa said that despite the military victory of the Iraqi forces in Mosul, pockets of resistance still remain to be conquered and indicated that Iraq has no concrete idea about what happened to the 39 Indians who were kidnapped by the IS in Mosul in 2014. We really have no information about what really happened to them. The border between Iraq and Syria was open for long and it is possible that the captives might have been transferred to IS controlled areas in Syria,” he said, explaining that India should also consider conducting forensic tests of the mass graves that have been discovered in different parts of Iraq where the IS had dumped bodies of their victims.

The prosecution also charged him with the offense of influencing others to join the Islamic State (ISIS) ideology and spread terror. The draft charges read, "Between August 2, 2011 to October 18, 2014, Anees had created a fake account on a social networking site and initiated chatting with people. Special Operation Group (SOG) of Ahmadabad Police on July 21 registered an offence against unidentified persons for depositing, during the past three months, a total of 4,426 Fake Indian Currency Note (FICN) in 10 different private and nationalized banks, reports The Times of India. SOG officials said the fake notes deposited include post-demonetization currency in the denominations of INR 500 and 2000 and pre-demonetization notes in the denominations of INR 500, 1000, 100, 50, 20 and 10. "Every three months, on the complaint of banks, we register such offences in which fake notes were deposited in banks," said Assistant Commissioner of Police (SOG), BC Solanki. However, what is significant is that though the time limit for depositing demonetizing currency in banks expired in March 2017, it is allowed only for those who were abroad during that period. However, the old notes could be deposited only in branches of Reserve Bank of India (RBI). It is noteworthy that though such cases are being registered every three months with the SOG, not a single case has been cracked.

The data, analysed by US state department for the study of terrorism and responses to terrorism, reveals India is third after Iraq and Afghanistan in terms of terror attacks, The Times of India reports on July 23. Out of 11,072 terror attacks in 2016 worldwide, India bore the brunt of 927, 16 per cent more than 2015 (798). The number of deaths in India also rose 17 per cent from 289 in 2015 to 337 last year while the number of injured increased from 500 in 2015 to 636 last year. US analysis has labeled Naxals the third most deadly terror organisation in the world after IS and Taliban, even ahead of Boko Haram. The CPI (Maoist) was behind 336 terror attacks last year in which 174 people were killed and 141 were injured. More than half of the terror attacks in India in 2016 took place in four states - Jammu & Kashmir (J&K), Chhattisgarh, Manipur and Jharkhand. The geographical areas show that left-wing extremism led by Maoists also contributed to terror incidents in parts of east India. Jammu & Kashmir saw a surge of 93 per cent in terror attacks last year, the data says. The Indian home ministry's annual report 2016-17, however, reports a 54.81 per cent increase in terror incidents in the state. The US report said that "nearly two third of terror attacks in India were carried by Naxals" US says that compared to other countries that experienced most terror attacks in 2016, the diversity of perpetrator groups was much greater in India, with 52 active groups. There were 45 terror groups listed by US in its 2015 report. The US has identified 334 groups and organisations behind terror attacks in 2016 worldwide, while there were 288 such groups active in 2015. It says that number of total attacks worldwide in 2016 reduced by 9 per cent (11,072) against 12,121 in 2015 and total deaths worldwide also reduced by 13 per cent in 2016 (25,621) as compared to 2015 (29,424). "This was largely due to fewer attacks and deaths in Afghanistan, Syria, Nigeria, Pakistan and Yemen," it said. Around 55 per cent of all attacks took place in Iraq, Afghanistan, India, Pakistan and the Philippines out of 104 affected countries, while 75 per cent of all deaths due to terror attacks occurred in Iraq, Afghanistan, Syria, Nigeria and Pakistan.

When asked about Razzak's contacts in Pakistan, Nagori says, "He has relatives in Pakistan." Nagori adds, "Abdul Razzaq used to say he could do this on his own. He was in SIMI, he was with Misbah ul Islam Calcuttawala. Abdul Razzaq, he said he could do it on his own. He was SIMI incharge of Indore." In the video, Nagori admits he wanted to procure an imported Mauser gun. For this, Nagori says, he contacted Lashkar-e-Toiba (LeT) operative Nasir and told him he needed it "to punish those culprits for a project". He adds, "When Nasir told us Mauser and AK47 can be procured, we decided that when we need to target someone and take no risk, we can use the 47. But we wanted to target individuals, and not the masses."Nagori says the LeT operative may have given arms to other SIMI members. "Nasir may have had other contacts. He may have delivered to others. Had he given it to any SIMI members connected to me, I would know. But because I don't know, I can't say. He may have given it to some other group or he may have given it to another group of SIMI. SIMI has two groups. He could have given it to them. The other group has Imran Ansari and Abdul Razzak. If he has given it to SIMI in Indore, then it must be the second group. He said he will bring it to us but he got arrested." Adding that he met Nasir in 2007 October, Nagori says he was unhappy with his arrest and encounter as he knew him since he was a young boy. "I met him for the first time in his house in Hyderabad. We knew he had gone to Pakistan for training. Nasir came to meet me and told me himself he has gone to Pakistan. Before that we thought he had gone for umrah. His sister stays in Jeddah and we thought he is with her."

Posing as senior defence and district administration officers, people in Pakistani intelligence agencies are contacting Indian officials to gather information on troop deployment along the Indo-Pak border, the Rajya Sabha (Upper House of Indian Parliament) was informed on July 26 by Minister of state for home Kiren Rijiju, reports Hindustan Times. Rijiju said spillover frequency of Pakistani mobile network into India has been observed in few locations along the Indo-Pak border areas in Barmer, Jaisalmer and Sriganganagar Districts of Rajasthan.“Pakistani Intelligence agencies used to call up officials of post offices, railways, state revenue (patwaris), schools, security personnel and public representatives (Sarpanch), etc, by impersonating themselves as senior defence and other district administration officers to collect information of their interest,” he said in a written reply. He said the agencies of the neighbouring country, including the ISI, continue their efforts to gather intelligence regarding deployment and movement of armed forces along the Indo-Pak border in the states of Rajasthan, Punjab and Gujarat. The minister said officials having access to sensitive information are regularly sensitised not to inadvertently pass them on to anyone without verifying their identity. “Moreover, the matter of spillover signals across the border has been taken up by the government at bilateral and multilateral forums,” he said.

The enforcement directorate (ED) has been successful in getting a Pakistani-origin terrorist, Mohammad Koya, convicted by a city court in Karnataka under the Prevention of Money Laundering Act (PMLA), reports The Times of India. A sessions judge in Karnataka on July 26 convicted the accused Koya under PMLA and sentenced him to seven years' rigorous imprisonment and a fine of INR 10,000. The court has also upheld the confiscation of INR 90,470 recovered from him. The case dates back to 2006 when two persons were arrested by a police patrol team in Mysore based on an intelligence input that certain terrorists from Pakistan were planning terror acts in the city. The police team had detained two persons who were driving a two-wheeler. On being questioned, the pillion rider jumped, took out a rifle from the bag on his lap and fired at the police squad. The accused, who had allegedly rented an accommodation in Mysore, were active members of the banned Al-Badr terrorist outfit and had come to India without any valid travel documents. An AK-47 rifle, pistol, live bullets, mobile and satellite phones were recovered from them. Based on the police chargesheet in the case, the ED registered a case under PMLA and the cash recovered from them was attached. A prosecution complaint was filed in the principal city civil and sessions court under PMLA. "The court has finally convicted the accused under PMLA and has confiscated the attached amount," the ED said in a press note.

The mastermind of an interstate Fake Indian Currency Note (FICN) distribution syndicate was arrested at Rajouri Garden on July 27, reports The Times of India. Mohammad Hussain (42) used to scan, print and then circulate fake notes of INR 2,000 denomination. The Police said he had distributed fake notes at a high price to over a dozen businessmen in NCR over the past few months. Following a tip-off that Hussain would come to a mall to give FICN to a businessman, a team was formed under ACP (operations) Jagjit Sangwan, said Vijay Kumar, Deputy Commissioner of Police (west). Counterfeit notes with a face value of INR 40,000 were seized from him. Hussain told the Police that he used to work as an auto driver before Nadeem, a drug smuggler, lured him into the crime world. But Hussain soon got caught. After coming out on bail, he contacted Nadeem again and they started the fake note racket.

India on July 28, condemned the "double standards" in dealing with terrorists and warned against the emerging "apocalyptic" threats in UN, reports indiatvnews.com. "Terrorism is an international threat that should not be allowed to serve national strategy," India's Permanent Representative Syed Akbaruddin said on during a General Assembly debate on the report of Secretary-General Antonio Guterres on Global Counter-Terrorism Strategy. He added, "We must resist the temptation of buying individual peace for ourselves by striking deals that divert terrorists elsewhere," he said without naming any country. "We need to intensify our efforts in persuading States to refrain from using terrorism as a card in the games that nations play." Calling for a introspection by the members of the UN, he said: "There are important issues today before the international community that beg answers: Where do potential terrorists go for training? How does their financing work? Do we know the answers and yet choose to look away? "The dangers of discriminating among terrorists -- good or bad or yours and mine -- are well known." The other aspect of the double standards in dealing with terrorism was geographic, he said. "Our reaction to terrorism in some geographies is different from others. We are currently witnessing the impact of the Middle East on Europe," he said. "In South Asia, we are witnessing the international community's efforts of combating terrorism being affected by a fatigue of a long-drawn war in Afghanistan," he added. He urged all nations to adopt the Comprehensive Convention on International Terrorism-CCIT, which has been under futile negotiation for 21 years.

Detection and reportage of suspicious transactions, Fake Indian Currency Note (FICN) and cross-border fund transfers in the country's economic channels doubled in the last fiscal year, leading to unearthing of over INR 560 crore black money, according to Financial Intelligence Unit (FIU), firstpost.com reports on July 31. The report said the financial year 2015-16 saw a "record increase" in the detection of such instances. All banks and financial intermediaries apprise the FIU of the detections as part of their obligation to comply with the country's anti-money laundering and counter-terror financing measures. "The year 2015-16 ... saw a record increase in the number of reports received, processed and disseminated by the FIU," the report stated. The number of cash transaction reports (CTRs) doubled from INR 80,00,000 in 2014-15 to over INR 1.6 crore in 2015-16 and that of suspicious transaction reports (STRs) rose from 58,646 to 1,05,973 during the period, it said. "A similar growth was registered in counterfeit currency reports (CCRs) -- over 16 percent, NTRs -- nearly 25 percent, while there was an 850 percent growth in the number of cross border wire transfer reports (CBWTRs) during the period," the report said. The central agency, tasked with analysing suspicious transactions in Indian banking and other financial channels, also issued a "record number" of 21 sanctions against the violating entities (banks and others) under sections of the Prevention of Money Laundering Act (PMLA).The report attributed the increase in the number of detection and their reportage to the FUIs "proactive outreach" to stakeholders to ensure that they increasingly detect such instances. However, a senior finance ministry official said it was due to the "increasing penetration" of technology and awareness against suspect fund movements at a time when the fight against black money is actively being pursued in the country and the world.

On July 31, Indian Minister for External Affairs Sushma Swaraj said India's geopolitical overtures had resulted in better relations with all neighbouring countries, with one glaring exception, reports The Times of India. "Our 'Neighbourhood First' policy has yielded results with all countries in the region, barring one," Swaraj said. To be sure, Swaraj may also be pointing to China, with which India has been engaged in a tense stand-off at Doklam, as well as the more recent transgression by the People's Liberation Army in Uttarakhand's Barahoti. But the frequent ceasefire violations by Pakistan and its unwillingness to cooperate in the Kulbhushan Jadhav case make it a more likely candidate for the foreign minister's verbal salvo. In another oblique attack, Swaraj panned Pakistan for its policy of sponsoring terror outfits and their attempts to infiltrate the LoC into India. She said India's efforts to combat terrorism had gained global recognition and it will continue working together with the US to neutralise this menace. "High priority being attached by both sides to countering terrorism. Both our countries have been direct victims of this scourge. In India, we have been facing cross-border terrorism for many years. This is now recognized as a larger regional - even global - challenge," she said.
