A major terrorist strike was averted in Delhi when the police killed two terrorists allegedly belonging to the Lashkar-e-Toiba (LeT) in a South Delhi shopping plaza, on November 3, on the eve of Diwali (a famous Hindu festival). Speaking to the media, Joint Commissioner of Police (Special Cell) Neeraj Kumar said that acting on advance intelligence inputs that LeT terrorists would strike, a special team of Delhi police was waiting in the basement of a shopping center, Ansal Plaza, when the two terrorists drove into the underground parking area and attempted to go up the staircase leading to the floors where hundreds of shops were located, but were stopped by the police. In the ensuing encounter, the two terrorists were killed. The police said the terrorists were armed with automatic weapons. A map showing Sarojini Nagar and Lajpat Nagar Central Markets, along with an AK-56 with two magazines and two US-made pistols with four magazines, was recovered from the possession of the slain terrorists. Meanwhile, speaking to a private news channel, Deputy Prime Minister, LK Advani said the two terrorists seemed to be Pakistanis and were planning to carry out the strike at the behest of Pakistan to trigger off communal violence. He said, "We have had intelligence inputs in the past few days that the terrorists have been told by their masters to choose days and places which would spark off communal violence." Advani added that there was no change in Pakistan's intentions of sponsoring terrorism in India despite international pressure on Pakistan.

According to media reports, latest intelligence inputs have indicated that apart from the two Lashkar-e-Toiba (LeT) terrorists killed in the November 3-encounter in Delhi, some more terrorist modules are active in the city. Investigations so far have revealed that the two slain terrorists were from Gujranwala in the Punjab Province of Pakistan. Police recovered three diaries and a cellular phone from their possession and their contents suggest that the two were in regular touch with Azam Cheema, the LeT's ‘commander’ for operations outside Jammu and Kashmir. A matrix of some cryptic signs supposedly used by the terrorists to decode messages sent to them has also been recovered from their possession. Experts have been engaged to decipher the matrix, which might help the intelligence agencies to decode intercepted information.

According to a media report of November 6, the Special Cell of Delhi police investigating into South Delhi’s Ansal Plaza encounter incident of November 3 suspects Abu Anas might have links with the Mumbai underworld. He was one of the two Lashkar-e-Toiba (LeT) terrorists killed in that encounter. He had reportedly stayed for a few weeks in Mumbra, on the outskirts of Mumbai, and many underworld gangsters allegedly operate from that town, including accomplices of Chhota Shakeel. A Delhi Police team is in Mumbai to probe if Abu Anas had met any underworld operatives. Meanwhile, the National Human Rights Commission (NHRC), on November 6, asked the Delhi Police to provide ‘immediate and adequate protection’ to an eyewitness in the Ansal Plaza incident and his family. The eyewitness reportedly claimed the two terrorists killed were unarmed.

"The government agencies around Jama Masjid are more vigilant than anywhere else. If terrorists are taking shelter in the mosque then it is the job of the police to nab them" the Shahi Imam said while talking to a news agency.

Assam Chief Minister (CM) Tarun Gogoi said the Union government would send 10 more companies of paramilitary forces to tackle terrorism in Assam. After a meeting with Deputy Prime Minister L K Advani in New Delhi, on November 11 Tarun Gogoi informed the "Centre has agreed to send ten companies though we have demanded that at least 30 should be given". He also said currently 120 companies are deployed in the State, however, the State needs at least 180 companies. The CM also reportedly requested immediate deployment of Border Security Force (BSF) personnel along the India’s border with Bhutan. He said "There is no dedicated force along the Indo-Bhutan border ... It should be handed over to the BSF immediately". Terrorist outfits like the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) allegedly maintain training camps along this International Border.

The statement also said, "While we have no indication of a specific threat to American citizens, we advise that they should avoid this event". The statement added, "The U.S. citizens are reminded that they should exercise vigilance when in the vicinity of Government installations, visiting tourist sites, or attending public events around India." Separately, the British High Commission, in its travel advisory also said the fair ‘is assessed as being a potential target of terrorist activity. While we have no indication of a specific threat to British nationals, we advise that they should not attend this event’.

Counsel for alleged Jaish-e-Mohammed, (JeM) terrorist Shaukat Hussain Guru, who is an accused in the December 13, 2001 Parliament attack-case, reportedly submitted before the trial court in New Delhi, on November 15, that confessional statements recorded under the Prevention of Terrorism Act (POTA) by police were ‘unreliable’. The confessions could not be used to prove the conspiracy in the case, he also said, while alleging that police had not complied with mandatory procedures of law in recording the confessional statement of the accused.

The External Affairs Ministry spokesperson said, in New Delhi, "We had seen that no effective action against the infrastructure of support or against those involved in terrorist activities was taken". Counsel for Syed Abdul Rehman Geelani, a Delhi University Lecturer arrested by Delhi police in the December 13, 2001-Parliament attack- case, argued that the evidence presented to the court against Geelani was false. She said allegations were fabricated against Geelani as he said he threatened to initiate judicial action against police for gross violation of his fundamental rights. The counsel pointed out contradictions in police statements and records relating to the arrest of Geelani and his conduct after arrest. The Court reportedly ruled that Geelani should not be handcuffed.

According to media reports, Deputy Prime Minister L K Advani convened a meeting, on November 23, to assess the progress of the ongoing Naga peace process. The meeting was held in North Block, New Delhi, following the Union government’s decision to lift the ban, under Unlawful Activities (Prevention) Act, on both the factions of the National Socialist Council of Nagaland (NSCN). The meeting was attended by Nagaland Governor Shyamal Dutta, Union Home Secretary N Gopalaswamy, Union government chief interlocutor in the Naga peace process K Padmanabhaiah and top officials of the Intelligence Bureau (IB). As per reports, the Union government is making some modifications in its strategy for the next round of political dialogue with the NSCN-Isac-Muivah (NSCN-IM).

Members while reiterating their commitment to curb terrorist finances also noted with concern that terrorist groups were securing funds in kind, apart from money transfers from various sources.
