Visiting Russian President Vladimir Putin, on December 4, in New Delhi, asked Pakistan to halt cross-border terrorism, while expressing complete support to India’s stand on the same. He also called for strengthening the international non-proliferation regime to prevent weapons of mass destruction falling into the hands of terrorists. Earlier in the day, Indian Premier Atal Behari Vajpayee and Putin signed the ‘Delhi Declaration’ to enhance strategic cooperation and to set up a joint working group on combating terrorism, besides cooperating in other areas of common interest. The two leaders stressed the importance of Pakistan totally implementing obligations and promises to prevent infiltration of terrorists across the line of control (LoC) into the Indian State of Jammu and Kashmir and from other points across the border, as well as to eliminate the terrorists infrastructure in Pakistan and in Pakistan occupied Kashmir (PoK). They also declared their determination to enhance collective and bilateral efforts to prevent and suppress terrorism. Both the countries emphasised that there should be no double standards in the fight against terrorism, and said terrorism cannot be justified on any grounds, but must be condemned unambiguously wherever it exists. In the declaration, the leaders condemned those who support terrorism or finance, train, harbour or support terrorists, and added that states that aid, abet or shelter terrorists are as guilty as the acts of terrorism and their perpetrators. Further, Vapayee and Putin also stressed, in the declaration, the need for the strict implementation of United Nations Security Council resolutions on the fight against terrorism, in particular Resolution No. 1373, on the suppression of terrorist financing.

Media reports said, a Delhi court is expected to pronounce its judgement today, December 11, in the December 13, 2001-Parliament attack case. Four people, including two alleged Jaish-e-Mohammed (JeM) terrorists and a suspended Delhi University lecturer––were tried under the Prevention of Terrorist Act (POTA) in the case. The accused have been charged with threatening the unity, integrity, security and sovereignty of the country by waging war against it and committing several other offences under POTA, Indian Penal Code (IPC), Explosive Substance Act and the Arms Act. A civilian and nine security force personnel were killed and 16 others injured when five Pakistani terrorists stormed the Parliament. All five terrorists, too, were killed in the incident

According to media reports, Unite States Ambassador to India Robert Blackwill visited Parliament House on December 13, on the occasion of the first anniversary of the attack on Parliament by Jaish-e-Mohammad (JeM) terrorists. He offered floral tributes at the memorial. Following the visit, the US Embassy in New Delhi said, India and the US are together in the war against terrorism. It Added, "The war will not be won until all terrorism against India and America is ended, permanently". Reports said, Delhi police, on December 14, killed two suspected Pakistani terrorists, while they were moving near some offices of the Indian Air Forces (IAF) and paramilitary forces, including that of the Border Security Forces (BSF), in the suburbs in south Delhi. Police recovered two AK-47 rifles, some hand grenades, magazines and other documents from the car, in which they were travelling. Further reports said documents recovered indicted the terrorists belonged to a hitherto unknown organisation called Tehreek-e-Ghaznavi, and according to Delhi Police Joint Commissioner Niraj Kumar, it could be a cover for the Lashkar-e-Toiba. Acting on a tip-off, the special cell of Delhi police chased a group of men travelling in a car. After a brief chase, two persons, suspected to be of Pakistani origin, were killed while another reportedly escaped.

Special Judge S N Dhingra held three of the accused—Jaish-e-Mohammed (JeM) terrorists Mohammad Afzal and Shaukat Hussain Guru and suspended Delhi University lecturer S A R Geelani—guilty of various offences under the Prevention of Terrorism Act (POTA), the Indian Penal Code (IPC) and the Explosive Substances Act. The fourth accused, Navjot Sandhu, alias Afsan Guru, was convicted under section 123 IPC for concealing information about ‘war against the state’. JeM chief Maulana Masood Azhar, the outfit's chief commander in Jammu and Kashmir (J&K) Ghazi Baba alias Abu Jehadi and Tariq Ahmed have been declared proclaimed offenders. The five terrorists who had been killed in the attack on Parliament have been convicted, too, for the crime.

A Delhi court on December 21 discharged the leader of the proscribed Students Islamic Movement of India (SIMI), Mohammed Javed Iqbal, in a sedition and unlawful activities case and also dropped sedition charges against its president Shahid Badar and three others. While discharging Iqbal, the court granted bail to Badar and four others in the case. The court also dropped sedition charge against Badar in another case and granted him bail on a personal bond of Rs 5,000 and one surety. In an interview in New Delhi, on December 25, the Central Bureau of Investigation (CBI)––India’s premier investigation agency––Director P C Sharma, said the CBI had so far received no official communication from United Arab Emirates (UAE) authorities on Anees Ibrahim's deportation to Pakistan. He said, hence it is presumed that he was still in their custody. As reported earlier, the CBI has already sent its extradition request to the Foreign Ministry of UAE, stating the role of Anees Ibrahim as a key conspirator in the March 12, 1993-Mumbai serial blasts. Anees Ibrahim was arrested by Dubai police in December 3, 2002 and released by a Dubai Court on December 13, and is believed to have deported to Pakistan later.
