According to media reports, Delhi police and other security agencies have been alerted following intelligence reports about terrorists trying to set-up bases in areas close to Delhi in order to strike in the national capital. Quoting police sources, reports added terrorists were setting up bases in the neighboring Meerut, Saharanpur, Moradabad and Aligarh, which would enable them to reach Delhi faster, attack and return to their base. Pakistan, reports claimed, has directed terrorists based in Jammu and Kashmir to spread to various parts of India to motivate and lure youth into terrorism.

India on August 8 said there was sufficient basis to report that the fulcrum of Al Qaeda’s terrorist operations have shifted from Afghanistan to Pakistan, which has currently become the epicentre of terror in the region. Speaking to media in New Delhi, an External Affairs Ministry spokesperson said, "obviously there is some basis on which one can infer and draw the conclusion that the fulcrum of Al Qaeda operations have shifted from Afghanistan and into Pakistan…All these reports seem to suggest that the epicentre of terrorism in our region has shifted from Afghanistan to Pakistan". The spokesperson while referring to the close connections and interlocking relationship between the erstwhile Taliban regime and Al Qaeda cadres also pointed out that the military regime in Pakistan had reportedly provided an easy exit to these terrorists into that country in the wake of the US-led operations against them in Afghanistan.

Speaking to the media in New Delhi on August 9, British High Commissioner Rob Young said Advani would hold talks with British Deputy Prime Minister John Prescott, Home Secretary David Blunkett and Foreign Secretary Jack Straw. Addressing a press conference in New Delhi, on August 12, on his return from a three-day visit to Afghanistan, External Affairs Minister Yashwant Sinha said the Al Qaeda terrorists were waiting to regroup in certain parts of Afghanistan. He said Al-Qaeda cadres were not visible in Kabul or anywhere nearby, but there was a danger of their regrouping in the peripheral areas and the Afghan leadership was fully aware of it. Asked whether Al-Qaeda elements were moving towards Jammu and Kashmir, he said, "I was not really on an intelligence-gathering trip but in various conversations this was pointed out. Some of the people who were captured after the Taliban was defeated had confessed to operating even in Jammu and Kashmir....'' He cautioned the international community against determined attempts by Al Qaeda terrorists to regroup in parts of Afghanistan and once again spread terror.

During his visit to Pakistan on August 24, Armitage had said ‘‘No one here in Pakistan or India thinks that Pakistan is solely responsible for the infiltration.’’ Speaking to the media in New Delhi, Sinha said it was very difficult for India to believe Pakistan when it said it did not have control over the terrorists, especially since there is a vast hinterland, which they would have to cross before reaching the Line of Control (LoC) where the Army is deployed. ‘‘Keeping the terrain in mind, no one can enter India without the help of the Pakistani army,’’ Sinha said, adding that it was not possible for India to believe this.

He said the Lankan government was proceeding incremental steps and was trying to build trust with the Liberation Tigers of Tamil Eelam (LTTE). India ruled out lifting the ban on the Liberation Tigers of Tamil Eelam (LTTE) and said its request for the extradition of LTTE chief V Prabhakaran remains valid. Speaking to the media, on August 28, External Affairs Ministry spokesperson Nirupama Rao said, "The request for Prabhakaran’s extradition is valid and continues to be valid under international law". She also ruled out the possibility of lifting the ban on the LTTE. Prabhakaran is wanted in connection with the assassination of former Prime Minister Rajiv Gandhi and for other crimes. She also made it clear that the government has no intention to involve itself in the peace talks between the Sri Lankan government and the LTTE, scheduled to be held in Thailand between September 16 and 18, 2002.
