Delhi police, on July 2, arrested two persons, including a terrorist of the Lashkar-e-Toiba(LeT) and seized Rs seven lakh in cash. Official sources indicated that the arrest followed information that a hawala (illegal money transfer) dealer was to hand over a cash consignment to an LeT terrorist. A trap was laid and the dealer was caught handing over the money to LeT terrorist Mohammed Ayub Mir. Police claimed that Pakistan-based LeT leaders routed the money for cadres in Jammu and Kashmir. The Two have been booked under the Prevention of Terrorism Act (POTA).

Speaking to the media in New Delhi, an External Affairs Ministry spokesperson said infiltration has continued from across the borders for the last one week. She said, since June 24, there were three infiltration attempts, two in the Jammu-Rajouri sector and another in the Kupwara area, which were foiled. The spokesperson said no trend has been established on the ground to suggest that "there is a radical shift" in Pakistan's attitude for a convincing and definite end to infiltration and to the promotion, support and abetment of cross-border terrorism. "Pakistan's past record of behaviour does inspire much confidence," she said. Stressing that India was looking for action from Pakistan in ending cross-border terrorism, infiltration and dismantling of terrorist infrastructure, she said "We are looking for action from Pakistan. That is where Pakistan needs to move to deliver."

Britain asked Pakistan to effect significant reduction in cross-border infiltration into Jammu and Kashmir. Speaking to the media in New Delhi on July 3, visiting British Defence Secretary Geoffrey Hoon said, "It is important that Pakistan maintains its efforts to control cross-border terrorism... this remains a matter of great concern to the United Kingdom and (this) is something we strongly emphasised to the Government of Pakistan". Respond to reports that infiltration had picked up after a lull, he said, "This is precisely why I emphasised the importance the U.K. Government attaches to this issue. We want to see a significant reduction in infiltration across the Line of Control.'' On reports of terrorist sympathisers collecting funds in UK to sustain terrorism in Jammu and Kashmir, Hoon said, "Tthis is not something we will tolerate. We have changed our laws specifically to give the police and authorities the power to deal with any organisation that is raising funds for the use of terrorists abroad''.

According to media reports, Assam government, on July 4 formally agreed to the creation of Bodoland Territorial Council (BTC). The proposed council would comprise 3,070 villages. To safeguard the interests of non-tribals this body would also be granted Constitutional recognition. The decision was arrived at a tripartite meeting in New Delhi, attended to by the Deputy Prime Minster and the Home Minister L K Advani, Assam Chief Minister Tarun Gogoi and the Bodo representatives. It was also decided at the meeting that a joint expert committee of the Union government and the State government would be set up to propose changes in the Sixth Schedule of the Indian Constitution, in order to, safeguard the rights of the non-tribals living in the area.

India and Myanmar have emphasised that a concerted effort was needed to check the menace of terrorism and illicit drug trade that takes place through their common border. At the end of a two-day meeting held in New Delhi on July 10 and 11, representatives from both countries deliberated possible actions against the Northeast India's terrorist outfits. Some of those, including National Socialist Council of Nagaland-Khaplang (NSCN-K), the United Liberation Front of Asom (ULFA) and various Manipur-based terrorist outfits are allegedly operating from the Myanmarese side of the border. Myanmar shares approximately 1,643 Km of border with India's four Northeastern States- Arunachal Pradesh, Nagaland, Manipur and Mizoram. Various trade related issues and joint development projects were also discussed at the meeting.

A media report from Nepal said on July 12 that Indian police, on July 11, arrested four Nepalese––three of them journalists–– for helping Nepal’s Maoist insurgents. The journalists are employed with Nepali Aawaj and are placed in Delhi. The fourth of those arrested is reportedly a member of the proscribed Akhil Bhartiya Nepal Ekta Samaj (ABNES). Indian Police sources meanwhile, said, the arrest followed a surprised raid near Triveni Kala Sangam, in Delhi, in which 13 persons were picked up. After the identification of the four, the other nine were released.

The United States and India have pledged to redouble their efforts to combat the Al Qaeda network, after senior counter-terrorism experts from each side met for two days of talks in Washington, on July 12. In the fifth meeting of the US-India Joint Working Group on counter-terrorism, the two sides highlighted their bid to deepen intelligence cooperation, which has accelerated since the September 11, 2001 multiple terrorist attacks on New York and Pentagon. A joint statement issued by the two sides said, "the two sides agreed to further intensify intelligence sharing and coordinate action in pursuit of the remains of Al Qaeda members and associated terrorist groups….the declaration also discussed the nexus between weapons of mass destruction, proliferation and terrorism." The Joint Working Group also agreed to hold its sixth meeting in New Delhi at the beginning of year 2003, the statement added.

British Foreign Secretary Jack Straw reached New Delhi, on July 18, on his mission to nudge India and Pakistan to begin a process of sustained dialogue and further lower tensions, reports said. According to official sources, he would meet External Affairs Minister Yashwant Sinha and National Security Adviser Brajesh Mishra, on July 19. A Ministry of External Affairs spokesperson told media persons that India’s concerns over cross-border terrorism, continuation of infiltration and lack of action by Pakistan would be ‘powerfully articulated’ during Straw’s meetings with the Indian leadership. Before leaving for India, Straw told reporters "Tensions have reduced and we are very grateful to the governments of India and Pakistan for the measures they have taken to reduce tensions across the Line of Control…. However if there is to be a restoration of normal relations... there obviously needs to be the beginnings of sustained dialogue." Straw will visit Pakistan after meeting with India's leaders.

According to official sources, the chargesheet filed in the court of Designated Judge S N Dhingra has named -- Tariq Mehmood alias Naeem, Ashahaq Ahmed alias Dilshad, Mohammed Ashraf, Abdul Majid, Mohammed Amran (all Pakistanis), Jallaluddin alias Rana, a Bangladeshi, and Mufti Mohammed Asrar from Saharanpur in Uttar Pradesh who were arrested by the police in different operations after the January 22 terrorist attack on the American Center in Kolkata. The terrorists had planned massive subversive activities, including an attack on the Bhabha Atomic Research Centre (BARC), Trombay, the chargesheet said, adding that two of their associates Mohd Idris and Mohd Salim of the Lashker-e-Toiba (LeT) were killed in an encounter at Hazaribagh in Jharkhand on February 28, 2002.

Speaking to media persons, an External Affairs Ministry spokesperson said, "We will put across our concern that infiltration is still continuing and cross-border terrorism is still an instrument of state policy of Pakistan". Rejecting the US’ description of Pakistan as a ‘stalwart ally’, the spokesperson said there cannot be ‘good’ and ‘bad’ terrorists. While Pakistan supports the US-led campaign against international terrorism in Afghanistan, there is 'direct complicity, ‘direct involvement' on its part in cross-border terrorism in Jammu and Kashmir, she said.
