External Affairs Minister Sushma Swaraj on January 1 said two Indian nationals were killed in the terrorist attack that took place in Istanbul in Turkey earlier in the day, reports The Times of India. The victims were identified as Abis Rizvi, son of former Rajya Sabha MP (Member of Parliament) and Khushi Shah from Gujarat. "I have a bad news from Turkey. We have lost two Indian nationals in the Istanbul attack. Indian Ambassador is on way to Istanbul," Sushma Swaraj tweeted. Swaraj also spoke to families of both Rizvi and Shah and conveyed her condolences. The External Affairs Ministry has also arranged for visas for the family members of the two victims who're leaving for Istanbul.As many as 39 people were killed, and dozens wounded earlier on January 1, when a gunman stormed a popular Istanbul nightclub and sprayed bullets at revellers celebrating the New Year.

The official website of the country’s elite Security Force (SF), National Security Guards (NSG), was hacked early January 1 morning apparently by some Pakistan-affiliated operatives who defaced it by posting some objectionable messages against Prime Minister (PM) Narendra Modi, reports Deccan Chronicle. The hackers also posted some anti-India content on the anti-terror agency’s official site.Initial investigations by multiple security and intelligence agencies have revealed that the website was defaced by hackers being supported by Pakistani agencies. As soon as the hacking was noticed early Sunday (January 1) morning, the NSG’s URL, www.nsg.gov.in, was blocked from the Delhi-based headquarters. The hackers, who identified themselves as “Alone Injector”, had posted abusive comments on the site’s home page. “Though initial investigations have revealed involvement of some Pak-supported groups, we have launched a major probe to get more details and ascertain the exact identity of the hackers. We have also taken adequate security measures to secure the websites and data of other security and defence agencies,” a senior intelligence official said.

A top operative of the Bangladesh-based terrorist outfit Jama’atul Mujahideen Bangladesh (JMB), Mohammad Mosiuddin alias Musa has revealed that Islamic State (IS) is planning to carry out terror attacks in the eastern part of the country, Zee News reports on January 3. Mosiuddin claimed that the IS want to establish an Islamic caliphate in India.The Security Forces and the intelligence agencies are now verifying the possibility of an IS attack from the east following the interrogation of Musa. During his interrogation, Musa has made revelations that terror groups now aim at targeting foreigners at Kolkata's Mother House and lone wolf attacks on foreign tourists in Srinagar (Jammu and Kashmir).The group aims to replicate in South Asia what the IS has done in the middle-east, sources said. Mosiuddin is believed to be closely linked to the mastermind of the Dhaka Bakery terror attack and this lends credibility to reports about the possibility of IS opening a new front in the East. The JMB further plans to publicise the activities of the IS in India and recruit for the group.Another aim of the group is to help spread Salafist Islam in states like Bihar and West Bengal.

Mohammad Faheem Ansari, Lashkar-e-Taiba (LeT) operative, is being tried for his role in the 2007 attack on CRPF camp in Rampur, (Uttar Pradesh) visited Pakistan and obtained a passport there on fake papers, Manpreet Singh Vohra, the then Deputy High Commissioner at Indian High Commission in Pakistan, told the court of additional district and sessions judge, The Times of India reports on January 3. Vohra, who is now Ambassador to Afghanistan, said he obtained this information with officials in Pakistan at that time. Public Prosecutor Dalwinder Singh told the court that Pakistan’s Inter-Services Intelligence (ISI) had helped Ansari get the passport.Additional District Government Counsel Dalwinder Singh said, “Manpreet Singh Vohra had carried out the investigation into a Pakistani passport recovered from Faheem Ansari at the time of his arrest by the anti-terrorism squad (ATS) and the sleuths of the special task force on February 10, 2008. At that time, Vohra was the deputy high commissioner of India in Islamabad.”According to Singh, after the Mumbai attack, both India and Pakistan governments had exchanged the information through dossiers where it was revealed that Faheem Ansari had managed to get the Pakistani passport on fake identities. Ansari had been earlier accused of conducting reconnaissance for the Mumbai terror attacks of 2008 but was subsequently acquitted of those charges.

The slogans 'ISIS coming soon' were found painted on Mata Mansa Devi temple walls in Dharampur town of Solan District in Himachal Pradesh located on the Kalka-Shmla highway on January 2, reports India Today. A case has been registered by the local Police against unidentified persons. The IB officials visited the spot and were keeping an eye on the possible ISIS sympathiser in the area. The slogans painted in red colour, possibly with the help of a stencil, have been blackened by the local police following the panic spread by the writings. Confirming the development, Superintendent of Police, Solan, Anjum Ara, who also visited the spot, said the Police was investigating the case and will soon arrest the people involved in the mischief. "I cannot reveal the information at this stage as it is very sensitive. A forensic examination had been conducted and the report is awaited. The investigation is on," Anjum Ara told. Sources said the intelligence agencies were keeping an eye on migrant labourers besides suspicious people. Dharampur is surrounded by sensitive Army cantonments and the authorities do not want to take any chances.

Two persons hailing from Kerala's Kasaragod District were arrested near Panaji on January 2, while canvassing for a convention of Salafi Muslims scheduled to be held in Karnataka's Mangalore later this month, and distributing Kannada language pamphlets which had Islamic State (IS) symbol and a message titled, “ISIS Shaitan”, reports India Today. The arrested persons have been identified as Ilyas and Abdul Nazir. According to Police sources, the pamphlet is being analysed by top Police officials as the content of the pamphlet canvasses for a convention of Salafi Muslims due to be held in Mangalore from January 9-16. Police is also checking the mobile number mentioned on these pamphlets. "They have been booked under sections 107 (breach of peace) and 151 (preventive arrest) of the Criminal Procedure Code. They have been sent for medical examination at the Goa Medical College”, Police official said.

Intelligence agencies are weighing inputs indicating the radical elements within the proscribed Students Islamic Movement of India (SIMI) are forging links with similarly minded groups within the recently banned Islamic Research Foundation (IRF) and may lead to the birth of a new radical outfit, reports The New Indian Express on January 5. Such inputs, described by sources as “very disturbing”, have been pouring in for more than a month ever since the Central Government banned IRF led by controversial Islamic preacher Zakir Naik. The Intelligence Bureau (IB) is likely to issue a note to State intelligence agencies regarding these developments shortly. Top sources disclosed that over the past couple of months, person-to-person contact and group interactions between members of the banned groups have been taking place lately. ''Similar inputs have been coming from certain areas that are known to be breeding grounds for militants in different states. Some political parties, which used to sympathise with SIMI, are now sympathising with IRF too,'' said one senior official.While IRF, an NGO (non-governmental organization) run by Salafist preacher Zakir Naik, was banned for five years in November 2016, SIMI was 16 years ago and still has a large number of supporters. Sources in the intelligence agencies said they consider SIMI as a ''very active'' group despite the ban. Though SIMI members attending the taqreer (speeches) of Zakir Naik is nothing new, intelligence sources say there is electronic evidence of increasing interaction between members of these two groups, especially since the IRF ban.Interestingly, just days after IRF was banned, the Kerala-based Islamic fundamentalist organisation Popular Front of India (PFI) organized massive rallies in different parts of the country in support of Zakir Naik. A majority of PFI members are actually from SIMI. “Since SIMI is banned, the members work in different outfits. But SIMI is alive and kicking,'' said a senior official. Sources said inputs indicate that these radical interactions could lead to the formation of a new radical outfit similar to Indian Mujahideen (IM) which was involved in a series of bomb blasts across the country since it was founded by Abdus Subhan Qureshi in 2010. IM mostly comprised of lower-tier SIMI members. The change in name was widely seen as a change in tactics by SIMI members. Till date, while senior SIMI leaders are still available, there are minimal inputs about the cadres. “The same tactic is being used again. Only this time, SIMI has IRF to look to. IRF has dedicated members across the length and breadth of the country, which will come in handy and this is enough for extremist elements in both groups to form a new group and continue with their subversive activities,'' another official said.

The outfit had begun its operations in the UK and Australia in 2012 following which a number of youths were radicalised with presentation of concocted forms of Islam. In the wake of the outfit’s activities, a few Indians, including Indian- origin British national Siddarth Dhar, joined the Islamic State (IS). Dhar is also believed to be the new Jihadi John, a masked executioner for the IS whose videos relating to mass executions have been released by the Caliphate-seeking terror outfit after the liquidation of the original Jihadi John whose real name was Mohammad Emwazi, a British origin IS executioner.Many of the Street Daawah cadres have been known to have either joined the IS ranks or emerged as suicide bombers for them. As many as 25 suicide bombings have been committed globally by the Street Daawah cadres during the last few years.Top intelligence sources said the outfit has not registered itself as a voluntary organisation in India so far but has started functioning from these cities. According to the Street Daawah concept, only non-Muslims are targeted and subsequently influenced to accept radical form of Islam. Upon radicalisation, the cadres continue to retain their non-Muslim names in their passport so as to evade any suspicion by the law enforcement agencies.Apart from recruiting non-Muslims for suicide bombing missions, the outfit also targets maulanas for preaching their version of the misinterpreted Islamic concepts and further increase the recruitment base of the outfit. The concept of Street Daawah derives its origin from its movement in UK and Australia after which a number of its cadres had joined IS and carried out suicide bombings in different parts of Europe. Recruits are randomly selected by Street Daawah operators who collect data like mobile/phone numbers, residential and e-mail addresses of the targeted youth. The agencies strongly suspect that medicines supplied to the Gulf countries were ending up in Syria and Iraq for the use of the terror group.At the recent All-India Police Science Congress in Kerala, a top IPS official of the Intelligence Bureau (IB) noted during a discussion on the IS: “A total of 70 incidents of violence have been reported outside the area of ISIS control in 20 countries including several lone wolf attacks. The targets have been remarkably similar to the ones chosen by other terror outfits targeting India, whether it is the Indian Mujahideen or the Lashkar-e-Tayyaba.” The officer said, “There have been loose ISIS motivated or inspired groups in Hyderabad (one led by one Yazdani), one in Roorkee and lone wolves like in Parbhani. Instances of supply of logistics have come to our notice, particularly in the form of supply of medicines.”According to top IB sources, around 300 individuals in India are on the radar of various Police forces and central agencies for their “proclivity towards the ISIS cause”.So far, around 100 persons have tried to travel to join IS and around 67 have reached the area of operation of the extremist group. Agencies have arrested about 60 persons, including some in Telangana state for linkages to the IS.Explaining the magnitude of the problem, an IB officer said, “Over 70 lakh Indians work in the Gulf and West Asia and remain vulnerable to radical propaganda.” Several expats from Hyderabad based in the United Arab Emirates (UAE) and Saudi Arabia have joined the IS, as has one person from Machilipatnam in Andhra Pradesh who was based in Kuwait. Analysis by the police has revealed that recent IS recruits from India were young - about 90 per cent in the 18-33 age group. More specifically, half the recruits from India were in the 23-28 age group. About 70 per cent had a technical background and 50 per cent were graduates.

France has reiterated its support to India's pitch to get Jaish-e-Mohammad (JeM) 'chief' Masood Azhar designated as a global terrorist, days after China blocked such a proposal at the United Nations (UN), ddinews.gov.in reports on January 16. It added that there are "very strong arguments in favour" of designating Azhar as an international terrorist and said that it wants to see decisive action taken against terror groups targeting India. French Foreign Minister, Jean-Marc Ayrhoo, who was on a four-day India visit, stated that France is also a co-sponsor of the proposal to designate Masood Azhar as a global terrorist. He regretted the fact that despite joint attempts by France and India and wide support from the Sanctions Committee, unanimity could not be reached. He further said that JeM is already included in the UN Sanctions Committees list of terror organisations.

The five members were arrested by the NIA from Madurai in Tamil Nadu in connection with a series of bomb blasts at court premises in South India. One of the arrested men, N Abbas Ali, who is linked to former operatives of Al Ummah, has revealed that he planted four bombs in Madurai between 2011 and 2014. Ali is accused by the NIA of planning and executing blasts in the premises of courts in Chittoor, Kollam, Mysuru, Nellore and Mallapuram between April 7 and November 1, 2016.Following are the accounts of the Madurai blasts provided by Ali to investigators, which are corroborated by news reports:The May 2011 blast occurred in a dustbin near the crowded Mattuthavani bus stand at 9.15 pm. Nobody was injured in the minor blast. On September 29, 2011, Ali planted a device in a Tamil Nadu State Transport Corporation bus to mark the anniversary of the 2002 killing of Al Ummah leader Imam Ali by police in Bengaluru. The IED, made with materials sourced from firecrackers, was found by employees of the transport corporation and defused. On September 29, 2012, Ali planted an IED outside a TASMAC wine shop in Theni to mark the death anniversary of Imam Ali. The device exploded but no casualties occurred. The fourth blast occurred on February 9, 2014, at the venue of an AIADMK meeting in Madurai. The bomb, placed below the stage, exploded when no one was around. The date was the anniversary of the hanging of Afzal Guru, who was convicted in the 2001 Parliament attack case.“Ali has claimed to have been involved in four blasts in the Madurai region. It seems that these cases are undetected or some others have already been arrested,’’ a source said.

The seized drug, which was to be sent to Bangladesh, has a market price of INR 1.5 core. "So far it seems that the consignment was sourced from some clandestine laboratories in the area. We have already brought the Lalgola and Plassey area under our surveillance," said Dilip Srivastav, Regional Director (east) of NCB. The agency has seized more than 300 gram of heroine from Siliguri earlier this year. "It seems that the consignment was procured from Siliguri and was brought for the local consumption," said Srivastav. According to NCB sources, after a crackdown at Malda District, clandestine laboratories have started mushrooming in Murshidabad. The areas across Plassey and Lalgola in the district are under the radar of the agency now.

The warrant was issued based on an application filed by Special Public Prosecutor C.A. Ravindran on behalf of Central Crime Branch sleuths attached to Bengaluru City Police. “He is housed in Cherlapally Central Jail in Hyderabad as a convicted prisoner. The court has directed jail authorities to present him in Bengaluru to answer charges and sign documents pertaining to the case,” a Police source said. Yasin has to answer charges pertaining to five cases filed in connection with the Chinnaswamy stadium blast. “While two cases are for explosions near gate 12 and near the ADGP Additional Director General of Police office, the other three are related to recovery of explosives from three spots near the stadium, including gate 8,” a police officer said. In all, 14 persons, including Yasin, are the accused in the case. “Of this, six persons, including two of Yasin’s brothers, are still absconding,” the officer added.

The arrest was in connection with the abortive attempt to blow up the railway tracks near Ghorasahan in East Champaran, 200km north of Patna, to derail the RaxaulSitamarhi passenger train on October 1, 2016.Moti, one of the three accused arrested in the case, had, according to the Police, revealed to his interrogators that two pressure cooker bombs were planted on the railway tracks at the behest of an India operative of the ISI, who had introduced himself as Brajesh Giri. He was offered INR 3,00,000 for carrying out the blast on the tracks on October 1, 2016. He was accompanied by Arun Ram, also called Mohan, and Deepak Ram, known as Sohan, who were subsequently killed in Nepal for their failure to accomplish the task.Moti was in constant touch with Brajesh alias Giri Baba, who was assigned to hire people from East Champaran to carry out subversive activities in India at the behest of ISI, the Pakistani spy agency.Police said that during interrogation, Moti revealed that Giri had promised to provide sufficient funds to the group to make investments in Bhojpuri movies. The three are “professional criminals” involved in more than a dozen cases. The three were paid INR 3 lakh by a Nepali man Brajesh Giri, who allegedly had connections with Shamsul Hoda of Dubai, who had links with the ISI, the SP said. The money was paid to them to plant a bomb on the railway tracks at Ghorasan in East Champaran District, bordering Nepal, on October 1, 2016 Rana said.“Fortunately, the bomb was detected with the help of villagers at Ghorasan and defused which prevented the sinister designs of the terror elements,” Rana said. The arrest of the trio came in course of an investigation in the murder of two persons of East Champaran district in Nepal on December 28 last year for failing to successfully blast the bomb on track in Ghorasan, he said. Efforts are on to arrest, in this connection, two others identified as Gajendra Sharma and Rakesh Yadav, who were “hiding” in East Champaran, he said.

On January 19, Saudi Arabia deported a man, identified as Syed Zaker Raheem wanted in connection with a conspiracy to target leaders of BJP and other Hindu right wing outfits, reports Indian Express. Raheem is brother-in-law of wanted Lashkar-e-Toiba (LeT) terrorist Farhatuallah Ghori, who is learnt to be holed up in Pakistan. Syed Zaker Raheem, who comes from Saidabad in Hyderabad and was living in Riyadh for many years, was arrested by Saudi authorities in May 2016 on the request of Indian authorities. After completing formalities, he was deported to Delhi and taken to Hyderabad on January 20 where Telangana Police arrested him.Ghori is an absconding accused in an NIA case in connection with LeT’s recruitment of several youth in Karnataka and Telangana in 2010-11 to execute terror attacks and assassinate right-wing leaders. NIA had arrested several youngsters in the case. Thirteen of them were convicted by a court in September, 2016 after they pleaded guilty to the charges.According to NIA’s chargesheet, a number of Indian youths were influenced into joining the terror outfit in 2010-11 by a group of LeT-linked operatives based in Saudi Arabia. The chargesheet said that two of them, Abdul Hakeem Jamadar and Dr Zafar Iqbal Sholapur, also travelled to Pakistan via Iran, between December and January 2011 with the intention “of going to Afghanistan to join the Taliban to fight against American and NATO forces’’. But Ghori, wanted in connection with the attack on Akshardham Temple in Gandhinagar, allegedly convinced them to focus on India. In Karachi, the duo “met some senior ISI officials’’ and LeT operatives, says the chargesheet. “These ISI officials motivated them to collect intelligence and carry out espionage activities for them in India,’’ the chargesheet said.

UAE's Prince Sheikh Mohamed bin Zayed Al Nahyan also declared that ‘strong condemnation of and resolute opposition to terrorism in all its forms and manifestations, wherever committed and by whomever, and declared that there could be no justification for terrorism anywhere.’Without naming Pakistan, the statement also states ‘The two sides condemned efforts, including by States, to use religion to justify, sustain and sponsor terrorism against other countries. They further deplored efforts by countries to give religious and sectarian colour to political issues and pointed out the responsibility of all States to control the activities of the so-called 'non-State actors'. With this joint statement, India enhances diplomatic pressure on Pakistan to take firm action against terror activities conducting on its land.

The National Investigation Agency (NIA) arrested two people, identified as Abdul Rashid Abdulla and Yasmeen Mohammad Zahid from Kochi (Kerala) in connection with the criminal conspiracy hatched within and outside India, with the intention of furthering the objectives of the Islamic State (IS) and for joining and supporting the organization, on January 27, reports New Indian Express. Accused Abdul Rashid, resident of Kasaragod District and Yasmeen Mohammad Zahid, resident of Sitamarhi District, Bihar were booked under sections 120-B and 125 of the Indian Penal Code (IPC), besides sections 38, 39 and 40 of the Unlawful Activities (Prevention) Act (UAPA), 1967.The NIA probe has established that accused Abdul Rashid was the main conspirator behind the offence of motivating youth, hailing from Kasaragod District to exit from India along with their families, to join the terrorist organisation. According to officials, Rashid had conducted classes at Kasaragod and other places in support of the terrorist organization and its ideology of violent jihad. He motivated another set of 14 co-conspirators, including another arrested accused Yasmeen Mohammed Zahid, to join the proscribed organization and plan for Hijrah to the Caliphate announced by the IS.

Accused Azad Singh (36), Manoj (37) and Sunil (27) were arrested by a team of Special Cell from Singhola village in Narela Tehsil (revenue unit) of North West Delhi District in Delhi, said Deputy Commissioner of Police (DCP) Sanjeev Kumar Yadav. Azad, the kingpin of the racket used to get the currency notes scanned and printed, while Manoj and Sunil used to circulate them to customers, said the officer.

InterServices Intelligence (ISI) operative Mehmood Akhtar's statement to interrogators in Delhi that many people from Bhopal had handed over sensitive documents to him, has left intelligence officials in Madhya Pradesh worried, The Times of India reports on January 30. Now efforts are on to identify Akthar's 'agents' in Bhopal, said sources in the intelligence wing. There are inputs that Akhtar had visited Bhopal thrice in the last few years."Akhtar was reporting to Syed Farooq Habib, chief of intelligence wing at the Pakistan High Commission in Delhi and sharing information and sensitive documents procured from Indian agents. Many people from Bhopal, Hyderabad and Mewat have handed over sensitive documents to him" claims the chargesheet filed by Delhi Crime Branch on January 28. Akhtar's link in Madhya Pradesh was Farhat Khan, the personal assistant to Vidishabased Samajwadi Party MP Chaudhary Munawwar Salim. Khan was also arrested after Akhtar's statement in October 2016."Farhat Khan had been in touch with ISI since 1996. My predecessor handed over his details and contacts to me when he was returning to Pakistan," Akhtar's statement said. Delhi Crime Branch has chargesheeted four people allegedly linked to Pakistani espionage ring, including Farhat Khan. Mehmood Akhtar has not been charged due to diplomatic immunity. Others are Maulana Ramzan Khan and Shubhash Jangir from Nagaur, Rajasthan and Soheb Hussain from Jodhpur.Akhtar is said to have admitted during interrogation that he was a head constable in Pakistan army's 40 Baloch regiment and later inducted into ISI on deputation, trained and sent to India for espionage activities.

The Border Security Force (BSF) is overhauling its deployments in Malda District of West Bengal, ill-reputed as the national hub for Fake Indian Currency Notes (FICN) notes and illegal narcotics smuggling, Hindustan Times reports on January 30. The overhaul move has been initiated following a caution sent by the Union Ministry of Home Affairs (UMHA) to the West Bengal home department that Indo- Bangladesh border sector in Malda District of West Bengal, is increasingly becoming a corridor for movement of cross- border terrorists.According to the BSF Commandant, deputed in the Malda sector, A K Hotker, the border guard force is involving the local residents in the Indo-Bangladesh border villages in the Malda sector in getting information about outsiders frequenting these bordering villages. “Without the participation of the villagers we cannot really perform our duties of nabbing the cross- border terrorists using this bordering sector as the corridor,” he said.According to sources from the border guard agency of the Union government, four major steps are being taken as a part of the agency’s overhauling exercise in the Malda sector. The first is increasing the deployment of the BSF battalions in the Malda sector from the existing four to six. The second is deputing an experienced officer in the rank of deputy commandant in charge of each of the 58 border outposts (BOPs) in the Malda sector replacing the earlier arrangement of an Inspector in charge of each BOP. The third major overhaul, is that every cordon & search and ambush operation should be led by an officer minimum to the rank of assistant commandant. The fourth and the final part of the overhaul is deputing a specialized team of BSF officers and staff with specialization in marine combat to guard the 20 kilometer long riverine border in the Malda sector.

Three girls from the Philippines and Tunisia, who were alleged to be Islamic State (IS) sympathisers, were given money by a Dubaibased Indian supporter, Mohammed Farhan Shaikh of the terror outfit on the instructions of a Pakistani national, the National Investigation Agency (NIA) has said, outlookindia.com reports on January 31. The agency has claimed that Shaikh, who was arrested in 2016 along with two others after being deported from the UAE for alleged IS links, had funded these girls, after money was given to him in Dubai by one Khalid, who is alleged to be from Pakistan.NIA has alleged that Shaikh, who was in Dubai in 2015, had transferred 3894.24 United Arab Emirates Dirham (UAED) to a Tunisian girl, Sarra Ghribi, who wanted to join IS, in seven installments through the global payment service, Western Union, between February 5, 2015 and April 24, 2015. NIA has claimed that Shaikh had transferred 1257.63 UAED and 846.75 UAED to Jannah Qassim and Johaira L Macasimpang, residents of Philippines, on June 24, 2015.In his disclosure statement recorded by NIA which has been annexed in the charge sheet, Shaikh has claimed that in January 2015, he got in touch with Ghribi through Facebook. She was a "supporter and sympathiser" of IS.
