Director General of Police (DGP) Ashok Prasad in an interview with Greater Kashmir published on September 1 said that with militancy ebbing away in Jammu and Kashmir (J&K), the challenge for State Police has changed from counter-insurgency to law and order. DGP Prasad said that law and order problems are also on decline in J&K and Police Force is taking to normal policing. He urged his men to avoid firing of bullets while dealing with a law and order problem. “If somebody throws a stone, he has to be dealt without showering bullets. The force has to be trained and that is a challenge,” he said. He revealed that J&K has witnessed a fall of 60 percent in militancy related incidents over the preceding year. “Around 150 militants are active all over the state with maximum concentration in Sopore and Tral areas of Valley.” The Police Chief said that a militancy-related incident in the capital city of Srinagar has more impact than in the hinterland. “A grenade attack in Sopore has less impact than in Srinagar, where it catches much media attention and makes headlines,” he said. He said it were the militants in the countryside who come to the city and strike the security installations. “We arrested people in different militancy related incidents and saw that they belonged to other districts, like Pulwama and Ganderbal.”

Minister for Public Health Engineering, Irrigation and Flood Control, Taj Mohi-ud-Din, said on September 1 the attack at the Wullar Lake Project site in the Sopore area of Baramulla District was a direct attack from Pakistan, reports Daily Excelsior. The Minister ruled out that attack is handiwork of local militants. "What have local militants to do with this project?" he asked. He said that Police and officers of the project initially believed that the attack was a localized affair done by extortionists, but "I maintained right from the beginning that it has been done by Pakistan. They only believed me when a timer fitted IED blasted off a shed at the project site in front of these officers at 12:30pm on Tuesday [August 28] when they were analyzing the nature of the attack", he added. He also said that it is second time they targeted the project. "Earlier in 1990 they targeted the Tulbul-Navigation project but couldn't cause any major damage to it as they didn't use dynamite properly. However, they stole 250 ton iron and 2500 bags of cement of that project", said the Minister.

In the operation against infiltrated militants, who were intercepted in Ganderbal forests of Ganderbal District on September 1, one more militant was killed in Chatergul woods on September 2, taking the death toll of the militants to two (one was previously killed on September 1), reports Daily Excelsior. One AK rifle and few magazines were recovered from his possession. Antony, in a written reply in Lok Sabha (Lower House of Parliament) on September 3, commented, "The government is aware of the infrastructure development by China at the border and their (Chinese) undertaking infrastructure projects in PoK [Pakistan occupied Kashmir]. The government has conveyed its concerns to China about its activities in PoK and asked them to cease such activities”, reports The Times of India. Moreover, India remains concerned about the expanding Beijing-Islamabad military nexus, which is clearly directed against New Delhi, as well as the massive build-up of military infrastructure by the Peoples Liberation Army (PLA) all along the 4,057-km Line of Actual Control (LAC) and its naval forays into the Indian Ocean Region (IOR).

A defence spokesman said on September 4 that the Indian forces retaliated and that no one was wounded in the 45-minute exchange of fire. "Firing from the Pakistan side was totally unprovoked. The main motive of the ceasefire violation by (Pakistani) Rangers was to facilitate infiltration by the militants in which they have been failing for quite a long time," he said.

Sources said that the "Flood Protection Works and Conservation of Wullar Lake" project was started in 2011 at a cost of INR 500 million. It was aimed at serving the same purpose as was that of Wullar Barrage, work on which was stopped in 1987. The present project is 1.5 kilometer upstream from Wullar Barrage and once completed it will raise same level of water in Wullar Lake as was to be raised by the earlier project. The Minister, however, made it clear that the project is not violating the Indus Water Treaty of 1960s between India and Pakistan. As reported earlier, the project site was attacked in the intervening night of August 27-28.

Tension again flared up on the International Border (IB) at Chechwal in Samba sector of Samba District after Pakistan not allowing the Border Security Force (BSF) to carry out further work on the tunnel ahead of border fencing fearing that it would be exposed as Security Forces had detected that tunnel was leading toward Pakistan, Daily Excelsior reported on September 4. Official sources confirmed that work on further digging of the tunnel by the BSF authorities between border fencing and zero line has been stopped in anticipation of firing by the Pakistani Rangers. The BSF had managed to dig earth ahead of fencing and was nearing Zero Line when the Rangers objected to the work and wanted it to be stopped. The Rangers told the BSF to stop work or, otherwise, they would open firing. As reported earlier, a farmer had detected the tunnel on July 27. The BSF and Geological Survey of India (GSI) teams later detected that the tunnel had been dug 540 meters inside the Indian Territory leading to village Chechwal. One soldier and a militant were killed in the night of September 4 as Army foiled an infiltration bid near the Line of Control (LoC) in Tangdhar sector of Kupwara District, Defence spokesman Lieutenant Colonel J S Brar said on September 5, reports Hindustan Times. "An infiltration bid was foiled in Tangdhar sector last night [September 4]. One terrorist was killed while another managed to flee back across the LoC in an injured condition," Brar said, adding, a soldier was also killed in the gun battle with the infiltrators. As reported earlier, the search operation started in the morning of August 31 after Security Forces (SFs) cordoned off a vast area of Chattergul forests in Kangan following information about the presence of militants in the area. “Initially the joint party of forces killed an unidentified militant inside a hideout in the forest. In the hideout we found some pairs of shoes and other logistics that included gas cylinders, blankets and ration. Recovery of shoes and logistics indicated some more militants are present in the area and we extended the operation,” an unnamed Police officer supervising the operation said, adding that on September 2 one more militant was killed. “We cannot say how many more militants are present in the area but the operation to flush out militants, if any, is going on in full swing,” he added. The Police officer said that militants can escape and cross over to Bandipora and Gurez. “The police and other agencies in that area have also been alerted,” he said further. Army’s Srinagar based spokesman said that Army has no plans to call off the operation.

Jammu and Kashmir Police have started the process of "rationalising" the village defence committees (VDCs) after the waning of militancy in the state, reports Greater Kashmir. The process will involve a review of the need for these committees, and stock-taking of the weapons allotted. An unnamed Police official said: "There are reports of impropriety by the VDC members, by way of misuse of weapon or accidental firing due to lack of ability. We have thus started the process of review and rationalisation. The weapons were given to VDC members many years ago. So there is now a need to account for them," adding, the Police have authorized a gazetted officer in the different areas to conduct a physical verification of the weapons and ammunition given to VDC members. "There is also a need to see if the VDC member who has been given arms is in a good frame of mind, and capable of handling the weapon responsibly," he further added. The VDCs were formed in remote militancy-infested parts of Jammu in the mid 1990s to fight militants. Groups of able-bodied volunteers of the village were given arms and trained to fight militants by the government. There are about 5,000 VDC members who have Police weapons in different areas of Jammu.

The orders of withdrawal have come from our headquarters.” Earlier, around 50 bunkers of CRPF have been removed from Srinagar and the process is on. Presently, 52 CRPF battalions are operating in Kashmir valley. Javed, a close associate of United Jihad Council (UJC) chief Syed Salahuddin and underworld don Dawood Ibrahim, was operating for the last 25 years in the State. He belongs to Sopore town in Baramulla District and was a member of UJC, an umbrella group of several militant outfits. Pakistan had raised towers of almost all mobile telecom companies close to the Line of Control (LoC) on their side to ensure that the areas close to the LoC in twin border districts of Poonch and Rajouri received signals on this side to help militants and Over Ground Workers (OGWs) speaking across the LoC. It may be mentioned here that the ISD calls from Jammu and Kashmir to Pakistan and PoK are barred in view of security considerations. Pakistan agencies have devised new method of helping militants and OGWs to call to their mentors in Pakistan and PoK by supplying them Pakistani SIM cards through their couriers on the LoC or using other methods of smuggling. Earlier also, Security Forces have seized a number of SIM cards of Pakistan from the possession of militants and OGWs besides the travelers of cross-LoC bus service of Poonch-Rawlakote route.

At least 40 Sarpanchs (head of Panchayat, village level local self Government institution) and Panchs (member of Panchayat) have resigned in Palhalan and its adjoining areas in Pattan tehsil (revenue unit) of Baramulla District in North Kashmir due to militants threats since the killing of a Sarpanch in the region, Daily Excelsior reported on September 13. The resignations have come from Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora villages. Most of Panchs and Sarpanchs submitted their resignation to the Block Development Officers of the respective blocks. Some of them issued advertisements in local newspaper announcing their resignation. Others have announced their resignation through posters and by making announcements through the loud speakers of the Masjids. The killing of Palhalan Sarpanch took place after Lashkar-e-Toiba (LeT) posters had appeared in several areas of Pattan asking Panchs and Sarpanchs to resign or face consequences. These posters appeared outside Masjids. As reported earlier, militants in the evening of September 10 shot dead Sarpanch of Palhalan village in Baramulla District. In South Kashmir Districts of Shopian, Pulwama and Kulgam around 200 Panchs and Sarpanchs resigned over the past few months following militants’ threats. In August posters of lesser known militant outfit, al Qaida Mujahideen appeared in several villages in Shopian District forcing around 50 Panchs and Sarpanchs to resign. MHA has asked the state Government to handle the program with utmost care to avoid it being dubbed as exclusively for surrendered militants and instead project it as development intervention for violence affected. “To avoid from being branded as a direct intervention for surrendered militants and attracting unnecessary attention, the state Government is directed to include 60 percent to 70 percent of targeted beneficiaries from pool of surrendered militants and 40 percent will be others from the communities of surrendered militants,” MHA document reads. Army on September 16 intensified its operation in Uri forests after militants trapped by them in the evening of September 15 proved to be a group of recently infiltrated militants from Pakistan occupied Kashmir (PoK). An unnamed Army officer said that they had information about the presence of two militants in the Lacchipora forests of Uri when they launched an operation. Now it has been established that it was a group of at least 3-4 militants of Lashkar-e-Toiba (LeT), who had managed to infiltrate through Kamalkote sector of Uri on September 2. The Army had claimed on September 2 that the infiltration bid was foiled by Army after they found a group of heavily armed militants trying to infiltrate into Kashmir valley by crossing the fence in Kamalkote sector of Uri. However, the General Officer Commanding (GOC, 19 Division), Bipin Rawat, had told reporters then that Army had apprehensions about infiltration of some of the militants as they had noticed marks near the fence. The GOC had said that day that Army had noticed movement of around three infiltrators near the fence on September 3 but they were fired upon and after that they didn't notice any forward movement.

"We condemn the killing of village Palhalan sarpanch and demand security for the elected members in the areas affected with militancy," Kulbhushan Khajuria, working president, All Jammu and Kashmir Panchayat Coordination Committee (AJKPCC). "The brutal killing of elected representatives is a murder of democracy," he said, adding that so far seven Panchayat members have been killed, since about 33,000 members were elected in 2011 polls. "The government ignored the security concern besides safety of the Sarpanches and Panches in vulnerable areas that has led to the repeated killings," he added. He stressed, "If immediate steps are not taken, the panchayat members would tender their resignations as about 500 members had already resigned following threats from militants." Pakistan Army started firing at forward Indian positions of Dogra, Chajjaman, Kirpan, Ghora and Kranti at 8pm from their posts of Daaku, Roza, Kaif and Bhattan. Initially, Pakistan Army used small arms firing but later extended it to medium and heavy fire arms. At some places, Pakistani troops also fired rockets. Indian side retaliated to ensure that the militants trying to infiltrate under the cover of Pakistani firing didn’t manage to sneak in. Terming the security situation in Jammu and Kashmir (J&K) “very fragile” as the State was passing through a sensitive stage of transformation, General Officer Commanding-in-Chief (GOC-in-C), Northern Command, Lieutenant General KT Parnaik said on September 19 that the terror attacks on sarpanches (head of Panchayats, village level local self Government institution) and civilians are a cause of worry. Parnaik said, "We (state) are transforming from high intensity proxy war to lower levels of violence but the situation never the less is very fragile. The security situation in the state today as general-- I would say is passing through a sensitive stage of transformation." He cautioned against "triggers" which could alter the situation in a short span of time. Talking of solutions, he said, "Therefore, there are three things which are important-- first thing-- ability to check and prevent infiltration-- to that extent we have strengthen our deployment along LoC [Line of Control] and we are ensuring that maximum infiltration attempts are negated. However, some infiltration bids do succeed and as result there is influx of some new terrorists in the state-- but they have not been able to create any perceptible violence. The worry is that they have been targeting police, sarpanches and other civilians-- it is a cause of worry. The need of the day is to dominate areas and not to allow resurgence of terrorism in the state that is our focus". Regarding another question about the killing of militants this year, he said that 44 militants have been killed and 24 have been arrested in 2012. The militants have been neutralised, their leadership have also been eliminated and infiltration is down, he added.

Sources said whenever firing takes place on the LoC, it was generally presumed that it was aimed at infiltrating militants into this side but it has been observed during past over three months that this was not the case. Compared to the border District of Poonch, the incidents of firing and ceasefire violations have considerably gone down in Rajouri District, sources said. Around 100 Panches (member of Panchayat, village level local self Government institution) and Sarpanches in Baramulla District have resigned in two weeks after the earlier reported killing of a Sarpanch and deputy Sarpanch on September 10 and September 22 respectively. The report said that while the September 22 killing spread panic in the villages of Nowpora, Nowpora Jageer, Wagoora, Chenad, Soloosa, Khashi Tangan, Delina, Sangrama, Putkhah and Kreeri forcing resignation of over 40 Panches and Sarpanches in the area, the September 10 killing had created panic in the entire area of Pattan resulting into resignation of over 60 Panches and Sarpanches of village Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora. Some of the Panches who resigned on September 24 were identified as Manzoor Ahmad and Abdul Rashid Khanday residents of village Saloosa; Ali Mohammad Lone, Tariq Ahmad Lone, Asadullah Lone, Abdul Hamid Wani and Haleema of Kreera and Syed Javed Ahmad Bukhari of Nowpora Mirangund. Some of the Panches and Sarpanches have issued paid advertisement to local newspapers announcing their resignation while others have announced it in local mosques while some of them have pasted handwritten posters in the local mosques in their villages. Syed Javed Ahmad Bukhari of Nowpora Mirangund, who was representing Ward 6A of the village, told Daily Excelsior that he has resigned as Panch and cited security as a reason for his resignation. Over 500 Panches and Sarpanches have resigned in South Kashmir Districts of Shopian, Kulgam, Pulwama, and North Kashmir District of Baramulla since 2011 Panchayat elections. A top Lashkar-e-Toiba (LeT) ‘commander’ was among two militants killed in an encounter in Handwara forests of Kupwara District on September 25, reports Daily Excelsior. An Army trooper was killed, while two Army troopers, including an officer, were injured in the encounter. The Army recovered two AK 47 rifles, six magazine, 150 rounds, two Matrix sheet, four maps, two wireless sets, two GPS, one compass, 2 pouches and Indian currency from the dead militants. The Army in the night of September 24 launched an operation in the maize fields and forests of Haril in Handwara after they received information about the presence of militants in the area. The militants fired at the Army party resulting in a fierce encounter. In the morning of September 25, the Army party was again fired at by militants. Army returned the fire killing one militant. The gun fight continued till the afternoon resulting in the killing of another militant at around 1pm. One Army trooper was killed and an Army commando, Captain Manish and Army trooper were injured in the encounter. As per the matrix sheets, maps and GPS devices recovered from the militant who was killed early in the morning it appeared that he was a top ‘commander’ of the LeT. The militant group that was trapped in the Handwara forests appeared to have recently infiltrated. The Army sources said that it was a group of around eight militants that was trapped by the Army, which was using surveillance helicopters to track the movement of the group.

State Government on September 25 said the election to Block Development Councils, which will form second tier of Panchayati Raj, will be held in October. "The notification for the election for 143 Block Development Councils will be issued on October 4 and the process will be completed by first week of November," said Panchayati Raj Minister Ali Mohammad Sagar. "The third tier of the Panchayati Raj system—establishing the District councils—will be done after the Block level polls. It will not take much time," Sagar said. On the rising number of resignations by Panches (member of Panchayat, village level local self Government institution) and Sarpanches (head of Panchayat) following killing of a deputy Sarpanch on September 23, the Minister said around 30 resignations had been received so far. Asked if the Government will provide personal security guards to over 34,000 grassroot level representatives, Sagar said it cannot be done. "We will provide personal security in those cases where it is inevitable. Otherwise, the effort of the Government is to create an atmosphere of general security in the State," he said. Sagar said Security Forces will be patrolling in areas where threat perception is more while night area domination exercises will also be carried out. On the issue of adopting 73rd amendment in the State, Sagar, said the spirit of the amendment has already been implemented in the state through the Panchayati Raj Act of 1989 and two Cabinet orders. "The essence of the 73rd amendment is to transfer funds, functions and functionaries to the Panchayats and we have already done this," he said.

Jammu and Kashmir (J&K) Chief Minister Omar Abdullah on September 26 describing the attack on Panchayat (village level local self Government institution) members as militancy issue said that the Government will not bear the attack on defenceless Panches (member of Panchayat) and Sarpanches, (head of Panchayat) according to Daily Excelsior. Omar said that Government would not remain a silent spectator to these attacks and would take all necessary measures to ensure the security of Panches and Sarpanches in vulnerable areas of the State. Though he made it clear that Government can't provide security to each Panch and Sarpanch, Omar said that Government will take threat assessment of these members and if need is felt for personal protection of Panches and Sarpanches Government has no reservation in providing security to them at individual level. He said that Government will secure the areas where these members face security threat. Terming the militants as cowards for attacking Panchayat members, he dared them to attack him and said that they will not do it fearing befitting reply. He said: "They are attacking defenseless people. If they have the courage let them carry out an attack on me. But they will not do it as they know they will get a befitting reply." He also rejected the implementation of 73rd and 74th amendments of Indian Constitution empowering Panchayats in the State. "There is no need to implement 73rd and 74th Amendment of Indian Constitution in the State. I am not accepting it", added the Chief Minister. Omar said that the State has its own constitution and "we will make major amendments in it to empower the Panchayats". Omar said that his Government is strengthening the Panchayat Raj system in the State and so far powers of 14 departments have been transferred to the Panches and Sarpanches. He also said, “So far, we have only received 50 resignations since the Panchayat elections were held last year [2011]. None of these resignations have been accepted so far." He said that Government will hold by-elections wherever the Panches and Sarpanches resign. "Even if vacancies through resignations arise, I will ensure that the byelections are held at the earliest," he asserted. The Times of India quoted him as saying, "I want to remove the misgiving that panchayat chiefs are being killed and the Government is silent. The media is also overstating their resignation claiming 120 have quit whereas the Government has received resignations of only 50 panchayat chiefs. No resignation has been accepted." While 50 sarpanches have already sent in their resignation letters, they were joined by 70 others who issued advertisements in newspapers declaring they were quitting after threats from Lashkar-e-Toiba (LeT), the report added. India Today reported that mass resignations by panchayat members and heads continued unabated in the Kashmir valley. As many as 90 panchayat members resigned from their posts on September 26. Earlier, more than 70 of them had quit on September 25.

Army troops noticed the movement of 2-3 infiltrators near the LoC in Keran. The infiltrators were challenged and fired upon by the Army but they managed to flee back to PoK. The infiltrators also fired back and firing continued for several hours. However, no casualties were reported. Later, the Army recovered huge cache of arms and ammunition that was kept in six gunny bags left behind by the infiltrators. The recovered arms and ammunition include 10 AK-47 Rifles with 20 magazines, 98 Chinese made pistols (.30 mauser) with 196 magazines and two Sub Machine Guns (.30 Cal, folding Butt) with four magazines. All these weapons were Chinese make, wrapped in Chinese newspapers and entire package material used was also Chinese.

Army thwarted infiltration attempt by a group of five to six Lashkar-e-Toiba (LeT) militants at forward village of Balnoi on the Line of Control (LoC) in Mendhar sector of Poonch District in the morning of September 27, killing two militants and forcing others to retreat to Pakistan occupied Kashmir (PoK), reports Daily Excelsior. Sources identified the slain militants as Abu Mahaz alias Khandari Kashmiri, a ‘divisional commander’ and Abu Anzala alias Abu Tallah Afghani, an ‘area commander’ of the LeT. Both of them were Pakistani nationals and were wearing Army uniform. Official sources said troops observed movement of militants trying to infiltrate into Indian Territory on surveillance gadgets installed between Roshni and Gun Hill Posts at Balnoi sector of Mendhar at 2am. Troops challenged the militants when they reached close to the fence and asked them to surrender. The militants opened firing and made attempts to sneak into this side. A heavy exchange of gun fighting between militants and the troops continued till 3.30am in which two infiltrators were killed. As the Army personnel were engaged in searches, Pakistani troops started heavy firing on Indian positions at 5.30am in an apparent bid to facilitate infiltration by remaining militants. The firing from Pakistan side continued till 8am, sources said. However, an effective retaliation by the troops forced rest of the militants to retreat to PoK. Army didn’t suffer any casualties in the firing. Troops conducted searches on the LoC and recovered bodies of both the slain militants along with a large quantity of arms, ammunition and other items. Recoveries made from the scene of encounter included two AK-47 rifles with 10 magazines and 193 rounds, two pouches, one wireless set with one antenna, two Under Barrel Grenade Launchers (UBGLs), eight UBGL grenades, two Pakistan made water bottles, one medicine kit, two Taiwan made Global Positioning Systems, two Nokia mobile handsets, two Indian SIM cards, Rs 12,000 Indian currency including three notes in 1000 denomination and 18 notes in 500 denomination, one map of Mendhar, one compass, one Matrix sheet, three Chinese hand grenades, one I Com set, one newspaper ‘Zaraar’ of Pakistan, two ‘Halwaal’ company’s juice bottles (also Made in Pakistan) and about 5 kg dry fruits.

It is a solid and positive indicator," the DG said when asked if the force would bring its numbers down in the militancy affected State. Army on September 28 said that around 600 militants are waiting across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) ready to infiltrate into Kashmir valley before the onset of winter, reports Daily Excelsior. General Officer Commanding (GOC) of Kupwara based 28-Division of Army, Major General Lalit Pandey, said that Army this year [2012] foiled infiltration bids along the LoC and have killed some of the militants while others have fled back to the PoK. "This has made militants desperate and they will make last ditch efforts to infiltrate in large numbers", he added. Major General Pandey said that the militants are using both LoC in Kashmir valley and neighbouring country, Nepal, as infiltration routes. The GOC said that it is the new trend of the militants to smuggle arms and ammunition into Kashmir and dump it near the LoC before transporting it to Kashmir valley. He described it as an alarming situation. Commenting on the earlier reported recovery of arms and ammunition on September 27 he said, "All these weapons are Chinese make and were wrapped in Chinese and Pakistani newspapers." He, however, ruled out Chinese support to militants in Kashmir. He said that Army has no intelligence inputs about China supporting militancy in Kashmir. The General also said that by smuggling this type of weaponry into Kashmir valley, the militants are intending to increase the level of violence. "The smuggling of short range weaponry suggested that militants are aiming at soft targets like Panchs and Sarpanchs", he added.

Security Forces (SFs) on September 30 arrested four Hizb-ul-Mujahideen (HM) militants, who were threatening Panchayat (village level local self Government institution) members, from Shopian District, reports Daily Excelsior. An unnamed senior Police official said that these militants were responsible for threatening Panches (members of Panchayat) and Sarpanches (heads of Panchayat) of the District besides extortion. Police few months back found them involved in several extortion cases. "Later, their involvement was also found in issuing threats to Panches and Sarpanches of the area", he added. Arms and ammunition including four AK 47 rifles, 16 magazines and 500 rounds of ammunition was recovered from the arrested militants. Police said that several Over Ground Workers (OGWs) of the outfit working with them have also been detained and they are being questioned. Police said that these OGWs might be involved in threatening Panchayat members through posters that appeared in the District in August 2012. As reported earlier, Police on September 22, busted a HM module that was targeting Panches and Sarpanches in Tral area of Pulwama District by arresting its three cadres.
