Nine Hizb-ul-Mujahideen (HM) militants along with their equal number of wives and 22 children were being shifted to Srinagar for sustained interrogation on transit remand from village Sonouli in Uttar Pradesh, where they were arrested on India-Nepal border on May 1 following reports that they had attended terror camps in Pakistan and masterminded militant activities in Kashmir. Police sources identified nine arrested militants as Sayeed Mujtaba Bukhari, Dawood Rather, Ashraf Thakur and Mustafa Hussain, all residents of Budgam, Ghulam Mohi-ud-Din, Bashir Ahmed and Abdul Rashid of Kupwara, Bashir Ahmed of Pahalgam and Shabbir Ahmed of Shopian. Bukhari and Rather had applied for return under the Rehabilitation Policy.

A Territorial Army trooper was killed in an encounter with the militants, who comprised at least one of the three accused wanted to the National Investigating Agency (NIA) in Delhi High Court blast of September 7, 2011, at village Terana in Palmar area of Kishtwar District on May 2, reports Daily Excelsior. The militants escaped after the killing. At least two militants ambushed Security Forces (SFs) in the night of May 2 and in the encounter that followed, a Territorial Army trooper was killed. The militants reportedly involved in the operation included Shakir Hussain alias Chotta Hafiz and Rezwan. As reported earlier, Chotta Hafiz, Aamir Kamal alias Kamran and Junaid Akram Malik were the three militants, who were wanted to the NIA in connection with Delhi High Court blast.

Unconfirmed reports said that Junaid Akram Malik might have been killed by Chotta Hafiz and Rezwan as they feared that Junaid might surrender before SFs. "It has been more than three months since Junaid Akram Malik's uncle, a former Hizb-ul-Mujahideen (HM) militant, left in search of Junaid in higher reaches of Kishtwar," sources said. However, it has been more than three weeks that the communication with the kin has fallen silent as well and there was no mention about Junaid in the intercepts, they added. An uncle of Junaid, whose medico brother Wasim Akram Malik was arrested in the connection of the blast after a probe by the State Police, was engaged in pursuing the accused to surrender.

Out of 28 convicted for involvement in various terrorism activities in the State, 18 militants are serving life term in Kotbalwal, Jammu and Srinagar jails. According to the data, there are 369 prisoners undergoing imprisonment in 13 jails in Jammu and Kashmir.

Defence spokesperson Lieutenant Colonel JS Brar said that Army along the LoC in Maidan Nala area of Uri sector observed movement of five to six militants trying to infiltrate into Uri in the night of May 9. The troops laid an ambush around them and they were asked to surrender. "On being asked to surrender, the infiltrators opened heavy fire on our troops and the troops retaliated resulting in the killing of five militants", the spokesman added. He said that bodies of four militants' along with four AK rifles besides other ammunition have been recovered by the Army during the search operations. The body of the fifth militant is yet to be recovered as the area of operation is in very close proximity to the LoC, he added. The Defence spokesman said that identity of the infiltrators was yet to be established.

An unnamed senior intelligence official said around 1300 youths, through various channels, had expressed their desire to shun the path of violence and return to Kashmir in order to lead a normal life. Out of these, 109 youths have come home from different routes and the officials did not want to divulge any details as their return has been kept a low profile affair in view of threat perception to their lives. However, sources said the most preferred route taken by the youths to return home was via Nepal. The arrestees were in constant touch with Haji alias Hanzalla, the ‘chief operating commander’ of the LeT, presently based at Pakistan occupied Kashmir (PoK). They had been receiving instructions from Hanzalla and some of his other PoK based associates on Pakistan SIM cards, which received signals in forward areas of the LoC as Pakistan mobile companies under pressure from their Army and ISI had installed towers close to the LoC to help militants. Police sources said Hanzalla had repeatedly been asking the militants especially Nissar Ahmed to recruit more youth into militancy and step-up subversive activities as militancy has been dying down. Police sources said a consignment of arms and SIM cards of slain LeT ‘commander’ and Pakistani militant Abu Abrar alias Mistry was also lying with Nissar. Mistry was killed in an encounter with SFs and Police on January 19 at Salwa in Mendhar area of Poonch District. The LeT module busted by the Police was linked to Abu Abrar when he was alive.

Hand-written posters in Urdu issued by its ‘divisional commander’ were put up outside the local mosque at Kishtwar reminding people that the time has come when they should return the holdings without committing any fraud. “For the last many years our holdings (money) is being held by some trustworthy people. Time has come when they should fulfil their duties and return our things back to us since Kashmir movement is going through a very critical phase”, reads the English translation of the posters. The ‘divisional commander’ has also issued warnings against gobbling up their fortune. “We hope the custodians of our holdings will not compel us to use force for getting back our stuff”, reads the poster. Akhtar was untraced since then, the DIG said, adding he was finally traced in a mountain at Pati Mahal and was asked to surrender. The militants initially fled towards a forest area but later took position there and started firing at the security personnel, who retaliated. In about 20 minutes exchange of firing, the militant was killed. Army or police didn’t suffer any casualties in the operation. One AK-47 rifle, two magazines and 25 rounds were recovered from the possession of slain militant. Akhtar had reportedly taken shelter in the house of one Abdul Rashid forcibly, official sources said. Police was questioning Rashid.

There were no casualties or damage on Indian side in firing by Pakistan Army, sources said but added that the fencing work has been stopped for the time being. Sources said Pakistan Army had been objecting to fencing work presuming that the troops were laying new fencing. Last week also, they had fired at the troops at same place with the same motive of blocking the fence repair. This is the 10th ceasefire violation by Pakistan along the Indo-Pak border in 2012 and the third this month (May).

Official sources said that the SFs observed movement of a group of three to four militants at Rani Gali in Tarkundi area of Balakote sector. Exchange of firing continued for more than 40 minutes after which two to three militants were seen crawling back to Pakistan occupied Kashmir (PoK)’’, sources said. Principal Sessions Judge (Jammu) Jang Bhadur Singh Jamwal acquitted two alleged Over Ground Workers (OGWs) of LeT, Mohd Amin and Shakar Hussain, both residents of village Dhanwan in Rajouri District, as the prosecution failed to connect the accused with the commission of offence. After hearing both the sides, Principal Sessions Judge observed, "There is no evidence to prove that the letter written on the letter head of the militants was recovered from any of the accused. There is also no evidence on record that the accused were found negotiating with any militant organization or any member of any such organizations or in any manner had any links with such organization and as such cannot be held to be enemy agents. There is also no evidence of conspiracy with any militant organization and had ever supported their cause directly or indirectly prejudicial to the interest of the Country or the State."With these observations, Court acquitted both the accused of the charges leveled against them. According to Police case, Mohd Amin and Shakar Hussain were involved in anti-national activities and providing secret information regarding SFs to the militants and elements hostile to the Country.

A spokesman of little known militant group, Islamic Front (IF), owned responsibility for the May 30 attack and claimed that five Central Reserve Police Force (CRPF) personnel were injured in the attack. Security agencies suspected that the IF might be a shadow outfit of Lashkar-e-Toiba (LeT). Inspector General of Police (IGP, Kashmir) S M Sahai, said that this could be a handiwork of militant group that has come from outside Srinagar. However, sources said that their (militant) presence inside Srinagar can't be ruled out. They said that LeT is operating in small modules that are faceless. "The module that has carried out the attack can be from inside Sriangar city but there is no such module that has come under the security forces radar", they added. As reported earlier, seven CRPF personnel were injured, one of them critically, as two motorcycle-borne militants opened indiscriminate firing on them at Victory Crossing near Khanyar area of Srinagar on May 30.

Outgoing Director General of Police (DGP) Kuldeep Khoda on May 31 said that militancy was in last phase in Jammu and Kashmir, reports Greater Kashmir. “Now there are militant foot soldiers and I hope JK Police will take on them,” DGP said, adding that Police has played pivotal role in tackling militancy. “We have lost more than 1500 men, including officers, policemen and SPOs in the fight against militancy,” he said. Giving the break-up of number of active militants in the state, Khoda said 147 militants were presently active in Kashmir valley and around 100 in Jammu region. “Most of their commanders were killed in last year and an active hunt to track them was continuing,” he said. “I hope police will make an end to militancy by end of this year.” The outgoing DGP did not mention anything about the 2010 summer unrest, however, said that Standard Operating Procedure (SOP) drafted to deal such unrest is a role model now. “Ministry of Home Affairs (MHA) selected our SOP and other states of India have been asked to follow,” he said. DGP Khoda said that to minimize the civilian casualties and injuries, State Police was now trained and equipped with non-lethal weaponry. “We have given training to cops about the non-lethal weapons. Even some officers were imparted with training in foreign countries,” he said.
