Ten posters and five painted messages highlighting Islamic State (IS) were found in Solan town of Himachal Pradesh on February 1, reports tribuneindia.com. Police interrogated about 20 persons suspected to be involved in the case. Their handwriting samples were also taken and will be compared with the writing on the posters. It was interesting to note that spray paint had been used while writing the IS on various buildings of the Subathu cantonment board while no private building had been targeted. The Police were trying to collect clues about the sale of black paint from three hardware shops in Subathu as well as 4-5 such shops at Dharampur. Since xeroxed copies of handwritten posters had been put up in the town, the Police were also making inquiries from such shops.

India has been asked to send the name of its nominee for inclusion in a global team to assist a United Nations (UN) committee which decides on banning terror outfits and their leaders, NDTV reports on February 5. Following the request, the ministries of Home Affairs and Finance have been asked to recommend names of suitable individuals who can be part of the key team, official sources said today. The presence of the country's nominee on the panel may facilitate the government's efforts to get Masood Azhar, head of Jaish-e-Mohammed (JeM), banned, they said. India's effort to get Azhar listed in the UN's sanctions list of organisations and individuals linked to Al-Qaida and IS (Islamic State) has been repeatedly blocked by China. The nominations have been sought from qualified individuals to serve on the 'Analytical Support and Sanctions Monitoring Team' in support of the important '1267/1989/2253 ISIL (Da'esh) and Al-Qaida Sanctions Committee'.

The Gujarat Anti-Terrorist Squad (ATS) on February 5, arrested a person suspected to be involved in a conspiracy to spread terror in the state to avenge attacks on Muslims during the 2002 post-Godhra riots, reports india.com. Based on a specific tip off, a team of the squad officials arrested Javed Chauhan (38) from a village in Chhota Udepur District, an ATS release said. Chauhan, accused of supplying arms to spread terror, was on the run for the last 14 years after he was named as one of the accused in that case, registered by City Crime Branch in November 2003, it said. According to ATS officials, he was part of a larger conspiracy of spreading terror in the state to avenge the killing of Muslims during the 2002 post-Godhra riots.Chauhan, a native of Kasba village of Chhota Udepur District, is accused of acquiring arms and ammunitions from the neighboring Madhya Pradesh based dealers and supplying them to other perpetrators involved in the crime, said the release. “Chauhan used his connections to acquire arms and ammunitions from MP-based dealers and then supplied these arms to other accused. He was on the run for almost 14 years, during which, he was into bootlegging and other petty crimes,” an official said.In 2003, the city crime branch had registered a case under Prevention of Terrorist Activities (POTA) Act against the perpetrators and subsequently arrested around 60 accused while around 35 are still at large, the official said. Since the case was handled by the crime branch, Chauhan will be handed over to them for further probe, the release said.

At the behest of Pakistan, China has, once again, put a “technical hold” on a proposal at the United Nations (UN) to designate Masood Azhar, 'chief' of the Jaish-e-Mohammed (JeM), as a global terrorist, Financial Express reports on February 8. The proposal was moved by three permanent members of the UN Security Council (UNSC), US, UK and France, on January 19, 2017. Unlike 2016, what is different this time is that, while India was one of the co-sponsors of the resolution last time, this year, the US, the UK and France took the lead. “Last time, China had blocked the proposal citing it as a matter between India-Pakistan…so, this time, it was decided that others should take the lead. But Beijing has once again put it on hold,” a source told.

The National Investigation Agency (NIA) has begun probing the angle of sabotage in the Indore-Patna Express derailment in Pukhrayan area of Kanpur Dehat district, which had claimed 147 lives on November 20, 2016, Indian Express reports on February 8. On January 27, NIA’s Lucknow unit had lodged a case against unidentified persons on charges including culpable homicide not amounting to murder. It had done so after Moti Paswan who was arrested last month for allegedly attempting to blow up railway tracks in Bihar’s East Champaran District, claimed to have planted a cooker bomb on the tracks at Pukhrayan with the help of his associates, causing the derailment.NIA has also invoked the Railways Act and Unlawful Activities (Prevention) Act-UAPA in the case. A team of officials is presently camping in Pukhrayan for the investigation. “Apart from the Pukhrayan train derailment case, we have also registered a case in East Champaran district. Investigation is ongoing in both cases,” said Alok Mittal, IG, NIA. Sources said the agency had registered two cases as they suspected that the derailment was a “terror act”.

The suspected Islamic State (IS) Chennai module, which had a Telangana native in its ranks, received funds from unknown sources in Syria at the behest of the banned outfit, The Times of India reports on February 8. National Investigation Agency (NIA) had registered a case in the last week of January against nine members of the module on the charge of working for Islamic State. Of the nine-member module, only one person actually joined the terrorist outfit, while the rest failed to reach Syria, NIA officials said. The IS sympathisers had reportedly organised several meetings and even chalked out plans to reach the terror hinterland to work in the so-called caliphate. "Based on information available with us, only one person from Chennai reached Syria. Prima facie, we have information that the module got funding from abroad and they were at an advanced stage of executing their plans to reach Syria," the NIA officials told. They were still in the process of identifying the place where they undertook training in Tamil Nadu. The IS module member from the state is suspected to be from Karimnagar in North Telangana and the state Police was unwilling to disclose his identify. Though he hails from Telangana, he had been working in Chennai. It is through social media the nine came to know each other.

Indian Foreign Secretary S Jaishankar on February 8 (today) said that nuclear terrorism is an international threat that should not serve national strategy, reports Asian Age. "The power of the atom is wondrous and it has benefited mankind in various ways. The scientific community has also played a vital role in harnessing the nuclear energy but the negative consequences of atomic power cannot be ignored. World has witnessed immense destructive power of the atom," Jaishankar said."Nuclear security will be a continuing concern especially as terrorist groups and non state actors strike deeper roots and explore different avenues to spread terror," he added. Jaishankar further said that comprehensive convention on international terrorism was proposed by India in 1996 which should be adopted soon. "Dangers of discriminating among terrorists, good or bad, and even yours and mine, are increasingly recognised," Jaishankar said.

Cyberabad Police on February 9 seized Fake Indian Currency Note (FICN) in denomination of INR 2000 with the face value of INR 34, 86,000 and arrested four persons including two students in connection with their manufacture and circulation, reports outlookindia.com. Police arrested Vijay Sharma and M Ali Khan who are businessmen, and Wajeehuddin Khan and Abdul Samad, both college students.According to a senior Police officer, Sharma and Ali conspired to make fake currency notes of INR 2000 to get rid of debts which they had borrowed from various persons. "They purchased a colour printer cum scanner and a photocopy machine and started making fake currency," said DCP (Shamshabad Zone) P V Padmaja Reddy. Sharma and Ali had planned to circulate the fake currency through students only thinking that nobody will suspect them. "However, both the students were caught by an alert canteen incharge at their college when they purchased food items and gave fake note of Rs 2000. The canteen incharge at their college in turn informed the police," the DCP added. Further probe is on

India hit out at China on February 9 for its remarks that there was no consensus over the US' proposal to ban Jaish-e-Mohammed (JeM) 'chief' Masood Azhar at the UN, saying if there is a change in the Chinese position, there will be a consensus as well, reports dnaindia.com. External Affairs Ministry Spokesperson Vikas Swarup also said the matter has been taken up with the Chinese Ambassador in Delhi and a similar demarche is being made in Beijing.Observing that the proposal was not moved by India but by three permanent members of the UN Security Council the US, the UK and France, External Affairs Ministry Spokesperson Vikas Swarup described it as a "classic counter-terrorism proposal" and hoped that China will also come around to accept this view. "It is our understanding that this was a classic counter- terrorism proposal meant to proscribe a dreaded terrorist leader Masood Azhar whose organisation the JeM has already been proscribed by the UN 1267 Committee."We don't view this as a bilateral matter between India and Pakistan but as an issue of global counter terrorism. We hope that eventually China will also come around to accepting this view. Obviously, if there is a change in the Chinese position, there will be consensus also," he said. "We put out technical hold after we had several rounds of consultations with India. We hope relevant parties have enough time to consult with each other to make sure that the decision made by the Committee will be based on consensus representing the broad international community," he added.

The National Investigation Agency (NIA) on February 9, formally charged an employee of TV evangelist Zakir Naik’s now banned outfit Islamic Research Foundation (IRF) for radicalising a Kerala boy to join the Islamic State (IS), reports Hindustan Times. Arshi Qureshi was a guest relations manager at the IRF when he came on the radar of Mumbai Police for indoctrinating Ashfak Majeed who used to visit him quite often. Majeed’s father approached the Mumbai Police after his son went missing in August 2016.The case was later transferred to the NIA given its international ramifications. “The case relates to the indoctrination of… Ashfak Majeed, and his associates, into extreme Jihadi ideology by a group of like-minded youths from Kasaragod district of Kerala and some members of the Islamic Research Foundation, Mumbai, who motivated and radicalised Ashfak and his associates to join the IS,” the NIA said in a statement. The NIA charged that Qureshi used to give lectures on violent Jihad to the missing youth. He also financed the travel and stay of some of the missing youths. “Investigation by the NIA has established that the arrested accused Arshi Qureshi was involved in unlawful activities and in spreading hatred against India and was furthering the activities of the IS,” it added.Besides Qureshi, the NIA also charged a Kerala man, Abdul Rashid Abdulla, the alleged ringleader of 21 men and women from the state who joined the IS in Afghanistan’s Nangarhar province, in the case. They then supply these notes to prospective buyers in different States, particularly within different districts of UP and the NCR.During questioning, the duo revealed that their eastern UP-based sources procured the notes from Nepal, with the source being Pakistan, and that the supply and circulation of FICN has significantly increased over the last two to three months, Yadav said. “Due to the circulation of high-value new currency notes in India, the general public normally doesn't verify the genuineness of currency notes of Rs. 100. The recovered currency notes are apparently so fine that in day-to-day dealing, it is difficult to identify them as FICN,” said Yadav.
