A Delhi Court has allowed West Bengal Police to take the custody of four terrorists of the Harkat-ul-Jehadi-e-Islami (HuJI), wanted in connection with the abduction of a businessman and for carrying out other subversive activities in the State. Granting transit remand of the four terrorists, arrested by Delhi Police on January 31 and February 6, the court asked the West Bengal police to produce them before the Sub-Divisional Judicial Magistrtae, 24 Pargana (south), in Kolkata before March 15, 2002. Earlier, the court had issued the production warrant for three Pakistani nationals and a Bangladeshi who were arrested for illegally entering the country to carry out subversive activities. The four terrorists were booked by the Delhi police under the Prevention of Terrorism Ordinance (POTO) and had confessed that they had entered India to carry out subversive activities.

A front ranking terrorist of the Manipur-based People's Liberation Army (PLA), who had reportedly come to Delhi to motivate Manipuri students to join the outfit, was arrested along with an accomplice in South Delhi on March 16. Deputy Commissioner of Police (Special Cell), Ashok Chand said the arrested terrorist, Brojen Singh, along with his associate Ibotombi Sapam, had his hideout at Kotla Mobarakpur. A laptop, a personal computer, a revolver and Rs. 30,000 in cash were recovered from their possession. During interrogation, Brojen reportedly said he was also the chief of the ‘external affairs’ department of the Revolutionary People Front (RPF), the political wing of PLA. RPF has been declared unlawful under the Unlawful Activities Act, whereas PLA has been banned under the Prevention of Terrorism Ordinance (POTO).

India on March 19 rejected as ‘totally preposterous’ Pakistan’s allegation that Indian agencies were behind the March 17-attack on a Protestant Church in Islamabad in which five persons, including the wife and children of an American diplomat, were killed. A Ministry of External Affairs spokesperson said in New Delhi, "I reject it out of hand. It is completely and totally preposterous, baseless and without any foundation." She added, "Obviously, the problem lies in Pakistan. It is for Pakistan to look inwards and to determine and isolate and deal with the causes of such terrorism and violence which we have seen happening with tragic regularity."

Speaking to the media after an investiture ceremony in Rashtrapati Bhavan for presentation of Padma Awards, he said, "In Jammu sector, everyday there is infiltration. There are casualties and shooting. Pakistan must stop sending infiltrators. They can keep them on their soil". The Prime Minister declined to comment on Pakistan President Pervez Musharraf’s address to the nation on March 23 saying he had not seen the transcript of the speech. "It is not fair on my part to comment without going through it", he also said. Meanwhile, Union Home Minister LK Advani said Pakistan was not serious about handing over 20 terrorists and criminals wanted by India which could pave the way for easing of tension between two countries. Commenting on the speech of Pakistani President General Pervez Musharraf, he said, "Their leader made a very startling speech that he is against terrorism, that he will not allow terrorist activities, but there is no action on the ground."

Quoting an anonymous press counselor of the Royal Bhutanese Embassy in New Delhi, media reports said, on March 27, the Bhutan King Jigme Singye Wangchuck visited the United Liberation Front of Asom’s (ULFA’s) Phakupang camp twice – on February 15 and 16, in order to, pursue them to vacate the camps in the kingdom. The king reportedly had talks with ULFA chairman Aurobindo Rajkhowa and political advisor B Borgohain on the issue. According to reports, an official reply from Bhutan's director for bilateral affairs Daw Penjo said, "In February this year, His Majesty visited the security affected areas in Samdrup Jongkhar and Sarpang districts." Reports also said the King also verified that the four ULFA camps, as was agreed in June 2001, were closed down. The same was later confirmed by him. However the official denied that the King had attended any feast with the ULFA terrorists. He said ,"feast was a figment of imagination and baseless." However, Indian intelligence sources dispute this statement. His visit was necessitated by the consistent Indian pressure on Bhutan to ask the terrorist outfits, including the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO) besides ULFA, who maintain training camps in the Kingdom, reports added. The first two have reportedly a combined strength of 2,000 in these camps.
