The spokesperson said, "Masood Azhar, head of the Jaish, is in the list of 20 wanted by India and if the reports are true, the involvement of Jaish proves his complicity in terrorist activities…It is now upto the US to take up this issue with the Pakistan government and crackdown on the Jaish. This will also serve India's purpose."

The United States on February 6, commended the role played by India in cracking down on financing of terrorist activities by freezing bank accounts of terrorist organisations and stressed of furthering its co-operation with India on this issue. A spokesman of the US Treasury Department accompanying visiting Deputy Secretary, Treasury, Kenneth Dam, said in New Delhi, "The two sides held in depth discussions which included cracking down on terrorist financing". Dam has been assigned by US President George Bush the task of looking into domestic and international sources of terrorist financing.

Delhi police on February 8, arrested three suspected terrorists from the Hazrat Nizamuddin railway station while they were attempting to leave for Agra. Police sources said the arrested terrorists, of whom two are Pakistani nationals and the third from Bangladesh, are said to be on the payroll of Mafia don Aftab Ahmed Ansari. They are reported to be involved in the January 22 terrorist attack on the American Centre in Kolkata. According to sources, the accused may have provided logistical support to the men who carried out the actual shooting. Police officials suspect that the trio were on their way to Uttar Pradesh to carry out further attacks and create panic before the forthcoming State Legislative Assembly elections.

According to media reports, Aftab Ansari alias Farhan Malik, prime accused in the January 22 terrorist attack on the American Center in Kolkata, has reportedly admitted to having earned Rs 105 crore through abductions and arms deals. He was reportedly using this money to establish a terrorist network across the country. As reported earlier, Ansari was arrested in the United Arab Emirates (UAE) and brought to New Delhi on February 9 by a Central Bureau of Investigation (CBI) team. Ansari has also reportedly admitted to the CBI about his involvement in the January 22 attack and said that he had links with terrorist groups in Pakistan, especially, with Al Qaeda cadre Omar Sheikh, one of three terrorists released by India to end the hijacking of an Indian Airlines air craft IC-814 in Kandahar, Afghanistan in December 1999. Media reports have indicated that the CBI mentioned this in its application seeking Ansari's transit remand for taking him to Gujarat where he is a prime accused in an arms case. Duty Magistrate Kamini Lau permitted a seven-day transit remand and asked the CBI to produce Ansari in a Gujarat court on or before February 16. The CBI has claimed that Ansari had planned the abduction of Anand Aggarwal, a coal merchant of Benaras in 1998-99, Bhaskar Parekh, a diamond merchant of Rajkot, Partha Pratim Roy Burman of Kolkata in 2000-01 and diamond merchant Niranjan Shah of Mumbai. As per Ansari's disclosure, he reportedly earned more than Rs 50 crore through these abductions. He also admitted to having earned Rs 55 crore through the smuggling of arms. The CBI told the court that Ansari during his interrogation also admitted to forming a countrywide network of arms and narcotics smugglers for carrying out illegal activities in India. Investigators suspect that Ansari was funneling the money made from these illegal activities to terrorist groups.

A day after arresting Aftab Ansari, prime suspect in the January 22 terrorist attack on American Center in Kolkata, Delhi Police on February 10 arrested three Pakistani nationals for their alleged involvement in the case. The three are suspected to have links with Ansari, who was brought to New Delhi on February 9 after being deported from Dubai, police sources said. Sources said that the arrest was made on the basis of disclosures made by two other Pakistani nationals and a Bangladeshi arrested on February 8 for their links to the Kolkata terrorist attack. Sources added that all of them were part of a module which had come to India using different routes.

President K R Narayanan said on February 12 that the international coalition against terrorism must address the scourge without any bias and prejudice and India was waiting for concrete action on the ground. Speaking at a banquet hosted in honour of visiting President of Kazakhstan, Nursultan Nazarbayev at the Rashtrapati Bhavan in New Delhi, he said India had taken the principled stand that cross border terrorism against it must be stopped for "only then, I am confident that our concerns and those of the region could be addressed on the basis of peaceful co-existence and through friendly dialogue". The President said India has used every forum to draw world attention against terrorism, which now gravely endangers civilians, elected governments and freedom and democracy everywhere.

Delhi Police Commissioner Ajai Raj Sharma while talking to the media on February 19 said that the Crime Branch of Delhi Police have destroyed an elaborate terrorist module, which was planning to carry out subversive activities across the country. The inter-state cell of Crime Branch was working to expose this well-entrenched module ever since it arrested Asif Reza Khan, a member of the Aftab Ansari gang, on October 29, 2001. He was arrested from the Lodhi Gardens in New Delhi, where he was waiting to assassinate prominent personalities of the Capital. The subsequent arrest of his accomplices Anita Das and Arshad, (the latter is a resident of Multan, Pakistan), led to a series of raids. In these raids, 13 terrorists were arrested and two killed since October 2001. A large cache of arms, ammunition and explosives was also recovered. The terror module, being run at the behest of Pakistan's Inter Services Intelligence (ISI), was spread across Uttar Pradesh, West Bengal, Gujarat and Maharashtra. Sharma said the module, which was being run by Sheikh Omar, was entrusted with the task of abducting national cricket team members Sachin Tendulkar and Saurav Ganguly. As ransom, they planned to seek the release of Mohammad Amir Khan, alias Abu Aksha, a core member of the Lashkar-e-Toiba (LeT), presently lodged in Tihar jail. The Police Commissioner said that the Pakistan-based ISI backed terrorist-criminal network active in India has been using Delhi as junction to facilitate flow of finance and logistics to carry out their activities in other parts of the country.

The Central Bureau of Investigation (CBI) detained three hawala operators for questioning in Delhi on February 20. Official sources said that the detention were made following leads given by Aftab Ansari, prime accused in the January 22 terrorist attack on the American Centre in Kolkata. The arrested hawala operators were supplying money to Aquib Ali Khan in Bhopal, already under arrest, on instructions from Ansari. Ali Khan used to get consignments of weapons reportedly from Pakistan agents and arrange funds from hawala dealers. The CBI spokesman said that hawala dealers had not been put under arrest but their questioning was on to get details about other possible associates in their network.

Addressing the joint session of Parliament on February 25, President K R Narayanan said in New Delhi that India was prepared for resumption of bilateral dialogue only if Pakistan stopped training and financing terrorists. He said, "India is prepared to resume the dialogue process with Pakistan, provided Islamabad satisfies us that it has indeed taken effective steps to end the training, equipping and financing of the terrorists and stop their infiltration into Jammu and Kashmir and other parts of India". Describing the December 13-terrorist attack on Parliament as unprecedented, the President said this was the nadir of a long list of reprehensible acts in a 20-year-old campaign of cross-border terrorism in India. The President said, "It is now established that these terror outfits are closely aligned through ideology, inspiration, resources and logistics to those who carried out the terrorist attacks against the United States on September 11, 2001." Ruling out de-escalation at the border, he said, "The necessary level of military strength and military preparedness will be maintained to deter any aggression".

A high level British expert on Improvised Explosive Devices (IEDs) is expected to visit India soon to train the Indian armed forces and para military forces on detecting and defusing these devices. The visit of the expert was announced on February 26 by Sir Kevin Tebbit, the visiting British Under Secretary of State for Defence at the conclusion of the sixth meeting of the Indo-British Defence Consultative Group in Delhi. The visit is significant in view of a large number of casualties being suffered by the security forces because of these devices in Jammu and Kashmir. British forces, with their long experience in combating the Irish Republican Army (IRA) forces in Northern Ireland, have developed new methods and equipment for detecting and defusing IEDs.

The Delhi government on February 26 withdrew three cases under the now-scrapped Terrorist and Disruptive Activities (Prevention) Act (TADA) against four activists of the All India Sikh Students Federation (AISSF). The trial in three cases had reached the final stage and the recording of evidence was near completion. The four activists were arrested in 1990 for making inflammatory speeches advocating the cause of Khalistan at Gurdwara Bangla Sahib in Delhi. The prosecution, however, on February 13, 2002 moved an application before the Special Judge stating: "The Delhi government wants to withdraw the three cases for the purpose of creating an atmosphere of goodwill and for maintaining the calm that has descended over Punjab." Accepting the prosecution's plea, the court observed: "Considering the fact that the case against the accused persons is based on speeches delivered 11-12 years ago... and since then the situation has changed, the case against the accused is hereby allowed to be withdrawn and they are acquitted."

Speaking at a conference in Delhi, he said, "They (the terrorists) are not religious perfectionists. And they are not freedom fighters. They are terrorists." Blackwill said, after September 11, 2001, strategic cooperation between India and the US had reached unprecedented levels and the two countries were sharing extremely sensitive and useful intelligence.
